|
BSNL with 3 lakh
employees could provide only 3 lakh connections in May, 09(till 20th
May) where as the monthly target is 25-30 lakh. In March, 09 BSNL
provided 25 lakh connections.
Attention of CSs and Office bearers:
List of missing cases in respect of JTO to SDE
promotion is available in our website from 25th, May. Kindly send the
report urgently and ensure that CGMs are sending the same to BSNL CO. |

Meeting
with DIR(HRD): GS and AGSs Com.
Khan and Com. Sebastin met DIR(HRD) and discussed the
following issues.
1. Gr.A
RRs: We strongly advocated
for the early promulgation of the Gr.A RRs and expressed our
apprehensions about any change in the RRs. Dir(HRD) assured us that
there should not be any iota of doubt in our minds about what has been
already agreed to and assured us that there will not be any change in
the features of Gr.A RRs and efforts are on notify Gr A RRs at the
earliest.
2.
E1A & E2A IDA paysacles:
Dir(HRD) informed us that E1A and E2A
were sent to DoT for approval along with E9A & E9B pay scales as a
consolidated case. Some objections have been raised by DoT in E9A and
E9B pay scales. Objections raised shall be responded and E1A and E2A
shall be delinked from E9A and E9B, DIR(HRD) assured.
. Posting
of JTOs in the new recruitment and consideration of Rule-8 transfers:
It was informed that due care is
being taken in posting of new JTOs to various Circles. This is being
done after taking into account all the outgoing and incoming JTOs under
rule-8 in a Circle and the new postings will be done on this formula.
Issues relating to females like
maternity leave, Child care etc.:
We conveyed our apprehensions that the
perks committee may take some more time to settle, meanwhile the matters
relating to our female employees like child care leave ,enhancement of
maternity leave as envisaged in 6th CPC may be dealt separately and
settled. Dir(HRD) was considerate on the issue and told us that we are
trying to settle the perks and allowances as early as possible but if at
all some delay is there than the matter can be taken separately and
settled.
5. TES
Gr.B competitive examination & accounts examination in the cadre of
SDE(C/E)/AEE: We apprised
him about the delay in conducting the TES Gr.B competitive examination.
More than 4000 vacancies are lying vacant. DIR(HRD) was of the opinion
that now onwards all the LDCE will be outsourced and efforts shall be
made to conduct the examination regularly through an external agency.
We also expressed our serious concern
about delay in declaring the results of the accounts examination and
DIR(HRD) directed PGM(IR) to make all the efforts to declare the results
as early as possible. |

Very Urgent
1.
The accommodation at Shillong is strictly
restricted to CHQ office bearers, Circle Secretaries & CWC members. The
host Circle is not at all in a position to accommodate any other office
bearer /observer /invitee due to serious constraints of boarding and
lodging.
2. The no. of CWC members should be
strictly restricted to the last paid quota to CHQ by the concerned
Circle.
3. The Circles who
have been paying consolidated quota to CHQ have not paid the quota to
CHQ since AIC at Vadodara. All the Circle secretaries should clear their
quota before CWC.
Only Eight Circles have confirmed their Participation for CWC Meeting
as on 18-05-2009

PGM(IR)
earlier promised to publish the results of Accts examination for
SDEs and AEEs by 15th May. However it is understood that since the
answer sheets not received from one official, the result is getting
badly delayed for more than 9 months. The issue is taken up with DIR(HRD)
as large number of Executives are deprived of their increments years
together. Similarly the results of JTO(C/E) to SDE(C/E) comp exam also
getting delayed.
Association met concerned officers in
the Estt wing and held detailed discussion regarding a) Pay anomalies of
the JTOs of 2005 batch b) pending Rule-8 transfers of JTOs from
different Circles especially KTK & GUJ and c) pay anomalies after
implementation of 2nd PRC as junior drawing higher pay than senior etc. |

JTO
to SDE promotion under seniority quota: List of
missing cases due to non
availability of ACRs / incomplete ACRs and VC missing are published. CSs are
requested to verify the same urgently and ensure that report such as
retired/promoted/not available/transferred to other Circle etc has to be
send to the BSNL CO without delay. A copy of the same may be sent to CHQ
also. If there is correction in the present Circle/unit, that also may be
intimated and ACRs has to be sent to BSNL CO for review DPC.

CS, MP Com. Majumdar along with Circle Treasurer & CWC
members met Dir (HRD) Shri Gopal Das on 17.05.2009 at 1100 hours. CGMT
MP Circle Shri R.K.P. Hinduja and GM (Admin) Shri Prabhash Singh were
also present. A memorandum was submitted to Dir (HRD).
Issues like early promulgation of Gr. A RRs & additional
recruitment in the cadre of JTO(C/E) were raised. Dir (HRD) replied that
the Gr. A RRs and regularisation of adhoc DEs are on the verge of
finalisation & another 150 additional JTO (Electrical) over and above
200 nos. of JTO(E) are being recruited.

Issue
related to option to continue in CDA scales till promotion/retirement: BSNL CO has issued orders
on
20.03.2009
asking for details regarding the option. CSs, SSA secretaries and CHQ
office bearers are requested to take note of the same and expedite the
process to get the details from all the DDOs at the earliest. The above
information is not received from any of the Circles. This is urgently
required to settle the issue.

3rd Circle Conference of Uttaranchal Circle at Pant Nagar.
3rd
Circle Conference of Uttaranchal Circle was held at Pant Nagar on 17th
and 18th May,09. GS addressed the delegate session in the morning of
18th May, explaining in detail all the important developments relating
to the career growth of our members as well as threatening situation
that Uttaranchal Circle is facing with regard to the growth of services
in Uttaranchal Circle. In the evening of 18th May, a nicely organized
open session was held which was addressed, besides GS, by CGM/Uttaranchal,
PGM Uttaranchal, GM(A)/Uttaranchal, GM/Nainital and GM/Almora. GS urged
upon the Management of Uttaranchal Circle as well as members of SNEA(I)
to stand up to the challenging task of bringing out Uttaranchal Circle
out of the terrible mess that it is in, in terms of its poor growth and
take concrete steps to focus on positive growth. Com Rajeev Chauhan, Com
Jai Vikram and Com P.K.Singh were elected as Circle President, Circle
Secretary and Circle treasurer respectively. |

On 12th May, Hon. Supreme Court stayed
the TDSAT verdict on allocation of spectrum beyond 6.2 MHz to the state
owned companies. This is a great relief for BSNL which already had
utilised the allocated spectrum for 2G/3G.
New organisational structure of BSNL

BSNL Board are redesignated as 1. DIR(Consumer Mobility), 2.
DIR(Consumer Fixed Access), 3. DIR(Enterprises), 4. DIR(HRD) and 5.
DIR(Finance). For faster decision making and greater financial
accountability, financial advisors are posted under the same Directors.
As per
the discussion held with GM(Pers) on 14-05-09, all the requests in the
comp. posting who had completed 5 years as JTO in the respective

Association
had a detailed discussion with GM(Pers) regarding posting of JTOs on
promotion to SDE under seniority quota. We demanded that all of them has
to be retained in the same Circle itself. We also requested to
consider all the requests for posting on promotion and the requests
which are not considered in the last comp. posting. The posting outside
the circles will be limited to tenure Circles just to arrange
substitutes for those who had joined in 2007 and completed their tenure.
Orders for 2045 JTOs are expected
tomorrow. |

Holding
of DPC / Screening Committee for Adhoc Promotion to STS ( 2nd DPC) - Calling
of ACRs and extending the Zone of consideration - OC and SC from
14551 to 16747, ST from 24495 to 27687.The ACRs of five years from
2004-05 to 2008-09 with soft copy of the tabulation to reach Corportae
office by 25th July 2009. Circle Secretaries to take special
initiative with their Circle office to complete the process in the
prescribed time frame.

State Executive Committee meeting of WB State Branch
GS addressed state executive committee
meeting of West Bengal State body on 11th May,09, apprising the
executive in detail of all the developments relating to the career
growth and growth of the Company. Later, towards the evening of 11th
May, GS addressed a well attended general body meeting at Kolkatta. An
interactive session with the participants of the GB meeting was also
held in which issues of absorbing nature were discussed. |

SDE (T) to STS promotion:
BSNL
CO issued letter expanding the zone of
consideration for the next DPC and called for CRs of another 468 SDEs.
The ACRs should reach the BSNL CO by 20.05.2009.
The inordinate delay in sending the ACRs by the Circles
resulted in the retirement of hundreds of SDEs without getting their
eligible promotion.

The required information sought by IR
section is not received from most of the Circles in Civil wing. However
in respect of Elect. wing all the Circles send the information and the
same already forwarded to IR section. Both C/E wing have 200 posts each. |

JTO(T)
to SDE(T) promotion orders for about 2500 JTOs may be delayed for a few
days as DIR(HRD) is out of country and will be back only on 11th May.
Clarification
issued regarding Bond, police verification etc. in the case of TTAs who
had selected as JTOs in the JTO-2007 rect. as departmental outsider.
Association was pursuing the case with Management at several levels.

Sri. Ashish Dey and discussed the transfers, promotions and postings in
different cadres of ARCH wing. |

AGSs Com. Chandrashekhar, Sebastin & Khan met PGM(BW) Shri
S.C.Mishra and drew the attention about the pending JTO(C) to SDE(C) DPC,
the tenure transfers and the letter received from ALTTC regarding
accounts examination. PGM(BW) responded to our requests positively and
assured us that he will try to settle the above raised issues by 15th of
May.
We also suggested to
find ways in implementation of computerised measurement book and on line
preparation of estimates. He appreciated our views and told us that he
is already seized of the issues and will ensure early implementation.
In the evening we have
come to know that the DPC from JTO(C) to SDE(C) is over. We are very
much thankful to Shri S.C.Mishra for prompt action.
In the evening GS along
with AGSs met Shri A.K.Purwar, GM(CA) about the pending ACP issue. Shri
Purwar is one of the member of the committee to examine the issue of ACP.
He was positive on the issue and said that as personnel branch has
already taken a decision on the one of the affected cadre and thus it
will help us in taking a decision which will be universally applicable
to the other similarly affected cadres.

addresses to CMD BSNL on Awarding of multi crore contracts regarding
implementation of “ERP” project in BSNL to M/s SAP through another
system integrator( SI ), black listed Software Company involved in false
billing at Gujarat Circle— Old wine in new bottles.

GS contacted CGM
ALTTC on phone and enquired about the delay in replying to the letter
issued by BW cell regarding conducting training instead of accounts
examination. CGM ALTTC Shri S.R.Aggarwal informed that the reply of the
same has already been sent to BW cell of BSNLCO one week before.
The same has reached
the BW cell of BSNLCO and very shortly the same training programme will
be approved by the competent authority and again will be sent back to
ALTTC for conducting the training. The proposal for JTO's simple
accounts is already sent to RTTC for the same. We are yet to receive the
same from RTTC, Nagpur.

Meeting with GM (Trg):
GS along with AGSs met GM(Trg) and discussed the process of
membership verification. We had a detailed discussion regarding
growth of BSNL and the role of Associations and Unions in that
aspect. He opined that Associations should keep aside the cadre
issues for at least next two years and focus fully on the growth
of BSNL as the next two years will be deciding the future of our
company BSNL. There is a sharp dip in the revenue as well as
profit during last year. We appreciated the views of GM(Trg).
Meeting with GM (SR):
GS along with AGSs met GM(SR), BSNL. GM(SR) informed us that BCG
has submitted some report regarding HR issues such as
promotions, recruitment etc. and the Management will be
arranging a meeting with the Association next week to have a
detailed discussion on the issue.
