BSNL - a carcass - surrounded by vultures
trying to extract their pound of flesh.
PM’s efforts to
revive BSNL derailed on expected lines – Progressive reforms of Pitroda
virtually dumped.
While Hon’ble PM
would be a little disappointed to find his sincere efforts at revival of
BSNL not bearing fruits, Sam Pitroda would not be even a bit for he knew
pretty well that, come what may, his reforms, even the progressive ones,
would be jeopardized. He knew fully well how political masters,
bureaucracy, and, to say the least, BSNL board, would respond to his
revival plans. We too were more or less sure that a systematic campaign
to derail the revival plans would immediately start after the submission
of the report, and no rational person genuinely and sincerely concerned
at revival of BSNL is at all astonished to find a formidable anti
Pitroda opinion coming into force instantaneously and the report
gathering dust.
Look at the
performance of judges in DOT taking a final call on the report – those
who miserably failed to deliver in highly potential circles, both
qualitatively and quantitatively, and, ironically, are occupying
positions of eminence in telecom commission just because of non
existence of even a mediocre performance evaluation mechanism in BSNL.
They failed to deliver as leaders in potential Circles because of
complete lack of perspective, decision making capabilities and capacity,
vision, leadership qualities and what not. And Pitroda knew that his
report would be evaluated by this stuff only, stuff that just does not
know what present era of telecom is and how to step into this world.
Political interference also expectedly
took its toll. Officers of BSNL entrusted with the job of evaluating
feasibility of adopting Managed Capacity and Managed service models in
BSNL were summarily asked to pack their bag and baggage because they
tried to look at the whole issue of procurement in a positive frame, and
in the best interests of BSNL, without getting influenced and bogged
down by vendor considerations. These upright officers forgot for a
moment that they were evaluating a mechanism in an Organization driven
by vendors, and naturally had to pay for such a lapse. Crucial
procurement reform of managed capacity and services is thus consigned to
flames by forcing these officers to take asylum. We have seen this
happening in 2007 also when another upright officer also dealing with
procurement of GSM was axed and have had to leave the organization. BSNL
management never had the spine to defy and confront political diktats,
nor will they have in future. That is where Pitroda feels the necessity
of handing over the reins of BSNL to a towering and eminent personality
having the audacity to tell political masters to keep their hands off
from the affairs of BSNL in a manner late Subhir Raha who is today a
model of CPSU leadership did and took SAIL to new horizons of glory.
Secy/DOT in his
capacity as the head of bureaucracy in DOT and member of the committee
has an incumbent and fundamental responsibility to push through the
reforms and not get bogged down by opinion and considerations of those
having virtually no vision to look at the new world of telecom and
nothing at stake. In his capacity as member of the Committee he should
be conscious of the basic fact that he stands committed to taking hard
initiatives and tough decisions for successful implementation of the
badly needed reforms. Pitroda and Deepak parekh luminaries in their
respective fields firmly hold the opinion that BSNL is gasping for its
last breath, and putting it on ventilator in an ICU like deciding to
procure 5.5 m GSM lines is only going to delay its final burial. Its
revival needs imminent drastic surgery, and that means quickest
implementation of radical reforms.
PM’s serious and timely initiative of
restoring the health of Country’s pride Company cannot be defeated on
the flimsy grounds of this and that, DPE and PESB, and all that is
irrelevant when it comes to competing in a market driven economy, and
that too in a sector that is witnessing fiercest and unprecedented
competition. That is what has prompted PM to ask a man of qualitative
eminence in telecom to step in and come out with a comprehensive
blueprint. Having come out with a roadmap, PMO should directly either
step in to oversee the implementation of revival plans or else ask
Pitroda and Deepak parekh to get totally involved in implementation
process. Otherwise, BSNL, the carcass that it is at the moment, would
continue to be hounded by vested interests of all kinds, each trying to
extract his pound of flesh till it is reduced to a complete skeleton. |

Meeting
with Secy/DOT on 26th May,2010.

Khan, met Secy/DOT and discussed following issues.
A)
Procurement of 10 m GSM
lines as decided in the meeting with MOC&IT:
We reminded Secy/DOT about the
commitment made in this regard recently and took strong exception to
short term measures of BSNL Management to procure just 5.5 m lines when
the sector is growing at 20 m lines per month. We pleaded with him to
intervene to get in place a viable and quick procurement mechanism in
BSNL. However, Secy/DoT said that procurement policy is a matter for
BSNL to decide and DOT is unlikely to intervene in this process. When we
pointed how how and in what capacity M(T)/TC has been entrusted with the
job of deciding procurement issues of BSNL, Secy/DOT was quite
unconvincing. Finally, secy/DOT asked us to hammer out this issue with
BSNL management.
B)
Revision of Pension:
Secy/DOT clearly informed
that it is not possible to work out mechanism for increase in pension on
IDA since the rules of the government do not permit such a revision.
Despite our firm pleading that it is possible to built in such
provisions, Secy/DOT maintained his ground and informed that a mechanism
for quantifying the increase in pension equivalent to CDA is being
worked out and very shortly a Cabinet note on these lines will be sent.
C)
ITS absorption:
Even though Secy/DOT informed that positive action is being taken
to resolve the issue, yet he asserted that he simply cannot repatriate
ITS officers and leave BSNL high and dry. When we reminded Secy/DoT that
administrative ministry has to enforce the decision of government on Its
absorption, Secy maintained that it will be done. When we pointed out
that BSNL should immediately recruit 300-400 officers at the SAG level
from IITs/IIMs, he said we must hammer out this with CMD and
Director(HRD), and if they mean business this can be done quickly. He
advised us to discuss this issue only with CMD and Director(HRD) only,
and assured us that if BSNL board decides to recruit officers at SAG
level directly, DOT will not come in their way.
However, as far as SNEA(I) is
concerned, we find Secy/DOT not as much serious and committed to resolve
the issues as he sounded in the meeting with MOC&IT. Generally, we found
him to be evasive and non committal. We shall have to very closely
monitor developments on these important issues of viability of BSNL and
maintain complete Organizational preparedness to get them resolved as
quickly as possible and to our satisfaction. |

Meeting
with Director (HRD) on 26th May 2010.
Issues relating to MH(Amravati),
Rajasthan and Orissa were discussed. We also emphasized that tenure of
the officers posted in LEH & SRINAGAR whose orders were issued before
declaring LEH and SRINAGAR as one year tenure, should also be considered
as one year only . Director HRD assured that the same will be considered
as a special case. |

Highlights for the month of May '2010:
1. Promotion
to STS (Regular):
The process of regularization in STS against about
2730 posts has started after CMD cleared the proposal due to sustained
and untiring efforts of the United forum of BSNL executives, thus paving
the way for implementation of BSNL MS RRs finalized because of committed
and relentless efforts of United forum o BSNL executives. For the first
time in the history of erstwhile DOT and BSNL, such a remarkable
breakthrough has been achieved due to strenuous and combined and focused
pursuance by united forum of BSNL executives. Young Comrades can surely
look forward to becoming GMs and above through the provisions of BSNL MS
RRs in the days to come and that would be a matter of great pride for
all of us. This achievement underlines the great importance of
struggling together to resolve very complex issues which could not be
addressed for decades together in DOT/BSNL. We yet again take this
opportunity in conveying our deepest sense of gratitude to Director(HRD)
for his total involvement to comprehensively resolve this issue by way
of putting in place a sound mechanism of career growth for executives in
the form o BSNL MS RRs.
2. DE to STS(adhoc):
The case filed by a few comrades of J & K circle to stall
adhoc DPC from SDE to STS in Hon'ble High Court of J & K has been
dismissed on 20th May 2010. It is significant to mention here
that because of combined impleadment of United forum of BSNL executives
the case got dismissed, thus setting in motion process of holding of DPC
for promotion to adhoc STS likely to be completed by the end of June,
2010.
3.
ACP:
Orders for extending the benefit of ACP on upgraded scale to
the Executive cadres of Civil/ Architect/ Electrical/ Telecom Factory
and CSS/CSSS etc issued vide 15-70/2007-pers.11dated 20th May
2010 after rigorous and painstaking efforts of the united form of BSNL
executives.
4. JTO(T) to SDE(T) DPC:
a.
The E/L is circulated by BSNL CO vide letter dated 28th
April’10. Errors / Omissions have to be communicated to BSNLCO latest by
10.06.2010. ACRs for the years 2003-04 to 2007-08 has to be kept ready
in the Circle office.
b.
MH, NTR, UP(W), RAJ, WTR, WB, Jharkhand, Karnataka, A & N,
NE-I, ETR, IT Pune, NCES and Kolkata Telephones Circles are yet to send
the roster information pertaining to SDE(T). This information is
urgently required in personnel Branch of BSNL CO, New Delhi. CSs are
requested to pursue the matter in the respective Circles. This will help
us in calculating the no. of vacancies for the year 2008-09 and 2009-10.
5.
Adhoc JAG in Telecom(F):
Adhoc JAG promotion order issued for 269 Executives in
Telecom Finance wing issued vide order dated 28.4.10.
6.
LDCE promotion
to SDE(BW): Promotion orders for 64 no. of JTOs(Civil) to the post of
SDE(Civil) under LDCE quota were issued by BW cell on dated 10th
May 2010.
7.
Draft
New Norms in BSNL: Corporate Restructuring Branch of BSNL CO has circulated a
draft proposal for deciding new Norms for creation of posts in the cadre
of executives and non-executives in BSNL. The draft proposal envisages
abolition of, 19000 JTO / JAO posts, 6500 SDE posts, 160 CAO posts and
70 DGM(F) posts and creation of additional 30 SAG and 100 HAG posts. We
out rightly condemn this diabolical move of the so called consultants (BCG)
which is just mean to broaden the promotional avenues of ITS and killing
the promotional avenues of JTOs which constitute the real backbone of
the Organzation. The proposal is not only irrational but tries to build
an inverse cadre pyramid hitherto unknown to experts involved in
meticulous manpower planning, deployment and it optimum utilization. A
vigorous campaign against so called BCG consultants is called for to
defeat their hidden agenda lock, stock and barrel. We shall have to
maintain utmost organizational preparedness to defeat such sinister
moves. Detailed response to the draft proposal, even though not required
shall be submitted very shortly.
8.
Update on 78.2% IDA:
A committee under the Chairmanship of Sh. S.D.Kapoor, ED/Finance,
with GM(SR) and GM(Estt.) as members, has been constituted to examine
and decide on the issue of merger of 9.4% in accordance to orders of DPE.
The committee has been directed by CMD to finalize its report in a time
bound manner.

ITS absorption: Cabinet notes on issues of ITS absorption and pension revision in
final stages before being sent to the nodal ministries for their
opinion. |

Circle Conference of Chennai on 18 th /19 th May, 2010:
SNEA(I) Chennai held its IV Circle Conference at 'Infosys
Hall' on 18-19 May 2010.On 18th May 2010 Com.
M.H
Gombi, AGS, inaugurated delegate session. Com Sebastian AGS addressed
the delegates.In the evening a spectacular and brainstorming open session was
inaugurated by Shri Kuldeep Goyal CMD BSNL. The
theme of the open session was
"SNEA(I) dedicates the year 2010 for BSNL
growth and Development”.
Other dignitaries who graced the unique open session were Sri A
Subramanian, CGM Chennai Telephones, Sri Rajagopalan, Ex CMD MTNL, Dr
Srinivasa Raghavan, ex Secy DOP, Sri Shantilal Pandya President Madras
Merchants and Manufacturers Association along with GS, Com W Seshagiri
Rao Veteran Comrade, Com S L Reddy, CHQ President, Com M. H Gombi, AGS,
Com Sebastian AGS, Com. Rajan, Com H Muthu CHQ Treasurer, Com Asokan CS SNEA(I) TN,
Com Jones Samuel Raj CS AIBSNLEA Chennai. Com M Munuswamy President
welcomed all. Com S Venkataraman, CS, presented key note address. More
than 600 comrades attended and the hug hall was simply overflowing.
Sri S.
Rajagopalan in his address highlighted the importance of human resources
and strongly opposed the move to send lakhs of BSNL employees out of
BSNL and hiring manpower through outsourcing. He explained the
constraints within which BSNL officers have to work and suggested giving
freedom to BSNL Management to act and decide.
GS in his
address profusely thanked CMD for helping in formulating progressive
promotional policy and breaking the bottle neck in the promotional path
of executives. He also thanked Director HRD who was instrumental in
finalising the promotional policy based on our suggestions. He stressed
the need for reforms at management level by quoting extensively Dr
Chubey, an eminent CPSU expert. He highlighted the importance of some
progressive recommendations of Sam Pitroda committee and highlighted the
need of implementing progressive reforms urgently to bring BSNL out of
serious crisis. He appealed to executives to focus on quality of service
which alone will ensure growth and survival of BSNL. He appealed to CMD
to decide the issue of additional IDA merger.
CMD in
his address extensively highlighted the efforts he is taking to take
BSNL towards right path and appealed to executives to give their best
in improve quality of services and customer interface. He noted with
concern the poor performance of Chennai Telephones recently in wireless
segent and urged Chennai executives to work relentlessly to bring
Chennai back on top. Dr Srinivasa Raghavan mesmerised the audience with
his powerful and thought provoking address. Sri Shantilal Pandya
appreciated the services provided to merchants of Chennai and requested
to give more time for payment of bill from date of issue and also raised
some other important issues of users.
The open
session was indeed unique in many ways as it is the first Circle
conference of Chennai attended by CMD and first time that many outside
stalwarts addressed the open session. Com V. Sunder CWC Member proposed
vote of thanks.
On 19th
May 2010:
GS addressed the delegate session and in his motivating address
narrated the historical background of SNEA studded with challenges and
struggle. He appealed to young comrades to join main stream and launch
future struggles from formidable foundation of SNEA(I) to secure and
fulfil their genuine career aspirations and ensure viability of BSNL.
GS also appealed to young Comrades to relook at the important and
crucial issue of consolidating unity of executives in a much wider
perspective to meet future emerging fierce competitive challenges.
Com N Chittibabu, Com A Shunmugasundararajan, Com Tamilvendhan were elected
unanimously as President, Circle Secretary and Treasurer. Three BSNL
recruited JTOs were elected as office bearers in the new Circle body.

25th May, 2010:

other CHQ office bearers, GS and AGS, Com A.Khan, met CMD and had
extensive discussions with him on following issues.
A)
Procurement of 10 m GSM lines for Eastern and Northern regions:
We strongly opposed the move of reducing procurement of GSM lines from
10 m as assured by MOC to 5m decided by BSNL board. When the sector is
growing at such an unprecedented rate of about 20 m per month, deciding
to procure 5m lines for Northern and Eastern region is just peanuts and
reflects the outlook f the Management. We strongly pleaded that a
comprehensive long term procurement policy should be decided by BSNL
management instead of resorting to short cut and temporary procurement
measures which are not going to help BSNL grow and compete. CMD assured
that he would reexamine the whole issue in the context of assurance
given by MOC to procure 10 m lines immediately.
B) Merger of 9.4% IDA:
We reminded CMD that MOC very clearly
directed BSNL Management not to resort to any discriminatory policy in
the matter of payment between absorbed and unabsorbed employees, and,
seen in that context, there is absolutely no need to constitute a
committee to resolve the issue. The orders of DPE regarding payment of
additional 9.4 % IDA in accordance to the orders of DPE should be
straightaway implemented, we pleaded. However, after lot of discussion,
CMD assured that he would direct the Chairman of the Committee to decide
the issue in a time bound manner and ensure that it is resolved at the
earliest.
C) IITS absorption and revision of Pension: CMD informed that as far
as his knowledge goes, Cabinet note on both the issues is in final
stages. However, CMD advised us to meet Secy/DOT to get exact
information on the contents generally incorporated in the proposals on
both the issues. We are trying to meet Secy/DOT to get exact information
on these crucial issues. |

GS's tour of Kerala from 11th
May to 16th May, 2010.
12th May, 2010:
GS attended the Divisional working committee
of Trivandrum SSA at 1500hrs at SNEA Bhavan and explained the
landmark breakthrough in the promotional avenues of executives in BSNL.,
both functional and non functional. GS also highlighted strenuous
efforts of the Association in streamlining the LDCE for promotion from
JTO(T) to SDE(T) against about 5000 vacancies thus providing a fast
track promotional avenue. Vacancies of 2009-10 also are included to
raise the number of vacancies to about 5000. In the qualifying quota
also vacancies for the year 2009-10 has also been included thus
increasing the vacancies to about 2200 against 2/3rd quota.
Regular promotion to 2700 STS posts also is in progress, GS had a very
fruitful interaction with members of the executive and cleared all the
doubts and queries about cadre related issues and the viability of BSNL.
GS congratulated the Comrades of TVM SSA for their active participation
in the April 20th strike especially at the Circle Head
Quarters .
12/05/10 BSNL EU AIC at 1800hrs
: The
General Secreatry (SNEA(INDIA)atteneded the SEMINAR “ CHALLENGES FACED
BY PSUs WITH SPECIAL REFERENCE TO BSNL” in connection with the AIC of
BSNLEU at Trivandrum and called upon the workers to be ready for
continuous struggles for safeguarding the interest of our
beloved Company and other PSUs in India.
Com. Tapan Sen, M.P. and G S, CITU called upon the workers to continue
sustained struggle against anti-worker policies of the Central
Government and improve the quality of service in BSNL for getting
popular support for struggle on issues of viability of BSNL.

S.R. Kapoor, Executive Director (Finance), Sh K. S. Srinivasan, CGM,
Kerala and also leaders of sister Associations/Unions, Com Prahlad Rai,
Com V. Subburaman, Com. Suresh Kumar, Com K.K. Gopakumar, Com Siva
Sankaran and others addressed the seminar. The seminar was inaugurated
by Shri Kodiyeri Balakrishnan, Hon’ble Minister of Home & Tourism.,

13/05/10 CEC Meeting :
In the CEC meeting of Kerala held at Ernakulam the General Secretary
explained in detail the importance of the agitation held on 20/05/10
against the policies of the GOI and a non-performing Management. He also
indicated that such struggles of a more continuous nature would be
required to safeguard the interest of our beloved Company. The General
Secretary also explained in detail about how the discrimination suffered
by the JTOs and Executives promoted there from since more than three
decades. The breakthrough made in almost all cadre issues and pay scales
have been achieved through sustained struggles. BSNL MS R/R has ended
the misery of the Executive cadre changing the integration level from
the constricted JTS gate to the JAG level. 30% fitment, 2005 JTOs’ pay
anomaly, regular STS promotions, JAG promotions , LDCE for fast track
promotions to young JTOs, MT recruitment for younger generation etc etc
are few of the several achievements . E1A and E2A pay scales is perhaps
the only major pending issue which is also being pursued with all the
attention required, with positive breakthrough expected shortly.
General secretary stressed the need for educating all our members about
the success on the various issues particularly after the formation of
SNEA(India). General Secretary replied to all questions and queries of
CEC members, Com Seshagiri Rao, AGS, Com M.H.Gombi and Jt Secy(S), Com
Rajan, also addressed the CEC meeting.
14/05/10 at
ERNAKULAM .1030HRS :THE SNEA BHAVAN
CONSTRUCTED BY THE ENTHUSIASTIC COMRADES OF ERNAKUlAM SSA WAS
INAUGURATED BY GS and Veteran Leader Com W. Seshagiri Rao. Com M.H.
GOMBI. AGS, Com R. Rajan .Jt Sec. South and other Circle leaders were
also present. The inaugural meeting was held at POC , Palarivattam ,
Kochi , under the Presidentship of Com T. Issac (Ex Jt Sceretary South )
Chairman, Building Committee, and a pioneer in formation of BSNLEA in
KERALA Circle along with Com KD Sebastian. The report of the building
construction was presented by Com George Verghese. Com P.L. Francis
welcomed the audience.
Farewell to Com
K.D Sebastin and other SNEA members of ENK SSA : The day was marked by an
emotional farewell to Com K.D Sebastian our Circle President, who is
superannuating from BSNL service on 31st May 2010. GS in a
very candid narration explained the monumental contributions made by Com
KD Sebastian to both BSNLEA and SNEA(India). He remembered how Com K D
Sebastian played a very huge and vital role in building up the BSNLEA
particularly during the initial difficult days as well as for the
formation of unified SNEA at Kanyakumari and in his dignified and
exemplary role as Kerala Circle President ever since. He was extremely
helpful in the functioning of CHQ extending the most valuable assistance
during the entire period. His efforts in streamlining and building up
the Association in Kerala Circle and the country as a whole are more
than praiseworthy. He is a man of extraordinary caliber, sincerity and
uprightness. His courage and fearlessness to highlight and fight
injustice and unfairness has been exemplary. The courage with which he
stood up against the vindictive actions of the Administration
particularly against highhandedness against our comrades in ALP SSA is
beyond words. Com W.Seshagiri Rao, Com M.H. Gombi AGS, Com, R. Rajan, Jt.
Sec South also shared similar sentiments along with other Circle and SSA
leaders like Com N A Abraham, CS , Com T. Issac, Com George Varghese
etc.
15.05.2010: Thanks giving

In a function
organized and hosted by Com K D Sebastian on 15th May in YMCA
Auditorium EKM the dais comprised of Sri. Charley Mathew GM MS, Sri. N.
Haribabu, GM EKM SSA, Sri. Vinod Abraham GM MS, Sri B. Sunil Kumar GM MS
along with our CHQ office bearers, GS, Com. W.Seshagiri Rao, Com. .M.H.
Gombi, AGS, Com R. Rajan, Jt. Sec (S) and Prof Dr. S. Kannan, Head of
the Dept of Chemistry, University of Calicut and Sri. Jojo Peter, GM
Cochin Shipyard. An overflowing audience comprising of the friends and
well-wishers of Com. K D Sebastian, all expressing their warmth and
sincerity, was uncontrollably mammoth numbering around 1000, indicating
the huge popularity enjoyed by our beloved Comrade. Representatives of
the Association from all parts of the Circle attended with rare
enthusiasm. All the GMs and other Speakers were unanimous in applauding
the remarkable and exceptional achievements worked out by him on the
official fronts. They were univocal in stating that he was instrumental
in a very fast launch of 3G in Kerala Circle. His great contributions as
DGM Plg. EKM SSA were also remembered with great fervor quoting the
relevant statistics to support his unique performance. They also very
enthusiastically stated that he never mixed official work with
Association activities despite the splendid performance on both fronts.
Our leaders were equally appreciative and stated that it was quite
unparalleled for a DGM-ranked Officer to be a top leader of the
Association. The exemplary skill with which he successfully balanced
both without compromising either was an extraordinary act of brilliance.
Our GS was quick to point out that the statements made by the GMs with
all supporting stats were clear proof that a promoted officer could
excel in high-ranking posts as well.

We deeply mourn the sad demise of veteran
Telecom trade union leader Comrade Moni Bose who valiantly led the
struggle for securing and protecting the legitimate rights of Telecom
workers in India. We convey our heartfelt condolences to the thousands
and thousands of comrades of BSNL employees Union through out the
country and the family members of late Com. Moni Bose. We pray to the
Almighty for peace of the departed soul. |

the roster information pertaining to SDE(T). This information is
urgently required in personnel Branch of BSNL CO, New Delhi. CSs are
requested to pursue the matter in the respective Circles. |

In Agra, & Noida SSAs of UP(W) circle, a
good no. of JTOs and SDEs have joined SNEA(I). They along with our
CS, UP(W) met our GS at New Delhi on 10th May '10 and apprised of their
grievances like pending E1A/ E2A Payscales, EPF, first TBP in four
years, matters relating to LDCE etc. GS welcomed them and assured them
of all possible help and directed our CS, UP(W) to resolve
their grievances relating to Circle at Circle level also. |

GS writes to Shri. T. K. A. Nair, Principal
Secretary to Hon Prime Minister for swift action to bring BSNL out of redundant
PESB domain to facilitate induction of quality professionals at top in tune with
recommendations of Pitroda – putting on hold selection of CMD/board directors
through existing obsolete mechanism.

Assn
met GM(Estt) and discussed the issues related to JTOs recruited from TTA cadre
as departmental outsider. Their past service, leave,
salary and TA/DA during training period instead of stipend, EPF etc has to be
settled. Earlier we met Member (Services) and DDG(Estt) of DoT in this regard
and requested to give suitable clarifications to the queries made by BSNL in the
case of TTAs recruited by DoT. DOT has already replied positively to the queries
as we requested. Further Assn pursued the case with Estt and EF section of BSNL
for issuing suitable directions to the field units. We requested GM(Estt) to
issue the instructions immediately as the training for 2008 batch is already
started. GM(Estt) assured that instructions will be issued
shortly. |

United Forum of BSNL Executives of
Banglore TD successfully reached an agreement with the Management on
implementation of transfer policy. Earlier UF served notice for trade
union actions to the Management for the violation of settled Transfer
policy. Congratulations to the Comrades of BGTD,
Com R B Joshi, D/S BGTD, Com S B Nagavi, CS/KTK, Com M H Gombi, AGS.

A meeting of SNEA(I), ERP District Branch
at Ghaziabad was held on 6th May 2010. This was arranged in
coordination with the our ALTTC Branch at Ghaziabad. The main
agenda of the arranging the meeting was to listen to the
grievances of the Comrades who have joined in ERP project from
all corners of the country and are plagued by all sorts of
problems relating to logistics, lack of proper amenities etc.
The meeting was chaired by Com. Verma, President of ALTTC
District and attended by AGSs Com. Khan & Sebastin, Com. G.K.Das,
CS BSNLCO, Com. A.K.Jha, District Secretary ALTTC, Com. Sanjay
Bishnoi Ex- CS, JTOA(I) UP & Com. Swarnkar,
DS, AIBSNLEA, ERP(Ghaziabad).
The CHQ office bearers
took note of the problems faced by the comrades of ERP and
assured of all possible help.
It was also emphasized that all possible steps should be
undertaken to make this ambitious ERP project a big success. The
comrades at ERP were also apprised of day to day developments
taking place at CHQ level. Com. Pramod Sharma
(9412714949), Com. Bhagat Ram (9412780055), &
Com. Ashok Kumar were unanimously elected as District President,
District Secretary & District Treasurer respectively. Com. Bhagat Ram elaborately touched all the problems relating to ERP
project & requested all the POC sites to send the data as per
the templates at the earliest to ERP data Centre Ghaziabad in
order to complete the project in time. |

Meeting
with GM (Pers): GS aong with both
AGSs met GM(P) on 07.05.10 and discussed:
1) Regular promotion to STS (Telecom):
Since ACRs are already collected from the Circles, we
requested to complete the DPC at the earliest. GM(P) assured that immediately on
the receipt of fresh VC, DPC will be held and promotion orders will be issued
for all the posts.
2) JTO(T) to SDE(T)
promotion under seniority quota: All India Eligibility
list is published. ACRs called for conducting the DPC for the vacancy year
2008-09 and the process will be completed by July. Assn demanded the inclusion
of 2009-10 vacancy also so that DPC in JTO to SDE cadre will become current.
After detailed discussion it is decided to include the vacancy for the year
2009-10 also. For this ACR for the year 2008-09 also will be called for.
3) Pending request
transfers in the cadre of SDE / DE:
We requested to consider all the remaining request transfers in
SDE / DE cadres. GM(P) assured that remaining cases will be reviewed next week
and orders will be issued. |

Promotion from JTO(C) to SDE(C) under
LDCE quota:
Competent authority cleared the promotion orders and sent the file back
to PGM (Civil). Orders are expected shortly. |

We
are extremely grateful to respected CMD/BSNL for clearing the proposal
of regular promotion to about 2500 regular STS posts in accordance to BSNLMS RR. We are also equally thankful to Dir(HRD) for issuing
instruction to GM (Pers) to expedite entire process of regularization .

started getting visible with this important step. |

Order
of removal of ACP anomaly likely to be issued within a couple of days
since respected CMD/BSNL has approved the file.It has to be extended to
all similarly placed cadres,in addition to those which were considered
and recommended by the committee.

SNEA(I) condemns the action of DOT by creating last minute hurdles by
imposing unwarranted and highly ambiguous pension riders on the wage
revision of non executives of BSNL and thus stalling issuing of orders
on their wage revision. SNEA(I) extends
complete support for the organisational actions by Non-Executives

met CMD, BSNL on 5th May, 2010:
GS had
a one to one meeting with CMD lasting over 45 minutes in which, besides
other issues, major issues of improving the financial performance of
BSNL were discussed. CMD is of the firm view that BSNL should
immediately adopt managed services model since it is already adopted by
all service providers and its adoption by BSNL will give it a strategic
edge in terms of enhancing its revenues by about 10% without really
impacting the workforce involved in maintenance of GSM services.
Extremely poor maintenance of GSM network has lead to deterioration of
quality of services and adoption of managed services model will
undoubtedly improve quality of services, CMD maintained. There is a
drastic need for BSNL to embrace sweeping reforms in terms of
restructuring of the entire set up to make it responsive to the emerging
competitive challenges, CMD feels. Trade unions in BSNL need to revisit
their existing stand on various crucial issues so as to make BSNL a
vibrant business model, CMD is of the firm opinion, and further
mentioned that BSNL should get freedom from bureaucratic red tape of
DOT, CVC, CAG etc whose unwarranted interference from time to time has
greatly impeded the growth of BSNL by not allowing it to take policy
decisions relating to business. Most of the time of BSNL management is
consumed because of uncalled for interference from these agencies. GS,
while broadly endorsing the views of CMD on quick implementation of
progressive reforms, made it abundantly clear to CMD that non resolution
of absorption issue of ITS is one of the major reasons for its extremely
dismal performance and strongly pleaded with him to take very swift
action to recruit DGMs and MTs so that BSNL starts the process of having
a management entirely belonging to the Company in due course of time. GS
also categorically informed CMD that ITS officers are intentionally
derailing the efforts to induct middle level management belonging to
BSNL so that they continue to blackmail DOT in the event of their
repatriation to DOT.
Besides following issues were discussed.
A)
Payment of IDA @ 78.2% wef 01.01.2007:
CMD said he holds a very positive opinion on settling this issue.
However, some kind of mechanism could be worked out to reduce the impact
of this increase on finances of BSNL. GS requested CMD to direct the
concerned officers to immediately initiate a discussion on this issue
with the concerned Associations/Unions so as to reach a consensus. CMD
assured very soon serious discussions on this issue would commence and
expressed optimism that some kind of mutually acceptable settlement is
possible on this issue.
B)
Regularization of 2500 adhoc STS:
We informed CMD
that the
issue is being
unnecessarily delayed and the entire effort of finalization of BSNL MS
R/Rs is getting defeated. However, CMD informed that the entire process
of regularization of Adhoc STS would be completed very soon in view of
latest clarification received from DOT on the issue, and directed
Director(HRD) to immediately start the process of regularization.
C)
Recruitment of DGMs/MTs:
We informed CMD how the process of recruitment of DGMs and MTs is being
deliberately derailed by finalizing eligibility conditions in such a
manner so as to give scope to people to go to Courts to stop the
process. However, CMD informed that a committee to expedite the process
of recruitment of DGMs/MTs and other connected issues has been
constituted. We requested CMD to include the representatives of the
concerned Associations to break the stalemate. CMD readily agreed to
include representatives of concerned Associations in the committee to
expeditiously sort out the issues. |

writes to Secreatry, DoT on
Procurement of obsolete cordect technology by BSNL
– seeking his personal intervention for
taking
appropriate action as directed by CVC on our complaint.
