Relentless pressure from SNEA / NCOA / COORDINATION COMMITTEE OF OFFICERS’ ASSOCIATIONS OF CPSUs ( viz. Telecom, OIL, Power Sector, BHEL officers and Executives Associations), Government of India appoint Pay Revision Committee for officers in CPSUs under the Chairmanship of Justice M. J. Rao, Retired Judge Supreme Court, Dr. Nitish Sengupta, Economist and former member-secretary, Planning Commission, Shri P. C. Parakh former Secretary, Department of Coal and Shri R.S.S.L.N.Bhaskarudu, former Managing Director, Maruti Udyog Ltd. and former Chairman, Public Enterprises Selection Board will be the members of the Committee. Secretary, Department of Public Enterprises will be the ex-officio Member and Joint Secretary, Department of Public Enterprises will be Secretary of the Committee. The Committee will give recommendations on the pay structure, considering the changes that have taken place in the emoluments of similarly placed Executives/ Officers in the Country. GS met Director (HRD) and discussed the following issues (1) Inter-circle request transfers of SDEs - Director (HRD) promised to issue the orders immediately (2) Tenure station posting on promotion should be distributed uniformly instead of restricting them to two or three Circles. - Director (HRD) agreed. (3) Notification of Competitive Exam - Director (HRD) instructed Sr.DDG (Per) to send the same for notification to SR section. (4) GS requested that during the oncoming promotion to SDEs 92 batch JTOs should be cleared fully - Director (HRD) promised to try his best. |

GS met DDG (SR) and requested him (1) to make the adhoc payment of Rs.2000/- to Executives with pending disciplinary cases whose POs not issued. He promised to take up the matter with Director (HRD) (2) to carry out the verification for Executives without further delay. DDG (SR) assured that the issue would be taken up on completion of third verification process for Non-Executives. |

BSNL corporate Office issues a list of 964 officers in the grade of SDEs/Sr.SDEs who are not included in the Screening list sent by the respective circles. GS submits Agenda for the ensuing meeting to Secretary Telecom - Important pending issues of Grp'B' officers submitted - follow up action of the meeting with Secretary DOT on 23-11-2006 >>>>>>>>>>>>>>>> Agenda for the ensuing meeting. Some important issues. A) Issues directly related to the promotion policy assured to us at the time of absorption in BSNL and contained in the terms and conditions of absorption and other mutual agreements. a) Non Implementation of basic commitment contained in “Promotional Avenues” - we were clearly told at the time of absorption that, along with the scale, we shall also get functional promotion on time bound basis b) Service Weightage: Whereas we have been categorically assured vide no BSNL/7-9/SR/2002 dated the 1st November,2002 that the important issue of giving Weightage to the Service rendered in DOT prior to 1.10.2000 shall be separately discussed and decided - a highly anomalous situation that is otherwise going to arise and which is highly undesirable. c) No outside recruitment of MTs: In every CPSU, recruitment in the executive cadre takes place only at only at the base level. - young and adequately qualified JTOs, comparable in every manner to ADEsT, hitherto being recruited in DOT, can well be promoted to STS through internal competitive means. d) First time bound promotion after five years, instead of six, in case of those who do not reach minimum of next scale as on 1st Oct.,2004. - Why should the maximum span of first time bound promotion be six years, instead of at least five, in case of those who do not reach minimum of next scale in four years is inexplicable? It is completely unjustified and irrational. e) Counting of residency period from 1.10.2000 for the purpose of first time bound promotion for all those whose upgraded IDA pay scales came in force after 1.10.2000 and giving them notional fixation w.e.f 1.10.2000 f) Regularization of about 4000 adhoc STS officers B) Withdrawal of highly arbitrary order no 16-1/2003/PAT-Pers IV (BSNL) dated the 31.08.2006 regarding pay scale of ASTTs merged with the cadre of JTOs as 1.1.1994 C) Inordinate delay in issuing necessary clarifications with regard to Para 4 of G.O.I, Deptt. of pension and pension welfare order no: 4/18/87- P&PW(D), dated 5th July D) Extending the benefit of additional 5 years of qualifying service to those Gr B officers absorbed officers in BSNL and seeking voluntary retirement, after completion of 20 years of combined service E) Immediate withdrawal of highly unjustified DOT order no: 3-1/2000-CWG dated 8.11.2006. F) Inexplicable and unwarranted delay in pre - poning the date of effect of Non- functional scale of Rs 8000 -275-13500/- to Section officers/Private secretaries w.e.f 1.1.1996 G) Non implementation of the orders of the DOT regarding parity of Sr Accountants with the Assistants of CSS H) Restoration of the benefit of double fixation granted by DOP & Trg and M.O.F to Lateral JTOs and Sr SDEs on their functional promotion to SDE and JTS respectively I) Benefit of fixation of pay to TTAs, under FR 22 1 (a) 1, on their officiating promotion to JTOs J) Expeditious reimbursement of CGEIS fund |
| GS met Sr.DDG (Per) and discussed the issue of pending inter-circle transfer orders of SDEs prior to the issue of promotion orders of JTOs to SDEs. Sr.DDG (Per) assured that all the pending cases would be considered. |
| GS discussed with DDG (SR) adhoc payment of Rs.2000/- to Grp'B' officers whose disciplinary cases are pending for issue of POs. DDG (SR) assured that he will pursue the case with Director (HRD). |
| GS met Member (Finance) DOT at 10.30 am today to expedite the approval of BSNL draft on Promotion Policy . She said that she had come back to the office from tour only today and that she would immediately consider the case and forward the same to Secretary DOT. |
| GS met Sr.DDG (Estt.) DOT on the deferred CDA option issue. He informed that he had already written to the DDG (FEB) for approval of the same. |

In order to make the March to Parliament organised by Coordination Committee comprising of Oil, Coal , Power, Steel and telecom Sectors on 5th Dec 2006, a complete success, Comrades of districts of UP (W), Rajasthan, UP (E), Haryana and Punjab are requested to reach Delhi by the morning of 5th Dec to participate in the March. Circle Secretaries of these Circles must made adequate arrangements to ensure massive participation of our comrades from these adjoining districts in the march. This march to Parliament is being organised to focus the attention of the Government, to resolve long impending issue of merger of 50% DA with basic, removal of ceiling on DCRG and removal of tax on fringe benefits etc. in Central Public Sector Undertakings. |
| Circle Secretary Uttranchal Com.Uniyal met Secretary DOT at Dehradun and requested him for decision on approval of draft Promotion Policy. Secretary DOT reassured and reiterated that he has already taken positive decision and it is only a formality of issuing formal orders from DOT. It shall be done very shortly . Secretary DOT also mentioned that he has taken one or two decisions more in addition to what was recommended by BSNL Board/ committee under Shri.Y.S.Bhave. |
| GS met Director (HRD) and requested to issue the orders for implementing the inter-circle request transfers of JTOs. He assured on his return from Northeast by next week appropriate action will be taken. |
| GS had a detailed discussion with Sr.DDG (ESTT) BSNL regarding Special Rectt. to JTOS in Andaman & Nicobar, NE-I, NE-II, J&K and Himachal Pradesh. A proposal is already being finalised for Rectt. of JTOS in these circles by adopting a different procedure that will ensure that mostly local people from the respective Circles are selected. This will take care of acute shortage of JTOs in these Circles . Association is pursuing this case for along time. |
| A detailed discussion was held by GS with Sr.DDG (CS) regarding follow up action to be taken with regard to modification to be made in the free calls on Service Telephone Connection and mobile service connections, Order No.2-3/2006PHA dated: 12.10.2006. >>>>>>>>> and BB service connection policy by BSNL h/q vide Order NO.2-6/05-PHA dated 20-10-2006 >>>>>>> . We have been assured by Sr.DDG (CS) that a comprehensive proposal suggesting important modifications in the order is being put up for consideration of the Managing Committee. These proposal covers most of the suggestions given by us (SNEA (I)/CMD/61/10-06 Dated 1st Nov.,06>>>>>>>>>>>>>>>> ) and these modification are expected to give a lot of relief. |
| DPC for promotion of 1121 JTOs to SDEs is completely over. Promotion orders regarding these 1121 vacancies are expected shortly. |
| Draft Notification for holding Competitive Exam for promotion of JTOs to 4038 vacancies of SDEs is getting ready. Nearly 3000 vacancies belong to 2001-02 and the remaining vacancies belong to the remaining years 2002-03, 2003-04, 2004-05 and 2005-06. |
| Data for promotion of SDE to Adhoc STS vacancies has been received from all the Circles and the DPC work for promotion of SDEs to Adhoc STS has already started. We are closely monitoring the progress of this DPC also. |

On 23rdNovember at 11.30, GS Com.G.L.Jogi, AGS Com.A.A.Khan and Com.B.G.Patel Circle Secretary Gujarat met Secretary DOT for nearly half an hour and discussed various issues . Secretary DOT reassured that what ever decisions he has taken when the Promotion Policy was presented to him by BSNL Management would be implemented in totality and there will be no change in those decisions. He reiterated that he has on his own initiation taken one or two decisions in addition to what was recommended by the Committee under the Chairmanship of Shri.Y.S.Bhave and the BSNL Board. In fact he informed us that he is waiting for the file to come so that a formal administrative approval is given by DOT which is just a matter of formality. In fact Secretary DOT was kind enough to inform us that he has issued instructions to the concerned Senior Officers for submission of the file. GS informed Secretary DOT that he was assured by Member (Services) on 16th Nov that the file would be sent to Secretary DOT by 20th Nov positively and this was confirmed by DDG (Estt) on 17th Nov. But Secretary DOT has said that the file has not yet reached him and he was personally monitoring the whole issue. On the issue of withdrawal of double fixation Secretary DOT categorically confirmed that there is is no question of retrospective implementation of the order. The order is prospective in effect and has been issued because of strong objection from CAG. On the issue of clarification sought by BSNL regarding the mode of fixation in case of those who have opted to continue in CDA scale till the date of promotion/ retirement , Secretary DOT assured that he will get the issue examined. Finally Secretary DOT asked GS to sent an agenda of the pending issues of Grp'B' officers which need intervention of DOT and he assured GS that in the first week of December an official meeting shall be convened to discuss the issues that shall be submitted by SNEA. We shall be submitting the agenda by 27th Nov ( ie. on Monday). On issues relating to viability of BSNL particularly the delay on the part of the BSNL Management in taking important policy decisions relating to fast growth of BSNL were also discussed. Secretary DOT informed us that he has already convened a meeting to discus important issues relating to viability of BSNL with the BSNL Management very shortly. In fact he appreciated the our concern on issues concerning the growth of BSNL and advised us to keep him informed wherever his intervention is required. He assured us of very quick and positive action. GS Com.G.L.Jogi, AGS Com.A.A.Khan and Com.B.G.Patel Circle Secretary Gujarat met Member (Services) DOT to know from him the delay in submission of the file of Promotion Policy to Secretary DOT. Member (services) informed us that some how the file could not be sent to Secretary DOT on Monday 20th Nov, because of some internal discussions. However the file has already been sent to Secretary DOT on Tuesday 21st on priority. However the file has been routed through Member (Finance) DOT. Member (Services ) advised us to get in touch with the Member (Finance) for expeditious submission of the file to Secretary DOT. GS tried to meet Member (Finance) . Unfortunately Member (Services) is on tour and she is returning tomorrow afternoon. GS shall positively meet Member (Finance) tomorrow afternoon and request her for submission of files to Secretary DOT. |
| On 21st Nov 2006 , GS and Com.Rakesh Mehta Jt.Secretary (W), Com. Adasul AGS addressed an open session organized by MTNLEA Mumbai at Mumbai. More than 700 comrades of Mumbai attended the Open Session. Director (HR) MTNL Shri.Shiva Kumar , Executive Director MTNL Mumbai Shri.Rana and other Senior Officers of MTNL Mumbai addressed the Open Session. Com.V.K.Tomar GS MTNLEA Delhi also addressed the Open Session. GS SNEA extended total support and cooperation to Comrades of MTNL Mumbai on common cadre issues as well as issues relating to viability of MTNL and BSNL. |
| On 20th Nov2006 , GS Com.G.L.Jogi, NCOA President Com. W.Seshagiri Rao, AGS Com. Adasul, Jt Secretary (W) Com.Rakesh Mehta Circle Secretary of Maharastra Com.A.R.Munani addressed a huge GB of Kalyan District of MH attended by more than 400 members of Kalyan. This meeting was addressed by the Central Office bearers of SNEA and also the office Bearers of BSNLEU and NFTE. GS highlighted the latest developments on cadre issues as well as issues relating to the health of BSNL. |

On 19th Nov 2006, GS Com.G.L.Jogi, NCOA President Com. W.Seshagiri Rao, AGS Com. Adasul, Jt Secretary (W) Com.Rakesh Mehta, addressed Open Session of the District Conference of Pune. The meeting was attended by more than 500 members of Pune District and adjoining SSAs of Maharastra. Com.S.N.Prasad GS MTNL EA Mumbai also addressed the meeting. From the official side CGM Maharastra / Director (operations) designate Shri. Kuldip Goyal , PGM Pune Shri.G.K.Aggarwal and a number of GMs and Office bearers of BSNLEU, NFTE, NUBSNLW (FNTO) also addressed the gathering. Entire absorbing discussion centered around viability of BSNL and the role of Trade Unions. Later in the evening GS appraised the delegates Representative Council of PUNE District in detail about the latest developments on various cadre issues and issues relating to growth of BSNL. |
| MP Circle Secretary Com.Dutta Majumdar and Circle Treasurer Com.Jha met Chairman Telecom Commission in Bhopal on 17-11-2006 and submitted a memorandum requesting him to clear the Promotion Policy at the earliest. Chairman Telecom Commission informed them there is no hitch in clearing the Promotion Policy. In fact he already studied the recommendations in detail and has already decided to make more improvements than those recommended by the Committee in at least one or two issues as requested by the GS SNEA. He also said that he would meet the GS SNEA on Thursday 23-11-2006 and discuss the matter further with him. There would be no delay in clearing the Promotion Policy. |
| GS met DDG (Pers) and Jt.DDG (Pers) on 17-11-2006 and protested against the delay in issuing the promotion orders from JTOs to SDEs. They stated that the delay was not intentional and every effort is being made to issue the orders before the end of this month. |

The Joint meeting of the Officers Association of the Central Public Sector undertakings once again met on 16th Nov 2006 . SNEA/ MTNLEA was represented by Com.G.L.Jogi, Com.V.K.Tomar and Com.D.C.Sharma. The meeting adopted a resolution and chalked out the following program of Trade Union Actions. (1) March to Parliament on 5th Dec 2006 (2) Full day Dharna on 12th Dec 2006 at New Delhi. This will be observed at all state HQtrs. also. (3) If no results by Dec 21st 2006 indefinite strike from 22nd Dec 2006. Charter of Demands. (1) Merger of50% DA with Basic Pay (2) Lifting of ceiling on DCRG (3) Removal of ceiling on perks. A letter has already been addressed in this regard by the Chairman of the Coordination Committee to the Prime Minister of India. GS Com.G.L.Jogi is also a member of the Coordination Committee. met Shri.M.Sahu Jt.DDG (T), DOT and discusses about the draft Promotion
Policy sent by BSNL. He informed the GS that the file has been sent to
Sr.DDG (SU) Shri.A.K.Das after clearing from his section. The GS met Shri.A.K.Das who informed him that the file has been sent to DDG (E) DOT Shri.Satish Tandon after concurrence from Pension Cell, Subsequently GS met DDG (E) DOT Shri.Satish Tandon who assured him that the file would be put up for further action by Monday/ Tuesday. Then GS met Member (Services) Shri.A.K.Saxena who said that the file would be sent to the Chairman Telecom Commission by him by Tuesday/ Wednesday. He also informed the Gs that the Chairman TC required no further inputs since he had already been briefed about the whole issue during the presentation by BSNL and was convinced of the actions required. |

GS holds elaborate discussion with CMD on (1) Promotion Policy - The CMD informed that he has speak to the Secretary Telecom who assured him that it will be cleared very shortly. The Secretary also told the CMD that the case is under examination by the Pension section. ( The Association learned that the file has been cleared by the Pension section and sent to DDG (Estt) DOT for further action.) (2) The case taken up by the Association on vigilance guide lines(Letter No. SNEA (I)/CMD/55/10-06 Dated 17th Oct.,06.>>>>>>>>>>>>. ) has been agreed by the CMD for reviewing. (3) The Associations demand against limiting of calls in the residential Telephones ( after the revised orders) will be looked into and follow up action ordered (4) The Associations request for issuing Rule 38 transfers to JTOs will be implemented once the Director (HRD) returns from his foreign tour. (5) Transfer of recently promoted SDEs out of circles ( 14 No.s) will be reviewed on return of Director (HRD). On Promotion Policy the GS will be meeting Member (Services) and Secretary Telecom at the earliest opportunity. |
| DPC process for promotion of JTOs to SDEs is progressing fast. The finalisation of the SC/ST roster may cause a little bit delay and the orders may be slightly delayed. |

Circle Conference of Rajasthan Circle was
held on 9th & 10th Nov 2006 at Ajmer. In the open
session held on 9th Nov the Director (Finance) Shri.S.D.Saxena,
CGM Rajasthan Shri. Mohan Lal Gumhar

Com.V.K.Tomar, AGS Com. Sukhvir Singh addressed. Director (Finance)
generally spoke about the financial condition of BSNL and the need for a
change in the mindset to improve the prospects of the BSNL. He also informed
that the Promotion Policy of the Executives have already been finalised
by the BSNL Board based on the demands and inputs given by the SNEA. It
is awaiting administrative approval from DOT. The CGM Rajasthan
stated that the BSNL was putting in better and better performance from year
to year . He has noticed a perceptible change in the mind set of the
Executives and other employees. Com. P.C. Devpura, Com.S.K.Sharma and Com. A.K.Tina were elected as Circle President, Circle Secretary and Circle Treasurer respectively. |

Com.W.Seshagiri Rao and GS met Director (HRD) on 4-11-2006 on the (1) Promotion of JTOs to SDEs on Seniority quota - Director (HRD) confirmed that the Time Schedule will be kept and orders will be issued by 15th Nov 2006. The Association requested him to ensure that the 92 Batch is fully covered in the ongoing DPC. The Director (HRD) instructed DDG (Per) to keep this request in mind while finalising the orders. (2) The notification for the Competitive Exam be done by the 20th of Nov 2006.The delay is due to the finalisation of the year wise roster . (3) Promotion of SDEs to Adhoc STS will be completed by 31st Dec 2006. (4) As demanded by the Association the stay for considering transfer to tenure stations be reckoned from the SDE onwards has also been agreed. Director (HRD) instructed the DDG (Per) to finalise the Transfer Policy on these lines. |

The CEC of UP (E) was successfully conducted at Gorakhpur on 2nd and 3rd November 2006. In the open session on 2nd Nov the large gathering was addressed y Shri. Omvir Singh CGM UP (E), Shri.
