Association holds further discussions with Shri.Y.S.Bhave and Shri.R.N.Prabhakar. It was informed that the finalisation of the recommendations of the committee was making very good progress. It was also informed that the views of the Association would be sought before finalising the recommendations. This is a much awaited and welcome deviation from the previous practices of the BSNL Management which refused even to divulge the contents of the reports of several committees even before approval from the BSNL board. The new committee has thus ensured that the Association will be taken in to confidence before pushing through any of its recommendations. The proposed meeting for interaction with the Association and Committee is likely to take place in three or four days time. |

SNEA interacts with Shri.Y.S.Bhave and Shri.R.N.Prabhakar further on Time Bound Policy. Apart from attendant conditions and recruitment of Management Trainees, the Association aggressively expressed its views on service weightage. The arguments of the Association have been well received by the Committee as sound and reasonable. As assured by the Chairman Telecom Commission during the AIC we expect positive developments on the policy in the near future. |

The Auditorium was brimming over with more than 3000 delegates and SNEA activists signifying the upbeat mood that an 'Open Session' par excellence instilled in the congregation. The Chairman Telecom Commission Dr. J.S.Sarma, the C M D BSNL Sri A.K.Sinha, the Dir Finance Sri S.D.Saxena, the CG M T KTK Sri. Ramaganapathy, the PGMT Bangalore Sri Arnold, G S BSNLEU Sri V.A.N.Namboodhari, Dr K Ashok Rao Secretary General NCOA, Sri V.K.Tomar G S MTNLEA New Delhi, Sri S.N.Prasad G S MTNLEA Mumbai, Sri Subbaraman G S TEPU were but a few of the dignitaries that decorated the dais. The G S in his key-note address highlighted the success story of BSNL against the stiffest competition, the negative policies of the Government and the TRAI and oppressive attitude of the BSNL management against the Executives in realising their career aspiration. The Chairman T C congratulated the members of SNEA led by Com.W.Seshagiri Rao and Com.G.L.Jogi particularly in maintaining the lifeline of the country when it was exposed to severe threats in the recent times. He complemented the Executives for the splendid performance of the BSNL in telecom sector. To top it all he declared that our promotion policy will be cleared immediately taking care of our apprehension on attendant conditions. The C M D exhorted the executives to carry on with better performance in meeting the grave challenges and stiff targets set for the BSNL. He also assured that the grievances will be settled without further delay. The glorious 'open-session' was graced by brilliant and receptive audience. |

The XXVI AIC kicks off to a colourful start at Bangalore with the CHQ President, Com.W Seshagiri Rao hoisting the association flag at 10.00 hrs on 20th January 2006 with the slogans of 'Sangarsh' and Unity emanating from over 1500 delegates renting the air. The delegate session was inaugurated by Sri Niranjan Singh Dir (HRD) at 11.30 hrs. He commented the Executive force particularly the SNEA for the successful and creditable performance of the BSNL in the face of the stiffest competition. He categorically assured that all the issues concerning us could be sorted out immediately. He promised the time bound policy will be implemented without dilution as already agreed at the time of absorption. At 05.30 PM Sri Shantha raju Secretary General All India Bank Officers' Association addressed the delegates. He castigated the fallacy of FDI and the dogmas of disinvestment. Unity of the workers was the need of the hour to protect the PSUs belonging to the common Indian from being divested to the rich few. GS Com. G.L.Jogi called for greater understanding with the different Associations in the various PSUs. He also promised that the AIC would adopt a resolution to foster closer ties with the Associations of Banking & Finance sector,Power sector and all other Central Govt PSUs, which he hoped will be reciprocated by the respective Associations so that a clear signal can be sent to the Government that it cannot go ahead with the disinvestments and anti-labour policies at its pleasure. General secretary's report containing 43 chapters covering the major issues and the auditor statement of accounts passed by the body. The highlights of 21st Jan will be the "Open Session" which will be addressed by Chairman Telecom Commission , Dr.J.S.Sharma , CMD BSNL Sri.A.K.Sinha, Dir (Fin) Sri.S.D.Saxena among other prominent dignitaries. Promotion policy and related issues, regular promotions, financial viability of BSNL, issues related Civil/Electrical etc, EPF,GIS,BSNL MRS,Pension, PLB/Exgratia etc will be figured in the day's discussions. |

The designated committee for Time Bound Promotion policy invites SNEA for discussion to sort out the issues raised by us which led to the formation of the committee. The Committee Chairman Shri.Y.S.Bhave and members Shri.R.N.Prabhakar & Shri. Niranjan Singh held threadbare discussion with GS Com.G.L.Jogi and VP Com.A.A.Khan lasting over two Hours. The Association leaders highlighted extensive arguments supporting our viewpoints in all issues of Time Bound Promotion including Recruitment of Management Trainees, Service weightage ,uniform date of IDA scale from 1-10-2000 etc. The interaction were extremely cordial and positive. We expect very good result in a short time. Later the Committee held discussions with AIBSNLEA also. |

Strike on 5th January 2006 deferred following written letter from Secretary DOT to CMD BSNL with copy to the Joint Forum. The written agreement contain the following points (1) At present there is no proposal for disinvestment of BSNL (2) Unbundling of Copper Cable and sharing of infrastructure is not being proposed in the new National Telecom Policy. (3) All out effort will be made to confer Navaratana status to BSNL at the earliest. (4) Associations/ Unions will be consulted before finalising the proposed National Telecom Policy. |

The discussion with the RLC ends without concrete assurances. The Strike on 05-01-2006 will go on as decided. |

BSNL Board held discussions with the Joint Forum. The Board assures (1) that the conferment of Navaratna status will pursued vigorously. Though it requires that the statement of accounts of three consecutive years have to be submitted and BSNL has submitted the same only for two years, the technical hitch will be overcome. (2) The AMCs issued will be reviewed. |

In the discussion held by the RLC with the Joint Forum it has been conceded that the Unions/ Associations will be involved in discussions before finalising the National Telecom Policy. The discussion with the RLC will be resumed at 10.30 Hrs tomorrow (ie on 4/01/2006) |

The leaders of the Joint Forum held elaborate discussions with the Regional Labour Commissioner Smt.Naina Bagchi IAS. The RLC questioned the laxity of the BSNL Management in not holding discussions with the agitating unions thus far. She also directed the BSNL Management to look into the grievances and cause remedial action. Accordingly the BSNL Board has invited the Joint Forum for discussions at 11am on 3rd Jan 2006. |
