GS
along with AGSs met GM(Pers) and discussed a) DPC for regularisation of
Adhoc STS: The DPC is in progress and orders are expected by Sept. end.
The case of SDEs who declined the Adhoc promotion earlier also
discussed. They will be considered along with the Adhoc STS officers and
their ACRs are already available at BSNL CO. b) Filing of reply to Hon.
High Court of J&K for vacating the stay on Adhoc promotion: The reply is
cleared at BSNL CO as desired by J&K circle and will be filed shortly.
c) The SLP filed by BSNL in Supreme Court regarding seniority is coming
up for hearing for admission on 07th Sept. d) Request transfers in the
cadre of SDE and DE: GM(P) promised that the request transfers will be
cleared within two days. All the transfers on completion of tenure along
with substitutes on long standing basis are also getting issued.
GS along

satellite bandwidth from ISRO and other companies for VSAT srvices. |

to E4 training at RTTC, Chennai and E2 to E3 Training at RTTC, Lucknow:
In the meeting with DIR(HRD) on 25.08.09, the
issue was discussed in detail. E2 to E3 Training at RTTC, Lucknow was
agreed to us earlier but it was not started so far. He agreed to
consider E3 to E4 training at RTTC, Chennai also. Immediately he spoke
to GM(Trg) and instructed him to start E2 to E3 Training at RTTC,
Lucknow next month itself and take necessary action to start E3 to E4
training at RTTC, Chennai at the earliest. |

CGM
Gujarat Circle initiates to maintain work diary for all to improve
productivity from 1st September 2009.<<<<order>>>>
On 24th August 2009 a delegation of
SNEA CHTD and TN met Director HRD at Chennai and submitted a memorandum
on various issues. Dir HRD was interacting with us for over 30 minutes and dwelt on all the
issues highlighted in the memorandum. The issues discussed were,
--Denial of opportunity to the Executives working in BSNL with
sufficient qualification and experience in the Recruitment of DGMs
--STS Promotion and Regularisation of Ad hoc STS officers
--E2, E 3, …. pay scale for the Executives
--TES Group B Competitive Exams on New Pattern
--Absorption of ITS.
--EPF issue of BSNL recruitees
--Recruitment of DGMs.
--Reduction of pay for JTOs, who joined after 01.01. 2007
--HRA on par with Chennai for CPT SSA
--Mandatory Training in RTTC Chennai
--Merger of Chennai TD with Tamilnadu Circle
--He immediately agreed for our request of E3-E4 training at RTTC MMN
Chennai and agreed to consider inclusion of names of SDEs who declined
adhoc STS promotion for regularisation in STS. He was very positive in
his response and showed concern for executive cadre and urged through
SNEA all executives to focus on BSNL Growth to improve profits.

Meeting
with DIR(HRD): GS along with AGSs and GS, AIBSNLEA met DIR(HRD)
and discussed:
a) JTO / SDE Pay scale notification: E1A and E2A
pay scales are approved by BSNL Board along with other Pay scales and
send to DOT for approval. However E1A and E2A pay scales not approved by
DoT so far. We requested DIR(HRD) to expedite the process in DoT.
Immediately DIR(HRD) spoken to the concerned officers in DOT and
requested to expedite the same. It was informed that the file is moving
in the positive direction and after clearance by DOT, approval will be
accorded after completing the formalities at the earliest. We are
meeting the concerned officers in DOT including Secretary, DOT in this
regard.
b) Merger of 9.4% of IDA as part of
fitment: DIR(HRD) informed that due to the
financial constraints it is not possible to consider the matter at
present. We pointed out that it is a complete package and there is no
justification for denying it to the employees of BSNL. The revised IDA
is also paid considering the neutralization of 78.2% of IDA with basic.
c) Regularisation of Adhoc STS officers:
We expressed our serious concern over the delay. DIR(HRD) informed that
the DPC process is going on and he personally spoken to the CGMs to send
the ACRs in time. The DPC will be over by Sept. end as promised.
d) Pay anomaly of 2005 batch:
DIR (HRD) informed that the case cannot be settled within
BSNL as per DPE order. Any anomaly has to be referred to the Group of
Secretaries constituted by the Govt. for pay anomaly purposes.

Association met PGM(BW) and
discussed the promotion of JTO(C) to SDE(C) under comp. quota without
any change in the number of already declared 63 no. of vacancies. It was
also emphasized that the resultant vacancies may be divided in the ratio
77.5%, 15% and 7.5% for OC, SC and ST respectively as per DOP&T
guidelines. |

of Directly Recruited JTOs only in New Technology areas -- Order dated
29.12.04 withdrawn considering the requirement and immense competition
in the rural areas.

General Secretary’s tour of Kerala Circle on 6th
& 7th August, 09.
General Secretary on his brief tour to Kerala
Circle held interactions and meetings at Alleppey and Trivandrum, apart
from the CEC meeting at Trivandrum.
GS addressed the General Body meeting of Alleppey SSA on
06th August, 09 at Royal Park Auditorium.
SSA/Branch Secretaries, office bearers and other activists from
neighbouring Ernakulam, Kottayam and Pathanamthitta SSAs also attended
the meeting. SSA President Com. Nebu Mathew presided over the meeting.
SSA Secretary Com. Guru Prasad, C/P Com. K. D. Sebastian, Jt. Sec(S)
Com. R. Rajan and AGS Com. K. Sebastin addressed the meeting.
GS concentrated his address to issues related to the
growth and profitability of BSNL. He also highlighted the crucial
decisions of CWC held at Shillong. The long-drawn out battle by the Assn
to bring out a greatly favourable BSNL MS R/R, breaking open the more
than three decade old bottle neck, the DGM and MT rectt, pay scales of
JTOs and SDEs, merger of 9.2% of IDA, perks etc. also figured in his
address. Erosion of profits of BSNL is a serious concern, which will
eventually reflect upon the paying capacity of the Company. Any further
dent in the profits will make it difficult to retain even the present
pay structure. On IPO and ITS absorption issues, we are pursuing the
matter in the Joint Forum. After the address, GS interacted with the
members for over an hour on various issues such as profitability of BSNL,
IPO, ITS absorption, BSNL MS R/R, DGM and MT rect, pay scales of JTOs
and SDEs, merger of 9.2% of IDA, perks, full pension option for EPF etc.
On 07th August morning, GS and
CHQ office bearers addressed the Circle Executive Committee meeting of
Kerala Circle at SNEA Bhavan, Trivandrum. Then there was an
interactive session also. Former Jt. Sec (S) Com. T. Issac addressed the
CEC meeting.
In the evening GS, AGS and Jt. Sec(S)
addressed the GB meeting of Trivandrum SSA at YMCA Hall.
In the interactive session GS replied to all the queries related to the
growth of BSNL and other cadre issues. SSA President Com. B.
Radhakrishnan Nair and SSA Secretary Com. G. Premkumar addressed the
meeting along with other leaders. |

Kind
Attention to All The Circle Secretaries: The data required by the office
of GM(Est.) relating to Option of Pay fixation in IDA scales from a
later date is badly delayed. It is very unfortunate that not a
single circle secretary has acted positively as non of the Circle has
sent the required information. The issue is pending at Circles inspite
of repeated reminders from corporate office. Approximately 7000
executives of which around 1000 already retired are affected by this clause. The required information has to
be sent to DoT for final decision on the matter. Circles should send the
above information to GM(EST) by 18th of August 2009 positively. In case
the required information is not sent in time then the optees may face
recovery of huge amount and then the responsibility
will lie on the Circle Secretaries.
On 11th August 2009 GS along with GS AIBSNLEA met
Dir(HRD) and discussed the issue of regularization of adhoc STS
officers. They also emphasized about relaxing the eligibility condition
in DGM recruitment such that the incumbent executives of BSNL should
also become eligible to write the examination of DGM recruitment.

1. The Association met Shri Karuna Raman Tiwari, GM and
expressed anxiety about the delay in initiating the process of STS(
Accounts and finance) regularization. He stated that the necessary
approval for initiating the process has been accorded and the process of
regularization will be initiated very soon.

was subsequently withdrawn) is likely to be issued with some modifications very
