| GS met Director (HRD) with DDG (Per) and DDG (IR) present.(1) He pointed out the extreme and unwanted delay in issuing the promotion orders of JTOs to SDEs. Director (HRD) directed the DDG (Per) to issue the orders immediately, in any case before Friday. (2) GS reminded about the badly delayed notification for Competitive Exam for 4000 SDE vacancies. The DDG (IR) promised that the notification will be issued within ten to fifteen days. The Exam will be conducted in may 2007. (3) The Director (HRD) confirmed the legal opinion regarding promotion of SDEs to Adhoc STSs was already received by BSNL.(4) Orders on all pending request transfers will be issued by 31-03-2007. This is following a decision by CMD that transfer orders should be issued only in the end of the Academic year. |
| Association held discussions with the very senior and prominent Supreme Court lawyer on the case on GSM tender. The lawyer offered free and voluntary counsel. His wise advise will be followed in this regard by the Association. |
| GS discussed the Electrical wing issue of Kerala Circle with Director (HRD). The Director (HRD) promised that he would interfere in the matter and hold further discussion with Sr.DDG (BW) on Wednesday when he come back from tour. GS SNEA will also be invited for this discussion. |
| Association is seriously considering impleading the GSM 3G case pending in the Delhi High Court for quite some time without any decision badly damaging the market prospects of BSNL in this latest technology. |
| It is reliably learned that the legal opinion on promotion of SDEs to Adhoc STS has been received in BSNL. The process will be now be resumed. The Association is keeping a close watch. |

1.The association met Director (Operations) and thanked him for helping in getting approval of postpaid Plan 525 instead of already approved Plan of 225 in the Management Committee meeting. The important feature of this plan is the authorisation of certification of bill. We also emphasised the need of STD & roaming on GSM connections in the present circumstances. He assured that our suggestion of providing roaming & STD on GSM would be considered after the present modification under Plan 525 are implemented by the field units. The association had been pursuing vigorously to bring about much needed changes in respect of both GSM as well as RSTC service connections. We shall continue to pursue the matter further till modifications are brought about in the existing order to our reasonable satisfaction. 2. The association along with Com. Ashok Rao, Secy. Gen. NCOA met Jt. Secy. DPE to request him to give concurrence to the proposal sent by DoT regarding seeking clarification in respect of orders relating to exercise of option to continue in CDA pay scale till date of promotion / retirement from the actual date of absorption. This proposal has been duly recommended by Secy. (T), DoT. Joint Secy. DPE assured that he would decide the issue in accordance to the provisions of the relevant orders of DoP & PW. This opportunity was utilised by Secy. Gen. NCOA to discuss the issue of merger of 50 % IDA with basic. Joint Secy. DPE who is also the ex-officio Secy. of the wage committee of CPSUs assured that at the first available opportunity a meeting of the representatives of NCOA shall be arranged by him with the wage committee to specifically discuss the issue of merger of 50 % IDA. We are also hopeful of a meeting with Hon'ble PM in the near future on the issue of merger of 50 % IDA. 3.The issue of counting of the residency period of our Comrades of Civil /Elect./TF/ Arch. who got their upgraded IDA pay scale after 1.10.2000 is being taken by the association on topmost priority . Our Comrades from these wings should remain fully assured that this association is committed, come what may, to resolve this issue to the satisfaction of our comrades in these disciplines. In fact, fresh consideration of this issue by BSNL Management has already begun. We shall relentlessly pursue this issue. The Association met Secretary (T) DoT, our CMD BSNL, Director (HRD), Director(Finance) & Director (Operations) to thank them for their support in getting the order on Promotion Policy issued. Secretary (T), DoT assured us that the pending issues of the Promotion Policy shall receive his due consideration. |

Following the discussions of the GS and
CMD on 15-01-2007 , the CMD held further discussions with Director (Finance)
and caused the Promotion Policy orders to be issued as promised by him to
the Association. The Promotion Policy have been issued.

1. Promotion Policy: GS and AGS met Director (F)/BSNL in the afternoon to know from him what was actually coming in the way of issuing orders on promotion policy. Director (F) mentioned that while sending the administrative approval of the promotion policy to BSNL, DOT has mentioned that additional expenditure of pension on account of implementation of the policy has to be borne by BSNL. In this connection, he further informed us that a letter confirming that BSNL is going to meet the additional expenditure on pension in accordance to the provisions of FR 116 is being sent to DOT and the final orders of promotion policy shall be issued after receiving their confirmation. We had a detailed discussion with Director (F) and impressed upon him that the orders on promotion policy could be issued now itself and simultaneously the said letter be sent to DOT. Director (F) appeared to be convinced and assured us that he would discuss the matter further with the CMD on urgent basis. 2.Meeting with CMD: Late in the evening, GS and AGS met CMD in connection with the issue of issuing orders on promotion policy and apprised him about their discussion with Director (F). CMD confirmed having received the file from Director (F) regarding sending the said letter to DOT. However, he assured us that he is also of the view that the orders on promotion policy could be issued now itself along with the letter being sent to DOT on the issue of meeting the additional expenditure on pension in accordance to the provisions of rule FR 116 as communicated to CMD/BSNL by the ex- Chairman Telecom Commission Sh. Nripendra Mishra in March 2005. CMD assured that he shall discuss the matter with Director (F) on urgent basis and try to sort out the matter tomorrow itself i.e 16th Jan.,07. He further asked us to be in constant touch with him. 3. We also requested CMD to take an early decision on limit imposed on the number of calls on service RSTCs /Mobile connections. CMD was kind enough to inform us that decision, keeping our suggestions in mind, has already been taken and orders are being issued shortly. He informed us that as far as service mobile is concerned, within LDCA it is being made unlimited and limit of Rs 300 and 500 per month is to be observed on calls outside LDCA. He also informed us that CGMs/GMs are also being given powers regarding relaxing limit on calls on fixed lines. 4.Promotion orders from JTO to SDE: CVO/BSNL, while clearing the file of DPC from JTO to SDE and sending it to Director (HRD) for issuing of promotion orders, has asked the personnel section to send whatever vigilance clearance reports they have received from the field units to the Vigilance section and the same were being sent to the O&M section. The Promotion orders are now expected to be issued anytime this week. |

GS writes to Secretary DOT requesting for immediate intervention on two important issues concerning DPE and D. O.P.& PW. (1) Clarification of Para 4 of G.O.I, Deptt. of Pension and Pension welfare order no 4/18/87-P& PW (D), dated 5th July 1989 (2) Extending the benefit of additional five years of qualifying service to absorbed Gr B officers in BSNL, seeking voluntary retirement after putting in at least 20 years of combined service.>>>>>>>>>>>>> As promised to the Association Secretary DOT has spoken to Secretary DPE on deferred option. |

Meeting with Secretary/DOT The official side was chaired by Secretary DOT. Member (Services), Member (Finance), Advisor (HRD), Sr.DDG (SU), DDG(E) were present from DOT side and CMD, Director (HRD), Sr.DDG (E), DDG(SR) and DDG (P) attended the meeting from BSNL. GS, AGS Com Sukhvir Singh, AGS Com A.A.Khan and Vice President Com. S.D.Choudhry attended the meeting from the side of our Association. At the very outset, the Association expressed its inability to express its views on issues relating to promotion policy because the decisions that have been taken on the issues are not known to it. Secretary DOT directed the BSNL Management to immediately communicate the decisions already taken and conveyed to BSNL and advised us to submit our views afresh on the issues after going through the decisions taken. However following decisions were taken: 1. Service Weightage: After a detailed discussion on the issue, Secretary DOT directed the BSNL management to discuss the issue afresh and not to treat it as a closed matter. 2. First time bound promotion after five years instead of six in case of those who do not reach the minimum of next scale in four years: This issue BSNL Management refused to reconsider. 3. No outside recruitment from outside at STS level: Despite convincing and strong arguments put forth by the Association for not filling up STS posts through outside recruitment, Secretary DOT and CMD BSNL firmly maintained that 25% STS posts at STS shall be filled through outside recruitment. 4. Benefit of double fixation: Secretary DOT informed that because of objections from CAG, the benefit had to be withdrawn. However, it has been ensured that all those who have already availed double fixation benefit have been protected. 5. Regularization of Adhoc STS: After implementation of new promotion policy and promulgation of RRs in accordance to the decisions of new policy, the issue of regularization of Adhoc STS shall be discussed. 6. Withdrawal of order 16-1/2003/PAT-Pers IV (BSNL) dated 31.08.2006 regarding ASTT’s; It was agreed to re-examine the said order of ASTTs in the light of the orders issued by DOT in 1992 and 1994. 7. Clarification regarding option to continue in CDA pay scale till date of promotion/retirement: Even though this issue has been referred to DPE for advice, Secretary DOT assured that intervention of Secretary DPE would be sought to expedite the issue. 8. Extending the benefit of 5 years of qualifying service to Grp B absorbed in BSNL, seeking VRS and having completed 20 years of combined service in govt and BSNL: Secretary DOT assured that this issue shall be taken up with DOP & P(W). 9. Parity of Sr.Accountants with Assistants of CSS: It was agreed to favourably decide this issue in the light of the orders of the DOT and BSNL. 10. Counting of residency period from 1.10.2000 for the purpose of first time bound promotion for all those who’s upgraded IDA scales came in force after 1.10.2000 and giving them notional fixation w.e.f 1.10.2000: CMD BSNL assured that the recommendations already submitted by the committee on these issues would be considered by the BSNL Management and early decision would be taken on these recommendations. 11. Withdrawal of DOT order No 3-1/2000-CWG dated 8.11.2006: Secretary DOT assured that the decision of withdrawal of 2nd ACP to JEs/AEs Civil wing would be re-examined by the Telecom commission. The net outcome of the meeting was that Secretary DOT felt that the new promotion policy should be implemented and whatever shortcomings are observed or experienced would be further discussed. >>>>>>>>>>>>>>>> |

Meeting with Director (HRD)/BSNL. GS, AGS, Com Khan and CHQ Vice president Com S.D.Choudhry met Director (HRD)/BSNL to discuss early release of promotion orders from JTO to SDE and to once again impress upon him to accede to the request of Association to reduce the dislocation on promotion as much as possible. Director (HRD) informed that he has cleared the DPC file today i.e on 9th Jan.,07 and the same has been sent to CVO/BSNL for giving his approval to the note of Director (HRD) that CGMs shall be asked to ensure that JTOs with pending /contemplated disciplinary cases are not permitted to join, if their names figure in the Promotion order. In case CVO agrees to this suggestion of Director (HRD), promotion orders for 868 JTOs are expected to be issued any time. DPC has been held against 1121 vacancies but only 868 are actually filled up. The remaining vacancies are unfilled due to non availability of eligible ST JTOs, sealed cover cases, non assessed CRs due to receipt of incomplete CRs, missing CRs etc. On our request to avoid large scale transfer on promotion, we were assured by Director (HRD) that our view point has been taken into consideration while deciding the criterion for posting on promotion. Director (HRD) also informed us that Association’s suggestion that JTOs exceeding 55 years should not be sent to hard tenure stations has been kept in mind while deciding the criterion for posting on promotion. >>>>>>>>>>>>>>>> |
| On receiving the information that DOT approval on Promotion Policy has already reached BSNL, the GS met CMD BSNL and conveyed to him the status of the subject. The CMD immediately confirmed that the approval from DOT was indeed received by BSNL with a rider that the increase in pension contribution consequent on the implementation of Promotion Policy should be met by BSNL. The CMD stated that there is no problem about it since the increase in salary automatically means an increase of pension contribution . The CMD immediately directed Sr.DDG (Estt) to process the case expeditiously for issuing orders. |
| The case of deferred option has already been sent to DPE for its concurrence. GS will be meeting the DPE authorities tomorrow to apply the required pressure to get it released without delay. |

| Shri.Rakesh Pandey Chairman Co-ordination Committee for Executives and Officers of Central PSUs, Com.G.L.Jogi GS SNEA, Com. Tripathi Chairman NEFI and Com. A.A.Khan AGS SNEA met the Hon. Minister of Heavy Industries and Public Enterprises Shri. Santhosh Mohan Dev. The Hon. Minister informed us that case for 50% DA merger was twice turned down by the Ministry of Finance. He is fully aware and totally convinced of the issue. He categorically assured that he would personally meet the Hon. Prime Minister to end the stalemate caused by the negative attitude of the Finance Ministry. |
| GS and AGS Com.A.A.Khan met Director (Operations) and presented a note on the modifications to be made in the orders issued on Residential Service Telephone Connections including Mobile and Landline. The Director (operations) fully appreciated the views presented by us and promised that the required orders will be issued shortly. |
| GS and AGS Com.A.A.Khan met DDG (Per) . He informed that the promotion orders of JTOs to SDEs will be issued on finalising the posting policy after the return of Director (HRD). The legal opinion on the promotion of SDEs to Adhoc STSs is in transit and is expected to be received in BSNL shortly. |

Secretary Telecom informs GS that the Promotion Policy has been finally cleared by the DOT and sent to BSNL for issuing necessary orders. After intense struggle and incessant pressure from the Association the Promotion Policy finally comes out as a New Year Bonanza to the Executives of BSNL. Congratulations to the valiant Comrades who fought for the cause and waited with immense patience to ensure that the harmful provisions incorporated initially are totally removed to our reasonable satisfaction. Thank you for the confidence that you repose in this fighting organisation SNEA. Your valuable continued and determinant support in our future struggles is earnestly solicited.....
