Meeting with CMD/BSNL: Convenor Jt
forum, Com. V.A.N.Namboodiri, GS/SNEA(I) and AGS, Com A. Khan, met CMD/BSNL
to lodge their strong protest and opposition over the proposed move of the
BSNL/Management to allow private service providers to roam on BSNL network.
This decision of the BSNL Management shall have very grave consequences for
the growth of BSNL, we clearly mentioned. We also cited number of reasons in
support of our strong opposition towards such a move. Some other issues
relating to viability of BSNL, including the merger of ITI with BSNL, were
also discussed. CMD/BSNL agreed with some of the issues of serious concern
and strong opposition towards the move of allowing private operators to roam
on BSNL network and assured that our stand would be duly considered as and
when the issue is discussed by BSNL Management in its MC meeting.
In the
meantime, Jt forum shall be very strongly conveying its total opposition
towards such a move to the Hon'ble MOC&IT and Secy/DOT very shortly.
Our
Comrades throughout the Country must remain in a state of complete
organizational preparedness to defeat any such move of either the govt. or
BSNL Management. We have to understand that allowing other service providers
to roam on our network would seriously jeopardize future growth of BSNL in
almost all respects

The committee (consisting of Jt.DDG(BW),
Jt.DDG(Elect.) & Jt.DDG(CA)) which was formed to examine the accounts
examination in the cadre of JTO/SDE/EE in Civil/Electrical has submitted the
final report to Dir(HRD) for approval. We had suggested to conduct a
training followed by a simple exam instead of the conventional accounts
examination.
Competitive exam to the rank of SDE(Arch) is be held on 27th and 28th

Clarification regarding observance of reservation roster in respect of
Comrades from SC/ST category - recent promotion orders issued from TES Gr B
to adhoc STS.
Many
queries were made by our SC/ST Comrades expressing their doubt whether
roster point in respect of recently issued promotion orders from TES Gr B to
adhoc STS have been observed or not. We held detailed discussion with the
concerned officers of the personnel section on this issue and following
details have been gathered in this regard.

belonging to SC category: 499 ( 30 excess )
Actual adhoc STS belonging
to ST category: 200 ( shortfall of 42 )
These
calculations have been worked out in accordance to the latest instructions
of DOP&Trg, based on 200 point roster methodology. Besides, this the above
details have also been provided to SCT cell of BSNLCO by personnel branch also.
Regarding strike call given by the Central Trade Unions on 20th Aug.,08:
The call given by the Central Trade Unions (
CITU, AITUC, INTUC etc. ) to observe one day's strike on 20th Aug.,08 on
various important issues has to receive our unqualified and total support.
To extend our complete solidarity to the struggle of Central Trade Unions,
we must join our Comrades of Central Trade Unions during lunch/closing
hours on 20th Aug.,08 at Corporate office, CGM office and SSA levels in huge

preceding months but their orders of retirement were not issued due to some
reasons or the other. Finally the Orders were issued.

The Competitive exam for SDE Civil/Electrical will be held as per Schedule
i.e on 10th August 2008.
However it is presently being postponed for J & K Circle only, due to
the
abnormal Situation.
Meeting of the Jt forum with Hon'ble MOC&IT:
Jt forum of
the BSNL executives/non executives met Hon'ble MOC&IT. At the very outset,
Hon'ble MOC &IT in detailed manner mentioned the decisions that DOT has
already taken to strengthen the financial position of BSNL like waiving off
licence fees on wired lines in rural areas, earmarking slot for 3G spectrum
for BSNL/MTNL, compensating BSNL to the tune of Rs 2000 crores from USOF
etc. However, Convenor and Chairman of the Jt forum explained in detail the
role that BSNL has been playing to meet the social obligations of the
government to provide services in the rural sector, and, seen in that
context, whatever financial support has been provided by DOT is just
negligible. The loss that BSNL is perpetually suffering on account of
providing much below cost rural services is nowhere near the meagre
financial benefits decided by DOT, Chairman and Convenor of the Jt forum
stated.
Finally, on
the issue of floating an IPO, MOC&IT was quite specific in mentioning that
the government would take final decision only after consultation and
discussion with the Unions and Associations of BSNL. Even though MOC&IT,
Secy/DOT and CMD/BSNL very strongly felt the need of listing of BSNL in
stock exchange so as to accord recognition to BSNL in international/national
market, the Convenor and Chairman of the joint forum quite convincingly
justified the firm stand of the Jt forum to oppose the move to list BSNL
through direct actions, if need arises. CMD/BSNL also mooted the idea of
making the employees of BSNL as share holders of the Company through ESOP
scheme. However, the representatives of the Jt forum out rightly rejected
the offer of giving a minimum of 500 shares at Rs 10 each to each employee
of BSNL on the grounds that they find absolutely no merit in the decision of
BSNL/board to list BSNL in boursess.
On the issue of merger of
ITI with BSNL, Secy/DOT informed that an overall plan for the revival of ITI
is being presently examined by a committee in BIFR and they are yet to
finalize their recommendations. Thus, it was too early to say anything on
this issue, Secy/DOT maintained. The meeting took place in an extremely
congenial environment and SNEA(I) was represented in the meeting by GS and
AGS, Com A.Khan.
5th August, 08:
Meeting with CMD: Association
was called by CMD/BSNL for a discussion: Our association and AI BSNLEA were
called for a discussion by CMD on the issues relating to very low growth of
services and floating of 10% IPO. CMD informed that while BSNL added nearly
3.5 m lines ( Wired+ GSM + CDMA ) during first quarter of this year, nearly
2.8 m were surrendered and the net addition during the first quarter was
hardly 0.7 m in all the segments. What is alarming is that CMD revealed that
surrender in GSM segment has reached an incredibly high proportions. CMD
asked us to appeal to our members to put in their best efforts to improve
quality of service as well as customer interface. These are the critical
areas to be plugged in to boost the growth. We find in this regard that there is practically no follow up action
reported by any of our CSs on the resolution adopted in our Chandigarh CWC
meet to form committees at SSA level to identify reasons of migration of
users, take remedial action and monitor quality of services. No CS has so
far reported any action on this resolution to CHQ.
CMD further explained the benefits of
floating of IPO and how and in what manner it is going to improve the growth
of services and the standing of the company in the market. From our side, we
explained at length and quoted various instances where the CPSUs are growing
pretty fast without being listed. We also clearly mentioned that BSNL has
sufficient reserves for at least another three years to fund its expansion
plans and additional resources are not needed for another three years.
Besides, listing of the Company has no relevance as far as competitiveness
and growth of the Organization is concerned, we further elaborately
explained. GS and AGS, Com khan, represented SNEA(I) in the meeting.
Meeting with Dir(HRD):
GS and AGS , Com Khan, met Dir(HRD) and discussed various issues, like
modification of orders of TES Gr B promoted to adhoc STS of Chennai
Telephoes/KTK Circle etc. Issue of irrelevant orders issued by CGM/PB was
also discussed. Director(HRD) assured that the issues discussed would be
considered.
Meeting with DDG(Est.):
Issue of withdrawal of ACP was discussed in totality with DDG(Est.). We put
forth some basic arguments in support of our demand to continue ACP in the
upgraded pay scales which is affecting more than 500 persons. He assured us
that the matter will be discussed with Dir(HRD) very soon. Besides this we
requested DDG( Est.) to consider the requests of the JTOs seeking transfer
to other Circles at the time of posting of 3591 newly recruited JTOs and
accordingly carry out rebalancing. DDG (Est.) assured that almost all the
requests of JTOs having completed five years of service would be duly
considered at the time of posting of fresh batch of JTOs.
Meeting with DDG(P) & Jt.DDG(P):
Various discrepancies observed in the draft Gr A RRs were pointed out by us
and discussed against the backdrop of the agreement that we have had with
the Management in the Joint Committee. We will be very soon submitting a
comprehensive response to the draft Gr A RRs in complete consultation and
discussion with our sister Organization AI BSNLEA. The issue of retaining
some more STS officers in CH/TD taking into account some additional
vacancies existing in Chennai/TD and the discrepancy noticed in the posting
of STS officers of KTK was highlighted. In both the cases we were assured of
review. The issue of early finalization and release of the All India E/L of
JTOs for promotion to TES Gr.B was also requested.

Staff threatens strike against BSNL selloff
State-owned telcom company BSNL’s workers’ unions have threatened to go on
an indefinite strike if the government goes ahead with the IPO as well as
with its proposal to merge ITI with BSNL.
“BSNL is in a difficult financial crisis and any move to merge ITI, a
loss-making company, with BSNL will have a disastrous effect on both,” a
statement by BSNL Employees Union said.
Due to strong protest by its workers and
Left parties the government had, on two occasions, deferred its plans to
list BSNL. However, after the trust vote win, the government is looking at
reviving BSNL’s IPO plans.“The contention that listing is necessary for
expansion and development as also grant of Navaratna status is not
acceptable. Other PSUs including HAL have been granted Navaratna without
listing. As such, the government put forth for IPO in BSNL, are nothing but
lame arguments to disinvest BSNL and gradually privatise, as in the case of
Videsh Sanchar Nigam (VSNL),” the employee union statement added.
After its meeting on Thursday, the joint
forum of BSNL associations/ unions of three lakh workers forwarded its
resolution of going on an indefinite strike if the government proceeds with
the merger and IPO to the Prime Minister, communications minister,
department of telecom secretary and BSNL CMD. The joint forum will meet
again to review the situation on August 1, 2008.
