Guidelines
for regulation of expenditure on indoor treatment: BSNL has issued
guidelines for regulation of expenditure on indoor treatment under
BSNLMRS, where CGHS rates have not been specified in respect of any
treatment or procedure.

been relentlessly pursuing this for the last two years in welfare board
meetings and in the committee on medical policy. GS has already written
twice on this issue which ultimately resulted in the issuance of
necessary guidelines.
Limit of

HUMBLE APPEAL
Unprecedented floods from Thungabadra, Hundri and Krishna rivers on 2nd
Oct.,09 devastated the entire Kurnool Town of AP affecting adversely 70%
of the population. There has been enormous loss of life and property.
Even though more than 20 days have elapsed since the tragedy occurred,
the life is yet to return to normal.
Nearly 150 to 200 BSNL employees are badly affected by these
floods. As fellow Comrades, it becomes our duty to render assistance to
the affected in whatever way it is possible at this time of distress. We
thus make an impassioned appeal to our Comrades throughout the Country
to contribute generously towards the fund set up by our Kurnool SSA for
the purpose. The money thus collected from the donations shall be
distributed among all the affected employees of Kurnool SSA. Com Bhaskar
Rao, our CWC Member, SNEA(India), A.P. Circle, will be co-ordinating the
execution of the relief operations. Hence we request all our Comrades
throughout the Country to send their contributions by Cheque/DD in favor
of Secretary, SNEA(I), Kurnool or through core banking account No

Scheme
and syllabus for LDCE from JTO (T) to SDE (T) notified. Consistent efforts
of SNEA (India) resulted in this notification and change of scheme into OMR
system even though some groups tried their best to stop the LDCE as last
time. The examination will be on OMR evaluation basis. There will be two
papers of 100 marks each with 3 hours duration. The minimum pass mark for
each paper will be 50% for 'OC' and 45% for 'SC/ST'. DE cell will issue
separate notification intimating the date and time.

Divisional Engineer (Telecom) for vacancy years 2006-07 and 2007-08 under

Conference of Ghaziabad SSA held at ALTTC on 16.10.2009. AGSs Com. A. A.
Khan and Com. K. Sebastin addressed the Conference. 16 (out of 19) new
JTOs working in Gaziabad SSA returned to SNEA (I), the parent Association

Meeting
with Secretary, DoT:
GS along with AGSs met Shri. P. J. Thomas who assumed
the charge as new Secretary, DoT, on 01.10.2009 and welcomed him. Even
though we called him to extend our support in addressing crucial issues
of growth of BSNL, yet the discussion turned out to be an extremely
absorbing one lasting about 40 minutes in which Sec(T) expressed his
keen desire to know from the association as to how the last mile copper
could be effectively exploited by BSNL in ensuring deepest possible
penetration in Broadband sector. Sec(T) was of the firm view and
reiterated it in time and gain that optimum utilization of last mile
copper in providing broadband services could be one of the most
effective tool for BSNL in improving its market share in the Telecom
sector. We are extremely delighted to find that Sec, DoT has already
started trying to understand the issues of growth of BSNL and he is
determined to push through these issues. On our part we also expressed
our opinion on various issues that are critical to the growth of BSNL
and requested his kind intervention to address those issues. Finally we
assured Secretary, DoT that very shortly we will be submitting a
comprehensive note containing practical and workable suggestions for
optimum utilization of last mile copper. Members are requested to
immediately mail to CHQ any suggestions that they have in their mind
gathered from field experience regarding best utilization of last mile
copper for wider penetration of broadband. |

Joint Forum
meeting:
A meeting of non executive and executive
unions / associations discussed the following issues a) volunteers for
deemed deputation of P&T Accounts and Finance to BSNL, b) various
reports appearing in the press regarding BSNL, c) completion of ITS
absorption by 31st December as promised by CMD. It is decided to
strongly oppose the deemed deputation. Next JF meeting will be held
after meeting CMD on these issues. |

recovery of pay on account of reduction of Training allowance to 7.5%
from 15%. It is assured that no recovery will be done. |

and E3 to E4 Upgradation courses - New syllabus/specialization for executive promotion trainings: Telecom wing.
As per the commitment by Dir (HRD) to the Association E2
E3 Training allotted to RTTC Lucknow and RTTC Trivandrum and E3 E4 Up
gradation training to RTTC Chennai. This is due to the continuous
persual of the Association with the BSNL Management.
