13th  Dec  2006Notice on indefinite strike from 22nd Dec 2006 served on CMD BSNL(>>>>>>>>>>) - Circle Secretaries must serve similar notices on their CGMs immediately - CHQ Office bearers/ Circle Secretaries/ SSA Secretaries/ Branch Secretaries  and other activists of  the Organization must start extensive tours of their respective branches to build up complete momentum towards total strike of members of SNEA from 22nd Dec 2006. Circle Secretaries must ensure that they visit and address all major and important places in their Circle base level preparation explaining the issues involved must begin immediately. Already mobilization  at the ground level in case of NTPC, NHPC, COAL INDIA, HPCL, BPCL etc is going on a war footing basis. . Co-ordination committee of Central PSUs have decided to mobilise their respective sectors. As such it is our entire responsibility to mobilise opinion in BSNL that shall lead to total participation in the strike.

28th  Dec  2006GS met Member (Services) and DDG (Estt) DOT to find out the present status of the Promotion Policy already cleared by Secretary DOT. Both of them assured that the approval is being sent to the BSNL by next week. The DDG (E) also informed that the deferred option issue was concurred with positive notes by the DOT Finance with a rider that the same has to be seen by the DPE also.
GS met CMD BSNL that the dislocation of officers on promotion from JTOs to SDEs should be minimised. The CMD agreed to do the needful and discuss the matter with Director (HRD) for favourable action on his return from leave. GS also requested the CMD that there should be a considerate view on the strike by the SNEA (I) on 22nd & 23 rd Dec 2006. The CMD responded positively.
GS met Sr. DDG (CS) to discuss about the recently improved call limits on  Residential  Service connections and Mobile Telephones. He informed him that the item was under positive consideration in the BSNL Management. It is also learned that approval will be issued for unlimited use of call within Circle in BSNL network on both land line and mobile and the limit will be imposed on outside Circle / other operators call.

23rd  Dec  2006Co-ordination Committee has deferred the ongoing programme of agitation to give more time to the DPE to study the demand in the memorandum submitted to the Hon. Prime Minister by the Co-ordination Committee. The Prime Minister forwarded the same to the DPE through the Cabinet Secretary. The Secretary Power who had a meeting with the Cabinet Secretary assured the leaders that the Cabinet Secretary informed him that the issues will be seriously considered by the DPE for its resolution. The Cabinet Secretary has also assured the merger of 50% DA with the basic w.e.f 1-01-2005 will be included as a special item in the terms of reference of the Wage Revision Board for Executives in CPSUs after obtaining the approval of the Cabinet. The Minister for Heavy Industries and Public Enterprises away in Assam will return to the Capital only tomorrow night. The Co-ordination Committee is likely to meet the Minister as soon as he returns to the Capital for taking up the matter directly with him also.

Congratulations Comrades, it was a superb fight. Your magnificent response to the first-ever stay out strike launched by the association was incredible. Throughout the country the valiant comrades of SNEA stayed out in large numbers with strong hearts. Keep up the spirits - - We applaud each one of you!!

22nd  Dec  2006Response for the strike is superb. Around 15 Circles report more than 90% members on stay-out strike. The National average is between 80 to 90%. Congratulations to the fighting Comrades . Keep your determined fight till success. Comrades yet to come out listen to the conscience of the nation, come out with your comrades already fighting for your cause. Make it 100% by tomorrow.

21st  Dec  2006Abnormal and uncalled for delay in issuing orders on promotion policy, despite its clearance by Secy/DOT quite sometime before – kind personal intervention solicited please. GS addresses CMD BSNL >>>>>>>

20th  Dec  2006General Secretary met Secretary DoT and requested him to use his good offices to help resolve the issue of merger of 50% IDA with basic. 

Secretary DOT informed GS that there was already a detail discussion with Cabinet Secretary and efforts are being to made to resolve the issue. 

GS also informed to Secretary DoT about the meeting that co-ordination committee members had with Hon. Prime Minister on 19th December 2006 and also informed Secretary DoT that, Hon. PM assured the delegation that he would immediately discuss the issue with Min. of Heavy Industries and Public Enterprises and that appropriate action would be taken. 

Secretary DoT fully assured GS that he would speak to Secretary DPE to take follow up action. We are extremely thankful to Secretary DoT for his concern and kind intervention.

 

20th  Dec  2006 Promotion policy:

GS requested Secretary DoT to kindly take expeditions action on the issue of Promotion policy. 

Secretary DoT was completely astonished to know that BSNL has not yet issued the orders since he has already cleared the file quite sometime before. And GS informed Secretary DoT that Association was given an impression that the decisions would be revealed by Secretary DoT personally in the formal meeting which was scheduled on 19th December  2006, Secretary DoT clearly stated that formal meeting had absolutely nothing to do with the decisions on promotion policy and these decisions have already been taken in the file. 

Secretary DoT assured GS that he will personally find out the reasons for delay in issuing the necessary orders on Promotion policy. 

In this regard GS is meeting Member (Services) tomorrow to find out as to why there is such an abnormal delay, when the file has already been cleared by Secretary DoT quite some time before.

19th  Dec  2006CMD BSNL and Director (HRD) BSNL requested the GS in person to refrain from the proposed strike w.e.f 22-12-2006. GS informed them that the strike notice is given by the Co-ordination Committee of Executives Associations in Central PSUs and is not possible at this stage to withdraw from the strike who informed that the Association members would be observing sit-out-strike and abstaining from work. On the request of the Management to keep the disruption to the minimum he assured that major disruption as far as possible would be avoided.

19th  Dec  2006The leaders of the Co-ordination Committee of Executives Associations in Central PSUs Shri.Rakesh Pandey Secretary General NEFI ( of NTPC) and Convener Co-ordination Committee, Com.G.L.Jogi GS SNEA(I), Shri.Ashok Singh Convener of Oil Sector Officers Association, Shri. Sukhbev Narayanan and Shri. K.P.Singh Coal Mining Officers Association of India met the Hon. Prime Minister on 19-12-2006.  The Hon.PM stated that the Wage Revision Board for Executives has already been constituted. The delegation informed him that the demand currently raised by us including merger of 50% DA with basic was not included in the terms of reference of the Wage Revision Board. The GS SNEA reminded the Hon.PM of his commitment on 5th Sep 2006 that the merger would be implemented within one month. The Hon PM recollected the promise and expressed surprise that in knowing that his commitment was not kept. He immediately promised to do the needful. He also categorically stated that he would personally contact the Minister for Heavy Industries immediately.

The Co-ordination Committee however has decided to intensify the agitational programmes. Members of SNEA will observe sit-out strike and abstain from work. The Circle /SSA/ Branch units may gear up the needs of the situation to strike it hot and strike it hard. The Oil, Power, Coal etc. sectors have already mobilised for a heavy telling and total impact. We cannot left behind.  We have to live up to our traditions. This is the most opportune moment to show our worth - to reap rich dividends. so go ahead and come out victorious.

15th  Dec  2006HPCL, BPCL and other oil companies has served the Notice on their respective Management for participation in the strike commencing from 22ndDec 2006.
GS met DDG (Estt) DOT who informed him that whatever information / documents were required by Secretary DOT on Promotion Policy have already been submitted. The file has again reached Secretary DOT.
Secretary General NCOA , GS SNEA and GS BHEL met Jt.Secretary DPE to know about the latest position on merger of 50% DA in the basic. Jt.Secretary advised that we should plead with the wage Committee to give its recommendations on this specific issue. Jt.Secretary further informed that the Cabinet not sent by DPE and approved by Minister of DPE has been turned down by Minister (Finance) . However he informed that fresh attempts are being made on this issue.
14th  Dec  2006Major decisions regarding streamlining of vigilance clearance , securing of NOC etc. are in advance stage of consideration . Orders are expected very shortly .For local officiating promotion after SDE cadres CGMs will be empowered to issue local officiating without obtaining vigilance clearance from BSNL HQs.
GS and AGS met Director (operations) regarding certain modification to be made in the orders on Residential Service Telephone Connections, mobiles etc. Director (Operations) asked Association to give its concrete and practical views on the modalities of the amendments to be made. He also advised us to submit the same very shortly. We shall be submitting concretised proposals by 19th Dec 2006.

Association has been called for a formal meeting with Secretary DOT on 19th Dec 2006 at 15.00 Hrs on the agenda that Association has submitted.

Day long Dharna held at Delhi on 12th Dec 2006 was attended by about 500 members from NTPC, NHPC, BHEL, HPCL, BPCL, ONGC, MTNL, BSNL, EIL etc. The  Dharna was a complete success and the representatives of their sectors reaffirmed their total commitment to continue to struggle till the demand of merger of 50% DA with basic is achieved. Complete solidarity is being experienced for the first time among the officers of Central PSUs.

12th  Dec  2006DOT issues clarification again on fixation benefits to Lateral JTOs and Sr.SDEs - date of effect of the withdrawal is w.e.f the date of issue of order.  (1)  Order No.1-34(34)/2000-PAT (Pt) dated 3-11-2006 >>>>>>>>>>>>  (2)No.7-1/200/TA-I KW I /17 dated 9-12-2006 >>>>>>>

12th  Dec  2006On continuous pressure from this Association BSNL Corporate Office issues deputation orders to 16 JTOs recruited after 2000. Extension of deputation orders for JTOs also issued on our persuasion.

9th  Dec  2006The case taken up by SNEA on free call limits, restriction of STD facility etc. is being considered very seriously by the BSNL Head Quarters. DDG (CS), on demand from the Association (SNEA (I)/CMD/61/10-06 dated 1st Nov.,06.>>>>>>>>>>)has submitted the following improvements to the BSNL Management Committee

(1) Treating all land line calls within the Circle on the BSNL network as free calls.

(2) Providing STD facilities at the residence of STS officers.

(3) Introducing CUG facility on Mobile calls.

(4) Providing National Roaming facility on Mobile Connections.

The BSNL Management Committee will now take appropriate decisions.

CMD has decided to review the recent orders on Vigilance clearance for Local Officiating based on the letter given by SNEA vide.SNEA(I)/ CMD/55/10-06 dated 17th Oct.,06(>>>>>>>>). Orders are likely to be issued shortly empowering the CGMs to issue Vigilance clearance.

8th  Dec  2006Promotion Policy - File on Promotion Policy with the draft notification from BSNL reaches Secretary DOT. Secretary DOT was extremely concerned and benevolent enough to seek information on some important and unresolved issues raised by this Association vide letter No. SNEA (I) / Secy-DOT/17/11-06 dated 29th Nov.,06 (>>>>>>>>>>>) and note contained in the draft notification. Secretary DOT has sought information immediately from the concerned officers. The file which reaches DDG (Estt) DOT for collecting the said information . GS met Member (Services) in this regard and Member (Services) assured expeditious and positive  action. We are happy that Secretary DOT has diligently taken up our issues so as to resolve them expeditiously.

The file on deferred option has been sent by Member (Services) for onward transmission to Secretary DOT for his clearance.

8th  Dec  2006Orders for promotion of JTOs to SDEs will be released next week. DPC has been conducted for 1121 vacancies up to March 2006. Around 250 vacancies reserved for ST candidates will remain unfilled due to non availability of eligible candidates. All pending inter-circle transfers are being considered along with this. Association is carefully monitoring all cases of transfer requests received by Central HQtrs.
Draft proposal for notification of Competitive Exam is on the way to IR section for notification.
There is a temporary hold up in the DPC process for promotion of SDEs to Adhoc STSs in the wake of recent Supreme Court verdict on Rule 206. BSNL Management is seeking legal opinion from expert legal consultants. GS met Jt.DDG (Per) and DDG (Estt) DOT to demand expeditious completion of the ongoing DPC. GS requested the DDG (Estt) to take expeditious action to stall the legal battle. DDG (Estt) said that he is equally concerned and is making all out efforts to complete the process expeditiously. CHQ will be constantly monitoring the progress of the DPC.
6th  Dec  2006The file on Promotion Policy has been returned by DDG (FEB) DOT to Member (Finance) DOT. Member (Finance) will now sent the file to Secretary DOT in a day or two. Secretary DOT who is away in Hong Kong is expected back today .
The file on deferred option has been sent with positive note by DDG (FEB) to DDG (ESTT) who will in turn sent the file to the Secretary DOT for final approval.

State units which are formed the Co-ordination Committee of Officers Association of CPSUs at the State level will hold full day Dharna on 12th Dec 2006 in solidarity with Dharna being held at Rajghat Delhi by  the Coordination Committee on the same day.  At other places SNEA units will hold Lunch Hour Demonstrations at Circle Head Quarters and preferably at all SSA HQrtrs also. This Dharna as part of the Trade Union Actions by Officers/ Executives of CPSUs is to focus the attention of the Government, to resolve long impending issue of  merger of 50% DA with basic, removal of ceiling on DCRG and removal of tax on fringe benefits etc. in Central Public Sector Undertakings.

5th  Dec  2006A massive rally organised by the Confederation of Public Sector Executives Associations consisting of Oil, Telecom, Power ,Coal, BHEL etc. with more than 4000 Executives in attendance was held from Kurshid Lal Bhavan to Parliament. The rally literally caused traffic jam for more than three hours on the Janpath. Rally was addressed by leaders of the different organizations including Dr.K.Ashok Rao, Com.G.L.Jogi , Com.V.K.Tomar etc. After the rally the confederation unanimously decided to carry on the struggle without any let up until the demands are achieved. Dharna on 12th Dec will be held at Rajghat in Delhi.

The first sitting of the DPC for the promotion of SDEs to DEs was held on 5-12-2006 under the Chairmanship of Director (HRD). Sr.DDG (Per) and Sr.DDG (PF) are the other members of the DPC.

4th  Dec  2006GS met Sr.DDG (Per) and discussed about the promotion of JTOs to SDEs, pending inter-circle request transfers, posting to tenure stations, notification of Competitive Exam etc. Sr.DDG agreed to review and issue orders on almost all pending inter-circle request transfers. He also informed the Association that the note to the IR section for notifying the Competitive Exam is ready and will be sent immediately after the promotion orders of JTOs to SDEs is issued.
