Meeting
with Director(HRD) - CHQ Vice President, Com Inderjit Singh, GS, AGS,
Com Khan, CS/Punjab, Com Amarjit Singh and Com Arvind Dahiya met Director
(HRD) to convey to him the strongest opposition of this Association towards
implementation of proposed rotational transfers and pleaded with and urged
upon him to completely abandon the proposed move of rotational transfers.
Association explained at length the background of orders of 1981 of DOP &
Trg, relating to rotational transfers, and the futility of their
implementation in an Organization as big as BSNL. Also it was brought to the
kind notice of Director (HRD) that these instructions of DOP & Trg were
never implemented in DOT for obvious reasons. After considerable discussion
on the issue, it was agreed that the issue would require further discussion
with CMD. We could not meet CMD because he was out of station. We shall try
to meet him on 1st May,07 to have further discussion on this
issue.
The issue of pending
request transfers was also discussed. We pleaded that all pending request
transfers be issued. Director (HRD) informed us that he has already directed
DDG (Per) to consider all pending cases and assured that he would once again
instruct concerned officers to expedite the same. On the issue of granting
immunity from transfer to office bearers promoted recently to TES Gr B,
Director (HRD) assured that all eligible cases would be considered and
decided shortly.
Meeting with DDG (Per) -
Met DDG (P) and
requested him to expedite TES Gr B to Adhoc STS DPC. Also, requested him to
issue immediately all pending request transfers and immunity transfers. DDG
(P) assured that action on these issues is already being taken. We also
requested him to immediately issue promotion orders in respect of all those
who were left out recently due to one reason or the other from being
promoted to TES Gr B. Jt DDG (P) who was also present in the meeting
informed that action on this is being already taken and very shortly orders
promoting left out JTOs would be issued.
Meeting with Sr DDG (E)
- The
file relating to recasting of seniority of 1966 SDEs in the context of the
recent Judgment of Delhi High Court has reached Sr DDG (E) after advice
given by the Company Secretary. DOT has suggested implementation of Delhi
High Court Judgment. High Court has directed DOT to maintain status quo ante
in the matter of maintaining the TES Gr B seniority of 1966 SDEs who were
pushed down to seniority list no 6 in Nov,2004. However, it is learnt that
the advice given by legal cell of BSNL does not help to resolve the
stalemate existing in TES Gr B to Adhoc STS. We are in constant interaction
with Sr DDG(E)/BSNL to straighten the issue so that TES Gr B to STS
promotion order is issued as quickly as possible.
Secretary
general NCOA informed that the programme on 4th May,2007
may be amended to Lunch/Closing hour demonstration. The NCOA programme
on 10th & 11th May,2007 remains
unchanged. All SNEA units take appropriate actions accordingly.
Major
Breakthrough on behalf of the Comrades of Civil/Electrical/Architecture/TF
etc. Association gets the proposal for counting of residency
period w.e.f 1-10-2000 for first Time Bound Promotion. Now it will be
sent to the Estt. section for preparation of the draft order to be approved
by BSNL Board. It has been a long brawn-out struggle. We have been pursuing
this case consistently and relentlessly. The proposal which was initially
rejected by the Estt Section was once again resurrected by the intervention
of the Association. A Committee was thereupon formed under the Chairmanship
of Jt.DDG (SEA). Our constant interaction with the Committee brought forth
favorable recommendations on the lines of our demand. Attempts to keep these
recommendations in the cold storage was again stalled by the active
intervention of the Association. It was difficult enough to get the nod from
the finance. The Association had to put in its best
effort with the finance so that the recommendations are cleared.
We are extremely happy it has been finally cleared by the Finance and is now
ready for orders. This will be a major breakthrough
to all the Executives of
Civil/Electrical/Architecture/TF etc.
SNEA
meets DDG (SR) on pay scales of JTOs and SDEs which don't at present
corresponds to the pay scales of DPE . The demand of the Association that
the BSNL Management argue for the higher pay scales in both cases before the
Second Pay panel ( for PSUs) has been accepted. The BSNL Management will now
place with arguments before the pay panel based on these lines.
GS meets DDG (Per) for
expediting the promotion process from SDEs to Adhoc STSs. DDG (Per)
informed that the legal opinion received in this regard has been sent to the
company Secretary. It is expected that his advise on positive lines will be
received shortly.
Units may organize and
mobilise the NCOA Dharna on 4th May 2007 and relay
hunger strike on 10th and 11 th May 2007.
These programmes should be observed at the Zonal / Circle Headquarters. In
respect of Kerala, Karnataka and Andhra Pradesh this will be at Cochin ,
Bangalore and Hyderabad respectively.

contact Com.A.A.Khan AGS on all matters like request transfers etc.
since the GS will be fully involved in the preparations of the memorandum to
the second pay panel (for PSUs) during the next three weeks.
Meeting
with Secy / DOT. - Association met Secy/DOT and discussed the following
issues:
A)
Issue of Pension:
Secy/DOT assured that very shortly the issue of liability of pension by the
govt. i.e recent discriminatory order of govt. envisaging that only 60% of
the earnings of the govt. from the licence fees, cess taxes, dividends etc.
shall be utilized for Pensionary provisions in BSNL shall be referred to the
Cabinet for reconsideration. Secy/DOT assured that a favourable proposal
shall shortly be sent to the Cabinet to make appropriate amends to the said
order.
B)
Diversion of posts of BSNL for VTM:
Association pleaded that the posts of BSNL should not be diverted and
utilized for VTM. Instead, DOT posts should be utilized for VTM. Secy
assured that this issue shall be examined.
C)
Option to continue in CDA scale till the date of promotion/ retirement:
We thanked Secy/DOT for pursuing this issue with DPE by writing to Secy/DPE
to sort out this issue. However, we informed him that DPE is yet to
communicate its decision on this issue and the result is that a large number
of retired officials are suffering due to non settlement of the issue. We
further informed Secy/DOT that we met Jt. Secy/DPE who assured us that the
issue would be resolved quickly. Follow up action continues to be taken by
this Association on this issue, we informed Secy/DOT. Finally Secy/DOT
assured us that a reminder on the issue would be sent to Secy/DPE, asking
him to settle the issue.
D)
Abolition of posts of JTOs/SDEs/EEs of Civil/Electrical etc:
We appraised Secy/DOT that a move to abolish posts of JTOs/SDEs/EEs of
Civil/Electrical to create posts of SEs/CES/PCEs is under consideration of
BSNL Management and conveyed our strongest opposition ti the said move.
Secy/DOT assured us that he would not favour such a move of BSNL and asked
us to get in touch with Member (Technology)/DOT.
E)
Unresolved issues of ASTTs and Sr. Accountants:
We informed Secy/DOT that these two issues even till date remain unresolved
even though concrete assurances were given to us in the meeting on 10th
Jan,07 that positive action would be taken on both these. Secy/DOT asked us
to send a brief note on both these issues once again.
F)
Issue of residency period/notional fixation of
Civil/Electrical/Architecture/TFS etc:
We informed Secy/DOT that even though we have been time and again assured by
BSNL Management that this issue would be resolved, but, unfortunately, till
date nothing has been done. Secy/DOT assured that he would speak to BSNL
Management and ask them to resolve these issues quickly.
Meeting
with Member (T)/DOT:
We
thanked Member (T) for taking a positive action on the issue of 2nd
ACP scheme and thus avoiding an unpleasant situation. We also informed him
about reported move of BSNL to abolish posts of JTOs/SDEs etc to create
posts of SEs/CEs/PCEs etc and requested him not to approve such a decision.
Member (T) informed us that all this is to be done by BSNL Management and DOT has
no role. However, he assured us that he would remain vigilant on the said
issue.
Meeting
with DDG (E)/DOT:
We met DDG (E)/DOT and requested him to put up the file regarding option to
continue in CDA scale till date of promotion/retirement consequent upon
absorption in BSNL to Secy/DOT so as to sent reminder to Secy/DPE, as
assured by Secy/DOT. DDG (E) assured that he would put up draft DO for
consideration and approval of Secy/DOT as quickly as possible.
Meeting
with DDG (SU)/DOT:
We had a detailed discussion on various issues with new DDG (SU), who is
nodal officer with DPE and is expected to interact with DPE and 2nd
pay Panel, particularly the issues relating to 2nd pay panel. He
asked us to give him appropriate inputs to help him understand the issues in
proper perspective. We discussed the issue of Nav Ratna status of BSNL and
effective strategy to be adopted to get approval of the govt. at the
earliest.

Association
met DDG(SR) on the issue of opposing strongly any move of introducing
rotational transfers. DDG(SR) was informed of the fact that the instruction
of 1981, issued by DoP & T were redundant to such an extent that they were
never implemented in DoT. Even in BSNL,so far it has been felt that these
instructions have no relevance. While association has agreed in principle to
correct imbalances in vacancies in TES, Gr.B /STS, it is determined to
oppose any move to transfer JTO/SDE/DE simply for the sake of transfer,
DDG(SR) was informed & DDG(SR) assured that he would discuss the
matter with Dir(HRD) and that he also doesn't support the concept of
transferring simply for the sake of transfer.
Meeting with DDG(CA)
and DDG(Admin): The association met both these officers and
requested them to immediately bring in place a mechanism to deal with
medical cases relating to unlisted diseases, diseases not covered in CGHS
etc. The association pleaded with both these officers to urgently address
the issue in view of the fact that the large no. of genuine cases remain
unsettled for the long time. Both these DDGs assured that steps would be
taken to bring in a generalized policy to deal with such cases.
Clarification

1. Congratulations! to our Civil Comrades. Our
stand vindicated. DoT Issues clarification with regard to 2nd ACP to Civil wing
officers. It has been decided not to withdraw the 2nd ACP scheme granted to the
officers upto 20.2.2004. This issue was discussed by us in Secy.(DoT) on 10th
January and was strongly pleaded that those who have got 2nd ACP should not be
retrospectively deprived of it.

already cautioned the CMD to refrain from implementing rotational
transfers before framing a transfer policy in consultation with the

The Association reiterated its demand that transfer should not take place
as a routine but should be considered only to meet the
exigencies in tenure stations. Period of stay in such cases should be
taken from the SDE service only.
GS highlighted the acute shortage
of Broad Band equipment to meet the rising demand in most part of the
country. CMD stated that the validation of the equipment has already
started. In the interim Purchase order has been placed to meet the
urgent demand.
GS meets DDG (Per) - Highlights the
exorbitant delay in dealing with the request transfers. DDG stated
that all pending cases are being considered.
It is reliably learnt that Man Power Plan
for the year 2005-06 has been approved by the Management Committee of BSNL.
The same will be put up to Full Board, BSNL for further approval.

The
Circle Executive Committee of TN Circle held on 6-4-2007 at Vellore. The
meeting was addressed by General Secretary G L Jogi, Com W Seshagiri Rao,

Sukumarn, Com. U Sundar, apart from the Office bearers of TN Circle. The
meeting discussed small issues of current significance and held fruitful
deliberations. The meeting of executives of Neyveli Lignite Corporation and
SNEA Office bearers held in the Neyveli Lignite Complex on 7-4-2007. The
meeting was addressed by Com. W Seshagiri Rao, NCOA President, K Ashoka Rao,
Secretary General NCOA, GS SNEA G L Jogi and Com. KNS Raju among others. In
a winfall decision 5000 executives of Neyveli Lignite Corporation decided to
join NCOA to further the prospectus of the executives and employees of
Public Sector Undertakings. The Core committee of NCOA met in Chennai on
8-4-2007 in the presence of Com W Seshagiri Rao, K Ashoka Rao, G L Jogi and
KNS Raju. The Core Committee after serious deliberations decided to hold
Lunch hour demonstration on 13-4-2007 at CGO Complex New Delhi outside the
Office of Secretary DPE to create sufficient pressure on the DPE to present
and pursue all issues concerned with the Pay revision in PSUs. The Pay
revision panel will be holding discussions with the DPE on 16 and 17-4-2007
to workout the strategy on Pay revision. The Central Co-ordination
Committee of Executives in PSUs and Oil Sector Officers Association have
also decided to join the demonstration as promised by Com Rakesh Pande,
President Co-ordination Committee and Com Ashok Singh. Secretary, Oil Sector
Association. The Circle Secretaries of Haryana, Himachal Pradesh, UP West,
Rajasthan to mobilize the members in massive numbers to participate and make
the Dharna on 13-4-2007 a Grand Success.
The
NCOA and Co-ordination committee decided to join the massive Dharana
organized by CITU and other trade unions on 26-4-2007 at Jandar Mandir, New
Delhi to press the following major issues.

The

merger of 50% DA, IT on House allowance and all other issues connected with
the Pay Panel. The programmes on 4-5-2007 and 10-5-20077 will be organized
by SSA Hq/Circle HQ level. All concerned Office bearers and activists may
mobilize members for massive participation in these programmes. NCOA units

GS meets DDG (Broad
Band) in continuation of the letter submitted by the Association in Feb
2007. DDG (BB) informed that purchase orders have been placed for 3 Million
Connection on ZTE, Erricson, and UT Star. The validation equipments have
already been received. The Installation is expected to be completed in two
to three months. Addition al PO for two Million lines are also being placed
to meet the rural demands.

Coordination Committee of PSU Executives
meets to work out strategy on the following

against amendment of the Income Tax Act in Parliament to unnecessarily tax

Dharna before the Parliament when it restarts on 26th April 2007.
The Committee will meet again tomorrow to finalise the programme of action.
Joint Forum of Executives and Non-Executives
in BSNLmeets and
discuss the strategy to end the stalemate in the 3G tender. It is reliably
learned that actually there is no stay by the Delhi High Court but the work
has been held back from execution based on an oral commitment made by the
Attorney General of India to that effect in the Delhi High Court.
GS
meets Director (HRD) and requests for clearing all pending request transfer
cases. The Director (HRD) assured that orders will be issued early.
SNEA discusses the issues on residency
period and notional fixation of Civil/ Electrical etc. with DDG (EF) BSNL.
She assures that the Committee recommendations on both issues will be given
due consideration . She promised to get back to the Association for further
interactions on the matter very early. The Committee recommendations are (1)
Counting residency period for Time Bound Promotion from 1-10-2000. (2)
Notional fixation in the upgraded scale at the time of the first time bound
promotion. The Association will be constantly keeping watch.
Gs meets DDG (T&C) and discusses further
improvements on the issue of PCOs. He assured that all the points raised by
SNEA in the letter submitted on this subject will be seriously considered
and appropriate orders issued.

Association shows concern over the long pending request transfers in the cadre

The
issue relating to unlisted diseases which is not in the list of CGHS rates and
AIIMS, New Delhi, was discussed in detail by the Association with DDG (Admin). We
showed our concern that many of our comrades are suffering because of lack of
clear cut guidelines on this subject. DDG (Admin) was equally concerned about the
pathetic situation in the present circumstances. He seems to be optimistic on
the issue and assured us that management is trying its level best to come with
suitable policy on the issue.

The
attached draft finalized by NCOA at Hyderabad on
the decision of the government to impose a tax of 20% at the source itself
in respect of those living in accommodation provided by the respective PSUs.
The government has already introduced finance bill to amend section 17 of
Income Tax act so as to nullify the judgment of Supreme Court. The
finance bill is likely to be put to vote in Parliament after a brief recess
in April,07 so as to make it an Act.
In order to defeat this arbitrary and biased move of the government, our
activists and office bearers at all the levels are requested to approach
their local MPs and explain to them the gross discrimination being met to
the officers of CPSUs through arbitrary and irrational tax provisions of
the government and request them to write to Hon’ble PM on
following lines. Their
active intervention has to be sought and they may be requested to write to
the Prime Minister on the lines indicated below.
This has to be treated as a matter of extreme priority and urgency since
if the finance bill is finally converted into an act, it would mean end of
the matter. Thus massive mobilization of opinion has to done and this mala
fide move of the govt. has to be defeated.
The
Association's effort to stall the unwarranted recovery of Income Tax on the
rent/license fee towards the departmental quarters find success. BSNL Board
issues clarification that the staff Quarters occupied by employees is not a
concession and therefore not liable for Income Tax recovery. The members of
the Association had filed cases in many courts particularly in Chennai on
this issue.

President/NCOA,
Com W. Seshagiri Rao, Secretary General/NCOA, Com Ashok Rao,
GS/SNEA(I) and President/NCOA, AP Zone, Com K.S.N.Raju
met at Hyderabad on 9th and 10th March,07 to finalize
the response of NCOA to the questionnaire of the Pay panel committee set up
by the Govt. for officers of CPSUs. After having detailed discussions on
almost all the issues contained in the questionnaire, it was decided that
the response of NCOA on the issues shall be largely in terms of broadly
defining the contours of principles involved, not on the basis of
quantifying the issues, since it was felt that the time was not opportune
yet to define our stand in terms of exactly quantifying those issues which
required to be defined in that manner. This decision is based on the fact
that the terms of reference of the pay panel committee clearly states that
the pay committee shall also take into account the recommendations of 6th
Pay Commission for Central government employees and officers. In view of
this, it was decided that it would be appropriate to exactly know the
opinion and view point of officers of Central Govt. like Railways etc.
before offering our submissions to the pay panel in terms of precise
quantification. The consensus opinion that finally emerged after discussions
on 9th and 10th march,07 was finally placed before
National General Council of NCOA which was attended by over 120
representatives and office bearers of a large number of CPSUs for its
consideration and ratification. After expressing divergent views on some of
the contentious issues like whether NCOA should suggest uniform pay scales
for all CPSUs or flexibility should be given to the managements of CPSUs to
decide within a specified bandwidth to be decided by the Pay Panel, whether
recommendations of the pay committee should come in the form of a
Presidential directive or broad guidelines, giving greater flexibility to
the Managements to decide vital issues, in consultation and agreement with
the Associations, taking into account widely diverse and Organization
specific and complex parameters etc.
Association meets
CMD and discuss the following issues.
(1) Promotion of JTOs to SDEs
- CMD informed that he has issued instructions to Director (HRD) to release
the orders by 15 March 2007. The Association requested that the number of
transfers to outside circles should be kept to the minimum. CMD promised
further discussion with Director (HRD) on this matter.
(2) Residency period of
Civil/Electrical Executives. - The CMD assured expeditious
settlement of the issue.
(3) Service weightage
- CMD promised that he would hold immediate further discussions with
Director (HRD) to sort out the issue.
(4) Reign of terror by
unleashed by DGM of Sreekakulam , AP - CMD asked the Association to
submit its notes. The notes have already been submitted. Appropriate action
will be initiated by CMD.

(5) ADC and GSM tender
- The Association urged the BSNL management to take prompt and proper
action. CMD informed that the BSNL Management has already taken expeditious
act5ion which will be followed up further.
The
Association met Sr.DDG(EW) & Jt.DDG(EW) and discussed the following issues:
1. DPC for SDE(E) to EE(E):
11 Vigilance clearance is yet to be received and DPC will be conducted
immediately on receipt for about 40 vacancies.
2. DPC for JTO(E) to SDE(E):
This will be taken up after final directive from ST commission.
3. Corrections in JTO(E) seniority list:Jt.DDG informed that some cases has been
received directly.
They have informed PCE(E)/CE(E) for sending the cases after due verification in
SR.
4. Cases of inter zonal request transfers:
Cases are being pursued and orders will be issued shortly.
5. Withdrawal of SDE (E) pay for officiating SDE (E):
Jt.DDG informed that this was necessitated due to problems in fixing seniority
and redrawing of Roster. However he informed that this problem will be sorted
out through impending DPC.
6.
Stressed for timely action on the issue of industrial unrest due to
partisan attitude of Sup. Engineer& Executive Engineer of electrical wing
in CE office at Trivandrum Kerala Circle. We also emphasized for immediate
action on the report sent by CE office. Sr. DDG (EW) assured to take necessary
action.
GS
met Sr.DDG (Estt) to pursue the case of residency period w.e.f 1-10-2000 for
Civil/ Electrical etc. The file that has been returned by the Financial wing
to the Estt. wing for studying the financial implication is being done at a
fast pace. The Sr.DDG (Estt) promised that the report will be sent to the
Finance wing very shortly
Association
then met DDG (SR) to discuss the Wage Revision issue. He assured that
further detailed discussion would be held and the case presented positively
before the Wage Revision Board.
SNEA
met Director (HRD) and discusses the following issues.
(1) Finalisation of tenure station
Transfer Policy - Director (HRD) responded to the demands of the
Association and informed that detailed discussion would be held on the issue
very shortly and tenure station transfer policy to be finalised. Till then
no further transfer orders to these stations will be issued.
(2)The Association highlighted the
mid-scales now available ( For example - Now the JTO scale is placed between
E1 and E2. On revision the plea of the Association is to place them in the
equivalent scale) to the JTOs, SDEs etc while the BSNL highlights the points
in its part to the Wage Revision Board. The scale should be taken to the
next scale and not to the bottom of the of the present scale. Director (HRD)
said that this case should be discussed further with the DDG (SR) who
is the Nodal officer of the BSNL of the BSNL interacting with the Wage
Revision Board.
(3) Director (HRD) informed that the
promotion orders of JTOs to SDEs will be issued by 15th March
2007.
In
the deferred option case DOT sends the required information called for by
the DPE.
The
case taken up by the Association on the date of next increment on the
fixation of pay in IDA scale on absorption in BSNL in respect of the
employees working in higher grade on officiating basis on 1-10-2000
has been approved by DOT and necessary clarifications issued by DOT.

GS
addresses Hon. Prime Minister of India - Association extends its unwavering
and committed support to the highly just struggle that is being presently
spearheaded by the joint forum of ONGC - protested in the scrapping of the
panel finalized by Selection committee of Public Enterprises for the post of
Chairman cum Managing Director of ONGC and the apparent thinking on the part
of the govt. to induct an outsider for the coveted post.>>>>>>>>>>>>>>>>
We Met DDG (P) to press for taking immediate follow up
action regarding pending request transfers. He informed that Director(HRD) has already directed him to initiate action
to clear pending request transfer cases and that follow up action has
already started. We are monitoring all the pending cases which have been
reported to us.
We also wanted to know from DDG(P) as to how transfer
policy of DOT has yet again been endorsed to field units when fresh policy
is under active consideration of BSNL Management and is in final stages. We
also informed DDG(P) that very recently we have been assured by Director(HRD)
that discussion with us on transfer policy shall be held shortly before its
finalization. However, we were informed that re-endorsement of DOT policy
became necessary because of a query on the issue of transfer policy under
RTI.
Meeting with DDG(SR):We met DDG(SR)/BSNL to request him to officially endorse us a copy of
the record of the discussions that we had with Secy/DOT on 10th
Jan.,07 on various issues. The record of discussions has been received by
BSNL. However, DDG(SR)/BSNL was informed by DDG(SR)/DOT that the record of
discussions has not been endorsed to the participating Associations
officially. We are surprised at this decision of DOT and are going to
apprise Secretary/DOT about it. We also informed DDG(SR)/BSNL that, in
Kerala Circle, some SSA heads have imposed dies-non, in addition to
deduction of wages, for participation in the strike on 22nd/23rd
Dec.,07. Immediately, DDG(SR) spoke to GM(A)/Kerala and clearly told him
that no other action, except deduction of wages, as has already been
conveyed by BSNL Hqs has to be taken and also asked him to accordingly
inform those SSA heads which have imposed dies-non.
BSNL tender case:We met our counsel on the issue of breaking the stalemate in BSNL tender
case. As already reported, a precarious situation is prevailing in the
matter because of oral commitment made by Additional Solicitor General UOI
in Oct.,07 that BSNL shall no go ahead with the placement of orders from
eligible tenderers. There is basically no restraining order which as such
could be challenged by way of an SLP in Supreme Court. We also understand
that High Court is also not allowing ASG to retract the oral commitment that
he has made. Our lawyer is now seeking opinion from a senior legal expert as
to what strategy should be adopted in such a situation. We are fully
involved in the matter and have impressed upon Joint forum to get involved
in such a crucial matter.
GS had a detailed discussion with CGM/T&D:We conveyed our strong protest to CGM/T&D over the arbitrary manner
in which SDEs have been posted. CGM/T&D, while acknowledging that
Director(HRD) has directed him to review the posting orders, expressed his
limitations in the context of the fact that while he has vacancies
throughout the Country, he got SDEs only from a few circles only. We
strongly refuted this argument of CGM/T&D. Finally, after a lot of
discussion, we were advised by CGM/T&D to send our proposal in this regard
which, he has assured, would be given due consideration. We are sending our
view point shortly.
General Secretary met Director(HRD)/BSNL and
discussed following issues:
A) Issuing of all pending request transfers:
Director(HRD) directed DDG(P) to immediately review all pending
request transfer cases and issue their orders as quickly as possible.
B) Arbitrary way of posting in T&D Circle by CGM/T&D:
General Secretary apprised Director(HRD) about the arbitrary manner in which
JTOs on their promotion to SDE are posted by CGM/T&D. thereafter,
Director(HRD) spoke to CGM/T&D Circle and directed him to review the
postings on promotion made by him and try to reduce dislocation.
C) Stalemate in DPC from SDE to Adhoc STS:
We brought to the notice of Director (HRD) that continuing delay in
completing this DPC is causing lot of frustration and demoralization. The
latest hold up is on account of stay granted by Delhi High Court in respect
of reversion of 1966 officers. Director(HRD) informed us that he is aware of
the issue and is very keen to see that this DPC is completed as
expeditiously as possible. Director(HRD) assured that he would get in touch
with officers of DOT regarding TES Gr B seniority list finalization.
Meeting with Steel Executives Federation of India (SEFI):
GS and AGS, Com Khan, attended a meeting of National executive of SEFI on an
invitation from them.. Com Sanjay Goel, President ONGC and representing Oil
Sector Officers Association and Com Rakesh Pandey, Convener Central
Coordination Committee of CPSUs also attended the meeting. The issues
relating to imposition of tax on accommodation provided by CPSUs and merger
of 50% IDA with basic were discussed and future course of action to be
followed was discussed but not finalized.
Press conference at Press Club of India:
Later in the evening GS and AGS, Com Khan, attended press conference
organized by SEFI on the issues of tax on accommodation and merger of 50%
IDA. Com Rakesh pandey, convener, CCOA of CPSUs attended and addressed the
press conference, in addition to Chairman and GS of SEFI and GS/SNEA,
highlighting the issues and urging upon the media to focus the grave
repercussion in case these issues are not addressed. Com M.K.Pandey, GS/CITU
and MP and Com Tapan Sen, Secretary/CITU and MP also addressed the press
conference, pledging their total support and solidarity to the
struggle of officers and employees on these twin issues. The press
conference continued late in the evening and it has been tentatively decided
that a convention shall be held at Delhi in the middle of April 07 where a
resolution regarding future course of action would be adopted. Massive
dharna outside parliament when it meets on 26th April 07 is one
of the broadly acceptable programme likely to be observed.
