31st    March 2009Case of new JTOs of 2007 posted to T&D Circle and posted to outside of the Circle of recruitment settled with the active intervention of our CHQ. Revised posting orders issued in respect of  these JTOs  Order >>>>>> List >>>>>>>

31st    March 2009ASSOCIATION STRONGLY PROTESTS AGAINST THE PICK AND CHOOSE METHOD ADOPTED IN MODIFICATION FOR LDCE POSTING: GS SNEA(I) and GS, AIBSNLEA along with other CHQ office bearers met DIR(HRD) and GM(P) and strongly protested against the arbitrary modification order issued in LDCE posting without following any criteria on a pick and choose method. GM(P) told that all are spouse cases or compassionate ground cases, we pointed out that most of the genuine compassionate ground cases and spouse cases are not considered. We made it clear that this type of pick and choose modification is not good for the organization and those who  obeyed the orders and joined at tenure stations are very much frustrated and demoralised. We demanded immediate and thorough review of all pending genuine cases where the officials obeyed the orders and which have been deliberately ignored by the Management. Association took a strong exception to this arbitrary method of posting of people on promotion and made it very clear to the management that the Association would not allow such a style of functioning of a few senior officers. Association strictly demanded implementation of criteria based transfer and posting of officials. DIR(HRD) agreed to review the entire pending cases and discussion will continue tomorrow. Around 200 agitated members including those joined at CO recently in LDCE were gathered in the BSNL CO during this time.

30th    March 2009Pay revision: The cabinet, headed by Prime Minister Manmohan Singh, approved a proposal to merge 78.2 per cent of dearness allowance (DA) with basic pay as against the 68.8 per cent DA merger announced in November last year as recommended by GoM. As a result, the total emolument on a basic pay of Rs. 100 would become Rs. 231.66 after considering 30 per cent fitment on basic pay plus DA and differential pay (DP). In the previous decision, this came to Rs 219.4. HRA will be effective from the date of issue of order by DPE i.e 26.11.08. Remember the struggle never goes in vain. Eventually after three months of fight by oil sector and grand show of solidarity by ‘Forum In Defense of CPSUs’, finally the government has yielded to the valiant fight put up by our oil sector comrades.

30th    March 2009Issue related to option to continue in CDA scales till promotion/retirement: BSNL CO has issued orders asking for details regarding the option. CSs, SSA secretaries and CHQ office bearers are requested to take note of the same and expedite the process to get the details from all the DDOs at the earliest.

30th    March 2009 Finally DOP & T letter dated 04.9.08 relating to vigilance clearance has finally been withdrawn by DOP & T. The same has already been endorsed by DoT to BSNL/MTNL vide letter dated 24th March 2009.The clauses relating to vigilance clearance were too draconian & harsh for employees and was specifically affecting the retired employees. It will be endorsed by BSNL very shortly.

We had taken up the issue with DOT vigilance and in turn the DOT had taken up the same with DOP& T.

27th    March 2009MASSIVE RALLY HELD AT NEW DELHI ON 27-03-2009 BY FORUM IN DEFENCE OF CPSUs: Executives/Officers from Oil, Power, Telecom, Coal, Steel, Defence, FCI, Banking etc participated in the rally. For the first time Officers from Banking sector also joined the rally in large numbers along with the CPSU Executives.

27th    March 2009Executives in MTNL held a MASSIVE DEMONSTRATION infront of CMD, MTNL office, New Delhi on 26-03-2009 for 30% fitment for 2nd pay revision. MTNL proposed only 5% fitment. We strongly support the Comrades of MTNL and GS and comrades from BSNL participated in the demonstration. It may be noted that the timely intervention and the agitational programmes spearheaded by SNEA (I) in the banner of United Forum ensured that we are getting 30% fitment in BSNL.
27th    March 2009JTO (T) to SDE (T) DPC under progress.
27th    March 2009SDE(T) to DE(T) DPC: CR from AS, AP, CHTD, QA, BRBRAITT, GUJ, HP, JKD, MH, MP, ETR, STR, NE-I, NE-II, STP, WTP, TN, UTL and IT Circle reached BSNL CO. However CR from the following major Circles pending—KRL, KTK, WB, CTD, UP(E), UP(W), PB, HR, RAJ, OR, J&K, NTR, BR, CGH, WTR, ETP, NTP, DNW, Telecom store and T&D.

27th    March 2009Association met PGM (IR) and discussed the result of accounts examination for SDE(C/E). PGM (IR) set the target as 15th April to announce the result. We also informed him that the competitive examination result is badly delayed and requested to expedite the same. PGM told that the delay is due to the J&K result as the exam was conducted separately on a later date.

 A meeting of ACP committee will be held on 30-03-2009. Association met the chairman and other members on this issue.

20th    March 2009FORUM IN DEFENCE OF CPSUs:

General Secretaries and Office bearers of Associations representing Officers/Executives in CPSUs in Oil, Power, Telecom, Coal, Steel, Defence, FCI, Banking etc  met at New Delhi on 17-03-2009 and formed FORUM IN DEFENCE OF CPSUs in order to safeguard the growth of CPSUs. Com. Rakesh Pandey from NTPC and Com. G. L. Jogi from BSNL unanimously elected as the Chairman and Convener of the Forum.

3rd Circle Conference of SNEA (India), Haryana Circle was held at Sonepat on 7th March, 2009. A grand "Open Session" was organised on the occasion. About 300 Executives of all the corners of Haryana attended open session. CGMT, Haryana, Sh. Arun Kumar Gupta was the Chief Guest. Com.G.L.Jogi G.S,SNEA(I), Com V.K.Tomar, G.S, MTNLEA, Sh.T.S.Chauhan GMTD, Rewari, Sh. N.K.Goel GMTD, Sonepat and other senior officers of Haryana Circle addressed the open session. Com. Rakesh Kumar, SDE, Com. Arvind Pal Dahiya, SDE and Com. Satish Kumar Bindal, JTO was elected as President, Circle Secretary and Treassurer respectively.

20th    March 2009

MEETING WITH GM(Pers): GS, SNEA(India) and GS, AIBSNLEA along with AGSs met GM(Pers) and discussed:

1. JTO(T) to SDE(T) DPC: Since the CR & SR from almost all the Circles reached BSNL CO we requested to expedite the DPC process. GM(P) assured that he is trying to complete the DPC by this month end so that promotion orders can be issued by mid-April. We also demanded to clear entire 1993 year in this promotion order by taking into account of the 2008-09 vacancies also. GM(P) informed that it is not possible to clear the entire 1993 year initially as DPC is going to be held for the vacancies of 2006-07 and 2007-08 only. For the 2008-09 year vacancy DPC, CR & SR of the last year also has to be called.

2. SDE(T) to DE(T) DPC: We requested to expedite the DPC as this work is done by a separate team. However the success depends upon the Circles which are yet to send the CRs. All other C/Ss are once again requested to expedite the process.

        We also requested to consider all the tenure transfers and request transfers in the cadre of SDE and DE prior to the promotion orders. GM(P) assured to consider the same.

 MEETING WITH GM(Estt), BSNL: GS, SNEA(India) and GS, AIBSNLEA along with AGSs met GM(Estt) and discussed:

1. Reply to DoT regarding deferred option: GM(E) informed that DOT (Finance) sought the details regarding the financial implication of deferred option. BSNL CO is going to ask the details from all the Circles/Administrative units by Monday. All C/Ss are requested to ensure that all the required informations are send by the units at the earliest.

2. Anomalies in pay fixation as per the BSNL pay fixation order: GM(E) informed that as discussed earlier the necessary clarification will be issued shortly. For those having increment on 01-01-2007, pay fixation will be done and then increment will be drawn in the revised basic pay. In the case of pay fixation for those who joined after 01-01-2007 in old 9850 scale, direction will be issued to protect the pay on pay fixation. The files are already sent to Finance wing by the Estt wing. 

19th    March 2009Pay loss in the case of JTOs recruited in the year 2005: The pay loss in the case of JTOs recruited in the year 2005 (joined after 01-01-2007) on implementation of pay fixation in E1 scale has been already brought to the notice of BSNL Management and requested immediate remedial action.

Benefit to JTOs recruited in 2001 and 2002:

On implementation of the Pay revision w.e.f 01-01-2007, JTOs recruited in the year 2001 will get their first Time Bound Promotion on 01-01-2007 itself instead of getting after six years as their pay will cross the minimum of SDE scale (Rs. 22500/-) on 01-01-2007 itself. Similarly JTOs recruited in 2002 will get their first Time Bound Promotion on the date of completion of four years service itself instead of six years as their pay will cross the minimum of SDE scale in four years. This can be implemented after notification of E1A and E2A scale. This may be brought to the notice of all the JTOs by the C Secs/ SSA Secs/B Secs

JTO(T) to SDE(T) DPC: Soft copy of the assessment reports from all the Circles reached BSNL CO. CR & SR from all the Circles except Chattisgarh Circle reached BSNL CO. DPC work will be started soon.

SDE(T) to DE(T) DPC: CR & SR from four Circles only reached at BSNL CO    (CHTD, QA, MH & HP) even though the last date was 15-03-2009. All other C/Ss are once again requested to expedite the process.

16th    March 2009A well organised & marvelous Seminar on “Marketing and Sales of BSNL Services” conducted by RTTC Branch Lucknow was held on 16.03.2009 in the presence of Com. S.L. Reddy CHQ President SNEA(I). Seminar was addressed by Chief Guest Sri Om Vir Singh, CGMT UP(E), Com. S.L. Reddy CHQ President, Sri H.R. Shukla, GM(O) UP(E), Sri S.P.Shukla GM(NC) UP(E), Sri B.B. Singh, Principal RTTC Lucknow, Com. R.C.Tripathi, Circle President, Com. Pallab Bose Circle Secretary, Com P.K.Shukla Area Secretary, Com R.S.Misra Branch President, & Com S.P.Singh Branch Secretary  RTTC Branch.

Seminar was attended by hundreds of comrades including PHQ office bearers Com. Dipesh Chand Shukla ACS, Com S.K. Mishra, Circle Treasurer and Com S.R.Yadav, Asstt. Circle Treasurer and many other senior comrades from different Unions & Associations.

In the Seminar, CS SNEA (India) reminded CGMT UP (E) about the quality of training especially on “Marketing”, “Sales Promotion” etc. to the executives of BSNL by professionals.

He also pointed out regarding E2 to E3 up-gradation promotion training of the executives of UP (E) Circle well in time.

5th    March 2009CMD has been kind enough to accord his approval to the new IDA pay scale in accordance to the orders recently issued by DOT. Formal orders will be issued tomorrow (ie. on 06-03-2009). We are thankful to CMD , Director (HRD), GM (Estt.) and BSNL Management for implementing the orders of DPE expeditiously on fixation of new IDA pay etc.

5th    March 2009

 GS along with AGS, Com Khan, met Director (HRD) to request him to cancel the transfer orders of 119 SDEs issued some months before on the basis of longest stay. Director (HRD), however, while assuring that he would direct GM (P) to take necessary action on these specific transfers, reiterated that longest stay based transfers would be eventually inevitable. GS, while broadly concurring with the view of Director (HRD), maintained that need based transfers can be considered in accordance to the conditions laid down in recently finalized transfer policy.

 GS was informed by GM (E) that action to be taken by the establishment wing of BSNL Corporate office to restore the seniority of 1966 TES Gr B officers in line with the decision already taken recently by the Management committee of BSNL was in the conclusive stage. With that, we expect the issue to be resolved.

 GS requested GM (SR), member of the committee constituted to resolve the anomaly arising out of order of 8th Feb.,08 issued by BW wing on ACP issue, to consider holding of the said order in abeyance till such time the committee finally decides the issue. GM (SR) assured that he has an open mind on this issue and would consider our request once the committee starts its deliberations. GM (SR) also assured that very shortly the committee constituted by BSNL Management to decide the issue of perks of absorbed executives in BSNL would start its deliberations. GS requested GM (SR), as member of the committee, to expedite the issue of finalization of perks as early as possible.  

4th    March 2009 WE are aware that the work relating to our seniority has been transferred from DOT to BSNL. Off late we have been receiving corrections in the seniority list from individuals/CSs with the copy of forwarding letter from Circle. In the forwarding letters the Circles are simply forwarding the letters of individuals without ascertaining the genuineness of their claims. Hence, Circle Secretaries are requested to ensure  following details with the concerned Circle offices before forwarding of individual's claim of seniority to BSNL CO.

4th    March 2009The issue to Conduct training in place of Simple accounts examination for Civil/Electrical was initiated and pursued by our AGS Com. Chandra Sekhar at ALTTC Ghaziabad as no decision has so far been taken on this subject. The same was already communicated to CGM ALTTC long back. Copy of the letter >>>>>>>>>
