29th June 2008 28th June,08; GS met Director(HRD)

Despite being Saturday, a holiday, GS met Director(HRD) at Corporate office and requested him to clear minutes of DPC for promotion from TES Gr. B to adhoc STS since Director(HRD) is scheduled to leave abroad for about a week on 29th June, 08. Director(HRD) was kind enough to take enough pains to clear the DPC minutes before his departure to Korea. He had to sign on 400 pages. Also to avoid large scale transfers on promotion from TES Gr B to adhoc STS, GS once again requested Director(HRD) to minimize transfers. A positive assurance on this was received from Director(HRD). The minutes of the DPC are to be cleared by CMD also. We shall try our best to get the orders released on Monday i.e 30th June, 08 in case there are no further un- forseen hold ups.

Meeting of GS with CMD/BSNL on 27th June,08:

 GS met CMD and discussed following issues in detailed manner;

 1) Posting of dashing and result oriented SSA heads at Ghaziabad, Noida, Faridabad, Gurgaon; GS again reminded CMD/BSNL about very poor quality of SSA at these potential and their complete inability and failure to perform and deliver goods. GS also impressed upon CMD about very poor growth and quality of services in UP(W) and Uttaranchal, underlining an urgent need to have a fresh look at the leads of these two potential Circles. The need of posting SSA heads full of extraordinary initiative, drive, innovativeness and willingness to take risks to decide was the need of the hour, GS informed CMD. Even though everyone has to significantly contribute towards growth of services in these highly potential areas, yet leaders of extraordinary ability and aptitude, not stale ones, were badly needed to head these critical SSAs. Heads of these SSAs have to be result oriented, full of innovativeness and must be held accountable. CMD, while appreciating and sharing our concern and anxiety, assured us that all these important parameters would be given due consideration and weightage while reviewing posting of SSA heads. 

2) Posting of regular CGMs and PGMs for Punjab, HP, J&K, Hyderabad and Ernakulam: Posting of regular and brilliant CGMs/PGMs has become extremely inevitable in the context of emerging scenario, GS conveyed to CMD. It is high time that strong emphasis was laid on performance and ability to decide quickly and carry people along. These qualities are going to be decisive in the days to come when it comes to growth and quality of services. Stale thinking, orthodox and inertia ridden CGMs/PGMs cannot be asked to preside over high potential areas. Such officers such be dumped at relatively  unimportant positions where quick decision making may not be required. All these factors would be given very high consideration while deciding posting of  officers at such crucial positions, CMD assured us. 

3) Delay in optimization of RF network in Kolkata and WB Circles: continuing failure to optimize RF network in Kolkatta telephones is mainly reason for poor quality and growth of services. Similar situation is being experienced in WB Circle, GS apprised CMD. CMD was astonished to know that the delay in RF optimization is continuing despite his clear cut instructions to optimize the network even by outsourcing the job if it is not possible otherwise. We solicited a very close monitoring from the Corporate office and further suggested the need of being tough on this issue. CMD assured that he would monitor this important issue personally and keep us informed. 

4) Migration of Railway network from BSNL : GS underlined the need of retaining GSM services of Indian Railways and the consequences of migration of Railways from BSNL to private operators. CMD informed that he is in constant touch with Railway board and is confident of bringing back Railways to BSNL network as quickly as possible. 

5) Delay in opening Broad band account at IN network Bangalore and other Associated problems: GS informed that problems with respect to broad band at IN Bangalore have resurfaced and delays have started occurring again. CMD assured that he would personally try to find out what are the fresh reasons leading to such an abnormal delay. 

6) Discussions on general issues of growth and procurement of GSM equipment: A comprehensive discussion on future plans of growth of BSNL and equipment procurement, region wise, took place, with GS providing important inputs and suggestions. CMD informed GS that BSNL management is more than alert on this issue, despite inherent constraints.        

26th June 200813:00 hrs, GS and AGS met Dir (HRD), BSNL and requested his kind personal intervention for issuing of Promotion orders from TES Grp.B to Adhoc STS. Dir (HRD) categorically assured that the orders will be issued either today or tomorrow. We are thankful to Dir (HRD) for taking personal interest in the matter for issuing of orders expeditiously and keeping up his commitment.

Meeting with DDG(Restg.) and DDG(SR): Association gave it's feedback to both these officers on the issues relating to change of designation at the time of financial upgradation as well as functional promotion. The suggestions were well received.

26th June 2008 News Highlights for the month of June 2008.

 A) Promotion orders from TES Gr B to adhoc STS against about 1200 STS vacancies  likely to be issued within a couple of days. OC category up to seniority position of 12200.4 of list no 4 and ST of seniority list no 5 getting covered.

 B) TES Gr B competitive examination results likely to be declared within a couple of days.

 C) The issue of pay scale up gradation of AAOs expected to come up for consideration of BSNL/board in its meeting on 26th June,08. We have been assured by Director(F)/BSNL board of a positive decision on the issue.

 D) Preliminary work for holding DPC from JTO to TES Gr B against seniority cum fitness quota gets underway.

 E) Replacing existing accounts examination for Civil/Electrical etc, and making it a part and parcel of the training curriculum is in final stages.

 F) Withdrawal of ACP order dated 28th Feb.,08 is being vigorously pursued.

 G) Association strongly protests over inordinate delay in issuing rule-38 transfers for JTOs recruited in BSNL in 2001-02. Gets assurance that rule-38 transfers shall be issued very shortly. 

H) Association takes up the issue of filling up of lesser number of vacancies in Electrical wing in the SDE cadre through seniority cum fitness. Concerned authorities assure that the issue is being examined afresh in the light of objections raised by the Association.

 I) Association is maintaining a very close eye on the impact of giving seniority and promotion to a few SDEs the basis of judgments given by Hon'ble Supreme Court and HP High Court, extending the principle of rule-206 in the matter of their inter-se-seniority fixation in TES Gr B. We are in constant touch with the concerned authorities in DOT and assure our Comrades that the principle of seniority fixation in TES Gr B and promotion to STS shall be definitely uniform in its application. Jumping of a few SDEs in seniority fixation for the time being is a very temporary affair and cannot sustain legally also. DOT is also seriously exercised over the matter and an overall view to overcome the situation is being finalized. Comrades need not panic and rush to the Courts. Association will surely play its legitimate role at appropriate time and ensure that injustice is not met even to a single Comrade.

 J) DPE yet again turns down the proposal of DOT on the issue of pension fixation in respect of those who have exercised their option to continue in CDA pay scale till their promotion/retirement in accordance to the provision contained in the presidential order of absorption. We are in touch with the concerned officers in DOT to try to find out whether an independent decision on the issue can be taken by the Telecom Commission.  

Some latest update on telecom sector issues.              

1) DOT has in its latest communication to TRAI asked it to review the existing termination charges. Termination charges are paid by the telecom operator , in whose network the call originates, to the operator on whose network it gets terminated. Present termination charges, fixed in 2003, are 30 paise/minute. This review is warranted, DOT feels, because of very high increase in telecom traffic and drop in cost of network and services. High termination charges are seen to be coming in the way of promoting competition and creating level playing field in the sector.

2) ISPs and their lobbyists feel that local calls can become completely free and STD can be provided @ 15P/minute in case government allows domestic net telephony. However, existing UASL licence holders are strongly opposing the move to offer call over net. In a recent in house debate convened by TRAI at Kolkata, ISPs and GSM/CDMA operators virtually clashed with each other, thus making the issue of call over net as hot and contentious as 3G spectrum allocation is.

 3) In a move that could be seen as a setback to the efforts of MOC&IT to allow international players to bid for 3g auctioning, sharp differences have surfaced over the issue within DOT, with a section of the DOT pleading with the PMOs office, listing the advantages, to restrict the auctioning of 3G spectrum to existing players only. FM also is supportive of allowing international players to participate in the bidding.

 4) Government plans to pay subsidy  to TELCOs using solar or biogas energy for rural towers.

Discussion with Director(finance)/BSNL board on the issue of upgradation of pay scale of AAOs and DPC from JAO/AAO to AO: GS and AGS, Com Khan, met Director(finance)/BSNL board and strongly pleaded with and urged upon him to get the issue of upgradation of pay scale of AAOs cleared in the coming meeting of BSNL/board. We informed him that there has already been considerable delay in resolving this justified issue and that further delay would be gross injustice. Director(finance) categorically assured that the issue would be positively and favourably resolved in the coming board meeting. On the issue of considerable delay in issuing promotion orders from JAO/AAO to AO due to delay in obtaining vigilance clearance, Director(F) assured of his immediate personal intervention.

 Discussion with DDG(Rest)/BSNL on the issue of revisiting existing staffing norms for JTOs/SDEs/STS/JAG/SAG etc. Detailed discussion on the issue of having a fresh look at the existing norms, both positional as well as growth related, for posts of JTOs/SDEs/STS/JAG/SAG etc was held and some important inputs were given by us to DDG(Rest). BSNL Management is considering to bring about radical changes in the existing hierarchy of Territorial Circles, Mtce & project Circles and other units. Three committees, under the Chairman ship of CGM/UP(E), CGM/STR etc have been constituted          

to go into the whole issue of restructuring of the field units that is badly  required to impart strength to the Company and make it vibrant. Suggestions from comrades throughout the Country on the whole issue of what should be the likely future structure of field units of BSNL, in the context of emerging formidable challenges is solicited. We appeal to our comrades to get fully involved in this brainstorming process and give their valuable opinion on this vital issue. Think tank groups should be constituted at every level of the organization to discuss the issue threadbare and in its entirety so as to come up with concrete, meaningful and specific suggestions. Future structure of the organization is going to be just critical and decisive to the growth of the company. We have suggested that existing serious imbalances in deployment of executives in traditional areas and new high tech areas should be immediately removed and that there should be immediate and massive redeployment of executives from areas of wired segment to areas of high technology, holding very high promise and potential of future growth. We assured DDG(Rest) that we shall not at all resist such a change and that we shall fully back up such a radical and badly needed change in the direction of redeployment of our members.         

 Discussion with DDG(E)/BSNL on the issues of discrepancies in filling up seniority cum fitness vacancies of SDEs in Electrical wing and order of 28th Feb.,08 on ACP scheme: A very brief discussion with DDG(E) on the issues of discrepancies in the distribution of vacancies of SDEs between seniority cum fitness and competitive quota in electrical wing and order of 28th Feb ,08 on ACP scheme took place. DDG(E) asked us to submit  detailed notes on both these issues after which he assured that a full fledged discussion in which Sr DDG/EW would also be associated shall be held. 

 Latest news on the issue of absorption of ITS Gr A: We reliably understand that GOM has considered the note of DoT on the issue of ITS Gr A absorption and has directed DOT to conclude the whole process of absorption latest by 30th Sept.,08. GOM, it is reliably understood, has turned down proposal of DoT to bring in place a separate pensionary mechanism for  ITS Gr A seeking absorption in BSNL/MTNL. It is also known that some other issues contained in the terms of negotiated settlement between ITSA and DOT have not been agreed upon by GOM.

Discussion with Director(Staff)/DOT on TES Gr B seniority: A detailed discussion on TES Gr B seniority was held with D(S)/DOT in the context of the judgements of Supreme Court and HP High Court to fix seniority of some TES Gr B officers on the basis of rule -206. In order to ensure that revision of seniority does not jeopardize ongoing and future DPCs from TES Gr B to adhoc STS, we gathered from D(S) that appropriate and correct line of action is being contemplated and initiated by DOT to make it sure that stalemate does not hamper adhoc promotions from TES Gr B to STS. We are going to fully support the efforts of DOT in this regard. In the meantime, we appeal to our comrades that they should not at all panic because a handful of SDEs of BSNL/MTNL have jumped over their seniority on account of application of rule 206 principle. This is a very temporary phase, since, in the event of application of generalized principle of seniority fixation based on rule 206 becoming inevitable, relative seniority positions would get restored and uniformity will be definitely maintained. We are very closely monitoring the entire issue and assure our comrades that corrective actions to prevent injustice to thousands and thousands of comrades on account of temporary jumping over of a few SDEs shall be surely initiated at appropriate time. 

Discussion with DDG(E)/DOT on the issue of exercise of option to  continue in CDA scale till date of promotion/retirement: DDG(E) informed that he has had some discussion on the issue with Member(finance)/DOT. In the meantime, DPE has already communicated its decision to DOT on the issue and the file has been sent by them to DOT. On return of Secy/DOT from abroad, further discussions to sort out the issue shall be held.

12th June 2008 Profound grief and sorrow of Comrades of SNEA(I)  throughout the country.

SNEA(I) conveys its profound grief and sorrow to thousands and thousands of Comrades of NFTE BSNL throughout the country on untimely and tragic passing away of Com. M.B.Vichare, Secretary General NFTE. We have no words to express our grief on account of this bereavement. Com M.B.Vichare was affable, humorous, soft, but quite firm. His role in strengthening of joint forum at Central level was quite encouraging and positive. We join thousands and thousands of Comrades of NFTE in mourning the untimely death of com M.B.Vichare and paying our homage and rich tributes. Thousands and thousands of Comrades of SNEA(I) from the entire length and breadth of the Country express their heartfelt condolences on this sad bereavement to Comrades of NFTE and also the family members of Com. M.B.Vichare, and pray to the almighty to give sufficient courage to the Comrades of NFTE as well as family members of Com M.B.Vichare to meet this irreparable loss. May the soul of Com M.B. Vichare rest in complete peace, we all pray to the almighty.

12th June 2008Meeting with Director(HRD): GS and AGS, Com Khan, held exhaustive discussions with Director(HRD) on following issues.

A) Taking appropriate follow up action on the report of the joint committee on promotion policy: Director(HRD) informed that management committee has approved the report of the joint committee without any changes and assured that further action to finalize the RRs based on the decisions of the committee would be initiated as quickly as possible. We requested Director(HRD) to take us into confidence while finalizing the new RRs. We were assured that we would be involved in giving final shape to promulgation of RRs and our suggestions would be duly considered.

B) Issuing of promotion orders from TES Gr B to adhoc STS: Based on the comprehensive discussions that we have had with DDG(P) and other concerned officers of the personnel section on the strategy and line of action to be adopted to expedite issuing of promotion orders from TES Gr B to adhoc STS in view of some recent court Judgements on seniority re fixation, we were categorically assured by Director(HRD) that the promotion orders would be issued at the earliest, preferably towards the end of next week. We conveyed our gratitude to Director(HRD) for his complete involvement and concern to issue the orders as early as possible.  

C) Holding of DPC from JTO to TES Gr B against seniority cum fitness quota: Director(HRD) was apprised of the discussions that we had with DDG(P) on this issue and the assurance given by him to issue promotion orders within four months time. Director(HRD), while endorsing the assurance of DDG(P), went a step ahead in assuring that the promotion orders would be issued by Dussherra time. Now CSs have to reciprocate this positive gesture of Director(HRD) by getting completely involved in sending of CRs and other information that would be required and called for by BSNL CO on top most priority. 

D) TES Gr B competitive examination results: We were categorically assured that the results of competitive examination would be definitely declared by 25th June, 08. Similar commitment was made by Sr DDG(IR) a few days before to our AGS Com Khan when he met him on this issue.

E) Withdrawal of 28th Feb,08 order on ACP: Director(HRD) was informed in detail about the background of the whole issue and the negative aspect of the order issued on 28th Feb.,08. Director(HRD) asked us to give a detailed note on the issue after which he assured that a detailed discussion would be held to resolve the issue in best possible manner. We are to submit the note within a couple of days, after which a detailed discussion will be held.

F) Review of staffing norms for JTOs/SDEs/STS/JAG etc.; Director(HRD) assured that we shall be fully involved in the whole process of recasting of norms based on certain new parameters stipulated by KPMG. We shall remain extremely alert and fully involved on this issue.      

Latest update on ITS absorption: We learn from very reliable sources in DOT that the clarifications sought by the Cabinet on the note sent by DoT on ITS absorption have been addressed and the note has been sent since to the cabinet secretary for consideration. Further, it is understood that the Group of Ministers has again discussed the issue in the context of clarifications sent by DOT. It is a very positive development, expectedly going to resolve continuing three year stalemate on the issue.

12th June 2008 Eligibility list particulars for promtion from JTO to SDE is Pending from ALTTC, ETR, J & K(broken CD), T & D Jabalpur , Telecom Stores (Kolkata) &  WTP Circles. Circle Secretaries may ensure that the same information is sent via e-mail  on jtddgpers@bsnl.co.in.

11th June 2008  Meeting with DDG(P): GS and AGS, Com Khan, met DDG(P)/BSNL and impressed upon him to initiate expeditious action to commence DPC from JTO to TES Gr B against vacancies of seniority cum fitness quota. DDG(P) assured that preliminary work has already begun and promotion orders would be issued in another four to five months time from now

11th June 2008The vigilance clearance pertaining to DPC from AAO to AO has been asked from the CVO'S office .The CVO office is yet to ask the same from circles.The vigilance clearance for the JAO who are to be covered will be directly obtained from circles. SEA section has all ready communicated to the respective circles.

11th June 2008 Sr. DDG(IR) was contacted on the issue of declaration of TES Gr.B Competitive examination result. It was assured that the result will be declared in the month of June 2008.
