GS,
along with AGSs met Shri Gopal Das, Dir(HRD), BSNL, on 28th Jan’10 and
discussed the following issues.
Shri R.K. Mishra, GM(P), was also present
in the meeting.
1.
Promotion from STS to JAG adhoc in Telecom:
We emphatically stressed that in spite of promulgation of
BSNL MS RRs and the necessary CRs and VCs of 279 regular STS having been
received, the promotion from STS to JAG adhoc is getting delayed without
any valid ground. GM(P) informed about the inabilityof BSNL to conduct
the DPC due to so called stay from Hon’ble Jaipur CAT filed by some
unabsorbed ITS officers. We completely differed with this view point of
GM(P) and clearly stated that GM(P) was being guided by extraneous
consideration in stalling the issuing of promotion orders to JAG on
adhoc basis. WE clearly impressed upon Director(HRD) that GM(P) was
dilly dallying issuing of orders which we conveyed is something
undesirable. RRs regulating the promotion of absorbed and unabsorbed SS
officers are different as is their competent authority. Promotion of
absorbed STS officers is an issue to be dealt with by BSNL and that of
unabsorbed STS officers by DOT about which BSNL is in no way concerned,
we strongly pleaded. There is absolutely no justification for GM(P) to
withhold issuing of promotion orders in respect of 279 regular SS
officers to JAG. However, Director(HRD) assured that BSNL shall take all
possible steps to plead the case before Jaipur CAT on 11th
Feb.,10 on merits and that further action would be initiated immediately
thereafter. We are keeping a close watch over the whole issue and shall
take all possible steps, including legal, to get the promotion orders
issued as quickly as possible.
2. Regularization of STS (Adhoc) officers
in Telecom: We informed Director(HRD) that
GM(P) was delaying the process of regularization of existing Adhoc STS
officers on one pretext or the other. In fact, the efforts of GM(P) to
try to arrive at so called consensus is nothing but a deliberate attempt
on his part to delay the whole issue. Management has to take a conscious
decision after taking into account all the aspects of the issue,
including the legal one. Management should go ahead with issuing of
regularization orders and should stop playing politics in the name of
trying to reach consensus. Enough politics has been played and it is
undesirable to delay the issue on one pretext or the other. Finally,
Director(HRD) asked a little more time to resolve the issue.
3.
LDCE from JTO(T) to SDE(T) and from JTO (Telecom Factory) to SDE(TF):
We were apprised by the Dir(HRD) that the syllabus and
scheme for both the LDCEs has been finalized. The matter is with
GM(Recruitment) and very shortly the dates for the exams will be
announced. Management is making all out efforts to conduct henceforth
LDCE examination on line which is an extremely progressive step and
shall considerably cut down the delay being experienced presently.
4. ACP anomaly:
We informed Dir(HRD) that after getting necessary comments from
Civil/Electrical/Architecture/TFs/CS etc the file is now with GM(P).
GM(P) assured us that very shortly the file shall be submitted to
Director(HRD) for final approval. It needs to be seen whether approval
of Management Committee of BSNL is required or approval of Director(HRD)
is sufficient.
5. One year tenure for LEH SSA:
We very vehemently opposed the arbitrary and unwarranted
decision of CGM/J&K whereby an official after completion of one year’s
tenure at Leh will be required to complete one more year at Jammu before
being considered for transfer to station of his choice. We clearly
informed Director(HRD) that CGM/J&K has just no authority or
jurisdiction to take such arbitrary decisions. In fact, we pleaded with
Director(HRD) that the entire policy of deciding the periodicity of
tenure in J&K should be decided by the Corporate office and J&K Circle
should have no role in deciding important issue of periodicity because
it is not guided by objective considerations. However, Director(HRD) was
considerate enough to assure that decision to declare very hard stations
as tenure station for one year, including Leh, would be considered by
the Management very shortly.
6. Promotion
from SDE to STS (Adhoc) in Telecom: Due to
continuing legal stalemate in J&K High Court, Management was not in a
position to issue promotion orders. We informed Director(HRD) that due
to extremely inept handling of the case by the legal cell of J&K Circle
clubbed with lack of interest of CGM/J&K , the stalemate is persisting.
However, our Association unit in the J&K is also not at all taking
adequate interest and making serious efforts to get the stay vacated
despite being repeatedly reminded by CHQ to act as expeditiously as
possible by exploring the possibility of getting impleaded and engaging
the best possible counsel. In case delay persists, CHQ will take direct
steps to get impleaded in the case to get the stay vacated since enough
is enough and we cannot be depending on our J&K Circle Organization. |

| We met PGM (Telecom Factory ) Shri Nigam and
discussed,
1. Pending LDCE from JTO(TF) to
SDE(TF):
PGM(TF) informed
that the syllabus and scheme after due approval has been sent to
GM(Recruitment) and the dates for the LDCE will be announced very soon.
2. Upgradation of JTO(TF) posts to
SDE(TF):
We informed that the
proposals from two units of TF about up gradation of JTO to SDE posts
were sent to Corporate office and the same may kindly be considered due
to to paucity of SDE(TF) posts. Mr. Nigam confirmed that the same have
been received and further he informed us that 12 posts of STS which were
earlier upgraded to JAG have already been downgraded. There are
approximately 16 STS posts lying vacant in TFs. Steps are being taken to
fill up these posts such that resultant vacant SDE posts can be utilised
for promotion from JTO to SDE. We are thankful for the initiatives he
has taken to meet the stagnation in the cadre of JTOs/SDEs. Meanwhile,
he was non-committal on the issue of up gradation of posts as the
proposals have recently been received. We will take this matter with
Dir(HRD) very shortly. |

WE WERE CALLED
BY DIRECTOR(CM) TO KNOW THE ACTUAL DEVELOPMENTS RELATING TO THE AWARD OF APO
TO M/s VMCL, HYDERABAD, FOR SUPPLY OF WI-MAX EQUIPMENT. DURING THE DISCUSSION
IT WAS CLEARLY REVEALED AND ESTABLISHED THAT AT NO POINT OF TIME HAD
DIRECTOR (CM) IGNORED THE ADVICE OF CHAIRMAN TEC, CGM STP, TO REFER
THE MATTER TO CVO BSNL, FOR INVESTIGATION, AS REPORTED BY US, BASED ON AN
HIGHLY ERRONEOUS REPORT IN THE TIMES OF INDIA DELHI EDITION DATED 26TH
JAN'10. IN FACT ,CHAIRMAN TEC HAD SUGGESTED THAT THE CASE NEED NOT EVEN
BE REFERRED TO INTEGRITY PANEL FOR INVESTIGATION. WE HAD REPORTED THE DEVELOPMENTS ENTIRELY ON THE
BASIS OF REPORT APPEARING IN TOI. WE SINCERELY REGRET THE ERROR
IN REPORTING THE WHOLE ISSUE AND ALSO FEEL SORRY FOR THE HURT
SENTIMENTS OF DIRECTOR (CM). |

GS spoke to Sh Deepak Parekh, member of the high
power committee constituted by Hon’ble PM, under the Chairmanship of Sam
pitroda, presently in Mumbai, and requested him to grant this
Association an opportunity to present its views on the crucial matter of
drafting and finalizing future road map for BSNL to bring it out of the
horrible mess that it is in now – a challenging task assigned to the
committee. Sh. Parekh felt that it would be appropriate for the
committee to meet us only after the return of Sh. Sam Pitroda from US.
However, we were advised by him to mail our views which we have already
done. The same views have been already mailed to Sh Sam Pitroda. Sh.
Parekh also informed us that the committee is expected to submit its
report to Hon’ble PM towards the end of Feb.10. We are also in touch
with the office of Sh. Sam Pitroda and are following up our efforts to
fix up time for a telephonic conversation with Sh. Sam Pitroda to
explain our views. |

We all should hang our heads in shame – Market
drubbing, rampant corruption and scandals galore in BSNL. WiMAX scandal
stalled at the timely intervention of Shri Sat Pal , CVO BSNL who
acting on an independent complaint directed BSNL management to put on
hold issuing of APO to VMCL Hyderabad for reportedly giving a false
information that no criminal charge was pending against it. The company
is also reportedly facing charges of custom tax evasion for Rs. 55
Crores for import of transmission equipment.
Whether or not 1500 odd
top managers of BSNL hang their heads in shame for BSNL being
continuously kicked by private operators like a football , we in our
Association have no reason not to hang down our heads for the continuing
disgrace into which our beloved Company is brought into not by rapidly
declining market position and continuous drubbing that it gets in
telecom market but also by revelation of one scandal after one, the
latest one being almost issuing of APO for procurement of WiMAX Rural
tender Project II to a Hyderabad based Company VMCL facing not only
serious charges of customs tax evasion worth Rs 55 crores but also
criminal charge of having violated the integrity panel by falsely
declaring that there was no criminal charge against it.
In the market
standing, BSNL, pushed very recently to fifth position by till recently
a tiny operator, IDEA, has been now kicked down to the sixth position by
Tata Teleservices in the GSM segment with induction of record 3.3
million mobile lines on GSM platform (DOCOMO) for third consecutive
month in Dec.,09,
In
fact, Corruption in BSNL has started assuming alarming and wide spread
proportions at the SSA/Circle levels. Strong vendor-SSA/Circle head
nexus is fast growing in many vulnerable Circles, particularly in the
Northern Zone. A vicious circle of good number of CGMs/GMs in the
Northern region has started eating into the vitals of the Company very
fast. Active involvement of SDEs/DEs and DGMs in this nexus is not at
all ruled out. In fact, active complicity of SDEs/DEs/DGMs in this nexus
is more or less reported and established.
We warn SDEs/DEs and
DGMs of grave consequences of such filthy acts of complicity which are
endangering our bread and butter. We cannot be silent spectators towards
all these threatening developments. Thus, we call upon our office
bearers and activists at all the levels of the Organization to come out
fearlessly, courageously and openly in exposing the growing vendor nexus
and other corrupt practices. Don’t be scared of exposing CGMs/GMs and
our own brethren involved in such unscrupulous activities. Be bold, have
strong determination, be fearless in ruthlessly exposing corrupt
colleagues and officers alike. Don’t shirk from this important
responsibility at this crucial juncture since corruption is fast
depleting the scarce resources and hitting at our bread and butter.
Rise to the occasion and
face and expose unscrupulous and corrupt elements at all levels boldly
and fearlessly. The choice is between exposing corrupt elements which
are fast growing in number and protecting our bread and butter and our
beloved Company from crumbling for all times.
Association very
strongly takes up the issue of induction of highly talented,
professional and capable of deliverance people as CMD and Directors,
bsnl/board with Hon’ble PM in his capacity of overseeing the functioning
of department of personnel and administrative reforms. PESB, which
decides the selection, is under DOP&AR. GS urges upon Hon’ble PM to give
a dispassionate and serious consideration to induct extraordinary
talent, considering the hard fact that exclusively ITS controlled non
professional Management has miserably failed to deliver on all fronts
for the last ten years, at the top, capable of steering the Company in
grave crisis and in a fiercely competitive environment. Association also
conveys its comprehensive views on the matter to Sh. Sam Pitroda and Sh
Deepak Parekh, members of the high power committee constituted by
Hon’ble PM to draw future road map for BSNL against the backdrop of 93
million GSM tender being put on hold by CVC. Chairman, PESB, and all its
members, including Secy/PESB, have been elaborately apprised of the need
of roping in rarest of rare talent to lead the Company from the front.
Hon’ble Minister of State for Personnel and Administrative reforms, Sh
Prithvitaj Chavan, Secy/DOT, Secy’s DOP&AR and Secy/DPE have also been
extensively enlightened about the issue in entirety. In this
direction GS writes to Hon'ble Prime Minister Shri Man Mohan Singhji.

| Update
on issues relating to Civil/Electrical
1. The file relating to ACP after getting the views of
Civil/Electrical/Arch. etc has been submitted for final approval by
Dir(HRD).
2. The issue relating to drawl of
next increment in electrical wing was discussed with Mr. Saurabh Tyagi,
DGM(El.) and it was informed that the information pertaining to no. of
effected persons has reached corporate office and file will be
re-submitted within a day or two.
3. The pending Time bound
promotions of those in AP circle of electrical wing who have not passed
the accounts examination was also discussed and the reply will be
shortly given by electrical cell to AP circle. |

CEC of UP(W) Circle was held at Bijnore SSA on 12-13th
January 2010. CEC representatives from all districts attended the
conference. An open house session on the subject " How to regain the
market share of BSNL" was organised in the grand fashion. CGMT UP(W)
Circle Shri Suresh Bhargava, GM(HR) Shri Shameem Akhtar, GM Bijnore Shri
Vinay Agrawal, DGM(Bijnore) Shri Sandeep Gupta attended the conference.
GS along with AGSs Khan & Sebastin were also present on the occasion &
addressed the delegate session also. Circle Secretary Com. Sanjeev
Sharma conducted the proceedings of the open session and Com. B.C.Mishra
President gave vote of thanks. Com. V.K.Yadav, ex-circle secretary
UP(W) circle and Com. C.B.Singh , President Ghaziabad SSA also graced the
occassion. |

GS writes to Dir(HRD), BSNL to consider relaxing age from
seven years to five years for appearing in JTO(35% quota)
competitive examination. This will act as an appropriate and much needed dose
of motivation for brilliant, direct recruit and highly talented young TTA’s.
GS urges Dir(HRD) to consider the whole issue keeping in view the extra
ordinary and outstanding contribution of direct recruit TTAs for the
growth of BSNL.

Procurement
of redundant Cordect technology a big fraud in the offing in BSNL-Comrades of TN , KTK, HR should maintain high level of preparedness to
defeat the evil designs of the officers in BSNL Corporate office to procure
highly redundant cor-dect broadband technology from M/s Midas
communications a Chennai based firm having strong political links
. The equipment has already failed validation at TN five times because
it could not comply with technical requirements envisaged in the tender.
Procurement of this obsolete equipment shall be a big scandal in BSNL
and would lead to heavy losses in TN, KTK and HR circles. Association
strongly condemns the continued efforts of BSNL management to force TN circle to
validate the equipment on flimsy grounds. GS writes to CMD protesting
against the arbitrary procurement of this highly redundant technology.
Members of SNEA through out the country to remain fully prepared to
defeat the move of the management to inflict huge losses on the
resources of BSNL.

GS along with both AGSs
met top ranking concerned officers of Central Vigilance Commission
seized with the issue of 93 million GSM tender by BSNL. We made a
dispassionate request to the concerned officers to decide on the issue
of procurement of 93 million GSN lines as early as possible since BSNL
is out of capacity and further delay is adversely affecting its growth.
Concerned officers were considerate enough and quite concerned over the
whole issue and assured us that the issue would be resolved at the
earliest taking into account all the relevant considerations connected
with the procurement process. The concerned officers also categorically
assured that they don't want to create unnecessary obstacle that would
hinder the growth of BSNL. We shall be maintaining a close contact with
the concerned officers of CVC, DoT and BSNL to resolve the stalemate at
the earliest. This issue is on the topmost priority of the Association.

NGN
tender: Association strongly
condemns complete inaction and indecisiveness on the part of DIR(CFA),
BSNL Board in delaying the finalisation of NGN class 5 tender for one
million lines to replace the existing redundant switches. The inaction
of the concerned Director is inflicting irreparable damage on the growth
of BSNL. GS conveys strongest protest on this account to CMD, BSNL and
warns BSNL Management of serious consequences if the said tender is not
finalised at the earliest.

Sending Circle
Gradation List particulars for the preparation of All India Eligibility
of JTOs: The gradation particulars
from most of the Circles are not received so far irrespective of
repeated reminders from CHQ. All the particulars are readily available
with each Circle and they are issuing officiating promotion on the basis
of this. However these particulars readily available with the Circles
are not reaching BSNL CO even after one and half months. |

Meeting
with GM(Estt), BSNL: GS along with AGSs met GM(Estt) and discussed:
a) Submission of
data sought by DoT in CDA / IDA option:
The required information from Circles
were not reached the BSNLCO irrespective of repeated reminders. BSNL is
not able to reply to the queries from DoT and hence the issue is not
getting resolved. Some Circles like AP reported that it already started
recovery of lakhs of rupees on retirement as per the direction of DoT
Cell. Hence all CSs are once again requested to send the details
urgently.
b) Approval of pay scale
of JTOs and SDEs – We requested him to
delink the case from other scales as agreed by DIR(HR) in an earlier
meeting. Since the pay scales are not finalized, the pay of all the new
JTOs are not getting fixed and the Time Bound promotion to SDE
equivalent grade also not getting settled.
c) Leave, salary, TA/DA
and counting of service for the purpose of pension, retaining the same
EPF account no etc for the TTAs selected as JTO as Deptl.

forms committee to arrest BSNL's falling revenues: Concerned
over deteriorating financial health and competitiveness of state-run
telecom firm BSNL, the government has constituted a high-level
committee, headed by Sam Pitroda, Adviser to PM and Deepak Parikh, a
noted banker, and Telecom Secretary P J Thomas as members and they have
been asked to give recommendations within a month.

Promotion: The APAR for 2008-09 from most of the Circles except GUJ,
CHTD & KRL not reached so far. Even if the stay at J&K is vacated the, DPC cannot be held without the CR for 2008-09. So, CSs should ensure the
receipt of APAR at BSNL CO. |

Meeting
with Secretary, DoT:
GS along with AGSs met Sri. P. J. Thomas, Secretary, DoT
and discussed the following issues.
a) Issues related to the viability
of BSNL: At the very outset Secy/DOT emphatically mentioned
that employees and the executives of BSNL have a very huge
responsibility in terms of giving a new facelift to the entire
Organization through sustained and determined efforts. Secy/DOT was of
the clear view that BSNL despite having a clear strategic advantage in
two potential areas of business growth in 3G and broadband sectors has
not been able to capitalize on this distinct advantage. Determined
efforts and appropriate strategy and plan of action is immediately
needed to tap huge market in these twin potential areas of business.
Associations and Unions have to play a frontal and leading role in
forcing the Management to focus strategies in these critical areas of
telecom segment where huge potential still remains unexploited.
b) Continuing delay in finalization
of tenders and completion of key projects: Secretary
expressed deep and serious concern over the inordinate delay in
finalizing tenders and execution of projects critical to the growth of
the Organization. Finalization of tenders as quickly as possible and
completion of important projects in a time bound manner are priority
areas in deciding the growth of the Organization. In this context, he
quoted the example of Delhi Metro Rail Corporation (DMRC) where a tender
worth Rs 7000 crores was finalized in a record time of 22 days in sharp
contrast to BSNL where finalization of tenders is taking years together.
Secy opined that BSNL Managers and concerned officers in BSNL should
visit DMRC and learn the entire process of deciding and implementing key
projects as expeditiously as possible. In nutshell, Secy/DOT clearly
emphasized an urgent need of deciding and implementing projects in time,
drastically improving the existing work culture and quality of service,
including critical customer interface.
c) 93 million GSM tender:
CVC has raised certain issues which had to be resolved by BSNL
Management. In fact, Secy/DOT expressed his great disappointment at the
huge quantum of delay in finalizing this crucial tender like other
tenders. However, he assured that DOT would try its best to ensure that
the stalemated tender takes off as expeditiously and felt that
Associations and Unions also should actively and constructively
participate and closely monitor to ensure in future that important
projects are finalized as per the drawn schedule and that such damaging
delays do not take place. We informed Secretary that in 2007 also BSNL
faced similar threatening situation and that resulted in huge decline of
its Market share because of complete non availability of GSM equipment
and in case present tender is also allowed to go the way tender in 2007
was dealt with, BSNL will be completely out of telecom business very
shortly and shall be unable to retrieve its lost ground. In fact, this
is the only challenging opportunity for BSNL to come out of the huge
mess that it is in now, we informed Secy/DOT.
d) Penetration of Broadband in rural
areas: Secretary suggested that BSNL come up with a
comprehensive plan of action to penetrate into huge rural broad band
market and asked us also to work out appropriate strategy and suggest
vital inputs that could boost BSNLs penetration in this vital area of
telecom growth. On our part, we assured Secy/DOT that we shall very
shortly submit important inputs and data to apprise him of the ground
realities and also the road map to be followed in the important segment.
e) Meeting with Hon. PM:
Secy/DOT very briefly mentioned that a steering committee is expected to
be constituted very shortly by Finance Ministry to go and address
important issues to tide over the present difficult situation that BSNL
is in now. However, Secy felt that short term benefits like waiving off
of license fees on landline segment and other subsidies that BSNL is
looking forward to may not really help BSNL in the long run. What is
really going to be decisive is ensuring its continued exponential growth
in areas of rapidly expanding telecom business through quick
finalization and timely execution of important projects and improving
quality of service and customer interface.
f) Challenge of fully capitalizing
on upcoming IPL tournament: Secy/DOT mentioned that there is
a very big and challenging opportunity for BSNL to exploit its business
in 3G segment in the upcoming potential IPL tournament since it has a
very decisive and clear cut edge over other operators in terms of
possessing 3G spectrum. It remains to be seen whether BSNL utilizes and
exploits this huge opportunity to spurt its growth in 3G segment.
G) Absorption of ITS: Secy/DOT informed
that fresh Cabinet note on this important issue is under active
consideration and is likely to be sent to the Union Cabinet very
shortly. He further mentioned that he was fully conscious of deciding
this important issue as quickly as possible. |

Govt
gets nod to offload 10% in BSNL:
A high-level review
meeting chaired by Prime Minister Manmohan Singh on Wednesday conceded a
suggestion for immediate sale of 10 percent government equity in
state-owned telecom giant BSNL ------ Telecom Regulatory Authority of
India has sought details from various service providers on their tariff
plans after Bharti Airtel complained of predatory pricing by new
operators

Adhoc
promotion to JAG: The ACR and VC of almost all the
Executives reached BSNL CO. We hope the orders will be issued shorly as
promised by the Management. |

Eligibility list
for JTO(T) to SDE(T) DPC: The gradation list
particulars from MP and Uttarakhand Circles only reached at BSNL CO. The
last date was 31.12.2009. Other CSs and CHQ office bearers has to
actively intervene in the matter. |

Approval of pending
IDA pay scales for JTOs, SDEs and equivalent cadres:
GS and AGSs had a detailed discussion with the concerned
officers in DoT on this issue. The case is linked with the approval E9A
pay scale. BSNL Board approved the pay scales one year back and sent to
DoT for approval. Due to the non finalisation of the pay scales, the pay
of JTOs of 2005 and 2007 year of rect. not getting fixed. They had given
only provisional pay scale of E1. The pay anomaly of JTOs of 2005 batch
also pending. The Time Bound Promotion from JTO to SDE etc also not
issued as the pay scales are not approved. We will pursue the case
further with DoT and BSNL. |

Meeting with
GM(Electrical): We discussed the following
issues with GM(Elect): 1) Time bound promotion after 6 years for those
who had not got the second increment as they didn't pass the Accounts
Examination. It was assured that proper direction will be given to CE(E),
Kolkatta /Hyderabad for giving TBP as there is no further clarification
is required on the subject. 2) Drawal of increment for those who didn't
pass the Accounts Examination: On our intervention the file already
moved for approval from DIR(HR). But some more information sought by
DIR(HR) and the same has been collected from the feilds and the it will
be placed again for approval. We hope that both the issues will be
resolved shortly. |

Meeting with PGM(BW):
We met PGM(BW) and
discussed the ACP issue in continuation of our discussion with DIR(HR)
yesterday. We requested him to expedite the issue of orders for
Civil/Electrical etc wing delinking the other cadres which are not
covered by the ACP Committee as assured by DIR(HR). |

Meeting with
DDG(Estt), DoT: We discussed the the
following issues: 1) We requested him to discuss and sort out the issue
pertaining to regularisation of Adhoc STS officers with BSNL
authorities. 2) On the issue of Deffered option of Executives, DoT
sought some more information from BSNL on the subject. |

Treating Leh and
other parts of Srinagar SSA except Srinagar city of J&K Circle as one
year tenure: In the meeting with GM(Pers)
on 05.01.2010 the issue was discussed in detail and pleaded that the
above stations has to be declared again as one year tenure. We will
pursue the matter further. |

GS
along with AGSs met CMD, BSNL on GSM tender issue and extended our
fullest support. We told him to take strong stand on this issue to
ensure uninterrupted supply of GSM equipments for the expansion of GSM network in BSNL and the entire BSNL staff will be solidly behind him.
GS along with AGSs met DIR(HR), BSNL and discussed Membership
verification among Executive Associations, ACP for Civil/Elect etc.

Million GSM tender issue: Massive
demonstration held throughout BSNL. It is reported that large number of
Non Executives and Executives participated in the demonstrations at
various Circles.
In CHQ, lunch hour demonstration held infront of Bharat Sanchar Bhavan. GS, SNEA(I), Com. VAN Namboodiri, GS, BSNLEU and other
JF leaders addressed the gathering. |

of BSNL by the decision of vested interests and the bureaucrats in DoT
to put on hold crucial 93 million GSM tender. Make serious preparation
to come out openly on the streets to expose the worst possible
conspiracy to slaughter BSNL once for all. It is a do or die situation

BSNLBoard
in its meeting on 30.12.2009 decided to put on hold the 93 million GSM
tender, the world's largest ever equipment order. The objections were
raised by members from DoT in the board meeting. In the earlier 45
million tender also vested interest delayed the tender process and
finally the tender had approved only for 22.5 million lines. SNEA(I) and
Joint Forum fought against the vested interest at that time through
agitation. By the delay we lost almost two precious years and BSNL
slipped from the top / second position to fourth / fifth position today.
This time also M/s Nokia Seimens with the help of vested interests tried
to stall the 93 Million tender process through litigation in the Hon.
High court of Hyderabad but finally failed. All court cases on the
tender have gone in favour of BSNL and even an ‘integrity panel’ set up
with the permission of the Central Vigilance Commission (CVC) has
cleared BSNL of any wrongdoing in the past regarding this tender. On
failing on all other fronts, the vested interests in DoT now want to
scrap the tender and re-tender it or at least halve the tender size by
citing irregularities. Interstingly the DoT members were silent on the
issue so far. If the tender is cancelled it will take minimum one to one
and half year to complete the re-tendering process if everything goes
smoothly and the roll out will take another one more year. By that time
the entire market can be captured by the private operators and BSNL will
be out from the scene.
We have to expose
the evil designs of the vested interests who want to promote private
operators on BSNL's cost and make BSNL sick. We should not allow this to
happen.
The dissenting note
of one of the Board member said
“However, it appears that BSNL’s marketshare in mobile services, which
has today come down to less than 13% from 18% a few years back, may
ultimately stabilise (at) between 6% and 8% with increased competition
in a total market of about 1 billion mobile phones”. The motives are
crystal clear to any keen observer of the Telecom scenario in the
country. He makes his intention explicitly and unashamedly clear by
stating that BSNL should end up with a market share of 6% and
eventually in a couple of years be totally thrown out of the market.
An urgent Joint
Forum meeting convened today and discussed this serious development. The
JF unanimously decided to launch organisational actions to seek the
intervention of Hon. Prime Minister of India to "SAVE BSNL". As part of
organisational actions it was decided to implement the following
programmes:
1. Telegram
campaign on 02nd to 04th January, 2010
to Dr. Manmohan Singh, Hon. Prime
Minister of India by Circle/SSA/ Branch Secretaries. Activists also can
send the telegram.
2. Mass demonstration at
CHQ/Circle/ SSA level on 05.01.2010.
On 06th Janauary,
Prime Minister Manmohan Singh will meet Communications Minister A Raja,
Finance Minister Pranab Mukherjee, DoT Secretary PJ Thomas, top
Executives from BSNL including its CMD Kuldeep Goyal, Executives from
the Planning Commission and Knowledge Commission Chairman Sam Pitroda
(who is also a special advisor to the PM) to discuss the plight of BSNL.

promotion came up today morning and for hearing posted for after noon.
In the evening after argument the case adjourned to the 3rd week from 10.01.2010
after winter vacassion. |
