Director (HRD) invited the Association once again for discussion on 31-03-2006. He made categorical statement that he will ask the CGMs not to relieve the transferred officers . He has already spoken to some CGMs. He also assured that the orders will be reviewed. Director (HRD) also invited our concrete suggestions to evolve a transfer policy for the future. In view of the above the agitational programmes are deferred. |
| GS meets CMD and demands cancellation of rotational transfers immediately. He promised to discuss the matter with Director (HRD) for further action. |

| Shri.Y.S.Bhave Chairman of the Committee for Promotion Policy informs GS that the report on Promotion Policy will be submitted by the end of this week. |
| Since the BSNL Management has failed to came up with concrete assurances on the cancellation of the mass transfer the programmes for Trade Union Action will continue. Suitable mobilisation for making the programmes successful may be continued. |

The discussions held by Director (HRD) with the Association contains several positive notes. (1) Promotions of JTOs to SDEs - (i) Competitive - Syllabus will be finalised immediately and exam will be notified by 15th of April 2006. (ii) Seniority Basis - The issue of 1966 posts will be addressed and settled as per the inputs given by the Association . Report from the circles in prescribed format will be called for regarding the abolition of the posts. In the meanwhile the process already set in motion like collecting ACRs , Scrutiny of ACRs etc will continue. The DPC will be conducted including the 1966 posts in question as soon as the field reports received. (2) Promotion of SDEs to Adhoc STS - DPC for 550 posts will be completed by 30th April 2006. Immediately on its completion the process will be set in motion for conducting DPC for another 550 posts. The stubborn stand of the Management that 500 posts were due has thus been broken. (3) Mass Transfer - The CGMs of the concerned Circles will be instructed not to relieve the transferred officers. Further rotational transfers will be put on hold. (4) Perks - The report is under finalisation. SNEA has been invited for final discussions on 4th April 2006. The report of the Committee will be submitted latest by 30th April 2006. (5) Man Power Plan - Unlike the previous occasion the proposal from all the Circles have been received .These will be considered for clearance after applying the norms . Sanction for the proposals submitted by the Circles will be issued before 30th April 2006. (6) Promotion Policy - Discussions are already on, on a daily basis with SNEA. Hence the progress is well known to the Association. However as on date the programmes of Trade Union Actions declared by the Association stands unchanged. Mobilisation of the programmes may be continued with out any let up. |

Finalisation of the Promotion Policy delayed due to the stubborn stumbling blocks placed by the BSNL Management particularly in regard to service weightage and Rectt of Management Trainees The Association is fighting hard to overcome the unnecessary objections and arguments of the BSNL Management. Members are requested to bear with the slight delay caused by these developments. |
| GS continues interaction on promotion policy and allied matters with Shri.Y.S.Bhave, Chairman of the Committee and Shri. Niranjan Singh Director (HRD). He presented papers supporting our stand on double fixation , heavy stagnation in all cadres due to lack of functional promotional opportunities and argues for the need to redress them. |

The case filed by Officiating JTOs supported by the Association against FR-35 restriction allowed by the Kerala High Court. The Court directs their pay to be fixed as per FR-22 1(a) 1 without restriction. |
| GS is in constant and intense interaction with the Chairman and other Committee Members of the Committee for Promotion Policy . The GS supplies all information and details regarding the strength of various cadres of Executives an details of DPCs conducted so far highlighting the severe stagnation experienced by the Grp'B' officers. Interactions on service weightage, Rectt of Management Trainees and all other issues already highlighted has been once again reiterated. The interaction are likely to continue until the finalisation of the report expected shortly. |

GS strongly argues for Service Weightage as already approved by BSNL Management in 2002 in an agreement with the Association . We also presses for the framing of Grp'A' Rectt. rules replacing the present ITS Rectt rules with provisions for 80% quota for seniority basis and 20% for internal (BSNL) Engg. graduates. GS meets DDG (CA), Chairman of the Perks Committee who said that the report was almost complete. The Committee will invite the Associations for the final view on the matter. The report will be submitted to the BSNL Management Committee before the end of this month. |

36 SDEs from Maharashstra, Madhya Pradesh, Gujarat, Orissa, Rajasthan, Uttaranchal, Himachal etc and 14 from NTR transferred to J&K. Another 200 SDEs proposed to be transferred to various tenure stations like North Eastern, Andaman & Nicober etc. The Association lodges its strongest protest to the Secretary DOT, Member (Services ) DOT, CMD BSNL etc. There is no way that we will permit such arbitrary measures from whichever authority on whatsoever reasons. All Circle Secretaries, Office bearers and activists of the Association to get ready for imminent Trade Union Actions at short notice. |
| GS discusses with the concerned authorities regarding stagnation increments on 1:1 basis. The Association to actively pursue the case for positive settlement. |
| Hon. Minister for Heavy Industries and Public Enterprises informed the Parliament that the conferment of Navaratna Status to BSNL is under active Consideration. The Association will be further pursuing the case with the Government. |

Karnataka Circle Conference ends on a grand note. The following were elected unanimously. Com.V.Mukundan Circle President, Com.M.H.Gombi Circle Secretary, Com. Govinda B.Gudi Circle Treasurer. The Open Session attended by a large gathering was addressed by Shri. Ramaganapathy CGMT Karnataka, GM Bellari, GM STR, NCOA President Com.W.Seshagiri Rao, GS Com.G.L.Jogi, Com.A.Sugumaran Ex.AGS and Com.T.Issac Jt.Secretary (South). Com. A.Sugumaran former AGS who is superannuating in May 2006 was honored and felicitated during the conference. |

After intense persuasion by the Association the MAN POWER PLAN is finally ready and expected to be released shortly. Around 2500 to 3000 posts of JTOs/SDEs/DEs are expected to be sanctioned. The Association has already demanded that the post should not get lapsed by 31st March 2006. |

GS holds discussions with DDG (CA) Chairman of the perks committee who informed that the work is progressing well. The recommendations of the committee is expected to be submitted before the end of March. |

Association demands the CMD BSNL to cancel the rotational transfers already issued. We will mount further pressure. The Association has demanded that rotational transfers are totally uncalled for when promotions are not being effected for thousands of vacant posts. |

GS holds elaborate discussions with Shri.Y.S.Bhave Chairman of the Committee on Time Bound Promotion . Shri.Bhave informed him that the report of the Committee is in the last stages. Only the finishing touches are to be applied. He also said that the delay has been caused because of issues like Service weightage, Recruitment of Management Trainees and Counting of residency period from 1-10-2000 for Civil/Electrical etc. apart from the initially projected attendant conditions. The Committee was addressing all the issues raised by us involving many complexities. He also assured that the report will be submitted with in a couple of days. |
| GS held detailed discussion with CMD BSNL and Director (HRD) on issues like local officiating to ADEsT in violation of the DOT orders in that regard, rotational transfer etc. Both assured that the local officiating issue will be addressed as per the prevailing orders. |
| GS also raised the issue of change of syllabus for the proposed Competitive Exam with Director (HRD). He promised that barring some minor essential changes the syllabus would not be touched. He also assured that the process would be expedited. |
| Secretary Telecom. clears the file for promotion of SDEs to Adhoc DEs. The CMD BSNL has promised to go ahead with the promotion process. Our sincere thanks to Secretary DOT and CMD BSNL for listening to our pleas and creating the ground for the badly delayed promotion. |
