31st  May 2006GS and AGS Com.A.A.Khan meet CMD to expedite the various pending issues. The CMD assured that

(1) The process for filling up another 550 STS posts by promoting SDEs to Adhoc STS will initiate immediately

(2) The report on perks will be cleared in the next Board Meeting. He also promised to consider our demand for date of effect of perks as 1-1-2005 in a very positive frame of mind.

(3) The proposal for manpower plan will be cleared shortly.

(4) Instructions have already been issued for considering the transfer of lady JTOs on compassionate basis.

The Association met Sr.DDG (Per) and requested him to expedite the process for promotion of JTOs to SDEs in Competitive quota. He agreed to start the process immediately. 
Association thanks the Management for promoting 399 SDEs to Adhoc STS. At the same time asks for the filling up all the remaining STS vacancies around 3000. >>>>>>>>>>>>>>>>>>>
Association's strong projections and incessant demands for the settlement of unattended and long pending issues irks the BSNL Management. 30th  May 2006GS meets Shri.Y.S.Bhave Chairman Promotion Policy Committee to request him to expedite the Promotion Policy Report. Shri.Bhave stated that barring the finishing touches the report is almost finalised. He would expedite the same once  he comes back from his tour out of Delhi.

Promotion of SDE (Civ) to EE (Civ) - Calling of ACRs and vigilance reports of 137 officers. Circle Secretaries are requested to expedite the matter. Order No.2-2/2004_AD (BW-III) dated 25-05-2006.>>>>>>>>
29th  May 2006Orders have been issued promoting 399 SDEs to Adhoc STS vide Order No.412-17/2006-Pers I dated 29-05-2006. >>>>>>>>>>>>. All officers have been accommodated in their respective Circles.
GS meet Director (Finance ) for clearing the perks report. Director (Finance) clears the report and send it to Director (HRD). He also assured that the same will be placed before the next Board meeting for approval.
27th  May 2006Land mark judgment by Principle Bench CAT  New Delhi  - Directs DOT Management to immediately fill up promotee quota in ITS for 2000 and 2001 and also to assess the vacancies (JTS) for the years 2001-02, 2002-03 and 2003-04  and immediately cause promotion of TES Grp 'B' officers to 50% of the vacancies. ( For details click here>>>>>>>>). The argument of the BSNL that these vacancies are unfilled because there is no outside recruitment by the UPSC in ITS was held untenable by the court. This is a major victory that will cause filling up of back log vacancies in promotee quota in ITS. The case was filed by SNEA comrades of Delhi. 26th  May 2006BSNL Board clears the syllabus for Competitive Exam.

26th  May 2006The Parliament amends the Indian Telegraph Act 1885. The term "Basic Telegraph Services" has been replaced by "Telegraph Services". This is understood to be ploy to extend the USO fund to the Private Mobile Operators also.

It is reported in the Business Line that the PMO has constituted a committee to work out the modalities for Unbundling of BSNL Copper Cables, not withstanding the objections raised by the Ministry of Communication & IT in this regard. >>>>>>>>>>>

These two disturbing developments have to be protested with full force. The organization at all levels to remain active, alert and geared up.

26th  May 2006The Director (HRD) issues instructions to his subordinate officers in the Personal Branch that the DPC for promotion of JTOs to SDEs should be completed before the end of June 2006. The efforts of the Association to hasten the process has been responded well by the Management. The Circle Secretaries may also put in their best to see that the CR reports are send in time. 26th  May 2006Syllabus for Competitive Exam expected to be cleared in today's board meeting. The effort of the Association to include perks in today's Board Meeting could not materialize due to the absence of Director (Finance) from the Head Quarters.

23rd  May 2006Perks - Director (Finance) is out of Delhi. Hence the efforts of the GS to meet him on 23-05-2006 on perks issue could not materialize. He is expected back on 25th  May. The Association will definitely meet him and apply sufficient pressure to move forward with the process.
23rd  May 2006Promotion of JTOs to SDEs - Sr.DDG (Per) informed the GS on 23rd  May that CR scrutiny reports has not yet received from even a single Circle. The Sr.DDG also requested the Assn. to use his good offices to expedite the submission of CR reports. Circle Secretaries may ensure that the DPCs not delayed further due to inaction from their part.
23rd  May 2006SNEA requests Chairman Telecom Commission to give his favourable report on 50% DA merger in IDA pay scale to enable the Government  come to a favourable decision on this matter. >>>>>>>>>>>>
23rd  May 2006GS addresses Chairman Telecom Commission to expedite the conferment of Nava Ratna  status  to BSNL. The Association highlights the considerable delay in implementation of the assurance too this effect in the Parliament. >>>>>>>>>>>
22nd  May 2006GS meets CMD and Director (HRD) to press further for promotion and perks. The CMD assured positive steps. he also assured that process for another 550 STS posts will be started immediately. The GS demanded that the report of the perks committee be placed in the Board meeting scheduled for 26 th May. The CMD assured that he will spoke to the Director (Finance) on this issue.
22nd  May 2006GS meets Shri. Y.S.Bhave to expedite the Promotion Policy report. Shri.Bhave took some more input on service weightage and said that the report is almost under finalisation and will be submitted soon.
20th  May 2006The Circle Conference of ASSAM Circle concludes successfully. In the Open Session on 20th May CGM NE Task Force , PGM (D) Assam Circle, Prof.S.Khanan Professor  of Business Admn Tezpur University, GM Tezpur , GS and AGS Com.A.A.Khan addressed. The new office bearers are Com. Suresh Bora  President, Com. Vivek Nath  Circle Secretary and Com. Bijay Singha  Treasurer.

19th  May 2006Promotion to Adhoc STS - Circle Secretaries ensure that the concerned Circles send the required details of the 130 Officers immediately as desired by the Corporate Office so that the DPC is not delayed any further. Order No.412-13/2005-Pers.- I dated 19-05-2006 >>>>>>>>

18th  May 2006Association represented by GS and AGS Com.A.A.Khan holds very detailed discussion lasting an hour with the Chairman Telecom Commission on Promotion Policy. Additional Secretary Shri. Y.S.Bhave was also present. All the contentious issues like Recruitment of Management Trainees, Service Weightage, Residency period of Civil/Electrical, Attendant conditions  came up for threadbare discussion. The arguments of the Association on all these issues were well received by the Chairman Telecom Commission  who assured appropriate instructions. The recommendations of the Committee will now be submitted shortly.

18th  May 2006Director (HRD) invited GS for discussion. The Sr.DDG (Estt.), Sr.DDG (Per), Sr.DDG (SR) and Jt.DDG (SR) were present. The following issues were discussed.

I . (1) Promotion of JTOs to SDEs- Seniority Quota - Reports on 1966 posts to be received only from J&K and Bihar. The process will be expedited with immediate effect after accessing the exact number of vacancies

       (2) Promotion of JTOs to SDEs- Competitive  Quota - The syllabus will be approved in the next board meeting.

        (3) Promotion of SDEs to Adhoc STSs. - The first installment of 550 posts will be completed and orders will be  released by the end of this month. The process for another 550 posts will commence soon.

II. Man Power Planning - Reports submitted. Likely to be placed before the next Board meeting.

III. Perks. - Report with Director (Finance). Will be submitted to the Board soon.

IV. Second ACP to Civil/Electrical etc.  - Sr.DDG (E) instructed to re-examine the issue based on the inputs and the arguments submitted by our Association.

V. Rotational Transfers - Orders will not be issued for rotational transfers.

VI. Adhoc SDEs of Civil/Electrical  will be regularised - Promotion of SDEs to EEs for 127 posts will be processed.

18th  May 2006GS addresses CMD BSNL to  fill up all the existing STS vacancies (nearly 3000) on Adhoc basis. >>>>>>>>>>

 

16th  May 2006CHQ President Com.S.L.Reddy, GS Com.G.L.Jogi and AGS Com.A.A.Khan meets CMD and press immediate release of perks orders. The CMD assured that appropriate instruction swill be issued. The second installment of promotion to Adhoc STS was also raised as an important item. The CMD issued instructions to the Director (HRD) to expedite the process for another 550 posts.
16th  May 2006GS met Director (Operations) to take up the issue of undue payments to NORTEL who failed to carry out the job as per the terms and conditions of the tender and also the failure of the system in the Southern Circles. Director (Operations) informed that instructions have been issued to utilise the standby circuit even before completion of AT to restore the service.

15th  May 2006CHQ President Com.S.L.Reddy and Com.GS met Addl.Secretary DOT Shri.Y.S.Bhave and held further discussions on finalising the Promotion Policy. He said that the final report is almost ready and will be submitted to Chairman Telecom Commission soon. All the issues of concern to us are being addressed almost in line with the demand of raised by us.

15th  May 2006GS met Sr.DDG (Per) who informed him that the DPC for Promotion to Adhoc STS has already started and the orders are expected to be released before the end of this month. He also assured that the DPC for Promotion of JTOs to SDEs will also be commenced soon and the promotion orders issued by the end of June. The syllabus for Competitive Exam is being placed for the next BSNL Board meeting for approval.

12th  May 2006SNEA meets DDG (SEA) Chairman of manpower plan Committee. The chairman pronounced that the report will be submitted within within 10 to 15 days. He also regretted the delay which he stated was due to the concern of the Committee to minimise the cut in the proposals sent by the Circles.
10th  May 2006GS meets Director (PLG & NS) and requests him to extent first and Second ACP to Civil /Electrical /Architecture etc. He was convinced by the arguments of the Association and assured that he would take up the matter with the CMD and Director (Finance) for expeditious orders.

10th  May 2006Details on abolition of 1966 SDE posts not received from Assam, Bihar, J&K and Chennai Telephones. Circle Secretaries please wake up and raise to the occasion. The delay is causing untold damage to our members in the entire Country.

9th  May 2006GS meets Director (HRD) to discuss about pending issues like perks, man power planning, DPC to Adhoc STS, DPC for promotion of JTOs to SDEs and promotion Policy. The inexplicable and unforgivable delay was explained to the Director (HRD). The Director (HRD) promises to expedite all the cases.

GS then met the CMD to highlight the above issues once again . He also agreed to pacen up the issues.

9th  May 2006GS meets Shri.Y.S.Bhave and requested him to expedite the Promotion Policy . He also supplied the amended Grp'B' Rectt. Rules which states that the promotion to Grp'B' shall be on "Seniority cum fitness" basis. Shri.Bhave assured expeditious submission of the revised report.

8th  May 2006GS hold extensive discussions with CMD BSNL on (1) Perks for Executives (2) Promotion Policy (3) Rotational Transfer to J&K and other tenure stations (4) Transfer of Lady JTOs on compassionate basis to home Circles.

On perks the CMD said that he would ask the Director (HRD) to submit the draft for the consideration for the BSNL Board immediately.

On Promotion Policy a lot of misgivings on major contentious issues were cleared and the CMD was receptive and understanding to the arguments and demands raised by the Association.

On Rotational transfer he promised to discuss the issues with Director (HRD) immediately on his return from Patna.

The CMD assured that those cases recommended by the CGMs would be implemented when the posting of new JTO Rectt is done.

8th  May 2006Com Sukhvir Singh AGS met DDG ( Civil, Electrical & Architecture) of DOT and held discussions on various matters pertaining to Civil, Electrical and Architecture.(1) Repatriation of JTOs/SDEs/EEs to BSNL from Postal wing. DDG informed that orders already issued to all those who have opted for BSNL. Left out  case if any may be reported through representation to Corporate office with one copy to the CHQ through their Circle Secretaries.( 2) Seniority list of SDEs/ EEs in Civil/Electrical wing - He informed that the list is already given to BSNL for circulation. Regarding the case for Architecture wing their interse - seniority  list of JTOs and SDEs have been provided to BSNL.

Later Com AGS met Jt.DDG (Civil), BSNL and he assured that the seniority list received from DOT will be circulated to the field units. Regarding DPC from JTO to SDEs (Civil) the DPC will be convened very shortly. For the DPC for SDEs to EEs the letter asking to forward ACR and Vigilance reports will be issued very shortly. Regarding posting of officers from Postal wing posting orders will be released very soon. Afterwards AGS met Jt.DDG (Electrical). He informed that the details for preparing the Seniority list of JTOs (Electrical) are received from field units and same will be processed at the earliest. Seniority list of SDE (Electrical ) is already under circulation in the field units. He informed that the  details regarding ST Commission case are received from DOT and the same is being forwarded to ST Commission for their consideration.

4th  May 2006Shri.Y.S.Bhave Chairman of the Committee for promotion policy invites GS for talks. In the detailed discussion that followed focusing all the contentious issues in the promotion policy recommendations. Shri. Bhave assured that all the issues will be settled very positively in our favour. There was particular reference to the recommendations of the Committee as three very good entries for functional promotion would also be scaled down to our satisfaction. The ground has therefore opened up for probable peaceful settlement since he also promised that the recommendations will be submitted to the chairman Telecom Commission very shortly.

1st  May 2006GS meets DDG (CA) and takes up issues on pension percentage on EPF of JTOs recruited in BSNL and Medical reimbursement on unlisted deceases. The DDG assured action on submission of notes on these issues by the Association. The Association will be submitting them shortly.
