NOVEMBER 2007 EVENTS 

28th November, 2007The Circle Secretaries & CHQ Office Bearers Meeting  will be held on 7th January 2008 and the combined meeting of CSs of the United Forum of Executives Association  in BSNL will be held on 8th Jan' 2008 at Hyderabad.

27th November, 2007As a follow up action of the settlement arrived at between the BSNL management and the United Forum of Executives on 22nd  Nov 2007, BSNL Management has initiated appropriate action by constituting two different committees as already reported by this Association .

(1) The first committee will go into the specific issues relating to career growth of Executives in BSNL. >>>>>>>>>.

(2) The second committee will examine and discuss the suggestions of the constituents of United forum have been asked to submit on transfer policy. >>>>>>>>>>

 26th November, 2007Meeting of joint forum of BSNL executives/non executives with Secy/DOT:

 Representatives of Joint Forum of Executives and Non-Executives of BSNL met Secy/DOT to discuss following issues. SNEA (I) was represented by GS and AGS, Com A.A.Khan.

 A) Earmarking of 3G spectrum for BSNL as an incumbent operator: Secy/DOT informed that a slot has been exclusively earmarked for BSNL for launching of 3G services.

 B) Procurement of balance 22.5 m 2G+ 3G GSM equipment: Secy/DOT informed that BSNL board should process the decision for procurement of the remaining 22.5 m 2g+3g GSM equipment and for this already MOC&IT has given his clearance. We were asked to pursue the matter with CMD/BSNL.

 C) Navaratna status for BSNL: We requested Secy/DOT to pursue this important issue with the nodal ministry i.e DPE since BSNL is now fully qualified to get Navaratna status after having met the required eligibility conditions. Secy/DOT  assured that he shall vigorously pursue this important issue.

 D) Disinvestment of BSNL: Joint forum conveyed its concern over reports appearing in press over disinvestment of 20% equity of BSNL. Secy/DOT categorically informed that there is absolutely no thinking or move at any level in DOT to dilute 100 % equity that Govt. is presently holding in BSNL. He also informed that he has not suggested disinvestment of BSNL to anyone, including Hon'ble MOC & IT.

 E) Absorption of ITS Gr A: Secy/DOT informed that this issue is in final stages and a conclusive meeting is being held today with ITSA in the afternoon.    

 F) Bonus to DOT employees having opted for BSNL but facing disciplinary proceedings: Secy/DOT assured that this issue would be examined.

 G) Option to continue in CDA scale till the date of promotion/retirement: Secy/DOT informed that this issue is being pursued with DPE.

 

After the meeting with Secy/DOT, Joint forum decided to meet on 27th Nov., 07 to chalk out its strategy on the vital issues of procurement of remaining 22.5 m 2G+3G GSM equipment and the reported move of BSNL Management to go in for IPO to disinvest its 20% equity. These vital issues have to be sorted out with the BSNL Management as quickly as possible, it was felt. 

Sinister designs of BSNL Management - Nip the evil in the bud.

 The reports appearing in printed media about move to disinvest 20% equity of BSNL is not without any basis. In fact, there are credible reports to suggest that top BSNL Management is seriously toying with the idea of floating IPO to disinvest its 20% equity.

 BSNL Management in order to cover its serious lapses of not addressing vital issues of procurement of GSM equipment in a thoroughly business like professional manner has started looking around to get shelter under present day popular slogans like introducing reforms in the organization to make it competitive and thus viable. The big question that arises is whether disinvestment is really going to get BSNL out of the woods. The crucial million dollar issue that haunts everyone in BSNL today is whether government holding 100% equity today in BSNL or ITS dominated thoroughly unprofessional BSNL Management fully engrossed in pursuit of its sectarian demands and totally ignorant about modern telecom strategies relating to technology, business growth, marketing and continuous updates in fast changing telecom networking solutions is responsible for present genesis in BSNL?           

 A simple analysis reveals that it is BSNL Management's lackadaisical style of functioning that has contributed largely to the present mess in BSNL and unless serious course correction is introduced in BSNL Management's lousy functioning, things are not going to improve and moves like disinvestment shall be largely seen and quite rightly as an attempt to cover serious infirmities existing in the functioning of BSNL Management. 

Seen against this background, BSNL Management's thinking to disinvest part of its equity is nothing but a cover up operation to be fully exposed and defeated. Let us get ready to expose BSNL Management's attempt to attribute present downward trend in the growth of BSNL to lack of holding of public shares in its equity. This is a complete farce and a calculated move to further weaken BSNL. This evil has to be nipped in the bud now itself for all times to come so that it does not raise its ugly head again.

23rd November, 2007The proposed Circle Secretaries meet at Hyderabad on  30th Nov 2007 is postponed. The new date will be announced in a couple of days.

22nd November, 2007In view of the positive gesture shown by BSNL Management in terms of constituting the committee to address our charter of demands, including the decision to defer action on recruitment of Management trainees, United Forum has decided to call of the programme of mass Casual leave/Earned leave  on 23rd Nov 2007.

 Our future course of action and strategy will be decided and finalised in the joint meeting of Circle Secretaries at Hyderabad on  30 th Nov 2007.

Settlement arrived between BSNL Management and the United Forum

                                 In the backdrop of notice for agitational programmes served by of the United Forum of BSNL Executives' Associations in support of their demands related to their career aspirations and other related issues , series of meetings were held between constituent groups of United Forum and BSNL Management. Finally the following were agreed

            I. A Committee comprising of member from Management and one representative of each of the four constituent groups of the United Forum shall be formed to look into the genuine career aspirations of Executives and other related issues mentioned in the Charter of demands and the business needs of the Company. The Committee will be required to submit its recommendations within three weeks time. Until then, notification for recruitment of Management Trainees as per already notified RRs shall remain deferred.

      II. The United Forum appreciated the gesture shown by the Management and reciprocating the same, agreed to call off their agitation in the larger interests of the Company.

21st November, 2007United Forum representatives had a meeting with Director (HRD) and other senior officers of BSNL. The Discussion remained inconclusive. We appeal to our struggling comrades to make full participation for total success of organisational programme to be observed on 23rd Nov,2007.

20th November, 2007The representatives of United Forum met Director (HRD) to discuss the demands submitted by United Forum. Director (HRD) was clearly told that unless BSNL management withdraws the notification of 17th September regarding Rectt of MTs, no discussion on other issues can take place. Director (HRD) was noncommittal on this specific demand. After lot of discussion , it was agreed that further discussion can be held on 21st  Nov 2007 at 16.30 Hrs. Our Comrades of the country should make extensive preparations of successful implementation of the programme of mass C/L on 23rd Nov 2007. There should be no let up in our preparation.

20th November, 2007United Forum  writes to the General Secretaries of BSNL Non-Executives'  Unions and MTNL Executives' Associations regarding solidarity and support to the struggle by BSNL Executives.  >>>>>>>>>>>              >>>>>>>>>>>

19th November, 2007About mass casual/earned leave on 23 rd Nov.,07 to register our protest:

 In order to effectively monitor and successfully implement the programme of availing of mass casual/earned leave by our Comrades on 23 rd Nov.,07,  throughout the Country, SSA/Branch Secys must without any kind of let up collect well in advance casual/earned leave of all the members of our Association in their SSA and submit the same to the SSA head. This should also be very closely monitored by the Circle Secys and activists of our Organization. CHQ office bearers have to keep a very close watch on the Circles under their jurisdiction to ensure total success of this  important programme of action. CSs would be required to specifically make a detailed submission about the extent of participation in the said programme because the success of this programme shall be a vital and deciding input to finalize the future mode of our organizational strategy and accordingly chalk out future programmes of action in the joint meeting of the CSs of UF at Hyderabad on 30th Nov., 07.

15th November, 2007  1. Missing names in Seniority list for the persons qualified in competitive examination held in 2002 have been incorporated and necessary corrections have been issued by DoT and the same is going to be shortly issued by BSNL. (approx. 9 persons)

                  Another seniority list correction of the missing names approximately 40 to 50 persons  has also been issued by DoT and is awaiting endorsement from BSNL.

2. Notification regarding DPC from JTO (E) to SDE (E) for 58 nos. of vacancies is going to be issued within couple of days and thus process regarding calling of ACRs and Vigilance clearance will begin very soon.

1st November, 2007 Outcome of today's Meeting with Director (HRD), BSNL:- UF representatives met Director (HRD), BSNL & lodged strong protest over the decision of BSNL Management in calling only two affiliates of UF for discussions. The representatives informed Director (HRD), BSNL that they have decided to attend today's meeting in deference to the kind invitation extended by Director (HRD). When the Management initiated a discussion on the modalities of MT RR's, all the representatives staged a walk- out stating that unless the instructions of 13th Sept'2007 regarding MT RR's are withdrawn & formal invitation to all the associated associations of UF; UF is not prepared to discuss any thing.

Appeal to all Comrades of UF :- Since BSNL Management is adopting 'Divide & Rule'  Policy & has not taken any steps to withdraw the MT RR issued unilaterally, all the members of UF of Executives association are requested & appeal is made to participate actively  amass in the agitational programme i.e. MASSIVE Lunch/Closing Hour  Demonstration on 02-11-2007  and MASS DHARNA on 14-11-2007 (One Day) at all CGMs/GMs/TDMs/Branches level. All the Circle/Branch  Secretaries and Office Bearers are requested to ensure complete success of  agitational programme.
