31st March 2008 Meeting with Director(HRD): GS and AGS, Com Khan, met Director(HRD) and very strongly protested over the transfer of 120 SDEs to tenure Circles. DDG(P) and Jt DDG(P) were also present. Director(HRD) was clearly informed of the fact that the move to transfer SDEs on stay at a time when 4000 JTOs are expected to be promoted to SDEs through competitive examination is nothing but a sinister, ill conceived and vindictive action, having no basis. We impressed upon Director(HRD) that young JTOs expecting promotion to TES Gr B very shortly through competitive means are most suitable to be posted to tenure stations because of their age and fast track promotion. After a very detailed discussion lasting more than one and a half hour, Director(HRD) assured to look into the whole issue. On our part, we maintained that we cannot accept such vindictive and ill conceived transfers based on stay at a time when more than 4000 JTOs are expected to be promoted to TES Gr B very shortly.

We also pleaded with Director(HRD) to finalize the transfer policy based on the discussions that United forum had with DDG(Rest). Director(HRD) assured that it will be placed in the next meeting of the management committee and thereafter circulated.        

28th March 2008 Meeting with Director( C&M)/BSNL board: GS and AGS, Com Khan, met Director (C&M) and discussed with him the issues of growth of BSNL, giving important inputs to him. We were informed by Director(C&M) that unless, during the year 2008-09, our growth in mobile segment is doubled, there will be big question relating to viability of BSNL. However, we were informed by Director (C&M) that proposal to procure another 20 m gsm lines, in addition to 10.5 m, is under finalization and expected to be finalized very soon. This constitutes 60% of the total 45.5 m lines. Also purchase order for 2.3 m and 2.7 m lines is already placed with Nortel and Motorola. ITI is also readying to supply 9m lines Alcatel equipment for western region.

26th March 20086th Pay Commission: Brief Summary of the main recommendations 

Date of implementation:   Revised pay scales to implemented retrospectively from January 1, 2006. Allowances to be paid prospectively.

 Running Pay Bands :Introduction of four distinct running pay bands- one running band each for all categories of employees in groups ‘B’ and ‘C’ and 2 running pay bands for Group A posts.  Every post have a distinct grade pay attached to it. Grade pay is fixed amount attached to each post in the hierarchy. The total number of grades reduced to 20 spread across four distinct running pay bands against 35 existing scales. At the time of promotion, Grade Pay to be changed with additional increase of one increment. Persons stagnating for more than one year in a pay band shall be placed in next higher pay band without any change in Grade pay.

 Group’D’ employees: No further recruitment of Gr.’D’ employees. All Gr’D’ employees to be  placed in Gr’C’ scale of PB-1 straightway or after training. Group’D’ jobs to be carried out through persons on contract.

 Formula for Basic on 1st Jan 2006:  Basic on 1-1-2006 in old scale + 74% of this Basic + Grade Pay as attached to each post

 Annual increment: 2.5%of total of pay in the Pay Band plus grade pay. Provision of higher increment of 3.5% to maximum 20% of employees in Pay Band-3, depending on performance.

Date of annual increments: In all cases, to be first of July. Eligibility is six months and above in the scale as on July 1.

 HRA: 30% for A-1, 20% for A, B-1 & B-2 and 10% for C/Unclassified cities.

 CCA and Transport Allowance: CCA to be subsumed in Transport Allowance and the rates of this allowance to be increased by 4 times. Transport Allowance to be increased every year on the basis of the increase in the dearness allowance. 

Dearness allowance Base year of the Consumer Price Index (CPI) to be revised as frequently as feasible. Formulation of a separate index for Government employees suggested. Till revision CPI with base 2001 to be used for calculation of DA.

 GPF: Investment to be voluntary. No minimum prescribed for employees covered under CCS (pension) 1972 rules.

 PRIS: Introduction of Budget neutral Performance related scheme (PRIS). Employee to be eligible for pecuniary remuneration over and above Pay. PRIS to replace Ad-hoc Bonus and PLB.

 Other allowances: Existing rates of most of the allowances to be doubled both in case of Defence Forces as well as civilian employees. Travel entitlements to be paid on actual. Rates of Education allowance reimbursement to be raised from existing Rs.50 to Rs.1000 per child per month, subject to the maximum of two children. Hostel subsidy to be raised from existing Rs.300 p.m. to Rs.3000 p.m.  Risk allowance to be replaced by risk insurance. All the fixed allowances made inflation proof with provisions of automatic revision whenever dearness allowance payable on revised pay bands goes up by 50%.

 Medical facilities A new medical insurance scheme. The scheme to be optional for existing Central Government employees and pensioners but compulsory for new Government employees and pensioners.

 Pension : (1). Pension to be paid at 50% of the average emoluments/last pay drawn (whichever is more beneficial) after qualifying service of 20 years without linking it to 33 years for grant of full pension.    (2). Rates of Constant Attendant Allowance to be increased by five times to Rs.3000 p.m.   (3). Fitment formula recommended for serving employees to be extended in case of existing pensioners/family pensioners.   (4) Higher rates of pension for retirees and family pensioners on attaining the age of 80, 85, 90, 95 and 100 years.   (5). Revision of the commutation table for commutation of pension. (6) Framing of an appropriate insurance scheme suggested for meeting the OPD needs of pensioners in non-CGHS areas.

  Voluntary Retirement: Persons seeking voluntary retirement on completing qualifying service of 15 years but less than 20 years to be paid one time lump-sum retirement benefit of 80 months’ salary.

 Payment of Gratuity: The maximum pecuniary limit of payment of Rs. 3.5 lakh raised to Rs. 10.00 lakh

Leave encashment: Number of EL (60 days) encashed while in service excluded from overall ceiling of encashment of 300 EL at the time of retirement. Both EL and HPL eligible for encashment subject to overall limit of 300 days but no commutation of HPL for making up shortfall of EL.

 Public holidays: Continuation of five-day week, three national holidays, No gazetted holidays. Eight restricted holidays.

Women employees: Benefits like staggered working hours, special leave for child care, enhanced maternity leave of 180 days.

Advances: A new mechanism for grant of advances under which an employee will take the advance from an approved bank and the Government will give an interest subsidy equal to two percentage points on the rate of interest being charged by the bank to the employee. Existing limits of various advances doubled for subsidy and provisions made for their automatic revision periodically. Eligibility for taking advances removed.

ITS Absorption: No necessity of retaining Indian Telecom Service (Group A) since function of providing Telecom services corporatised. Existing officers of this service either to be absorbed in BSNL/MTNL or else to be sent to surplus pool.

Financial implications:  The recommendations to cost Rs.12561 crore in the year 2008-09. Savings of Rs.4586 crore likely to accrue on account of various measures suggested.The net financial implications estimated to be Rs.7975 crore for the year 2008-09 with one-time burden of Rs.18060 crore on payment of arrears.

25th March 2008The Preliminary work relating to DPC from SDE to STS for 1500 vacancies  is in full swing. The concerned authorities are trying hard to initiate the DPC at the earliest.

25th March 2008The Tenure transfers orders in the cadre of SDE(C) and the DPC from SDE(C) to EE(C) are expected to be issued by the end of the this week.  We have tried to ensure that all the SDEs who have completed their tenure, their cases should be considered.

BSNL to invite bids for 8 mn modems, Economic Times
 

In one of the largest orders for broadband services globally, state-owned BSNL is all set to invite bids for 8 million Digital Subscriber Lines (DSL), also called modem. Sources said global majors Alcatel, Lucent, Nokia Siemens, Ericsson, ZTE, Huawei and others have already expressed interest to bid for the BSNL contract, expected to be worth several hundred million dollars. India has about 3.24 million broadband connections and the BSNL tender is more than twice the existing broadband subscriber of all operators combined.
More importantly, BSNL is offering more than broadband services. The company has informed prospective bidders that the modem should not only offer high speed internet access, but also carry content services such as IPTV, internet telephony and VoD (Video on Demand systems allow users to select and watch video and clip content over a network as part of an interactive TV system). It should also offer enterprise services such as Virtual Private Network over broadband. Sources said that tender conditions would also stipulate that a significant per cent of these modems are Wi-Fi-enabled.
It is also learnt that BSNL has called a meeting of all chip set vendors who manufacture DSLs to understand what the PSU terms 'latest developments in DSL.' "The meeting is scheduled in the next few days and the tender conditions will be finalised only after that,'' sources close to the development added.
While the DSLs will cater to broadband services via fixedline, BSNL is also pushing for high speed internet through wireless (also called WiMAX services). WiMAX will also paves the way for high-speed wireless internet on laptops and high-end mobile handsets. The PSU has already earmarked Rs 3,000 crore for it and has decided to follow a franchisee model for its wireless broadband services.
The company has also floated an expression of interest to select the franchisees through a two-stage bidding process. As reported by ET first, BSNL has tied up with US-based WiMAX solutions firm Soma Networks through the franchisee model for what is considered the largest WiMAX deployment in the country covering four states in three circles — Gujarat, Maharashtra, Andhra Pradesh and Goa.
BSNL had earlier received some spectrum in the 2.5 GHz frequency band for its WiMAX rollout. It plans to roll out WiMax services in 70 cities across the country by the second half of 2008 and set up 50,000 Common Service Centres (CSCs) — ICT-enabled kiosks — across the country using WiMAX. The government has set itself a target of 20 million broadband lines in service by 2010 and BSNL is targeting a market share of about 60% of this figure.

 

Save BSNL, Yechury urges Manmohan, Business Line
 

The Communist Party of India (Marxist) on Monday sought the intervention of Prime Minister Manmohan Singh in procuring new mobile lines for the public sector Bharat Sanchar Nigam Limited as it faced a rapidly shrinking market share in the fast expanding mobile market.
In a letter to Dr. Singh, CPI(M) Polit Bureau member and Member of Parliament Sitaram Yechury said that without urgent measures to augment the mobile lines capacity, BSNL would slip further.
"It is clear that the major thrust in voice telephone is the mobile market. BSNL was denied entry till quite late and is now being hamstrung from competing, with the Ministry of Communications holding up all its vital procurement. If this state of affairs continues, it can only result in destruction of this vital public sector undertaking. People will remember that the call rates for the mobile sector were exorbitant until MTNL/BSNL entered the fray."
Releasing the letter to the press, Mr. Yechury said that "killing BSNL" would not only destroy public capital to the tune of Rs. 2,50,000 crore to Rs. 5,00,000 crore but also remove the only check that the subscribers had on call rates.
Why focus on IPO?
Mr. Yechury said it was surprising that the focus of the Department of Telecommunications was on bringing out an Initial Public Offer (IPO) for BSNL.
"An IPO may require to be raised if the company concerned does not have enough internal resources and, therefore, requires capital to be raised from the market. In this case, BSNL has cash reserves to the order of Rs. 45,000 crore. It is not able to spend this money as it has not been allowed to float a tender for new lines and is not being allowed to invest in improving its existing infrastructure," he said.

Secretary,DOT informed that ,he is already seized  of the matter and shall  try his best to get cabinet approval as early as possible since the comments from the ministry of Law is awaited.

19th March 2008 It is learnt that today BSNL Board has approved the issue of 50 % IDA merger with basic pay, and very shortly it will be sent to DoT for final concurrence.

18th March 2008 The colourful open session of the 3rd CRC of SNEA MP Circle held at Balaghat on 09.02.2008 was addressed by CHQ President Shri SL Reddy, GM (Dev) BSNL MP Circle Shri MK Jain, Chief Executive of Manganese Ore India Limited, Superintendent of Police Balaghat and AGS Shri PK Sahu. The topic for the open session was “Transformation of BSNL into a purely Corporate entity”. 

Comrades of SNEA Balaghat were all dressed in similar suited-buited attire designed specially for the occasion and presented a wonderful sight to behold. In a small SSA, unity among all executives of Engineering, Accounts, Civil and Electrical fraternity was just exemplary to witness. Shri RK Kshatriya, Shri S Dutta Majumdar and Shri AK Badal were unanimously elected as Circle President, Circle Secretary and Circle Treasurer respectively.

An open session was held on 15th March 2008 which was attended by more than 400 comrades. It was attended by Shri Omvir Singh ,CGM, UP(E) Circle, Shri D.N.Tripathi,GM Varanasi. Com. S.L.Reddy, CHQ President, Com. V.K.Tomar, GS MEA, Com. A.A.Khan, AGS also attended the open session. The discussions were mainly concentrated in improving the Financial Health of the Company. Com. R.C.Tripathi, Com. Pallab Bose  & Com. S.K.Mishra were elected as Circle President, Circle Secretary   & Circle Treasurer respectively for the next term and Com.V.P.Mall, Com. Mahendra Singh and Com. D.P. Tripathi were elected as CWC Members.

ACP: The Association met  Sr. DDG(Est.) and apprised about the wide resentment amongst the Civil Comrades about the recent order issued by Civil Wing in connection with ACP. It was also emphasized as why civil wing took an uncalled step by giving clarification w.r.t to ACP which is resulting into recovery of huge amount. The issue was discussed in totality by keeping ACP vis-a-vis Time Bound Promotion policy. From the discussion it can be concluded that Sr. DDG(Est.) is looking the ACP issue in totality. Meanwhile the Circle secretaries are requested to give a figure of the no. of civil comrades affected by this order  promptly to CHQ.

DPC from JTO(C) to SDE(C) & SDE(C) to EE(C): Sr. DDG(Est.)  was informed about the delay in the DPCs and he immediately asked the BW section about the same and it was assured that the list be issued very shortly.

Issue of 50 % DA merger: It was informed that issue is already under active consideration by him. Some minor clarifications need vetting from finance. Then a memo may be prepared and will be sent to MC or directly to board for approval (being a govt. decision) and finally to DoT for final concurrence.

It was also informed that with 50 % IDA merger the pension will also be affected as there will be lesser amount of IDA in the changed scenario and accordingly the same has already been communicated to DoT for issuing instruction to CCAs in Circles. The Association will pursue the case in DoT as it may take some time.

The work is going at a very slow place. The following Circles have sent the Eligibility list particulars to BSNL corporate office. These Circles are QA, HR, DNW, CTD, J & K, OR, STP, WTP, ETR, NE-II, BRBRAITT, NETF, Chattisgarh, MP. Only WTP & BRBRAITT have sent soft copy while others have submitted the information in hard copy. It is to be ensured that a soft copy of E/L particulars may be sent to corporate office.

In connection with DPC from SDE to STS please ensure that the necessary vigilance clearance may be sent to CVO's office from Circles. The work regarding asking of CRs from various circle is almost over except a few.

5th March 2008 The meeting in connection with the promotion policy took place on 4/5th of March 2008.All the four constituents of United forum represented the meeting. A note was also given from the Management side. It was also ensured that Management is positive about the new proposals , amendments in the note etc. It was also advised to prepare and submit a detailed note about the same in the next meeting to be held on 18th of March 2008.

In the DPC from SDE(E) to EE(E) following information is required.

1.VC of 3 SDEs from UP(E).( R.K.Srivastav, A.K.Srivasatav, A.K.Nigam)

 

5th March 2008 The meeting in connection with the promotion policy took place on 4/5th of March 2008.All the four constituents of United forum represented the meeting. A note was also given from the Management side. It was also ensured that Management is positive about the new proposals , amendments in the note etc. It was also advised to prepare and submit a detailed note about the same in the next meeting to be held on 18th of March 2008.

4th March 2008The Association met DDG(BW) & Jt. DDG(BW) and very strongly resented about the delay in JTO(C) to SDE(C) and SDE(C) to EE(C), DPC as the same is badly delayed. Later on it was assured that they will try to issue the list as early as possible.

The matter pertaining to accounts examination was also discussed and it was reported that the draft is already prepared and it will be put up further for preparing syllabus with the note that examination should be part of the training schedule.

3rd March 2008The Association discussed the matter pertaining to withdrawal of first ACP with DDG(BW) and put forth the logic that the withdrawal of the first ACP is totally arbitrary and without any logic, hence withdrawing the benefit by  letter No. ACP/AD(BBW-II)/2007(Pt)  dated 20/02/2008  is gross injustice to those JTOs who got absorbed in BSNL with 1st ACP and will lead to recovery of more than 3 lakhs from each executive. There are such 250 executives across the country.

The  reasons cited for continuation of  the same scheme with the fact that  the Pay scale of JE(C) with Ist ACP is fixed as per Para IV & VI of FR 23.

FR 23, Para IV: Applicability when status is also changed: It has been decided that FR 23 will equally apply in cases where a revision of pay is accompanied by change in status of the posts. In such cases, the post virtually continues as before. (N.B. The status of JE(C) changed on dated 09.08.99 for drawing pay scale grade of Group C to pay scale grade of  AE(C) Group B Officers due to implementation of ACP Scheme). 

FR 23, Para VI: Fixation of pay when the scale of pay of post is revised upward: When the scale of pay of posts is revised upwards without involving assumption of duties & responsibilities of greater importance, the fixation of pay of the incumbents is regulated under FR 23 & FR 22 (I) (a) (2).

1. It can be seen that as per their ACP scheme and their re designation / fixation in new higher pay scale of Rs. 11875-17275 was given well in accordance with provisions of FR and that too from the date of promulgation of RR of SDE( C) i.e. 1/3/2002. 

2. Annexure –I, Para 7 of the ACP Scheme. Financial up gradation under the Scheme shall be given to the next higher grade in accordance with the existing hierarchy in a cadre /category of the posts without creating new posts for the purpose.
