Day long dharna by Comrades of SNEA(I) a superb success --
heartiest congratulations - keep it up.
Day long
dharna, despite very heavy rains in some parts of the Country, was a
complete success, by and large, in all the parts of the Country. By doing
so, Comrades of SNEA(I), yet again, demonstrated their total commitment and
solidarity to the fundamental cause of protecting the legitimate interests
of BSNL and ensuring its continued. Merger of ITI with BSNL, undoubtedly and
unquestionably, is one such major issue that have irreversible and
disastrous consequences on the growth of BSNL. It is extremely important to
recognize the adverse impact of this merger and draft appropriate
organizational strategy and plan of action to defeat this merger.
In Corporate
office, SNEA(I) Comrades, in huge numbers, from Ghaziabad, Meerut, Agra,
Mathura, Gurgaon, Faridabad etc joined dharna programme from morning itself
and stayed till evening. CSs of UP(W) and Haryana participated in dharna at
Corporate office. In Maharashtra, despite very heavy rains, massive day long
dharna was held at Pune, Nagpur, Kalyan, Amravati, Nashik, CGM/Maharashtra
office, Kolhapur, Satara etc. In Karnataka, massive day long dharna was held
at Bangalore, Belgaum, Mysore, Hassan, Hubli, Bellary etc. In Kolkatta and
West Bengal Circle, massive day long dharna was held at CGM/CTD and CGM/West
Bengal Circle. In Chennai, day long dharna was held at CGM/TN by Comrades of
Chennai/TD and TN Circle. In TN, massive dharnas were also held at
Coimbatore, Madurai, Cuddalore, Erode, Salem, Nagercoil, Trinelveli, Vellore
etc. In Bihar Circle, almost at all major SSAs, including Patna, day long
dharna was held. Massive day long dharna was held at major SSAs in Punjab,
Chandigarh, Ludhiana, Jullundur, Pathankot etc. In Haryana, massive day long
dharna was held at Karnal and other SSAs. In Rajasthan, Comrades of Jaipur
and Kota observed day long dharna. In MP Circle, massive day long dharna was
observed at Bhopal, Indore, Gwalior and Jabalpur. Allahabad, kanpur, Benaras
and Lucknow SSAs also observed day long dharna in UP(E). Considerable
awareness on the issue of merger of ITI with BSNL has been generated as a
result of day long dharna and the serious consequences of merger have been
largely focussed. We congratulate Comrades of joint forum in general and
SNEA(I) particular for making day long dharna and lunch hour demonstration
successful.

bearers, has submitted a memorandum regarding Strong and total opposition of
SNEA (India) on proposed merger of ITI with BSNL and ‘Critical issues of

Great struggle
by Comrades of Punjab Circle:
We
wholeheartedly congratulate Com Inderjit Singh, our CHQ Vice President, Com
Amarjit Singh, CS/Punjab and all the activists and Comrades of SNEA(I)/
Punjab Circle for their courageous and sustained struggle to fight for
securing justice. After prolonged struggle, our Comrades of punjab Circle
finally succeeded in getting local officiating promotion orders to JAG for
25 adhoc STS officers. This struggle continued with great conviction and
determination. PunjaB Comrades have never hesitated to struggle and secure
justice whenever situation demanded. Our Comrades from other parts of the
Country must emulate this great spirit of fight exhibited by comrades of
Punjab.
GS met DDG(SR) and
discussed with him some issues relating to Punjab and MP circle.
ITS
absorption:
In a significant development, Union cabinet is understood to have approved
the proposal of DOT regarding absorption of ITS Gr A.
A) A
minimum increase of 36% of basic + IDA w.e.f 1.10.2000 is understood to have
been agreed upon.
B) Pro -
rata pension shall be effective from 1.10.2000, not from prospective date.
C)
Separate pensionary provisions have not been agreed upon.
CHQ President, Com
S.L.Reddy, GS, AG, Com A.A. Khan and Com Rakesh Mehta, Jt Secy/W visited
Vadodara to have a comprehensive look at the boarding/lodging, conference
hall and other arrangements made by Comrades of Gujarat Circle in general
and Vadodara District in particular for smooth and successful holding of AIC
to be held at Vadodara tentatively on 14th/15th and 16th December, 08. Com
Bhavsar, CS/Gujarat, Com B.G.Patel, Circle President and other Comrades of
Vadodara District explained in detail all the arrangements made by them for
comfortable stay of all those attending the conference.

Circle Conference of AP Circle at Srisailam, Kurnool District.

Circle Conference of AP Circle was held at Vasavi Satram, Srisailam in a
truly colourful manner. The open session on 17th July was attended and
addressed by a galaxy of VIPs, in addition to CGM/AP, GM BD/AP, GM/Kurnool,
veteran Comrade W.Seshagiri Rao, President/NCOA, Com S.L.Reddy, CHQ
President, GS, Com H.Muthu, CHQ treasurer, Com Srinivas, AGS and Comrades
from fraternal Associations and Unions. Open session was presided over by
Com A. Viswanathan, President/AP Circle. In his key note address, Com P.
Padmanabhan Rao, CS/AP, dwelt at length on issues of growth of AP Telecom
Circle and brought out the reasons impeding the growth of AP. CGM/AP, Sh.
T.N. Sudhindra, responded to most of the growth related issues in AP and
listed some of the major hurdles coming in the way of growth. CGM/AP made an
impassioned appeal to the Comrades of AP to put in their best efforts to
capture the market in the context of huge equipment that AP Circle has
started receiving.
GS later
addressed the delegate session and apprised them in detail about latest
developments on almost all the major issues. An absorbing interactive
session took place. Com W. Seshagiri Rao, Com S.L.Reddy, Com H.Muthu, Com
Srinivas and Com M.H.Gombi, CS/ KTK also addressed the delegate session.
Office bearers for the next term were elected unanimously, with Com A.
Viswanathan, Com P.Padmanabhan Rao and Com Satyanarayana being elected as
President, CS and treasurer respectively. The most striking feature of this
conference was that a huge number of BSNL recruited JTOs participated in the
conference and three were elected as Circle office bearers. Com Bhaskar Rao,
CWC member, and his team of office bearers of Kurnool District made
excellent arrangements for the conference.

Urgent
Jt forum of BSNL
executives and non executives have unanimously decided to observe massive
day long dharna to vehemently protest against and defeat the proposed merger
of ITI with BSNL on 29th July at Corporate/CGM/PGM/GM level. It is also unanimously
decided by the Jt forum to go on indefinite strike without giving any notice
in case the government goes ahead with the merger.
Merger of ITI with BSNL would be disastrous and deadly for BSNL since it is
understood that ITI has a huge liability of more than Rs 3000 crores towards
the loans it has taken from various banks. SNEA(I) comrades throughout the
country must get ready for a do or die battle against the merger which is
taking place because of political intervention from certain quarters at the
highest level. We have to defeat such kind of political interference aimed
at appeasement but which is simply going to be the last nail in the coffin
of BSNL. Let us get ready for any kind of sacrifice to safeguard and protect
the legitimate rights of our beloved company and save it from possible
bankruptcy that such merger shall bring about.
Meeting with
Director(HRD) on 14th July,07:
GS
and AGS, Com khan, met Director(HRD) and discussed following issues.
At the very outset, GS
expressed the gratitude of his association to the Director(HRD) and his
entire team for taking extraordinary interest and initiative in addressing
some of the important issues like streamlining functional promotional
policy, completion of DPC from TES Gr B to adhoc STS, declaration of results
of TES Gr B competitive examination, finalization of transfer policy etc. we
sincerely conveyed to Director(HRD) that the efforts of HR team have been
widely recognized and appreciated by the members of our association, and we
look forward towards resolution of other pending issues through mutual
consultation and discussion.
On following issues further
detailed discussion took place.
1.
Deduction of monthly subscription:
We pleaded strongly with Director(HRD) to start monthly subscription
recovery from members. Since orders for recovery of monthly subscription
have been issued for all non recognized unions of Gr C & D, there is no
justification for not extending the same facility to Associations already
given facilities under guidelines of DPE. Director(HRD) asked us to submit a
fresh note on this issue which, he said, would be duly considered.
2.
Eccentric behaviour of CGM/PB:
We explained in detail the unwarranted and uncalled for actions of CGM/PB
which have greatly vitiated the working atmosphere of Punjab Circle and has
created lot of disharmony. Autocratic and arbitrary way of functioning of
CGM/PB was condemned by us and we requested immediate intervention of
Director(HRD) to set right the continuing deterioration of working
conditions of PB. We questioned the authority of CGM in issuing orders
beyond his jurisdiction. We conveyed to Director(HRD) that instead of
concentrating on issues of growth of BSNL, CGM/PB is destroying the fine and
congenial working environment brought into existence by Ex CGM/PB that
contributed enormously towards the growth of services in PB. Director(HRD)
assured of his immediate and positive intervention in setting things right
in PB Circle
3. DPC from JTO to TES Gr B
against seniority cum fitness: We urged upon Director(HRD)
to get the DPC work completed as expeditiously as possible and get the
promotion orders issued by end of September. Director(HRD) immediately
directed DDG(P) to ensure that promotion orders against seniority cum
fitness quota are issued in two month's time.
4. DPC from TES Gr B to Adhoc
STS against remaining STS vacancies:
We informed Director (HRD) that about 2000 STS vacancies remaining unfilled
after issuing the promotion orders of about 1100 STS officers need to be
filled up immediately. There and then, he issued instructions to DDG(P) to
immediately commence the DPC work from TES Gr B to Adhoc STS and complete it
as early as possible.
5)
Finalization of the RRs based on mutually agreed terms and conditions
contained in the report of the Jt Committee: We requested Director(HRD) to
take us fully into confidence while finalizing Gr A RRs, based on the
recommendations of the Jt committee on promotion policy, so that
additional inputs can be given at the time if firming up of these rules.
DDG(P) has been already directed to take us into complete confidence while
finalizing Gr A RRs, Director(HRD) informed us and asked us to get in touch
with constant touch with DDG(P) on this issue.
6) Rule 38 transfer of JTOs
of 2001-02 batch and extension of deputation of JTOs: Director(HRD informed that
instructions to give effect to rule 38 transfers of JTOs of 2001-02 batch
have been already issued. Also Director(HRD) assured that further
extension of JTOs already on extension would be favourably considered.

Posting of regular PGMs at Ernakulam and Hyderadad:
Director(HRD) informed that posting of regular PGMs at both these places was
already high on his agenda and he was looking around for brilliant and
outstanding officers to be posted at these potential centres of business.
Hectic
efforts are afoot to merge ITI with BSNL. We understand that CMD ITI has
been summoned to Delhi to work out modalities of Merger. Joint Forum has
already decided to take recourse to active trade union action, if need
arises , to defeat the sinister move of the government. The merger of ITI
with BSNL will be the last nail in the coffin of BSNL and it appears that
the govt. is determined to make BSNL completely sick to such unwarranted

Our comrades throughout the country must
start mobilizing opinion and support to defeat this move, both through
political & media support. Also our comrades and activists must
organisationally gear up to the full extent to beat the expected move of the
government. Other constituents of the joint forum must also be mobilized and
educated on this issue.

We are
to strongly protest against this decision of BSNL board since, we have
pleaded for uniform designation for executives in field units, SSA offices ,CGM
office and corporate office. This limited change of designation in corporate
office alone is going to create more anomaly. We are to take up the matter
with Dir(HRD).
GS addresses to Hon'ble MOC about Some positive and confidence building HR

Even though the file relating to TES GR.B competitive examination has been
cleared by the DIR (C&M) who is looking after as Dir (HRD),yet, for unknown
reasons, Sr.DDG (IR) delayed declaration of results till joining of
Dir (HRD) on 7th July. This delay on part of Sr.DDG (IR) is quite unnecessary
and unbecoming on his part. We are going to protest against this unnecessary
delay. We shall ensure that the results are declared on 7th July 08, i.e.
Monday.
The
issue regarding change of postings for promotion from SDE to STS in respect
of female candidates who have been posted outside their parent Circle
was taken up with Management and as a result the same is under active
consideration by Personnel Section. Necessary orders will be issued very
soon.
TES GR 'B' to Adhoc STS promotion orders will be available on BSNL Intranet and SNEA Web Site by 22.00 Hrs. Today
GS
and AGS met DDG(SR) on the issue of AAOs pay scale as BSNL board has approved the
pay scale of 11875-17275 for AAOs w.e.f 1.10.2000 in its meeting on 26th
June 08.The issue is
to be sent to DOT for approval. We requested him to keep us informed of the
developments on this issue so that Association is in a position to take
appropriate timely action at DOT level. We shall try to see that the issue
is settled at DOT level without referring it to DPE for clarification.
Association very closely monitored the progress of the issue.
GS and AGS met CMD and
requested him to minimize transfer of TES Gr B on their adhoc promotion to
STS. We also requested him to ensure that the promotion orders are issued
today itself. The issues of poor quality and growth of services in many
Circles and potential SSAs came in for a brief discussion, with Association
strongly pleading for change of SSA heads of potential SSAs like Noida,
Faridabad, Gurgaon, Ghaziabad etc. CMD assured of positive action, including
releasing of promotion orders today itself.
We have reliably learnt
that examination cell while making a final check of the results detected a
small discrepancy. Thus the result could not be issued on 27th June,08.
However, the results are expected to be declared latest by 4th July,08.
