AGS, Khan & Circle Secretary
CO, Sh. G.K.Das met Sr. DDG(Electrical) & Jt. DDG(BW) to discuss
the delay in taking policy decision w.r.t conducting training in place of
Accounts examination in the cadre of JTO(Civil/Electrical)/SDE(C/E)/ AEE(C/E)
etc. Going with the stand of CHQ it was reiterated with merits in the
procedure that now the department should do away with the old and obsolete
method of examination and instead a training should be introduced. The
officers who successfully undergo the training, should get the next
increment. Both of them gave nod to
the above procedure. The
concerned file after a lapse of 6 months have reached back to the BW section
without any policy decision on the matter. The file may be again put up for
necessary action in the matter.
There is already a lot of
delay in conducting competitive examination from JTO to SDE
(Civil/Electrical). The requisite information which was asked by the DE cell
has reached the concerned cell. Hopefully the examination will be notified
looking to the suitability of dates. The response of Sr. DDG(Electrical) and
Jt. DDG(BW) was positive in both the issues.

Meeting with Secy/DOT: GS, along with CHQ VP, Com S.D.Choudhry, met Secy and
discussed the following issues;
A) Option to continue in CDA scale till retirement/promotion: GS informed Secy that a large number of officials having exercised this option and
retired are badly suffering on account of non finalization of their pension.
Secy assured that he will once again speak to Secy/DPE, asking him to
expedite settlement of the issue.
B) Navratna status of BSNL: Secy informed that due to inept handling of the
issue by the BSNL Management in terms of serious discrepancies having been
noticed by DPE between the figures of growth/revenues/profits contained in
the proposals of BSNL and the actual audited accounts of the Company, DPE
has yet again rejected the proposal of conferring of Navratna status. Secy/DOT
clearly mentioned that he has informed CMD and Director(F) that unless the
figures contained in the proposals are consistent with the audited accounts,
the proposals are unlikely to be accepted. This is yet another instance of
complete lack of application and involvement of BSNL Management on such an
important issue.
C) Extending benefit of 5 years to Gr B officers absorbed in BSNL and opting
for VRS: This issue having been strongly recommended by DOT and sent for
approval to DOP & PW is yet to get concurrence from the concerned ministry.
Secy assured that a reminder would be sent to the concerned ministry for
expeditious settlement of the issue.

The Joint Committee of BSNL
Management and Executives' Associations representatives met today and
continued the discussions on the issue of impact of Management Trainees
recruitment at STS level on the career prospectus of BSNL Executives.
After detailed discussions, it was agreed to continue discussion further
on the issue, tomorrow.

Commendable and extraordinary role of joint forum of BSNL
executives/non executives of kalyan/SSA, Maharashtra -- Heartiest
congratulations.
Sh Sandip kolwadkar, ex - area manager
kalyan SSA, sometime before closed down a strategically situated CSC in
prominent business area of kalyan. The concerned area manager was shifted
from the post of DGM/BD Maharashtra Circle because of some serious
irregularities detected in business development unit of Maharashtra Circle.
It is understood that disciplinary action is already initiated against him
and is awaiting clearance from CVC. After his shifting from business
development section and taking over as Area Manager kalyan, the concerned
officer became simply hostile and started acting against the interests of
growth of telecom network of kalyan/SSA. The officer is also learnt to have
submitted his VRS, subsequently withdrawing it after about two months.
Closure of strategically situated CSC was one of the many deliberate actions
that the concerned officer took in the direction of dealing severe blow to
the growth of commercially laden Kalyan/SSA, with a very high potential of
growth of services.
When nothing, including all possible modes
of persuasion and counsel, really worked, and conditions of growth of
services at kalyan kept on deteriorating, Joint forum of BSNL executives/non
executives swung into an extraordinary action, forcing BSNL Management to
remove the concerned officer from the position of area manager and also
reopen the closed CSC. The entire operation was carried out in just two
hours of unprecedented, spectacular and swift organizational action by the
Joint forum. Apart from SNEA(I), which took leading part in the entire
operation, Com Tanaji Bhor, DS/BSNL EU, Com. Ashok Ugale, DS/NFTE BSNL and
Com Garud, DS/AISCSTWA also played an effective and major role in removing
the concerned area manager who is determined and virtually avowed to destroy
BSNL. We also congratulate Com. A.R.Manani, our CS/MH, for guiding the joint
forum/kalyan at such crucial time.
We whole heartedly
congratulate the Joint forum of kayan for such a splendid organizational
effort to protect legitimate interests of BSNL. We are also proud of Com.
A.M.Singh, President/SNEA(I), kalyan and Com. M.N.Kotambe, DS/SNEA(I),
kalyan, for playing a major role in organizing the action of joint forum and
creating compulsions on BSNL management to shift the concerned officer and
reopen the closed CSC.
This great and
herculean effort of joint forum/kalyan should inspire all of us. In fact,
that is how the Joint forum has to act, at all the levels, throughout the
Country. Joint forum/kalyan was virtually forced to take law into their
lands, because of complete reluctance and failure on the part of top ITS
dominated BSNL management to act swiftly and decisively against those ITS
field officers who are out and out determined to destroy BSNL, in one way or
the other. Otherwise, CGM/MH should have acted immediately, like a
professional manager, and shifted the concerned officer. Instead, we
understand that, the concerned officer has been posted as DGM(operations)/kalyan
and is incharge of critical areas like Broad band, Tax etc. Joint forum/kalyan,
we are confident, will continue its tireless efforts to ensure that the
growth of BSNL is not affected due to the whimsical actions of some
disgruntled officers holding key positions of growth of BSNL.
Inauguration of flat purchased by our AP circle at Tirupati
and CEC meet of AP Circle:Our AP Circle finally, after tireless efforts of last several years,
purchased a magnificent three bed room flat at Tirupati. The flat was
inaugurated by Com S.L.Reddy, our CHQ President, Com W. Seshagiri Rao,
President/NCOA and GS/SNEA at a brief but colourful function on 7th Dec.,07.
Besides GM/Tirupati, all the District Secretaries, CEC members, CWC members
and Circle office bearers of AP
Circle and Comrades of Tirupati/SSA were present at the glittering ceremony.
We are all proud of this untiring endeavour of our AP Comrades and
wholeheartedly congratulate Com Vishwanath, President/AP Circle, Com P.
Padmanabha Rao, CS/AP and Com Chiti Babu, DS/Tirupati and all our beloved
Comrades of AP Circle for their perseverance and commitment in purchasing
the flat.
Earlier, prior to the inauguration of the
flat, GS, CHQ President and NCOA/President addressed the CEC meet. GS gave a
detailed account of the latest developments relating to the career growth as
well as the growth of BSNL, urging upon and appealing to the Comrades not to
be complacent by the move of the BSNL management to constitute a committee,
but, instead, remain in a state of complete organizational preparedness to
successfully participate in likely future struggle in order to realize the
demands raised by the United forum of BSNL executives, already submitted to
the BSNL management.
GSs
address at Chennai on 8th Dec.,07:
GS addressed a combined meeting of Comrades of TN Circle/Chennai TD,
apprising them in detail of the latest position regarding various issues
pertaining to the growth of BSNL as well as unresolved cadre issues. Even
though the meeting was arranged at a very short notice, yet the attendance
was quite encouraging, and the enthusiasm and interest exhibited by Comrades
on various issues in the course of interaction left GS in no doubt about
complete readiness of Comrades of SNEA(I) of TN/Circle and Chennai/TD to
participate in future struggles of both the Joint forum of BSNL executives
and non executives as well as the United forum of executives. GS got a loud
and clear message to this effect and was considerably encouraged at the
level of organizational preparedness to meet future challenges formidably.

presided over the meeting, and the meeting was also addressed by Com N.
Balakrishnan, CS/TN, Com S. Venkataraman, CS/Chennai and Com R. Ashokan,
AGS. Com. Muthu, CHQ treasurer, was also present. Large number of Circle
office bearers and CWC members, including com V.Sunder, of both TN Circle
and Chennai TD also attended the meeting.
Latest news about merger of 50% IDA with basic:
Com H.S.Jodhka, GS/BHEL, an affiliate of NCOA, had an opportunity to discuss
the issue of merger of 50% IDA with Secretary DPE, Sh. R.C.Panda, who
informed him that a cabinet note regarding merger of 50% IDA has already
been sent to MOF for comments after which it shall be placed before cabinet
for its approval. Secretary DPE further informed that regardless of the
opinion of MOF, cabinet note shall be placed before cabinet for its
consideration. In yet another significant development, Com V. Suburaman,
GS/TEPU, alongwith Sh C. Kuppuswamy, MP & President/TEPU met Sh. Santosh
Mohan Dev, Hon'ble Minister HI&PE on 7th Dec.,07. Sh. T.R.Balu, Honble
Cabinet Minister for surface transport and Sh R. C. Panda, Secretary/DPE
were also present in the meeting. On the issue of merger of 50% IDA with
basic, Hon'ble Minister is understood to have reiterated the commitment he
made to COAI, an affiliate of CCCOCPSUs, a few days before that he shall get
the approval of the cabinet regarding merger of 50% IDA very shortly and
that the orders shall be issued very soon. This was confirmed by Com
V.Suburaman, GS/TEPU, who was present in the meeting. However, on the issue
of conferring Navratna status to BSNL, Secy/DPE informed the delegation
that, even though BSNL has obtained three consecutive excellent ratings, yet
it was not found eligible this time also because it is not meeting other
parameters. However, Hon'ble Minister HI&PE and Secy/DPE suggested that BSNL
Management should send fresh proposal regarding awarding of Navratna status
to DPE for its consideration.
On

Regarding ITS absorption Hon’ble Minister
said that management is in contact with ITS Association and decision will be
taken soon. Hon’ble Minister also stated that Com. G.L. Jogi, GS SNEA(I)
may meet with him at Delhi to discuss all the issues.
On the occasion of inauguration of two
MSCs at RTTC premises, Hon’ble Minister informed that the Telecom Ministry
targets 50 Crores Telephone Connections by year 2010. Efforts are being made
to persuade the Defence Ministry to release the biggest chunk of spectrum.

Important Development reg. merger of 50%
IDA with Basic
Com Sukhdeo Narayan, GS/COAI, a constituent of Central Coordination Committee
of CPSUs (CCCOCPSUs), constituted in Dec.,06, had a meeting with Sh. Santosh
Mohan Dev, Hon'ble Minister of Heavy Industries and Public Enterprises (HI&PE)
on 28th Nov.,07 at New Delhi on the issue of merger of 50% IDA with basic
for profit making CPSUs. The delegation was led by Sh. Basudeo Acharya,
Member Parliament. GS/SNEA(I) also was part of the delegation led by
Sh.Basudev Acharya that met Honble Prime Minister of India in Dec.,2006 when
CCCOCPSUs, led by Com Rakesh Pandey of NTPC,
observed two days Country
wide strike on the issue of merger of 50% IDA with basic. Hon'ble PM had
assured the delegation comprising of Com Rakesh Pandey from NTPC, Com Sukhdeo
Narayan from COAI, Com Ashok Singh Convenor of Oil Sector Officer's
Association and GS/SNEA(I) that the issue of merger of 50% IDA with basic
would be considered and settled soon .
CCCOCPSUs had organized a
massive rally, dharna and Country wide strike in Dec.,06 to press for merger
of 50% IDA with basic.
GS/SNEA(I) spoke to Com Sukhdeo Narayan , GS/COAI, on 30th Nov.,07, who
informed him that Sh. Santosh Mohan Dev, Hon'ble Minister HI & PE,
assured the delegation that Government has in principle decided to merge 50%
IDA with basic for profit making CPSUs and that a decision to this
effect would be announced very soon. This is an important breakthrough,
considering the significant fact that Sh. Santosh Mohan Dev, Hon Minister H
I&PE, expressed his inability to do anything on this issue because of
rigid stand taken by Hon MOF when a delegation led by Com Rakesh Pandey,
Convener CCCOCPSUs, including GS and AGS of SNEA(I), met him in Jan.,2007. Viewed
in that context, the present assurance given by Hon. Minister HI&PE
assumes great significance and the stand of
SNEA(I) and CCCOCPSUs to
organize trade union actions in Dec.,2006 stands fully vindicated. We
congratulate Com Rakesh Pandey, Convener CCCOCPSUS, and all its constituents
for this important development and are confident that CCCOCPSUs shall
continue to focus important issues relating to CPSUs in future.

meeting that COAI had with Hon Minister HI & PE on 27th Nov.,07 and the
assurance given by the Hon Minster to the delegation of Coal Officer's

Development reg. ITS Absobtion and promotion to STS.
ITSA is understood to have signed an agreement with DOT on the terms and
conditions of absorption of ITS Gr A in BSNL and MTNL with DOT. The
agreement is expected to be approved by the Cabinet after which the process
of absorption will commence. Absorption process is expected to be resumed in
Jan.,08. This is a very positive development considering the impact that
uncertainty of absorption of Gr A is already having on the viability
of BSNL. GS and GS AIBSNL EA, Com Prahlad Rai, met Director(HRD)/BSNL and firmly
pleaded with and urged upon him to fill up all the existing unfilled 3600
STS vacancies. Director(HRD) categorically assured that immediately after
the release of the promotion order of about 600 SDEs to STS on adhoc basis,
all the remaining STS vacancies will be definitely filled up on a time bound
basis. Director(HRD) also solicited active support from the
Associations in the matter of collection of missing ACRs and vigilance
clearance reports. Both the Associations assured Director(HRD) of their
complete support and involvement in getting all the unfilled posts of STS
filled up at the earliest. Director(HRD) was also requested to post all the
SDEs expected to be promoted to STS to their present units only.
Director(HRD) assured that he would fully keep our request in mind while
deciding posting of SDEs on promotion to adhoc STS.
Circle Secretaries are
requested to ensure immediate completion of pending ACRs, Vigilance
Clearance and searching the names not traceable. The list of pending
ACRs, Vigilance Clearance and searching the names not traceable are enclosed
at Annexure -A, Annexure - B and Annexure - C respectively.
First meeting of the committee consisting of officers of the BSNL Management
and the GSs of the United Forum constituted to address the issues of career
growth of executives of BSNL has been convened in the afternoon of 5th
Dec.,07.
