Meeting
with Members (Services), DoT:
GS, AGS Com. A. A. Khan and GS (AIBSNLEA)
met members services and discussed the seniority issue of 270 Adhoc DEs
for which BSNL sought some clarifications from DoT. We requested Member
(S) to send reply to BSNLs query at the earliest so that BSNL can
proceed with further promotions to Regular DE. M(S) assured early
action.
Update of Court case in J&K on Adhoc
promotion:
The case came up for hearing yesterday and posted for today. Morning
session, the lawyers were on strike and hence no case could taken up. In
A/N the case further postponed. Next date is to be announced.

Leased
circuits pending for Provisioning: Circle wise details are given
below. Total 7651 leased ccts are pending as on 31.10.09 throughout BSNL of
which 3750 are SWAN (State Wide Area Network) ccts. The
average revenue for one cct per annum is Rs. 5 lakhs for SWAN ccts and
Rs. 50000 for other 64 Kbps ccts. By
rearrangement of cards in different MUXs, maximum connection can be given, BSNL CO <<

| Training allowance - Recovery of
pay: The recovery of pay on account of
revision of training allowance from 15% to 7.5% was discussed again with
the concerned officers. As promised by the Management in the early
meeting, the establishment section is working out modalities in order to
have "no pay loss on account of revision
of training allowance". |

JTO 2008 Recruitment result announced.
It is learned that about 3000 candidates
passed the examination. 3 lakh candidates written the examination

Update of Court case in J&K on Adhoc
promotion:
The case came up for hearing today. The matter regarding
jurisdiction of Hon. High Court of
J&K in this regard was argued as all the service matters has to be
filed in the CAT instead of High Court. The case will be taken up on monday again for orders. |

Restoration of HRMS
data of JTOs selected as dept outsider from TTA cadre:
GS had a brief discussion with GM(Estt) on this important
issue. The HRMS data of some TTAs selected as JTOs are deleted by some
SSAs. Due to this their pay, leave, EPF account transfer, bonus, past
service details etc. is not getting settled. This serious issue has to
be resolved immediately, GS told GM(E). GM(E) suggested to have a
detailed discussion to resolve this issue next week. |
| JTO(T) to SDE(T)
DPC under seniority quota: Association met
GM(Pers) and expressed concern over the delay in initiating the DPC
process for JTO to SDE. Since the preparation of All India Eligibility
list is a lengthy process as gradation particulars has to be obtained
from Circles and the provisional All India Eligibility list has to be
circulated among the JTOs before initiating DPC process, we requested
immediate action. In the earlier meeting GM(Pers) assured action within
a week but nothing happened even after two weeks, we informed GM(Pers).
GM(Pers) assured prompt action. JTOs of 1994 year having 13 years of
service as JTO are waiting for their first promotion. |
| Training programme
of SDE(C/E) replacing the Accounts Examination:
Association further discussed the issue with GM(Civil), ALTTC, Gaziabad.
GM(C) informed that since the training programmes till the month
of March is already finalised at announced, the training for both the
batches are sheduled for the month of April and got the approval also.
Earlier association had a detailed discussion on this matter with GM(Trg),
BSNL CO and requested his personel intervention. Meanwhile conducting
the training earlier at RTTC, Nagpur will also be explored.

Circle
Executive Committee meeting of Karnataka Circle:
CEC meeting of Karnataka Circle held on 14th
and 15th of November 2009 at SNEA Bhavan Bangalore. Com G L
Jogi, GS, Com W Sheshagiri Rao Veteran leader, Com R Rajan Jt. Sec (S),
Com M H Gombi, AGS and Com P Gangadhara Rao, Ex President SNEA(I) KTK
attended and addressed the CEC. Com S B Nagavi CS presented the CS
report. GS Com Jogi in his address focused on the need of our efficient
and dedicated working since all the cadre issues like pay revision, BSNL
MS R/R have been settled and advised members not to resort to court
cases. The regularization of Ad hoc DEs and the ongoing DPC of SDE to Ad
hoc DE are expected to be resolved shortly he said. Shri P Raghavan,
CGMT and Shri Chandramouly GM Admn of Karnataka Telecom Circle have
addressed the Open session. CGM inaugurated our new SNEA(I) Karnataka
website and stressed the need of hard work at this tough competition and
explained all the projects and plans of Karnataka Telecom Circle. GM
Admn has also greeted the house and explained the importance of

On 16th November 2009 GS
Com G L Jogi addressed the General Body meeting of BGTD where more than
500 members attended. Shri Shubhendu Ghosh, PGM BG TD graced the
occasion as guest of honor and addressed the gathering and greeted and
appreciated the members for their hard work and assured CHQ leaders of
our better results.

The case related to promotion of Adhoc
STS officers at Hon. J&K High Court is listed for 20th November, 2009 as
serial no. 4. Earlier Hon. Court stayed further promotions. On our
request, Director(HRD) has spoken to CGM/J&K to initiate immediate
action for early listing of the case. Further GS also spoken to Sri. N.
N. Gupta, CGM, J&K Circle on 10.09.2009 and requested him to use his
good office for the early listing and disposal of the case.

Principal CAT, New Delhi in OA no. 1323/1491 has passed an order stating
that pay fixation of all the JTO(Officiating) can be fixed FR22(i)(a)(i)
instead of FR35. We are trying to get the copy of the judgment and will
impress on the management to implement the order in letter and spirit. |

Meeting
with DDG (Estt), DoT: GS along with AGSs met DDG (Estt), DoT and discussed:
a) Clarification sought by BSNL on seniority of
270 SDEs: We requested him to expedite the clarifications sought by BSNL on
the seniority of 270 SDEs working as Adhoc DEs. The entire process of
regularization of remaining 2400 Adhoc DEs are delayed due to the seniority
issue. He promised that the clarification will be sent to BSNL at the earliest
after taking legal opinion.
b) Approval of Pay scales of JTOs and SDEs:
We requested him to approve the E1A and E2A pay scales immediately as the JTOs
are given provisional E1 scale starting with Rs. 16400/- only. The case is
pending with DoT for months together. BSNL Board approved the pay scales along
with other scales and sent to DoT for its approval, but these scales are not
approved by DoT so far. Since the pay scales are not approved, the Time Bound
Promotions for JTOs recruited in 2001 and 2002 year are also not getting
implemented. Similarly the same case of JAOs and AOs also pending.
c) Option to continue in CDA scale till promotion
/ retirement: Since matter is not settled so far, the pension of about 700
Executives are not getting settled for several years. During absorption process
thousands of Executives exercised this option by refunding arrears to the tune
of one to two lakhs. If it is not settled, then all of them face recovery of pay
for the last nine years.
We couldn't meet Member (Services), as he is
attending a Parliament Standing Committee meeting. He will be in office only on
24th. |

Recruitment Rules of BSNL Management Services issued vide No.
400-10612007-pers.l dated 14.01.2009. The Recruitment Rules, 2009 in respect
of Executives (BSNL Management Services) have come into force with effect
from 11.06.2009. Notified the composition of CPC in different streams -
Telecom Operation, Telecom Finance,Civil, Electrical, Architect, Telecom
Factories and other streams of BSNLMS for the purpose of convening CPCs

Meeting with Director(HRD): GS along with AGSs, Com Khan
and Com Sebstian, met Director(HRD) and discussed the following issues.
DPC from JTO to SDE under 67 %
quota : The DPC should be immediately notified
for the vacancy years 2008-09 and 2009-10 and necessary action be
initiated in this regard, we urged upon director(HRD) who assured us
that he would direct concerned officers to initiate appropriate action
in this direction .
LDCE from JTO to SDE:
The LDCE from JTO to SDE for about 4400 TES Gr B
vacancies should be immediately notified against the vacancy years
2006-07 and 2007-08. The resultant vacancies for the year 2008-09 may
also be taken into account before notifying the exam, we requested
Director(HRD). Favourable consideration of our request and early
notification of the examination was assured.
Regularization of adhoc STS
officers: The process of regularization of
about 2300 existing adhoc STS officers which is stalled due to legal
reasons needs to be expedited as early as possible. We informed
Director(HRD) that we are not averse to any kind of arrangement that
helps in regularization of adhoc STS officers at the earliest.
Director(HRD) informed that BSNL has send the legal opinion that it has
received from its legal counsel representing BSNL in Supreme Court to
DOT for taking a final view on the matter.
Promotion from STS regular to JAG:
Immediate steps may be taken to initiate the
process for promotion of recently regularized 280 STS officers to JAG.
Director(HRD) informed that this process is expected to be completed
shortly and necessary action to promote these regular STS officers to
JAG has already started.
DPC from SDE to Adhoc STS:
We requested Director(HRD) to direct CGM/J&K to take appropriate action
to ensure early listing of the case by BSNL in J&K High Court so that
the interim stay granted by High Court is vacated as soon as possible by
submission of facts before Hon’ble High Court. Director(HRD) spoke to
CGM/J&K to initiate immediate action for early listing of the case to
enable BSNL Hqs to issue promotion orders from TES Gr B to adhoc STS as
early as possible.
Referendum of Associations:
Dir (HRD) informed that this issue is under active
consideration of BSNL management since the committee constituted to
finalize the modalities for holding the referendum has submitted its
report.
ACP of Civil & Electrical:
We informed Director(HRD) that since the committee constituted for the
purpose of deciding the issue for Civil/Electrical etc has already
finalized and submitted its report which we understand is positive and
addresses the issue appropriately, there is no point in linking the
issue to other cadres and thus unnecessarily delaying it. We impressed
upon the Director (HRD) to get the necessary orders to remove the anomaly
in respect of Civil/Electrical etc issued at the earliest, and we were
assured by Director (HRD) that he would discuss the issue further with
the concerned officers.
Continuation in CDA scales till the
date of promotion/retirement: The pension of
all the persons who have availed this option is not being settled by
Jt.CCAs. GM (Est.) has already asked for the requisite information from
the circles but no major circle has provided the same. We requested Dir
(HRD) to kindly issue DO letters to CGMs to send the information at the
earliest. Dir (HRD) asked us to remind the same in the next week as GM
(Est.) will be available next week only. |

Due to persistent efforts of our Asssociation we were
able to secure a copy of letter no . A-32014/98/Vol.I/pt/MF-CGA (A)/Gr'B/4240
dated 21.12.98 regarding classification of JAO as 'Group B' non-Gazetted
for the want of which the IDA payscales for the JAOs absorbed in BSNL (W.e.f
01-01-1996 on notional basis) could not be settled in BSNL till now. The
same is being communicated by our GS to ED(F) for necessary action.<<<<Click>>>>
