CHQ President and GS meet CMD and protest against the decision of the BSNL Management on the date of implementation perks from 1-1-2006. CMD informed that he has taken due notice of the contents of the letter No. SNEA (I)/CMD/29/6-06 dated 27th June,06. In view of the assurances made by his predecessor as well as the former Director (HRD) the Association cannot accept any thing less than the date of implementation of 01-01-2005 on par with that of non executives. In the light of the serious objections raised by SNEA, both through the letter dated 27-06-2006 and today in person ,CMD finally conceded that the matter would once again placed before the BSNL Management Committee meeting to be held today itself. |

The Association leaders also met Director (HRD) to apprise him of the Associations stern stand on the date of implementation of perks for the executives. He also admitted the Association views with a promise to take it once again for decision in the BSNL Management Committee to be held today. Other issues taken up with Director (HRD) includes (1) early finalisation of man power plan (2) request transfer of lady JTOs (3) early notification of Competitive Exam for the promotion of JTOs to SDEs. Director (HRD) assured prompt and positive action on all the issues except that of lady JTOs for which he requested for some more time. |

GS met Shri.Y.S.Bhave and congratulated him on his promotion as Special Secretary DOT and assured him of the Associations total support in all his endeavors. The GS utilized this opportunity to highlight the grave injustice committed to the promotee officers in most of the issues concerning them particularly their career progression. Shri.Bhave assured him that all pending issues issues would be considered on priority and every effort would be made to ensure reasonable career satisfaction for the promotees. Shri.Bhave informed GS that the draft proposal based on Promotion Policy based on the discussion held on 16th June 2006, was submitted to Chairman Telecom Commission who had already approved the same. The final report could also be expedited after getting clearance from Secretary DOT, will be placed before the BSNL Board early next week for its approval. Shri. Bhave informed that the attendant conditions for Time Bound promotion and Functional promotion as decided in the meeting with SNEA on 15th April 2006 and 18th My 2006 in the presence of Secretary DOT have been by and large maintained. GS made a specific request to Shri.Bhave to make a specific mention of the voluntary commitment made by CMD BSNL on the issue of service weightage and notional fixation from 1-10-2000 in respect of Executives of Civil/ Electrical / Architecture etc. would be considered by BSNL Management. Shri. Bhave assured that this he will keep in mind while giving the final report as requested by the GS. Shri. Bhave further confirmed that DOT has already communicated in writing for immediately filling up 2311 STS vacancies on Adhoc basis. The tireless and incessant efforts of SNEA in filling up over 3000 STS vacancies are thus way to be fulfilled. |

We are extremely happy to report that the extra ordinary courage and commitment of Com.Anupam Kaul our Circle Secretary of Delhi organization in the face of repeated serious threats by President of ITSA ,GM Mtce. NTR, has been amply rewarded. ITSA president awarded him Dies-non with Break in Service in March 2005, for his active participation in the struggle of March 2005 agitation. The CGM NTR has decided to withdraw the punishment imposed - Dies-non with Break in Service - for his active leadership in the March 2005 strike, which has been planned by the vindictive GM NTR, the ITSA President. We express our sincere words of gratitude to the CGM NTR for his totally impartial and fair stand on the whole issue in-spite of protracted and biased pressures. We are also deeply indebted to the CMD BSNL who has taken a very favourable and just decision on this issue. We salute the stoic courage and determination of this committed comrade who did not care for petty benefit but carried on like a soldier to fight against injustice. | Association leaders meets Sr.DDG (E) to discuss about the delay in finalisation of manpower plan. The Sr.DDG (E) stated that on examination of the report submitted by the designated committee certain discrepancy has been observed in some figures. The same is being expeditiously reconciled according to him. |
| Process for the promotion of JTOs to SDEs which was on a lull due to the leave of Senior Officers will again resume at a fast pace on rejoining of Sr.DDG (P). Request transfers in the cadre of SDEs is also in progress. |
| Confirming our apprehension , the Management has cleared perks for Executives with date of implementation from 01-01-2006.It must be remembered that the report of the Committee was delayed by nearly two months due to the pressure applied by the Management on the Committee to propose the date of effect from 01-01-2006. The Committee however was in a fair and just mind to recommend the date of implementation as 01-01-2005 as had been demanded by us with sufficient and justified reason. The unfair and perverse decision of the Management Committee will be protested in the severest manner by the Association. |
| Competitive Exam for promotion of JTOs to SDEs for nearly 3500 vacancies will be notified soon. |
| Orders for promotion of just under 1500 of JTOs to SDEs in the Seniority quota is expected by mid July. The Association is applying sufficient pressure to accommodate the request transfers to the fullest possible extent. |
| As promised to the Association by the Management on repeated and persistent efforts the syllabus of the Competitive Exam for the promotion of JTOs to SDEs has notified. | GS meets CMD to pursue the following issues. (1) Service weightage - As per the decision of the discussion with Chairman Telecom Commission on 16-06-2006, the CMD stated that he is studying the case for further action. (2) The filling up of all vacant STS posts as already directed by Secretary Communication - CMD promised expeditious action. (3) Finalisation of the perks Committee report - The CMD assured positive action. However the Association has information that certain clarifications sought by BSNL Director Board has come up for discussions in the BSNL Management Meeting on 21-06-2006. It is understood that the Management is lingering with the idea of implementing perk only from 1-1-2006. The Association is fully determined to oppose any change of the date of effect from 1-1-2005. Activists /Leaders may get ready for spontaneous reaction and protest in case of unfavorable decisions. |

After
very hard bargain by the Association in the meeting convened by Chairman
Telecom Commission in the presence of CMD BSNL, Addl.Secretary DOT
Shri.Y.S.Bhave and Director (HRD) it has been agreed that the Promotion
Policy will be finalised with the following terms and conditions. I. Attendant Conditions - The stand taken by the Association that the harsh conditions for promotion should be substantially cut down has been accepted. (a) For Lateral promotion from JTO to SG JAG - The different stages have been categorized in to three. Category 1 - Min two good, Category II - Min three good, Category III - Min four good. (b) Functional Promotion - The initial requirement of minimum four very good has been substantially scaled down. The same conditions as lateral promotion will be adopted in this case also on consistent pressure from this Association. II. STS Management Trainees - 60% Seniority Cum Fitness , 20% Internal Competitive Exam, 20% outside Recruitment. [ The proposed formula 50% Outside Recruitment has been reduced substantially.] III. Notional fixation from 1-10-2000 for Civil/Electrical/ Architecture etc. and residency period for lateral promotion from 1-10-2000 - Both issues have been accepted in principle. The CMD assured that the same will be placed before the BSNL Board for approval. IV. Service weightage - The service weightage will be granted. The modalities will be finalised by CMD BSNL. The residency period for various stages of promotion had already been finalised earlier. There was an attempt by the Committee to limit the pay fixation on promotion to FR 22 (I) (a) (ii). This was stoutly and strongly protested by the Association in the gravest manner upon which the fixation was restored to FR 22 (I) (a) (i). All the major issues raised by us have been conceded to a very great extent despite stiff resistance by the BSNL Management just because of the unwavering determination ,commitment and resoluteness of our grass root level members. Our sincere congratulations to one and all of them. Comrades keep on fighting. We have many more battles to be won.......... |
| The Chairman Telecom Commission also issued blanket permission to the BSNL Management to fill up all the vacant STS posts numbering around 2350 by promotion of eligible SDEs. He also directed the BSNL Management to do it with lightning speed. |

CHQ President Com.S.L.Reddy informs that the GS has been restricted by his Doctors from conducting any tour/travel until further instructions from them. The restriction as on date applies until 15th July 2006 which is likely to be finalised only after final consultation with the Doctors. Circle Secretaries may kindly bear with the exigencies. However there is no cause for any panic or alarms. |

GS meets Chairman Telecom Commission to appraise him of further delay in the finalisation of the Promotion Policy. The Chairman Telecom Commission immediately decided to convene a meeting of the Committee along with the GS on 16-06-06. The representative of AIBSNLEA will also be present. |

GS meets Director (HRD) to discuss about the various pending issues. Director (HRD) stated (1) Instructions have already been issued to go ahead with the process for filling up of another 550 STS posts by promoting eligible SDEs. (2) Report of the Perks is being put up before the BSNL Board on 15th June 2006. He will utilise his personal efforts to see that the date of effect 01/01/2005. (3) Man power plan will be put up before the BSNL Board in its next meeting after 15thJune. (4) The syllabus for the Competitive Exam for Promotion of JTOs to SDEs will be notified in a couple of days. Following which the Examination will also be notified. The GS demanded that all the backlog vacancies including that of 2003-04 and 2004-05 should also be included in the Examination to be notified. The Director (HRD) agreed to do the same. (5) The process for promotion of JTOs to SDEs is progressing fast and is expected to be finalised shortly. |

following issues. (1) Delay in submission of Promotion Policy report by the Committee - Chairman Telecom Commission informed that as per his information report has already been finalised. Delay in submission will be personally enquired by him and it would be ensured that the report is submitted at least with in a week. (2) Perks - The Chairman promised to discuss the issue with the CMD to clear it immediately. (3) Rotational Transfers - The GS protested rotational transfers in general and particularly mass transfers from WTR and tenure circles like Himachal Pradesh, Uttranchal and Gujarat to Jammu & Kashmir and North Eastern. - The Chairman said that he would take up this with CMD as soon as CMD returns from his foreign tour. |

Circle Conference of SNEA (I), Bihar Telecom Circle concludes successfully at “A.N.SINHA INSTITUTE OF SOCIAL STUDIES, NORTH GANDHI MAIDAN PATNA” on 2nd June 2006. In the Open Session conducted more than 400 delegates and members attend.The Open Session was addressed by Shri RAMDEO VERMA MLA, Shri.R.K. AGRAWAL CGMT Bihar Circle, Shri. S.S. SNEA fondly remembers and reveres the monumental services of a colossus in Trade Union history. He is none other than Com.A.Sugumaran who superannuated from BSNL services on 31st May 2006. He occupied the centre stage of Telecom Associations with distinction ever since the 1980. His courage, commitments, sagacity and leadership quality are beyond words. His contributions in the agitations of 1986, 1990 etc. are memorable. The leadership displayed by him in the 2002 agitation paved the way for a very good pay policy and promotion policy in BSNL/MTNL for Executives. He was the pillar on which the unity of Telecom Engineers was built up with the formation of the BSNL Executives Association in 2002. Formation of SNEA the future of Executives in BSNL was established under his guidance and leadership in April 2003 at Kanyakumari in his native Circle. Comrade Sugumaran, the Association is profoundly grateful for the wonderful services that you have done for this Association in particular and the entire Executive community, We wish you and your family the very best on this day of your bidding good bye to BSNL. Our fervent prayers for an active , peaceful, prosperous life in the years ahead for you and your family.
