No circle has so far sent the CR scrutiny report for holding the DPC for promotion of SDEs to Adhoc STS even though the last date is 31st August 2006. The future of the members is at stake. Any delay in this matter is unpardonable. All Circle Secretaries may therefore spare no efforts to see that the required particulars are sent without any further delay. The paramount importance of the case need not be reminded to the Circle Secretaries. |

Vacancy Position of SDEs - On the pressure from the Association , Management has issued a corrigendum in the proforma for assessment of vacancies in the SDE cadre to include the vacancies of SDEs promoted to STS. Circle Secretaries may ensure that the proforma correctly filled up in all respects without any loss of vacancies reaches the Corporate Office immediately. The promotion process is held up only for the delay in assessment of vacancies. Hence all required seriousness and expediency to send the particulars from the Circle Offices immediately. GS meets CMD . The CMD assures that he will take expeditious action for approval of the Promotion Policy report .However due to paucity of time the report will not be placed before the Director Board Meeting scheduled for 30th August 2006. It will be taken up for discussion in the BSNL Management Committee meeting on 31st August 2006and after that brought before the Ensuing Director Board Meeting. |

SNEA holds discussion with Director (HRD) at the following issues. (1) Promotion of JTOs to SDEs on seniority quota - Director (HRD) assured that the problem regarding the number of vacancies will be sorted out immediately and the process completed within 15 days . He also conceded that the demand of the Association to consider the resultant vacancies ( around 2300) on promotion of SDEs to Adhoc STS in the present vacancy list. He further assured that the promotion orders will be issued before 20th September 2006. (2) Competitive Exam for promotion of JTOs to SDEs. - Required corrections in the Recruitment rules have already been done. Scheme of exam will be circulated immediately. Vacancies up to 2005 in this quota will be firmed up and notified. (3) Transfer Policy. - Our views on transfer policy will be seriously considered and the new transfer policy evolved. (4) Transfer of SDEs - Piecemeal transfer orders were opposed by the Association - Sr.DDG was directed to review the case and issue all pending request transfer of SDEs. (5) Time frame for DPCs - The Director (HRD) agreed with the demand of the Association to set up a calendar for holding DPCs. The so decided time frame will be followed strictly. |

Congratulations Comrades. The orders for perks have been issued. vide No.15-8/2006-PAT (BSNL) dated 23rd August 2006 >>>>>>>. Months of hard struggle finally succeed. The Association is particularly happy that majority of our membership is benefited by the increase in Transport Allowance of JTOs from Rs.200/- to Rs.500/-. More than that the Associations' effort in getting the date of implementation as 1-1-2005 is nothing but the result of the persistent battles on this front. Never mind slight delays, Results matter. Keep fighting. |

Perks - BSNL Board has authorised the Director (HRD) to sort out and settle the minor queries raised by the Establishment Section regarding modalities for the payment of Professional Up gradation Allowance. |

GS spoke to Shri.Y.S.Bhave, Chairman Promotion Policy Committee this morning who confirmed that the report on PROMOTION POLICY has been submitted by the Committee to the BSNL Board for approval. He also assured that he would try at his personal level to ensure the process is completed expeditiously. CONGRATULATIONS COMRADES. Your patience, perseverance and determined fight has finally borne desired results. It may be remembered that the CMD BSNL also assured the GS during his meeting on 17th Aug 2006 that expeditious action would be initiated on the speedy approval of the Promotion Policy report once it is submitted by the Committee. |
| The order on perks could not be issued due to some technical problems regarding Skill Upgradation Allowance . The Management has promised that the item will be placed before the Director Board Meeting held today and suitable solution expectedly arrived. |
| A major breakthrough ahs been achieved by SNEA on the issue of CDA option in respect of retired officers . The issue was referred by the pension cell of DOT in various Circles arising queries about the finalisation of Pension Pay Orders in respect of retired officers and opted for deferred options. As a result PPOs of such officers were not issued. GS met Smt. Annie Morais DDG (FEB ) DOT who informed that positive instructions have already been issued to the effect that the PPOs in respect of such officers should be issued giving them the benefit of point to point fixation on the IDA pay scales of the posts before their absorption. This issue repeatedly was taken up by the Association and now settled. |
| GS met Shri.Y.S.Bhave , Special Secretary DOT and Chairman Promotion Policy Committee. Shri. Bhave stated that the delay in submitting was due to the non-availability of other members in Delhi. He also informed that all the members will be available on 19th August 2006 ( Saturday ) and the report which is already been finalized will be signed by the members and submitted on Saturday 19th August 2006. |

| GS met Sr.DDG (Per) to discuss in detail in continuation of the discussion with him on Thursday on the issue of promotion of JTOs to SDEs in the Seniority Quota as well as other promotions. New proforma introduced is totally unwarranted an delay inviting, GS argued. Sr.DDG assured that they are on the job and final vacancy position is expected to emerge next week. GS will again meet Sr. DDG (Per) on 24th after his return from Kozhikode. Association is persueing the issue of expeditious completion of DPC from JTO to SDE on priority. |
| GS spokes to Sri.R.N.Prabhakar, Member Promotion Policy Committee regarding the delay in submission of Promotion Policy. He informed that the report is to be finalised on Monday 14-08-2006. But unfortunately he had to leave the HQrs suddenly. He informed that the report will be finalised today or tomorrow. |

| GS along with AGS Shri. Sukhvir Singh makes another meeting with Shri.Y.S.Bhave the Chairman of the Promotion Policy Committee to express the anguish of the members on the delay in the submission of the report. Shri.Bhave informed that the report is now ready for submission and will be submitted on the next working day ie. on 14 th August 2006. He also added that the recommendations of the committee is in accordance with the discussion and decisions taken in the meeting with the Association on 16 th June 2006. The Association will be putting further pressure on the CMD BSNL on Monday itself with a request to place the report before the Director Board Meeting scheduled for 18th August 2006. |

We have reliable information that the cabinet note has been moved by the DPE recommending the formation of a wage board for pay revision in PSUs. However it appears that the note recommends the merger of 50% DA in the basic to be considered by the proposed wage board. We will be discussing this matter with the authorities in DPE to press for 50% merger immediately without waiting for the recommendations from the proposed wage board. |
| NCOA launches nation wide agitational programmes. A massive Dharna in front of the Jantarmantir New Delhi was supported by various dharnas in various Circles/SSA Headquarters. SNEA comrades of Punjab, Haryana, Rajasthan and UP (W) turned out in large numbers for the dharna at Delhi to make it a splendid show. |
| GS meets Director (HRD) and discusses about the inordinate and inexplicable delay in finalising JTO to SDE ( Seniority quota) promotion and the notification of Competitive Exam (JTO to SDE). Director (HRD) invited the Association on 17th August 2006 to discusses and resolve the issue finally. |

Strong and uncontrollable resentment against order no 103-1/2006-Comml, dated 30th May,06 – Association determined and readying to completely defeat the said order. Arbitrary, malafide and highly irregular order 1-45/2003-B of Govt. of India, M.O.C & IT, dated 15th June,06 – complete contravention of the statutory provisions contained in Rule 37A, a statutory by product of amendment of C.C.S Pension Rules 1972 by the Govt., consequent upon conversion of DOT into BSNL. A mammoth Parliament March organized by the Joint Forum was one of the biggest rallies ever conducted by employees of any organization . A huge contingent of SNEA members drawn from all parts of the country particularly from Punjab, Haryana, Rajasthan, UP (E), UP (W) and West Bengal actively participated in the march. The march comprises of a swelling crowd of around 20000. The rally was addressed by Shri.Sitaram Yetchuri MP, Shri. Basudev Achayraya MP, Shri.Tapan Sen MP and Secretary CITU, Rupchand Pal MP. |
| The CHQ Office Bearers and Circle Secretaries available at New Delhi led by the GS met Shri.Y.S.Bhave Spl. Secretary DOT on 3-08-2006. The discussion focused on financial viability of BSNL and Promotion Policy of Executives in BSNL. Shri.Bhave informed the leaders that the Promotion Policy expected to be submitted on 31-07-2006 could not submitted because of his tight engagements in connection with the ongoing Parliament session. He further informed that the final discussion will be held on Saturday, 5-08-2006 and submitted immediately. |
| SNEA has made elaborate preparations for the massive Rally from Kurshidlal Bhavan to Parliament on August 3rd, 2006. A large contingent of SNEA comrades from all over the country particularly from Punjab, Haryana, Rajasthan, UP (E), UP (W) and West Bengal are converging in New Delhi to make the rally a total success. About 15000 to 20000 activists are expected to take part in the rally today. |

| NCOA launches Trade Union Programmes raising the following demands (1) Constitution of a wage revision board to implement revised pay scales for PSUs from 1-1-2007 itself. (2) Immediate merger of 50% DA in IDA basic. (3) Lifting of the ceiling on DCRG ( Death cum Retirement Gratuity) (4) Abolition of Income Tax on Perquisites (perks) . The first programme of action starts on 10th Aug 2006 with full day Dharna at Circle Head Quarters. SNEA may hold full day Dharna at all SSA Head Quarters on 10th Aug 2006. It is SNEA with a massive base that has to lead the NCOA struggle to realize our justified demands on behalf of all the PSUs. |

Director (HRD) informs that the discussion on Promotion Policy by the members of the Committee took place on 31-07-2006. However the finalisation will be done in the next discussion which he said will be conducted in a couple of days. |
| SNEA leaders led by GS meet CMD, Director (Operations), Director (Planning & New Services) and Director (Finance) to specially thank them for getting the perks report cleared by the BSNL Director Board. The CMD informed that the package was approved in toto with very minor variations. |
| In the meeting with the Director (Operations), Director (Planning & New Services) the Association utilized the opportunity to highlight the issues regarding the financial viability of BSNL. Both the Directors shared our views on all issues of contention and promised appropriate support and action. The Director (Operations) particularly supported our view on the unnecessary AMC of NT Switches. He also informed that the tenders for the software for CDR billing are being keenly pursued by him. |
| The Association strongly protests the new direction on pension in BSNL restricting the payment to 60% of the Government receipts by way of (i) dividend for BSNL/MTNL (ii) License fee (iii) Corporate taxes and civil tax. The Association is considering all options including legal action in fighting this draconian instructions violating and contradicting the principles of Rule 37A |

Association works out an excellent decision on the EPF issue of JTOs recruited after 1-10-2000. The arrears of Employees and Employers contribution will be paid in lump sum to the EPF authorities by BSNL.
