The CWC meeting at Goa has been preponed to 25th and 26th September 2006. The NCOA Congress continue to be held on 27th and 28th September 2006 at Goa. Accommodation will be available from 24th evening. The change bas been necessitated due to the Pooja celebrations.

 

31st  JULY 2006As reported earlier the solid stern and defined stand taken by the Association to get the perks for Executives cleared and implemented with effect from 1-1-2005 bears the desired result. BSNL board approves perks for Executives with effect from 1-1-2005. Slight delays do not matter but results do. Congratulations to the fighting Comrades of SNEA . Keep on fighting to produce more and better results in all other issues that concern us.

31st  JULY 2006GS meets CMD who informs that the report on Promotion Policy will be submitted today to the BSNL Director Board. The Perks issue will also come up in the Director Board Meeting which will take place today evening.
GS protests very strongly to the Sr.DDG (Per) against the inordinate delay on sorting out the issues related to the promotion of JTOs to SDEs in seniority quota, notification of Competitive Exam, and request transfer of SDEs.

28th  JULY 2006GS holds detailed discussion with Shri.Y.S.Bhave Spl.Secretary  chairman Promotion Policy Committee. Shri.Bhave informed him that the report on Promotion Policy will be submitted by him tomorrow or latest by Monday. He also promised that he would use his best efforts to see that the item is included in the BSNL Director Board meeting on 31st July 2006. The delay in submission was merely due to his preoccupation with Parliament questions.

27th  JULY 2006GS meets new Secretary Communications Shri.D.S.Mathur. During this courtesy call GS highlights the importance of DOT seriously considering the financial viability of BSNL while framing the different policies on Telecom. He also impressed upon the Secretary at  level playing field at par with the Private Operators is especially required in meeting the challenges in a highly Competitive market.

26th  JULY 2006BSNL Board meting will be held on 31-07-2006 instead of 27-07-2006 during which the perks issue will be once again taken up.

24th  JULY 2006CMD BSNL invites Joint Forum for talks on 22-07-2006 following notice for Trade Union Actions. The CMD had a detailed talk on all items of demand. he promised positive action on the demands concerning BSNL. He also assured that he would use his office to project other issues with the appropriate authorities / Government . The Joint Forum after taking stoke of the crucial position on various issues decided on 24-07-2006 to continue with the agitational programmes as already declared. All SNEA units may actively involve themselves in the programmes of action particularly in the  demonstration at SSA/Circle Headquarters on 27th July 2006.
GS meets DDG(SR) and DDG (IR) and complained about the delay in the notification of Competitive exam of promotion of JTOs to SDEs. Both officers said that minor issues are being sorted out and the notification will be made as early as possible.
22nd  JULY 2006The National Congress of NCOA is being held on 27th and 28th September 2006 at Goa. All CHQ Office bearers, CWC Members and Circle Secretaries will be the delegates from SNEA side . This will be followed by CWC meeting on 29th and 30th September 2006. No observers/ guests will be allowed at both meetings. Accommodation will be available from 26th evening onwards.

22nd  JULY 2006GS spoke to Shri.Y.S.Bhave Spl.Secretary, Chairman Promotion Policy Committee to discuss about the submission of Promotion Policy report. Shri.Bhave assured him that the Committee is meeting finally on 22-07-2006 and the report will be submitted immediately.

22nd  JULY 2006GS discusses the perks issue in detail along with other issues  with CMD on 21st July 2006. The CMD promised that he will be putting his best efforts to clear the perks for Executives in the next BSNL Board meeting.

21st  JULY 2006GS protested to the BSNL Management on the extraordinary delay in (1) completion of DPC process in the Seniority quota (2) notification of  the Competitive Exam. The Sr.DDG (P) explained that it was due to wrong projection of vacancies by some Circles. This has been reconciled and both the cases will be expedited.

21st  JULY 2006The pressure executed by the Association to immediately fill up all the vacant STS posts (2311) has been responded by the Management ( SNEA letter addressed to CMD BSNL No. SNEA (I)/CMD/31/7-06 dated 4th July,06  & SNEA (I)/CMD/35/7-06  dated 13th July,06.). BSNL CO calls for ACRs of officers of Seniority Number 7863.0 ( Staff No.12592) to 12303 (Staff No.15087 ). Circle Secretaries may also follow up at Circle level to see that the target date of 31-08-2006 strictly maintained without fail. Order No. 412-26/2006 - Pers-I dated 21-07-2006. >>>>>>

20th  JULY 2006A mammoth meeting with around 400 people in attendance consisting of Circle Office bearers, CWC  Members, CEC Members and General Members was organised at Ernakulam on 18th July 2006. The GS in his address elaborated the details of the improvements in the new Promotion Policy worked by the SNEA , the perks issue and status of vacant posts and promotions. He exhorted the members to organize with rare commitment against the attempts of the authorities and the Government to destabilize the BSNL by unbundling of Copper cable , infrastructure sharing etc. The meeting was also addressed by Com.Vittal Rao AGS and Com. T.Issac Jt.Secretary (South).
National Executive Committee of NCOA meets at Bangalore on 16th July 2006 and takes the following major decisions. (1) Committee for the detailed study about the wage revision in PSUs due on 1-1-2007 -  A Committee consisting of Com.W.Seshagiri Rao and Com.K.N.S.Raju (National President of BHEL, President NCOA  AP Circle) was constituted to work out and draft a wage formula to be submitted to the wage policy board . (2) Programme of action on 50% DA merger and to expedite the wage revision -  Accordingly  a tentative programme with one day dharna in early August and Four day Hunger Strike around 15 days later were decided. Secretary General NCOA has been entrusted to finalize the suitable date preferably coinciding with the Parliament Session. (3) NCOA Constitution - Committee has been formed with Com.W.Seshagiri Rao, Shri.Raju, Shri.Despande as members to frame a constitution for NCOA.
GS addresses a meeting of circle Office bearers and activists at Bangalore on 15th July2006. The current issues like Promotion Policy, Perks, Financial Viability of BSNL and promotions and their status were described in detail by the GS. A live interactive session in which the questions and clarification raised by the members were explained. The meeting was also addressed by Com.W.Seshagiri Rao, NCOA President , Com.V.K.Tomar GS MTNLEA, Com.H.Muthu CHQ Treasurer and Com. Vital Rao .AGS
 GS attends and addresses the Seminar organised in connection with the All India Conference of NUBSNLW at Velloor on 17 th July 2006. The GS in his address advocated the large audience to prepare themselves to spearhead the agitational programmes organized to protect the BSNL and its financial viability from inimical policies of the authorities and Government particularly in regard to Infrastructure sharing and Unbundling of Copper cables. He also highlighted the need for a change in Work Culture in the new competitive scenario to delight the customers and to improve the quality of service. The financial viability of the BSNL is the prime need to enhance the prestige and improve the job status of the employees, he pointed out.
A large gathering of SNEA activists leaders and Office bearers assembled together at Velloor on 17th July 2006 in a meeting addressed by GS. Com.A.Sugumaran Ex.AGS, Com.Vittal Rao AGS and Com.H.Muthu CHQ Treasurer also addressed the gathering.

18th  JULY 2006Discussions on perks for Executives taken up by the BSNL Director Board meeting on 18th July 2006 is to be continued in the DB meeting scheduled for 27th July 2006.

14th  JULY 2006GS meets Shri.Y.S.Bhave Special Secretary who confirms that there will not be even one percent change in the already decided and finalised promotion policy. The report is ready for submission and will be submitted to BSNL Director Board immediately after his present tight  preoccupation.

1.         Joint Demonstrations at Circle, SSA Head Quarters on 27th July, 2006. Joint Forum to be constituted by that date at Circle / SSA levels. On the day the following Telegram to be sent to Prime Minister, New Delhi with copy to respective CHQs. “No disinvestment, unbundling of Local Loop of BSNL and MTNL.”

 2.         March to Parliament – 3rd August, 2006.

14th  JULY 2006Next BSNL Director Board meeting on 18th July 2006 expected to approve the perks report. Association is pursuing the case.
CMD clears the proposal for creating 2311 STS posts. The DPC process will be initiated soon.
GS meet Sr.DDG (Per) and expresses the strong protest of the Association in the delay in notifying Competitive Exam. (JTO to SDE) and finalising the DPC formalities for the Seniority quota. The Sr.DDG stated that the delay in notifying the Competitive Exam was due to the delay in finalising the exact number of vacancies since the percentage of the assessed posts from 1996 to 2000 is to be shared with MTNL. The Association promised its efforts to sort out the issue. Sr.DDG stated that the seniority quota DPC will be finalised and promotion orders will be issued very soon.

13th  JULY 2006Promotion of SDEs to Adhoc STS - GS writes to CMD - Personal intervention solicited to direct concerned officers to initiate action to fill about 2300 STS posts on Adhoc basis – continuing delay causing immense frustration and demoralization.>>>>>>>>>>>>>

10th  JULY 2006Uttranchal  Circle Conference held on 8th and 9th July 2006 concludes successfully.  The Open Session held on 9th July 2006, CGMT Uttranchal Shri Mahendra Kumar, Shri.Balaraj GM HQrtrs, GM TD Almora Shri.V.P.Singh, Com K.Mishra Vice President CHQ, AGS Com. Sukhvir Singh, Com.P.C.Kandpal Circle Secretary BSNLEU, etc attended and addressed the meeting. In the elections held the office bearers were elected unanimously Com.Rajiv Chauhan is the new Circle President and Com.P.C.Unnyal the Circle Secretary Com.Naeem ahmed the Circle Treasurer and Com.M.L.Sharma the CWC Member.

10th  JULY 2006An efficiently organised and effectively conducted Circle Conference of Maharashtra Circle on 9th July 2006. The deliberative session conducted on 8th & 9th July were extremely purposeful and useful. The Open Session on 9th July attended by over 400 delegates/members was addressed by CGMT Maharashtra  Shri.Kuldeep Goyal ,GM Nasik Shri.Veer, all DGMs of Nasik, Com.Karad State Secretary of CITU, CHQ President Com.S.L.Reddy, GS Com.G.L.Jogi, NCOA President Com.W.Seshagiri Rao , Com.Rakesh Mehta Vice President, AGS Com. Adasul etc. The new Office bearers are Circle President Com. A.G.Joshi, Circle Secretary Com. A.R.Manani, Circle Treasurer Com. P.N.Patil.

7th  JULY 2006GS meets CMD to pressurize for a positive decision on Man Power Plan. The Man Power Plan proposal is coming up before the BSNL Management committee today.
GS talks to Shri.Y.S.Bhave  Spl.Secretary  DOT , the Chairman Promotion Policy Committee. Shri.Bhave informs that the final report on Promotion Policy has been completed and the submission of the report is now a mere formality. He also confirms that the notional fixation from 1-10-2000 and date of residency period for Civil/Electrical/Architecture etc. have been given due consideration in the report.

5th  JULY 2006CHQ Office bearers of Joint Forum of Executives and Non-Executives in BSNL meet to evolve the programmes of action to protest against the detrimental policies of the Government that are likely to affect the financial viability of BSNL. The meeting decided to hold a mammoth rally at New Delhi with the participation of around 20000 to 25000 representation of different organizations. The tentative date for the programme is fixed as 3rd or 4th  August 2006. Different Committees will be formed to coordinate the various activities for the successful conduct of the rally. Further programme of action will be chalked out later.
GS meet Sr.DDG (Per) to discuss the pending issues (1) Promotion of JTOs to SDEs on seniority quota. - The Sr.DDG stated that the DPC is progressing fast and orders will be issued shortly. (2) Request transfer of SDEs - The orders will be finalised and issued before the release of Grp'B' promotion orders. (3) JTO to SDE promotion Competitive Quota - The vacancies are being correctly ascertained and the the same will be forwarded to IR section for release of the notification of exam shortly. (4) Man Power Planning - will be expedited (5) Filling up of 2311 STS vacancies by promotion of SDEs - The case is under process, the files have been submitted to Director (HRD).
4th  JULY 2006Association calls on the BSNL management to expedite the process for conducting the DPCs for promotion of SDEs to Adhoc STS in the 2311 vacancies cleared by the DOT in addition to the already progressive DPC for 500 vacancies. Association writes to CMD >>>>>>>>>>

Provocative action of the Circle administration to deny officiating promotion to about 80 odd TES Gr B officers simply because they do not want to give officiating promotion to a particular official, for whatever reasons, has naturally evoked strong resentment and protest from our members from UP (W) for obvious and justified reasons. 1st  JULY 2006Congratulations Comrades. Your whole hearted support and strong determination creates yet another milestone. The SNEA wins the perks issue. The talks with the CMD and Director (HRD) on 30th June 2006 by the Association following the letter No. SNEA (I)/CMD/29/6-06 dated 27th  June,06 comes out successful and fruitful. The assurances given by both CMD and Director (HRD) have been kept following the convincing arguments and unnerving determination by the Association. The BSNL Management Committee has now decided that the perks will be sanctioned to the Executives w.e.f 01-01-2005. As already reported the delay in submission of the report itself was due to the unprecedented pressure applied by the BSNL Management on the Committee to recommend the date of effect as 01-01-2006. The Association's constant vigil at all levels at the appropriate timings have finally dealt a severe blow to the mal intentions of the vested interest of the BSNL Management. Comrades congratulations...Hold your heads high...Continue the battle....

GS attends the District Conference of Jind SSA, Haryana on 1/7/2006.The conference was addressed by GM Jind Shri.M.M.Agnihotry and DGM (F) Shri.Shamsher Singh. The GM applauded the excellent work done by the members of the SNEA not only on  the Organisational front but also in taking care of the customers in an excellent manner. The team work exhibited in the SSA with the active involvement of every member of the staff has been of unique quality which has earned the appreciation of the BSNL customers. Jind is one of the few SSAs where the BSNL customers base is on the rise. Shri.Dahia Circle Secretary who spoke on the occasion expressed his sentiments on the excellent performance of the GM as the Head of the Family who motivates and inspires his team members to produce the best. The fault rate is zero percent at present which helps the customers base to grow day by day.

Punjab Circle Conference held on 28th and 29th June 2006 concludes successfully. Around 200 delegates who participated in the conference engaged in lovely and meaningful discussions . The Open Session held on 28th June 2006 with around 350 members in attendance CGM Punjab Shri.Rajendra Singh , CHQ President Com.S.L.Reddy . GS Com.G.L.Jogi , Com.Inderjit Singh Vice President Com.V.K.Tomar GS MTNLEA spoke. In the elections held the office bearers were elected unanimously Com.Sanjeev Gupta is the new Circle President and Com.Amarjit Singh the Circle Secretary.
