com. Pallab Bose met Director HRD regarding E2 to E3 training on his visit
at Lucknow. The issue relating to held up of annual increment of executive
of UP(East) Circle and conducting the said trg at Lucknow RTTC Lucknow
was also discussed. |

News Highlights.
A)
Management Committee of BSNL
approves draft Gr A RRs, mostly based on the understanding that the
Management had with the United forum of BSNL executives. The draft shall be
placed before BSNL Board for approval before finally Gr A RRs will be
promulgated.
B)
Management Committee of BSNL
approves restoration of seniority of 1966 TES Gr B officers to comply with
the judgments of Ernakulam and Delhi High Courts. Action to circulate
revised seniority lists has begun.
C)
BSNL Management in principle
agrees with the proposal of this Association to replace existing subjective
type competitive examination from JTO to TES Gr B by computerized based OMR
system.
D)
Hon’ble MOC&IT approves the
proposal of BSNL/ Board regarding the introduction of new IDA pay scales,
fixation of pay @ 30% etc. in accordance to the orders of DPE. After
approval of Hon’ble MOC&IT, Presidential orders will be issued by DOT.
E)
DPC work for promotion from
JTO to TES Gr B and TES Gr B to adhoc STS gets expedited. We are closely
monitoring the progress of both these DPCs and are trying our best for
getting the promotion orders issued at the earliest. In the meantime, we are
eagerly awaiting promulgation of Gr A RRs to take up the issue of
regularization of existing adhoc STS and their regular promotion to JAG to
the extent of available vacancies.
F)
BSNL Management has
constituted a committee to examine the anomalies having arisen as a result
of order of Feb,08 on ACP issue. We have submitted our detailed note on the
issue and are in touch with the Chairman and other members of the Committee.
G)
We are expecting some positive
breakthrough on the issue of deferred option to continue in CDA scale up to
the date of retirement/promotion.
H)
In a very significant
development, GOM headed by Hon’ble Home Minister is understood to have
decided to recommend additional 9.7% IDA to be merged with 68.8% IDA wef
1.1.2007 for the purpose of fixation of new IDA as on 1.1.2007. The new IDA,
instead of original 68.8%, will now be 78.5%. The GOM is also learnt to have
decided to give Risk Pay as recommended by the 2nd PRC.
Organizational news;
A)
GS addressed the open session
of District Conference of Hyderabad Telephones on 14th Feb.,09 at
Hyderabad. The open session was also attended and addressed by CHQ
President, Com S.L.Reddy, Com Rajan, Jt Secy(S), Com P.Padmanabha Rao,
CS/AP, PGM/Hyderabad and a number of GMs from Hyderabad Telephones.
B)
GS addressed a GB meeting of
about 175 JTO trainees at TTC Chennai on 16th Feb.,09 during
lunch hours. Com. Sunderkrishnan, CP/TN, Com Ashokan, CS/TN and Com
Gopinathan, ACS/TN also attended the meeting.
C)
GS addressed a combined GB
meeting of about 400 Comrades of TN Circle and Chennai TD on the evening of
16th Feb.,09 at Chennai. The meeting was presided over by Com
Munuswamy, CP/Chennai TD and Com Sunderkrishnan, CP/TN Circle. The meeting
was also addressed by Com Venkataraman, CS/Chennai TD and Com Ashokan, CS/TN
Circle. Com H. Muthu, CHQ Treasurer, also addressed the combined GB meeting.
Circle Conference of
Maharashtra Circle was held at Jalgaon on 20th and 21st
Feb.,09. GS addressed the delegate session in the morning of 20th
Feb, 09, explaining all the developments at the Central headquarters and
responded to all the Queries. Later, in the evening, a colourful open
session was held which was addressed by Director(HRD)/BSNL, Sh.Gopal Das, Sh
Chanderprakash, CGM/MH, Sh. Shakeel Ahmed, GM(SR)/Corporate office and Sh
Patel, GM/Jalgaon. Director(HRD) informed the gathering that a number of HR
issues like finalization of Gr A RRs, holding of DPCs from JTO to TES Gr B
and TES Gr B to adhoc STS, regularization of existing adhoc STS, restoration
of seniority of 1966 TES Gr B officers etc. have been finalized. The open
session was also addressed by GS, Com W.Seshagiri Rao, Com S.N.Prasad, GS/MTNLEA
Mumbai, Com M.S. Adsul, AGS and Com M.H.Gombi, AGS. The key note address was
read out by Com A.R. Manani, CS/MH. Com M.S. Adsul, Com S.V. Bhad and P.N.
Patil were elected as Circle Secretary, Circle President and Circle
Treasurer |

In the open session of SNEA(India), Maharashtra
Circle Conference held at Jalgoan, Director (HRD), BSNL Board informed that
SNEA(I) suggestions for objective type questions and OMR system was approved
by the Management and it will be introduced from next Competitive
examination onwards for JTO(T) to SDE(T). |

Group
of Ministers (GoM) formed by the Govt. to sort out the issues raised by Oil
Sector Officer's Associations in their recent agitation regarding pay revision
recommends:
a)
additional 9.7% of fitment in IDA as on 01-01-2007. New fitment for IDA will be
78.5% instead of 68.8% 01-01-2007 ( the basic pay will increase ).
b)
for the payment of RISK PAY for the CPSUs as
recommended by 2nd pay panel based on categorisation.
The recommendation will be placed before the Union Cabinet.

General Secretary’s Tour of Hyderabad and Chennai: CHQ President, GS, Jt. Sec (S)
and AGS along with C/P and C/S, AP Circle addressed the Annual General Body
meeting of Hyderabad Telecom Dist. on 14-02-2009. Large number of comrades from
Hyderabad TD attended the meeting. PGM, Hyderabad TD and other senior officers
addressed the open session.

Chennai, 16-02-2009:GS
Com. G. L. Jogi addressed a General body meeting during lunch hours at RGM TTC,
Meenambakkam, Chennai on 16-02-2009. About 100 new JTO trainees also attended
the meeting. JT Sec(S), C/P and C/S of TN Circle also attended the GB.
A special General body meeting was held in the
evening at BSNL office, Greams road, Chennai. GS, CHQ Treasurer, JT Sec(S), C/Ps
and C/Ss of both TN and CHTD addressed the meeting. 400 comrades from CHTD and TN Circle attended the
meeting.

Meeting with GM (Pers): AGS and CS, BSNL CO met
GM (Pers) and discussed:
1)
holding DPC from JTO(T) to SDE(T): GM assured that the DPC work will be completed in a
time bound manner by 15th March.
2)
holding DPC from SDE(T) to Adhoc DE:
GM(P) informed that if all the CRs are reaching BSNL CO by 15th March, 2009
the DPC will be completed by 31st March itself.
He requested the
cooperation of the Executive’s Associations for getting the CRs from Circles in
time.
3)
Conducting the LDCE for JTO(T) to SDE(T) under competitive quota for
the years 2006-07 onwards: GM(P) informed that the process is already started and the suggestions
made by SNEA(I) regarding complete revamping of the conductance of examination
was taken into account.

DoT today cleared the proposal sent by BSNL for pay revision and 30%
fixation for its Executives. The proposal will now go to Secretary (T) as soon
as he returns from foreign tour and thereafter to MOC & IT. |

AGS and CS, BSNL CO met DDG (Estt), DoT and
discussed the following:
1)
Option to
continue in CDA scale till promotion/retirement:
The revised proposal from BSNL will be settled within DoT as per the terms and
condition for absorption. The matter has been discussed with GM(Estt), BSNL two
days back and he promised that a positive note will be sent to DoT shortly to
settle the case as per the terms and conditions.
2) 50% IDA merger for the retired Executives:
The matter has been discussed between DoT and DPE and a favourable reply is
expected from DPE within a couple of days.

understood that BSNL decided to discontinue EPF and go for CPF from next
financial year. Shortly the NIT for Fund Managers will be invited.

Developments
regarding ITS absorption.
Joint forum of
BSNL/executives and non executives met on 12th Feb.,09 to chalk
out future strategy and course of organizational actions to expedite and
conclusively resolve the issue of absorption of ITS Gr A in BSNL. After
extensive discussions, it was unanimously decided to observe following
programmes of organizations actions at Corporate/CGM and SSA level.
A)
To observe 24th
Feb.,09 as
“BLACK DAY”
by wearing black badges and holding Lunch/Closing hour demonstrations at
Corporate/CGM/SSA levels.
B)To
observe
full day Dharna on 17th March.,09 at
Corporate/Circle/SSA levels
C)
To participate in
full day strike on 25th March,09.
D)
To participate in indefinite
strike, the date of commencement of which shall be decided and
notified subsequently.
Start making extensive and
base level organizational preparations to make the programmes of
organizational action, including strike on 25th March,09,
complete and astounding success. |

FLASH NEWS:
Regarding Group A R/R.
We reliably understand that Management Committee of BSNL has
approved Group A R/R, with some minor changes
which we are yet to know. This is very positive development. The association
was struggling for the Group A R/R for the last several years.
Regarding restoration of seniority
of 1966 TES Group B Officers.
We also realiably
understand that Management committee of BSNL has accorded its approval of
regularisation and restoration of original seniority of 1966 TES Group B
Officers who were reverted in terms of loss of their TES Group B seniority.
This is also very positive development.

Representatives
of the United Forum met the concerned officers of DOT (Finance) and
discussed the implementation of 2nd Pay Revision Committee report based on
the fresh proposal sent by BSNL. We gathered from the discussions that
things are moving in the right direction as far as the action to be taken by
DOT/Finance on the proposal of BSNL is concerned. We expect the final orders
on the implementation of new IDA scales along with the fixation of pay to be
issued very shortly.
We also
met M(S)/DOT on the issue of exercise of option to continue in CDA scale
till promotion/retirement. Incidentally, Director(HRD)/BSNL and Sr DDG(E)/BSNL
were also present to discuss the same issue. DDG(E)/DOT was also present. We
were assured by both M(S)/DOT and Director(HRD)/BSNL of positive
consideration of the issue of fixation of pay consequent upon the exercise
of the said option. |

The JTO to SDE DPC is now completely depends on the following
Circles. If the Circles are sending the CR & SR positively by next week, CHQ
will take all efforts to complete the DPC by 31st March. Once
again CHQ appeals to all the CSs and CHQ /Circle office bearers to expedite
the process.

Meeting with Dy. General Manager (Pers):
We expressed our serious concern over the
inordinate delay in receiving the CRs from Circles for JTO to SDE promotion.
Dy GM(P) promised he will speak to the concerned Circles tomorrow itself and
expedite the DPC process.
From IR section it is learned that 1) the
Accts. Examination results will be announced within one month, 2) the
notification for recruitment of JTO Civil/Electrical for 200 each posts will
be issued shortly and 3) the comp. examination for JTO(C/E) to SDE for J&K
will be held on 15th Feb as sheduled.

Attention of CSs/SSA Sec:
We had through our website dated 22nd January 2008 requested regarding
Refund of stipend arrears on IDA scale for JTOs recruited by BSNL. Very few
Circle Secretaries have responded on this issue. Once again all CSs are
requested to take up the issue with the concerned CGMs to refund the arrears
at the earliest as stipend was paid by different RTTCs.

Forum has decided to defer the ensuing programmes of organisational action

The representatives of United Forum had a meeting with
Director(HRD),BSNL today wherein Dir(HRD) informed them that Member(F), DOT
assured Dir(HRD) that he would examine the proposal received afresh from
BSNL after his return from tour. However , United Forum , in view of this
assurance given by Dir(HRD), decided to go ahead with the decided programme
of organizational action.
Our
association had a formal meeting with BCG (Boston Consultant group) hired by
BSNL management to recommend and implement structural changes and other
reforms needed for growth of BSNL. The consultant apprised the
representatives of the association about existing strength and weaknesses of
BSNL. We shall be closely monitoring the functioning of the consultant and
interacting with them in near future. |

REGARDING
DEVELOPMENTS AT BSNL C.O.

executives was informed by GM(SR)/BSNL that a letter has been sent to DOT by
the BSNL Management on 2nd feb.,09 i.e today asking it to consider the
decision of the BSNL Board regarding granting of new IDA pay scales, 30%
fixation of pay etc. to executives as decided by the BSNL/Board in its
earlier meeting and already communicated to DOT. Interestingly and
significantly, BSNL management has also mentioned in this letter of 2nd
Feb.,09 that the total expenditure likely to be incurred by the BSNL
Management after taking into consideration the implementation of new IDA
scales and 30% fixation for non executives also is likely to be around Rs
4500 crores. GM(SR) felt that this development of BSNL Management asking DOT
to consider the decision that BSNL Board has already taken regarding new IDA
pay scales and fixation @ 30% for executives was sufficient enough to give
DOT some more time to take final decision by deferring our programmes of
protest action.
However, we maintained
that BSNL Management has already by its own belated action of asking DOT to
stall the clearance of the proposal sent by it a few weeks before created
serious doubts about the justification and genuineness of its earlier
proposal. Also, by stating now additionally, that the likely expenditure to
be incurred on implementation of new IDA scales as well as fixation etc. for
non executives and executives would be around Rs 4500 crores, the issue has
been made deliberately complicated by the BSNL Management. In fact, BSNL
Management by its unwarranted belated action has to a very great extent
diluted its earlier decision, we informed GM(SR).
We further mentioned to
GM(SR) that when ITS Gr A officers not absorbed in BSNL were given new CDA
scales in accordance with decisions of 6th CPC, BSNL Management never
mentioned at that stage to DOT even a word about the likely expenditure of
implementation of new IDA scales and fixation for executives and non
executives. On the contrary, there was a calculated and well planned silence
on this aspect when the proposal was sent to DOT for clearance. This was
done to ensure smooth implementation of CDA scales of 6th CPC for non
absorbed ITS Gr A whose entire expenditure is being borne by BSNL. To
mention, to DOT, at this belated stage, that an expenditure of Rs 4500
crores would be required to be met by BSNL for implementation of IDA scales
of non executives and executives is nothing but a clear attempt to defeat
implementation of decisions of DPE regarding new IDA scales and fixation for
executives of BSNL. Thus, we find absolutely no reason to reconsider our
decision of observing of programmes of protest actions notified by us, we
informed GM(SR). CMD is already out of Country on an official tour of South
Africa and Director(HRD) was today in Jaipur to attend a meeting of Hon’ble
MPs of Parliament.
We thus make a very
firm appeal to our comrades to go in for mass mobilization of the issue of
pay scales and fixation which has already been considerably diluted by
Committee of Secretaries in the first place and now by the BSNL Management.
The programmes of protest actions to be observed for the full week have are
meant for complete mobilization and preparation of our grass root membership
to get involved in actual programmes of trade union action quite likely to
be followed by programmes of protest action. Make complete and all round
preparations in the direction of getting fully ready for a decisive and
prolonged struggle. We wish all the best to our Comrades throughout the
Country for total success of this legitimate and just struggle of ours which
has been virtually thrust upon us by vested interest BSNL Management.
