30th    June 2004We once again remind our members/viewers that we stick to our stand not to respond to the blatant lies/wild allegations raised by AIBSNLEA/TESA as always our attention is totally focussed  on settling the issues concerning the Executives of BSNL/ MTNL.

30th    June 2004Management continues on the fast track to resolve our issues as agreed in the meeting on 25th  June 2004 - (1) Amendments to local officiating orders will be issued on tomorrow (1st July, 2004) (2) Management is expeditiously working out a methodology to promote SDEs to DEs (3) Management addresses our GS to nominate two members of the Association to the Committee proposed to be set up for considering the Management Trainee aspect.

30th    June 2004BSNL Management displays its commitment to the agreement made with us on 25-06-2004 after serving notice. Issues orders for option to continue in CDA scale till next promotion or retirement which ever is earlier. This was a case which was negated on several previous occasions both by the BSNL Finance and BSNL Establishment on the plea that the pensionary scheme for BSNL is entirely different from other PSUs including MTNL. But for the intense pressure exerted by this Association ever since last November followed up with the notice for agitation this order would not have seen the light of the day. 29th    June 2004Management on fast track action on the agreement reached with the SNEA(I) - (1)Director (HRD) writes DO letter to all CGMs to send the soft copy of the assessment sheets of ACRs of JTOs so as to expedite the DPCs for  regular promotion to SDEs. >>>>>>

(2) Approval of AAO pay scale with effect from1-10-2000 on furnishing an undertaking moving in the forward direction and likely to be approved shortly. We are meeting Chairman Telecom Commission also in this connection. Our strenuous effort is the sole reason for this positive development. Members of the Accounts & Finance wing may kindly realise that it is the SNEA that is producing the required results on their behalf also.

28th    June 2004Taking in to consideration the most positive assurances made by the BSNL management to SNEA(I) the Association after due consultation decides to defer the Trade Union programmes proposed in the notice served on  16-06-2004. Congratulations to all the Comrades whose solid strength compelled the management to come to terms in the shortest possible time.

25th    June 2004Outcome of discussions between BSNL Management and SNEA (I).

The BSNL Management comprising of the CMD, Dir. (HRD), Sr. DDG(per.), Sr. DDG(E), DDG(SR), Jt. DDG(SR) invited the Assn. for talks at 3.30 P.M. on 25th Jun.04 on the issues raised in the Notice for agitation served by the SNEA(I). Detailed discussions were held on all the issues raised in our notice. Accordingly the following assurances have been made to us. FLASH NEWS

1. Recruitment of Management Trainees: It was promised that the present proposal of Recruitment of Management Trainees will be kept in abeyance. A committee with two members from  the Assn. will be constituted to look into the matter afresh and a decision will be taken based on the Committee’s report.

2. Time bound Promotion Policy: The High-Power Committee set up under the Chairmanship of Sr DDG(E) for the purpose will be asked to submit its report within three months. Based on its report the promotion policy will be implemented by Sep 04. High power committee shall also examine and decide the issue of Service weightage and anomalous situation prevailing in respect of Adhoc STS officers.

3. The issue relating to implementation of IDA pay scales from 1.10.2000 in respect of Civil/Electrical/Architecture/TFs/CSS gets official recognition for the first time. Not only the issue of IDA pay scales from 1.10.2000 but also the vital issue of time bound promotion from 1.10.2000 would be examined and decided by HPC. Other important issue of regularization of adhoc EEs/AEs would also be examined and decided by this committee.  

4.  Regular Promotions from JTO to SDE for the years 2001-02, 02-3 shall be completed by Sept.,02. Preliminary work has already started. DPC from SDE to STS against available vacancies shall also be completed by Oct., 04. All possible actions are being taken w.r.t transfer of STS posts from DOT to BSNL and making the process of holding DPC from SDE to STS simple and expeditious.   

5. STS Post creation: All pending proposals in new/ hi-tech areas will be cleared immediately. All other pending cases will be referred to the HPC.

6. Option to continue in CDA Scale: This was an issue which was practically denied by BSNL Management, despite being part of the Presidential Orders issued by DOT. We have had been struggling for the last about four months and pleading with the BSNL Management to extend this provision. BSNL Management was not convinced about its applicability in respect of BSNL because of  pensionary rules in BSNL which are different with regard to other PSUs. However, after lot of persuasion and relentless efforts from our side and explaining the relevant facts and purpose of the order, it was agreed that orders shall be issued within a couple of days.

7. Amendment of orders on local officiating: We strongly protested against issuing of instructions on local officiating promotions. We have been assured that the most damaging clauses will be revised as demanded by the Assn. and necessary amendments issued immediately.

8. IDA pay scale for AAOs w e f 1.10.200: The Management assured that this issue would be expedited and DOT would be asked to issue necessary orders as quickly as possible. From our side we expressed our strong resentment over continuing delay to resolve this important issue.

9. CPF, Pension Scheme, Group Insurance Scheme for JTOs recruited by BSNL: We conveyed our strongest resentment and unhappiness over inordinate delay in settlement of these vital issues of JTOs recruited by BSNL. We were categorically assured that immediate action would be taken to resolve all these three issues

 The GS assured the Management that the positive offers made by it will be discussed in appropriate Assn. forums and a decision on the agitational programme will be taken by Monday (28-06-2004). 23rd    June 2004GS discusses the issues of local officiating arrangements and option to continue in CDA scales. Director (HRD) favours our views and agrees to clear the files expeditiously incorporating many of our views on local officiating arrangements and concurring fully with us on option to continue in CDA scales. Orders expected shortly.

18th    June 2004 The Sr.DDG (Per) promises our GS that the promotion of JTOs to SDEs and SDEs to DEs will be completed by Sep 2004. Further discussions are likely to continue. However there will be no letup in the agitational programmes chalked out by us .All units may continue preparation in full swing.

17th    June 2004 On receipt of our notice for Trade Union Action the Management reacts immediately. A meeting of the Senior officers on the issues raised by us held on 17-06-2004.The meeting decides to set up a High Power Committee to look into the issues raised by us . The terms of reference of the Committee will be finalised in consultation with this Association.

17th    June 2004The notice served by SNEA(I) on BSNL management invites fast paced response. Await details.

17th    June 2004Grp 'B' Officers to get Rs.2000/-payment from 01-10-2000 to the last date for exercising option for absorption in BSNL irrespective whether they opted for BSNL/MTNL/or remain in Government Services. Demand for payment of the adhoc amount with out any condition or strings attached to it has finally been found to be the only reasonable way for making such adhoc payment. 17th    June 2004SNEA (I) serves notice on BSNL management for Trade Union Actions against management policies on the recruitment of management trainees at ADEsT level, Time Bound Promotion etc. SNEA(I) demands (A) Abandon the move to induct Management Trainees at the level of ADEsT (B) Implementation of agreed uniform Time Bound Promotion Policy for Telecom/ Civil/Electrical/Accounts & Finance/Architecture /TFs /CSS. (C)Implementation of revised IDA pay scales w.e.f 1.10.2000 in respect of Civil/Electrical/Architecture/TFs/CSS. (D) Issues relating to adhoc STS officers. (E) Weightage for the service rendered in DOT.(F) Hold DPCs for regular promotion from JTOs to SDEs and SDEs to STS. (G) Create all justified norm based STS posts for the assets added during 2001-02, 02-03, 03-04. (H) Regularize adhoc EEs/SDEs in Civil/Electrical/Architecture by finalizing their seniority lists and holding of their DPCs against qualifying quota. Continuance of the scheme of ACP on the basis of new IDA pay scales till the finalization of time bound promotion policy. (L)  Filling up existing unfilled JTOs posts by way of personal upgradation  of Qualified TTAs.

12th    June 2004The entire AFSOA members of Uttaranchal Circle (75 members) along with their Circle Secretary Com.Shiv Dutt joined SNEA. Com.Shiv Dutt was later elected as CWC member SNEA(I).

12th    June 2004Historic open session of Uttaranchal Circle. CGM  Uttaranchal Shri.G.S.Srivastava, GM (BD& NS) Shri.A.U.Mittal, GM (N&W) Shri.Rajiv Aggarwal, DGM IT Shri.Bhandari, GS Com.G.L.Jogi addressed the huge gathering. CGM Uttaranchal Shri.G.S.Srivasatava showered words of praise on the performance of SNEA at CHQ and Circle level. He was so impressed by the positive actions and results produced by the SNEA that he openly stated that he would exhort his ITS colleagues to join SNEA. 

11th    June 2004Large congregation of SNEA members attended the GB meeting at Bhatinda addressed by GS Com.G.L.Jogi, CHQ VP Com.Inderjit Singh and CS Amerjit Singh.

10th    June 2004All Circle Secretaries/CWC members/ SSA/ Branch Secretaries, other leaders and activists of the organisation may start base level preparations for organisational activities to ensure that the demands particularly on Direct Recruitment of Management Trainees, Time Bound promotion etc. placed before the Management are settled without any further delay in our favour. First phase of the Organisational activities are proposed to begin with the end of this month. Notice for Trade Union actions being served on the management. 10th    June 2004Association interacts with DDG (SR) and Dir (HRD) on issues (1) Time Bound Promotion  (2) Recruitment of Management Trainees (3) Holding of DPC for promotion of JTOs to SDEs and SDEs to DEs (3) IDA pay scale for Civil/ Electrical/ Architectures/ CSS with effect from 1-10-2000 (4) Regularisation of Adhoc EEs /SDEs in  Civil/ Electrical (6) Issues regarding Adhoc STS officers (6) Option to continue in CDA scale. GS pointed out that repeated letters and interactions on all the above items had not received fair-paced response from the Management which seems to sulking . He also cautioned the Management that the Association will be compelled to resort to agitational programmes.

10th    June 2004On active intervention of the Association pending inter-circle request transfers of about 80 DEs bave been put to Sr.DDG (Per) for clearance.

9th    June 2004GS holds discussion with DDG (E), DOT on the following items (1) Filling up of the remaining around 1300 vacancies of 25% Competitive quota ( JTOs to SDEs) by reducing the minimum qualifying mark (another letter issued on this by the GS to the DOT Admn.>>>>) - DDG agrees to refer the case to BSNL as demanded by the Association .He has dispatched the letter to BSNL on these lines on 9th June 2004 after the discussion.  (2) Issue of Presidential orders of left over cases of all Circles - Positive action promised by DDG   (3) Issue of  POs pending due to Vigilance case in DOT - Agrees to expedite all cases. (4) Declaration of results of provisional candidates of 25% Competitive Quota - Being finalised.

8th    June 2004The District Secretary of erstwhile TESA, Sangrur SSA along with 12 other members joined SNEA. The present membership of SNEA(I) Sangrur SSA is 114 and that of AIBSNL EA is 32.

8th    June 2004SNEA(I) holds very useful and prolonged discussion with Sr.DDG (E) on Time Bound Promotion.

7th    June 2004GS addresses Dir (HRD) - Personal intervention required to ensure that under no circumstances benefits of G.O.I order D.P. & P.W., O.M. No. 4/18/87 – P. & P.W., dated 5 -7-1989, Pensionary terms on en masse transfer of employees to Central PSUs/Abs, are denied to us because of prejudiced and premeditated opinion.>>>>>>>

5th   June 2004Gwalior greets GS Com.G.L.Jogi and GM Gwalior in the grand SSA conference of Gwalior SSA. The Seminar conducted along with the GB attended by 160 comrades and addressed by GS , GM TD Gwalior, Jt.Secretary Com.R.A.Gupta, Circle Secretary SNEA(I) MP etc.

3rd   June 2004GS SNEA (I) Com.G.L.Jogi and GS MTNL EA Com.V.K.Tomar meet Member (Services) and discussed the necessity for pushing ahead the merger of BSNL and MTNL.

2nd   June 2004GS carries out discussion on local officiating orders, promotion of JTOs to SDEs and SDEs to DEs etc. The note prepared by the Admn. in local officiating orders has been corrected to include the demands for treating the transfer as temporary transfer in pressure from the Association. The promotion from JTOs to SDEs and SDEs to DEs the Association demands that the CGMs should be empowered to screen the ACRs and send the screening report (without CR folders) to the Corporate Office for consideration in the DPC. Director (HRD) responds to the demand positively. >>>>>>>

2nd   June 2004GS met DDG (IR) to release the results of provisional candidates for 25% quota (ASTTs of Kerala and Orissa). The DDG instructs the SO to process the case in the absence of the concerned ADG.

1st   June 2004Based on the letter issued by the Association and further follow up action, the Management has considered inclusion of illnesses like Cancer, Nephritis (kidney troubles) etc. requiring prolonged treatment in the category of inpatient treatment (though not actually admitted in Hospital for BSNL medical reimbursement scheme. Hence such treatments can be taken in approved Hospitals without any limit on the amount spent. Orders expected shortly.>>>>>

1st   June 2004GS holds further interaction on Time Bound Promotion, Option for retention on CDA scale, creation of STS posts, Local officiating promotion orders etc with the concerned senior officers. On all fronts considerable positive response has been received. We will follow up the matter further.
