Latest
developments on the issues raised by JAC: As per the agreement reached by JAC and
Hon MOC&IT for the settlement of the issues raised by the JAC in a time
bound manner, Hon. MOC&IT takes follow up action by directing Sec/DoT
and CMD/BSNL to submit periodical progress report on each issue, every
fortnight. The action taken since 20th April till date should be
submitted by 01st May, 2010. Hon MOC issued the directions on
27.04.2010.

Proposed staffing norms for
Executives and Non Executives:
All CSs, SSA / Branch Secs, CWC members and
other activists are requested to study the proposal carefully and submit the
suggestions/comments by 15.05.2010. By the proposed norms, 19000 JTO / JAO posts, 6500 SDE posts, 160 CAO
posts and 70 DGM(F) posts will be deducted where as
additional 30 SAG posts and 100 HAG posts will be created.
Earlier the proposal was sent to BSNL Management Committee by the restructuring
wing without consulting the Associations. On our strong opposition, now the
norms are circulated to Associations / Unions and the CGMs for their comments.

Meeting
with Director(HRD):
GS along with both AGSs had a very elaborate discussions for over two
hours with Director(HR) regarding very complex issues of stalemated DGM
and MT recruitment. GM(P), GM(SR) and GM(Rect) were also present. After
extensive discussions and exploring various options to expeditiously
complete the process of recruitment of DGMs and MTs so as to build a
talented and young middle level management in BSNL to take care of
future Managerial needs of the company, Director(HR) informed that a
committee comprising GM(legal), GM(SR), GM(P) and GM(Rect) is being
constituted to go into the issue of exploring the ways to expedite
stalemated DGM/MT recruitment which will consult all the concerned
Associations/Unions before finally deciding the strategy to be finally
adopted to expedite the process. From our side we assured full
cooperation for recruitment of DGMs and MTs as quickly as possible to
have a highly talented and young middle level management in the company
to effectively meet emerging competitive challenges.
On the issue of regularization of
existing adhoc STS,
we were categorically assured that very soon this issue shall be
resolved in view of the latest clarification received from DOT.
Regarding transferring
officials of doubtful integrity from one circle to another, based on the advice of CVC, we
impressed upon Director(HR) that DGMs and GMs with doubtful integrity
should not be spared while implementing this since a huge number of GMs
of doubtful integrity in West Bengal, UP, AP and other circles are being
left out. However, Director(HR) assured that no one would be spared and
there is no question of adopting a discriminatory attitude on this
issue. Our CSs should remain extremely vigilant and very closely monitor
the whole issue to ensure that no one is spared in this process.

Meeting with DIR(CFA) on 26.04.10:
GS along with AGS, Com
Sebastin, met DIR(CFA) and discussed the following issues.
a)
Problems
in CDR billing:
DIR(CFA) informed that large number of major problems are identified in
CDR billing and will be addressed by May end. Some of issues are of
general nature and some are SSA specific. The problems of general nature
such as group billing etc will be addressed before the migration of new
SSAs, latest by middle of May,10. On the issue of WLL, it is informed
that on the CDR platform, WLL roaming issue cannot be addressed and that
is the reason WLL is transferred to Mobile billing solutions.
Introduction of roaming in CDR also involves huge expenditure since it
is not planned in the original tender conditions. However to overcome
the present problem and to meet BSNLs specific requirement on WLL, some
patches are being developed by the vendor as an in between solution.
BSNL has a unique CDR platform which is omnibus and universal type and
as such specific organizational requirements are to be incorporated in
the software, and that is the reason BSNL is experiencing problems.
b)
NGN
tender:
DIR(CFA) explained that the tender was delayed mainly due to higher
rates quoted by the vendors, issues in some of the tender clauses and
the fast technological changes in the sector. However, new tender for 6
million is under finalization and expected to be completed very soon. |

Updation of SC / ST
roasters for the purpose of promotion to SDE under Seniority and Com
quota: The updated roaster particulars are not received from most
of the major Circles. The vacancy position can be ascertained only after
receipt of the roaster particulars from all the Circles. Delay on
sending the roaster will definitely further delay the promotion to SDE
cadre in both the quotas. CSs and other office
bearers may make special efforts on this matter.

Request transfers in the cadre of SDE / DE:
Association met
GM(Pers) and discussed the pending request transfers in SDE / DE
cadre on 22.04.10. Some of the requests are pending for more than one
year and Assn reminded GM(P) that he was assured in the month of
December that all the pending cases will be cleared by March end.
However only few cases are ordered so far. We strongly pleaded to
consider all the cases taken up by the association as all of them having
genuine problems and waiting for the transfers months together. GM(P)
assured to consider all the cases in a couple of days. |

LDCE from JTO(T) to
SDE(T) to be held on 04.07.2010:
1. As on 21.04.2010, around 7000 candidates
registered online against 5000 vacancies. All eligible Executives from 1994 rect
year who desires functional promotion
are requested to prepare for the LDCE as the number of vacancies available in
the seniority quota is
very less. The last date of submission of application is 28.04.2010.
All CSs, SSA/Branch Secs are requested to ensure
that all the eligible candidates are informed about the LDCE.
2. The list of 4980 candidates who had taken print out of their
applications till 19.04.10 are available on
www.intranet.bsnl.co.in or
www.internalexam.bsnl.co.in.
The candidates who face any problem on online registration are advised to sent
email on recttcell@bsnl.co.in.

We
are extremely thankful to Hon'ble MOC , Secy /DOT , CMD, Member
(S) and
Dir(HR) for their prompt intervention in addressing issues
quickly. We also convey our sincere thanks and gratitude to our base
level members through out the country for their extraordinary
solidarity and committed support. |
|
Hon'ble
MOC was in detail apprised about the deliberate attempts being made to
derail the process of absorption of ITS and how inordinate delay on the
part of DoT has
adversely affected the growth of BSNL. After getting elaborate feedback
from JAC, Sec/DOT apprised that Cabinet note presently under
finalisation regarding ITS absorption is not going to include any such
issue on which Group of Ministers(GoM) has already earlier taken a
decision like prospective date of absorption etc. However, in addition
to raising the issues to expeditiously resolve the stalemated ITS
absorption issue, Cabinet Note seeks the advice of the Cabinet as to how to
deal with a situation where huge number of ITS decide not to get absorbed
in BSNL, since DoT cannot accommodate such a large number of JAG, SAG
and HAG level officers and bear their expenditure. For this, wider consultations with Ministry of law, DoP, DoE
etc about the mode of repatriation of ITS to other Ministries etc are needed which is expected to take another three months. After
getting advice from Cabinet, DoT will immediately act on the advice of
the Cabinet and proceed ahead with the final advice of the Union Cabinet. Hon'ble MOC is fully committed to get the issue
conclusively resolved, and is now informed of all the dimensions of the
issue. What is extremely significant is that Hon'ble MOC also directed
BSNL Management to take immediate action by way of recruitment of DGMs
and MTs so that a parallel middle level Management is available in the
event of repatriation of ITS from BSNL. When we pointed out that the
eligibility conditions for recruitment of DGMs and MTs are finalized in
such a manner so as to derail the process, Hon'ble MOC directed
CMD and Director(HR) to discuss and finalize eligibility conditions
afresh in consultation with the Associations. However, on ITS
absorption, two important issues have surfaced, one is that Hon'ble
MOC's committed involvement and non inclusion of already decided issues
related to ITS absorption by GoM in the fresh
Cabinet note, and the second one is taking immediate action in the
direction of setting up a parallel middle level Management in BSNL.
On
the issues relating to disinvestment, VRS and unbundling of copper wire,
DoT stands committed to consulting all the stake holders, including
associations/unions of BSNL, before taking any final decision on these
issues.
On
the issue of immediate procurement of GSM lines, Hon MOC directed CMD to
immediately procure 10 million additional lines for North & Eastern
zones for the time being from Phase V tender, in addition to about 20
millions GSM lines that CMD mentioned already exists / under installation
in south and west zones. It is important to mention here that in the
meeting that CMD had with JAC on 16.04.10, he informed that no orders
for procurement of GSM eqpt on 93 million tender can be placed in view
of serious objections raised by CVC on pricing and other issues. BSNL
Board has already taken a decision on this matter.
On
the issue of revision of IDA pension, cabinet note is under preparation and
shall soon be circulated to all the concerned Ministries for obtaining
their views before sending it to the cabinet for approval. However Sec/DoT
sounded quite confident and optimistic that the issue could soon be
resolved on a positive note.
On
the important issue of revision of pay scales of non executives, Hon
MOC directed Sec/DoT and CMD/BSNL to resolve the issue within 15 days.
When
the demand of fixation of new IDA scales @ 78.2% was strongly pleaded
with Hon'ble MOC, he clearly directed CMD to discuss the issue with
Executive / non Executive Associations / Unions, failing which he advised us to meet him.

Keeping in view the nature of issues contained in the charter of
demands, it appears that the resolution of the issues is not entirely
within the scope of Telecom Ministry, and as such intervention of the
highest authority in the govt. appears to be inevitable for successful
resolution of the issues in a time bound and specific manner.
We
are not going to accept any vague/ evasive assurances for settlement of
the issues. As such, we appeal to the comrades of SNEA(I) to whole
heartedly focus and get involved in making the struggle complete
success, instead of wasting time on making enquiries like whether we
have been called by Hon'ble MOC, Secy. DOT etc. for discussion.
Whenever any tangible results come, we shall immediately communicate to
our comrades.
Let us thus
single-mindedly, with the sole objective of making the strike a total
success, get involved in it. |

FLASH
NEWS: As
scheduled JAC met at 10:00 hrs today and unanimously decided to
continue with the indefinite strike from 6:00 hrs of 20th April 2010.
The strike will be peaceful, sit out, massive picketings and lunch hour
/closing hour demonstrations have to be conducted at HQ/Circles/SSA/Branch
levels, no one has to be permitted to enter the work place. Make this
strike complete success and truly a historic one. Repeat the feat of
July 2007. |

JAC
had a detailed meeting with Hon. MOC&IT on the charter of
demands contained in the notice for indefinite strike. The meeting was
attended by Sec/DoT, CMD/BSNL, DIR(HR), Member(S), GM(SR)/BSNL, DDG(SU)/DoT. After elaborate discussion on the issues, JAC requested Hon. MOC
and Sec/DoT to issue the minutes of the meeting reflecting the decisions
taken and conveyed by Hon MOC during the meeting.
However, after receiving the draft minutes, JAC decided to meet again on
19.04.2010 at 10 Hrs.
Since the draft minutes issued by the DOT do not contain any specific
commitments with regard to vital issues of disinvestment, VRS, mechanism for
procurement of GSM equipment and ITS absorption etc, we appeal our
comrades throughout the country to make intense and full fledged organisational preparation towards ensuring complete success of the
strike.
Let us all understand that this strike is for the first time being
solidly supported by all Central Trade Unions cutting across party lines,
thus demonstrating the stand of all Central Trade Unions to defeat the
sinister policies of the Govt to convert strategic central PSUs into
private business houses by opening the doors of disinvestment and VRS.
Let us unitedly rise to the occasion to comprehensively defeat the
sinister game plan of agents of MNCs in the planning commission to sell
BSNL like Balco and VSNL by forcing open the doors of disinvestment and
VRS.
Comrades of United Forum of Executives have a very specific and
important role to play in mobilising opinion and support at the base
level to make the indefinite strike a resounding success. Go ahead and
do not look back till all the vital and fundamental issues of viability
and growth of organisation are decisively addressed.

inefficiency in the Company today is because of heavy concentration
in SAG and HAG.

other telecom experts rightly feel that just 200 SAG and 50 HAG are
more than sufficient to run the Company smoothly.

The
only objective to create such a huge number of posts of SAG and HAG
in BSNL is to get promoted to these cadres in BSNL and then get
repatriated to DOT on higher posts.
-
In deciding the crucial process
of restructuring, let Managers absorbed in the Company get involved
in the process, instead of those who have no stake in the growth of
Organization.

CWC meeting at Manali on 8th & 9th April, 2010--Important
decisions:
1. Indefinite
strike w.e.f 20.04.10:
SNEA(I) to take a leading role in organising the indefinite strike w.e.f
20.04.10 at Circle / SSA and local level under the banner of JAC to
settle the entire charter of demands including very crucial issue of
immediate completion of ITS absorption.
2. Sam
Pitroda Committee recommendations: The recommendations of the committee
regarding change of leadership and induction of professionals from
outside at the board level were wholeheartedly supported.
Recommendations relating to adoption of “Managed capacity” and
“Managed Services” models in BSNL require a comprehensive study before
expressing our final view. VRS, disinvestment, unbundling of last mile
copper and outsourcing have to be opposed tooth and nail. Recommendation
of the committee on completion of ITS absorption in a time bound manner
to be strongly supported.
3. Revival
of BSNL:
SNEA(I) should be seen as agents and leaders of change in enforcing and
implementing sweeping reforms on each and every front. For successful
implementation of reforms and their results, it is absolutely necessary
to resolve ITS absorption. Any attempt to introduce innovative reforms
on procurement policy, HR front, streamlining the whole organization and
giving it an entirely new facelift will be futile if unabsorbed ITS
officers are asked to oversee implementation of these reforms. Deciding
the basic issue of absorption of ITS in BSNL is going to be the key to
successful implementation of any new future road map for revival of BSNL.
4. Regularisation
of Adhoc STS:
CWC unanimously resolved for immediate regular promotion to 2500 STS
posts, regardless of whether or not to include 270 competitive adhoc
STS. In the meantime, it was decided to get impleaded in Hon’ble High
Court of Ernakulam to oppose fixation of seniority and promotion of 147
SDEs to adhoc STS, besides continuing contesting seniority fixation of
270 adhoc STS in Hon’ble Supreme Court.
5. Amendments
to BSNL MS R/Rs:
The
following amendments are to be made in the BSNL MS R/R: a) The basic
spirit of R/Rs should be to have uniformity in all disciplines and the
R/R provision for Civil / Elect wing has to be modified accordingly. b)
The no. of posts to be filled up in JAG cadre should be in the ratio of
50:50 for direct and promotee streams. c) Since bench mark and selection
method for Adhoc and Regular promotion to STS is one and the same, adhoc
STS Officers should become regular as soon as vacancy arises in regular
STS without any further DPC. The adhoc service also should be counted as
regular service for all purposes. d) Future promotions in STS and JAG
should be regular and not adhoc. e) Change of designation has to take
place along with time bound financial upgradation.
6. Pay
scales of JTO, SDE and equivalent cadres:
BSNL Board approved the E1A and E2A pay scales for JTO and SDE along
with other pay scales and these pay scales are pending at DoT for
approval. Association shall pursue the matter with DoT /DPE for early
approval.
7. Membership
verification:
The
CWC resolved that SNEA(I) should independently go in for membership
verification and the discrepancies pointed out by UF with reference to
committee’s report should be addressed prior to starting membership
verification.
8.
Merger of Executives’ Associations:
The
issue of merger of Executive Associations was discussed with open &
positive frame of mind. The formation of United Forum and the
achievements made by UF were highly appreciated by one and all. Taking
into account future formidable challenges, it was decided to send very
strong signals of unity to the base level for further strengthening of
United Forum of BSNL Executives. Association shall strive hard to move
in the forward direction, not in the reverse direction, in the days to
come, with regard to consolidation of unity of the two Associations
since Association has all along been a strong protagonist of school of
thought of Unity, CWC clearly opined.
9.
Co-option to the Post of Asst. General Secretary:
Com. A. R. Manani, CWC member from Maharashtra Circle co-opted to the
vacant post of Asst. General Secretary/.
10. Civil / Elect wings
should be brought under the administrative control of Circles / SSAs.

view of very positive gestures of CMD & DIR(HR) in issuing promotion of regular
STS to Adhoc JAG and settlement of pay anomaly issue of 2005 batch JTOs, and
assurance given by DIR(HR) that other pending issues such as regularisation of
existing Adhoc STS, promotion to Adhoc STS, IDA pay fixation @ 78.2% instead of
68.8%, settlement of E1A and E2A pay scales etc, UF of BSNL Executives'
Associations has decided to defer its proposed Dharna at BSNLCO on 05.04.2010.
UF conveys its deepest gratitude to CMD and DIR(HR) for their expeditious
intervention and thanks Comrades throughout the country for their support and
solidarity.

Meeting with Secretary, DoT:
Shri P. J. Thomas, Secretary, DOT met the Joint Action Committee leaders
of BSNL Unions & Associations at 1500 hours on 1st April 2010
at Sanchar Bhavan to discuss about the issues contained in the notice
for Indefinite Strike w.e.f. 20th April 2010. Shri Kuldeep
Goyal, CMD, BSNL, Shri S. C. Mishra, Member(Services), Shri Gopal Das,
Director(HR), Shri N. K. Joshi, DDG(SU) DOT, and Shri Shakeel Ahmad,
GM(SR) were also present.
At
the outset, Secretary, DOT welcomed the JAC leaders and stated that he
wanted to see BSNL as the number one company in the Telecom Industry.
Convener, JAC explained in detail the demands contained in the strike
notice. After hearing the views of the JAC leaders patiently, the
Secretary, DOT, briefed the staff side as under:
ITS
Absorption:
Secretary informed that
Govt has given top most priority to resolve this issue. DOT will prepare
a cabinet note within a month after which it will be circulated among
concerned ministries like Dept. of pension,
Dept of Expenditure, Ministry of law etc which may take another 3 months for
consultation with them before it is finally sent to the
cabinet. He told that the entire process of preparation of the Cabinet note
will be completed within four months.
Disinvestment:
Disinvestment of 10% shares of PSUs is a policy decision of Govt and as
such he is not authorized comment on this policy decision. However the
Govt is yet to take the final call on disinvestment of BSNL.
VRS:
There will not be any compulsion on the employees to go on
VRS. Those who are willing can avail.
Unbundling of last mile copper cable:
Secretary
informed that the Telecom Commission will decide on the recommendations
of the Pitroda committee in their totality after which the decision of
the Telecom Commission on these recommendations will be sent to the MOC&IT.
Secretary further opined possibly final view on the recommendations may
be taken by
Group of Ministers.
However while Telecom Commission decides on the recommendation, views of
the unions/Association would be ascertained.
Immediate
procurement of mobile lines:
The issue has been left to the decision of the technical experts of BSNL.
Secretary informed that Managed Capacity Model of procurement of GSM
eqpt as recommended by Pitroda committee is being presently studied by
a team of officers of BSNL and its implementation in BSNL will be
decided by the BSNL Management. In any case, any mechanism for
procurement, depending on technical requirements of BSNL, can be
finalized within a maximum of 60 days, and in this context Secretary
quoted glaring example of Delhi Metro Rail Corporation, another CPSU
which is finalizing its tenders within 60 days.
Revision
of Pension of BSNL Retirees:
On this issue, two proposals are under consideration of the Ministry. In
the first instance, Telecom Commission will decide on the juridiction of
Telecom Ministry to resolve this issue within Ministery. If found
feasible, Ministry will go
ahead on its own. Otherwise Telecom Commission in consultation with
other nodal ministries will prepare a cabinet note for the consideration
of the Govt.
The Secretary also felt that
whatever has been discussed has to be finally concretized. For this the
MOC&IT will be briefed about the inputs received on various issues by
the official side from the staff side.
A
meeting of the JAC was held after the meeting with the Secretary, DOT
and reviewed the developments. The JAC came to the conclusion that since
no worthwhile solutions have been reached on the issues raised by the
JAC, there is no change in the strike decision.
SNEA(I) calls upon its base level members and activists throughout the
country to make serious and hectic organizational preparations to make
the indefinite strike commencing from 20th April 2010

UF of BSNL Executives' Association served
notice in the evening for one day Dharna at BSNLCO on 05.04.10. |

UF
lodged strong protest in the morning to CMD, BSNL and DIR(HR) against
discriminatory and completely indifferent attitude of GM(Pers) for
delaying issuing Adhoc JAG promotions to regularly promoted STS officers
and regularisation of Adhoc STS officers on flimsy grounds. UF informed
CMD that we are compelled to go for protest action on monday at BSNLCO
as the issues are not resolved. |

Indefinite
strike w.e.f 20.04.10
CSs should make extensive
preparations for the indefinite strike before leaving for CWC meeting and give
suitable directions to all SSA/Branch Secs and office bearers to conduct
meetings and other ground preparations in coordination with other JAC leaders.

JOINT
ACTION COMMITTEE MEETING: JAC meeting held on
31.03.2010 to review the preparations for the indefinite strike w.e.f
20.04.2010. JAC finalised the poster to be printed by all the Circles
for the publicity. JAC decided to conduct meetings and conventions at
Circle / SSA / Branch level for mobilisation. GS and AGS attended the
JAC meeting. JAC call upon all the Executives and Non Executives at
Circle / SSA / Branch level to participate enmasse in this
historic struggle to SAVE BSNL. |
