Govt turns down BSNL request for Rs 1000 crore towards MNP

Maharatna status for selected CPSUs:
The decision to grant top performing PSUs the `Maharatna'
status was taken at the meeting of the Union Cabinet. "The main
objective of the Maharatna scheme is to empower mega CPSEs to expand
their operations and emerge as global giants", I&B minister Ambika Soni
told reporters after the meeting. Of the 18 Navaratnas, SAIL, ONGC and
NTPC met the stiff criteria set by the government, including a
three-year track record of annual net profit of over Rs 5,000 crore, net
worth of Rs 15,000 crore and turnover of Rs 25,000 crore, besides being
listed entities in the bourses.

Flash News! It has come to our knowledge
that Hon'ble High court of Allahabad on 24th December 2009 has passed an
order and stayed the order of CAT Allahabad dated 18th December
2009 quashing the DGM Rect. It inter-alia says " We, therefore, direct that until further
orders, the effect and operation of the judgment of the Central
Administrative Tribunal, Allahabad dated 18th December, 2009 in Ramit
Maurya & 6 Ors. Vs. Union of India, shall remain stayed".

Meeting with Dir(HRD)on
24th December 2009: GS along with AGSs Com. Khan and Com. Sebastian met
Dir(HRD) and raised the following issues,
1.
DPC from SDE(Telecom) to STS(adhoc): On our
request Dir(HRD) had a telephonic talk with CGM(J & K) and directed
him to take all possible legal action to ensure that the case in J &K
High court listed on 29th December is disposed off.
2. DPC from STS(Telecom) to JAG(adhoc): The
vigilance clearance of around 182 regular STS officers is received from
vigilance. Rest is being pursued from the circles. Steps will be taken
to complete the same in the month of December itself. We had gathered
all the details from DGM(P) regarding pending VCs and pursued the same
in CVOs office. However, circle secretaries are also supposed to monitor
the missing VC cases in their circles and take immediate appropriate
action in Pending VCs. The VC is pending from Assam, CTD, Bihar ,MP, MH,
RJ, NCES, ITPC, STR( 3 cases),
TS- Kolkata & WB.

Regularization of
STS(adhoc): We stressed that regularization of the left out
STS(adhoc) officers is badly delayed for one reason or the other. We
clearly reiterated our stand that this Association has no objection
whether the regularization of about 2400 adhoc STS is done by including
270(adhoc competitive) or by excluding them. We emphasized that we do
not want adhoc STSs to be deprived of their regularization to STS
because of this controversy. Under any circumstances, we clearly
impressed on Dir(HRD) to initiate and complete the process of
regularization of remaining 2400 adhoc STS either by including 270 or
excluding. Dir(hrd) was very positive and assured us that the process of
regularization of remaining 2400 adhoc STS officers by January 2010 and
directed GM(P) to the start the process.
4.
ACP of Civil/Electrical: We stressed on the fact that the
committee had given the final report to go for implementation of ACP in
the upgraded IDA pay scales and was approved by MC. We informed Dir(HRD)
there was no point in clubbing the case of civil/electrical on which
decision has already been taken with other similarly placed cadres where
the decision could be taken separately. We firmly pleaded that orders in
respect of civil/electrical where the decision has been taken by the
competent authority, the orders be issued as early as possible as the
delay is causing a lot of heartburning for our comrades of
civil/Electrical. Dir(HRD) assured of a quick positive response and told
our GS to remind him on Tuesday as our GM(P) is undergoing training at
ALTTC Ghaziabad. |

CEC of Haryana Circle:
A grand "Open Session" was organised on the occasion of C.E.C
Meeting of S.N.E.A(I),Haryana at Arawali Golf Club, Faridabad on 5th
December.2009. About 150 executives from all the corners of Haryana
attended open session. C.G.M.T(Haryana) Sh.Arun Kumar Gupta was the
Chief Guest of the function.Com Ramesh Kumar presided over the open
session. Com G.L.Jogi ,Com V.K.Tomar, Com K.Sebastin, Com A.A.Khan, GMTD
Faridabad,Sh. P.K.Srivastava, S.E(Elect) Sh. Balbir Singh also graced
the open session. |

17th Circle Conference of SNEA(I), ODISHA Circle was held on 12-13th
December 2009. GS Com. G.L.Jogi, Ex- GS Com. W.Seshagiri Rao,
AGS Com. A.A. Khan and Jt. Secretary(East) Com P.K.Sahoo attended
the conference. CGM, Orissa Circle Shri A.N.Rai, GMTD Bhubneshwar Shri
U.N.Mahalik, GM(A) Shri U.S.Panda, GM(Mobile) Shri B.Pal ,GM(Mobile)
Shri N.K.Bhoi were present in the open house session. The
deliberations in the open house session were mainly concentrated on the
viability of BSNL. Com. P.K.Sahoo, Com.P.M. Kar and Com. M.K.Naik
were elected as Circle President , Circle Secretary and Circle Treasurer
respectively. Com. Satyabrata Mishra and Com. B. Biswal were
elected as CWC members.

pay of the post held by the Govt. servant.

Circles should review the requirement, all misc.
activities has to be outsourced.

It is learned that the expenditure on security guards per year is above
500 crores. Nowadays Security Guards are engaged round the clock even at
small exchanges for mtce purposes. This can be avoided and service of
the security staff can be limited to the night duty hours. Large scale
security guards engaged for GSM Tower mtce also can be reviewed and the
same can be outsourced. |

Goverment earned 8300 crores from telecom
firms:
The government earned Rs
8,307.85 crore from mobile telecom operators through licence fee in 2008-09 and

Meeting with DGM(TF): LDCE
from JTO(TF) to SDE(TF) discussed in the meeting. After notification of
R/R in 2002, the LDCE was not conducted so far. DGM(TF) informed that
they had already initiated the process and the LDCE will be held as soon
as the syllabus and scheme is finalised by Personel section. We are
pursuing the matter with GM(Pers). |

Meeting with DGM(Elect): The
following issues were discussed in the meeting: a) Implementation of ACP
committee report -- The ACP file already circulated in Arch &
Elect wing and sent back to Civil wing. b) Training cum examination for
Executives in Civil/Elect replacing accounts Exam -- requested to issue
direction for drawing the increments to all the SDEs who didn't passed
the accounts examination as the training for SDEs are not yet started by
ALTTC. For SDE(Civil), orders are already issued on 30.09.2009 for
drawing the increment. The Training cum examination for JTOs are
started at RTTC, Nagpur. c) Regular promotion from JTO(E) to SDE(E)
-- the ACRs from many Zones are not reached so far. d) Regular promotion
to EE(E) -- the process will be initiated today. e) Transfer of
SDEs from tenure Circles to WB Circle and EE(E) to their home Circles--
both cases will be reviewed and orders will be issued at the earliest by
arranging substitutes either by promotion or by long standing basis.

Transfer
of Executives to ERP project-- Message from GM (Pers) to CGMs and GS:
Respected CGMs, ERP project for BSNL, core team of 200 persons to be
formed at ALTTC. 11 DGM each as team head like HR, FIN, MM, OP etc and
rest are DE/SDE/AO. Twice volunteers are called but no proper response.
Now we will be posting 10 from each big Circle. After project
implementation, they will be sent back to the home Circle to maintain ERP in
the Circle.
LDCE from JTO(T) to SDE(T): The notification by DE cell is
getting delayed as there are some changes proposed in the syllabus and
most likely it will be cleared in the next MC meeting. |

service. GM(P) assured that the same will be notified very shortly. |
