The magnificent NCOA Congress unfolds at Birla Institute of Science and Technology (BITS) Goa. His Excellency Shri.S.C.Jamir Governor of Goa inaugurates the function . In his address Shri.Jamir described the PSUs as the temples of India. He also traced the historical facts about the setting up of the PSUs in India vital to the Nation Building exercise. Shri.S.P.Shukla former Member Planning Commission and Representatitive of India at WTO -Urugrounds, Diretor (HRD) BSNL Shri.Niranjan Singh, Prof. Nagaraj Professor of Management in the Indira Gandhi International University, Shri. Aspojorn Wahl Representative of ILO Norway, Shri.Christopher Negi Representative of UNI Asia Pacific Region, Dr.Goyal Director BITS Goa, Com.W.Secshagiri Rao President NCOA, Dr.K.Ashok Rao Secretary General NCOA attended and addressed the Congress. Prof. Nagaraj Professor of Management in the Indira Gandhi International University presented a paper on the role of PSUs. At the end of the NCOA session Director HRD Shri.Niranjan Singh addressed the CWC of SNEA. He stated that he is fully committed to the report submitted by the Promotion Policy Committee. He assured that orders on the same will be issued within two to three weeks. Director mentioned with out the Herculean efforts of Com.G.L.Jogi GS SNEA the improvements on various aspects of Promotion Policy would never have meterilsed. He also stated that (1) 80% of the problems regarding discrepancy of vacancy in SDEs have already been sorted out. Promotion orders from JTOs to SDEs will be issued in the first week of Nov 2006. (2) Promotion orders of SDEs to Adhoc STS will be issued in the first week of Dec 2006. (3) Transfer to tenure stations will be done only on promotions or at the start of the Academic session as proposed by SNEA. Further suggestions of the Association on the Transfer Policy is welcome and will be considered with due importance. The NCOA Congress today will be addressed by Com. M.K.Pandhe Secretary General CITU and Com G.L.Jogi among others. |

CWC meeting gets going Goa with grandeur. The CMD BSNL lights the lamp to mark the opening session. CHQ President Com.S.L.Reddy welcoming the dignitaries and the gathering. The address by the GS was followed by an elaborate and informative address by CMD BSNL lasting about 100 minutes. The CMD in his address highlighted the prospects of the BSNL uncovering the programmes for the future requesting for a change in attitude from the Director Board to the bottom correcting the mistakes of the past and going ahead with renewed vigor to keep the Company flags flying high. The CMD also stated that the misgivings expressed by the GS in his address about the Promotion Policy were not exactly true. On the contrary he would personally oversee the process and ensure that the best Promotion Policy will be enacted for the Executives at the fastest pace. The CGM Maharashtra and the designate for the post of Director (Planning& New Services) Shri. Kuldip Goyal also contributed a motivating address. Other dignitaries present included GM Goa, Com.W.Seshagiri Rao NCOA President, Com.Dr.K.Ashok Rao NCOA Secretary General, Com.V.K.Tomar General Secretary MTNLEA Delhi, Com.S.N.Prasad General Secretary MTNLEA Mumbai and senior leaders of NCOA, MTNLEA Mumbai and MTNLEA Delhi. The session continued with the GS report and discussion on the same. The CWC today ( 26th Sep 2006) will discuss and formulate future programmes and plans and the career advancement of the Executives connected issues, the financial viability of BSNL, strengthening NCOA and Joint Forum. |

Orders have been issued for the payment of Productivity Linked Bonus for the year 2005-06. For Non-Executive Employees the minimum is Rs.7000/ and maximum Rs.25000/- For Executive Employees the minimum is Rs.10000/ and maximum Rs.25000/- .Bonus will also be paid to unabsorbed employees and the Bonus is on the basis of CDA scale for unabsorbed employees. | GS held detailed discussion with Shri.Y.S.Bhave Spl.Secretary DOT. Shri.Bhave confirmed that the report of the Committee was discussed in detail at the BSNL Board meeting which decided to consult the Secretary Telecom on some issues. It is reliably understood that a presentation on the Promotion Policy report being arranged before the Secretary Telecom to finally sort out the issue on which his clarification are required. |

| BSNL Director Board discusses in detail the Promotion Policy Report and Bonus / Exgratia rate. The decisions taken by the Board on both issues are to be finalised in consultation with Secretary Telecomm Commission. CMD BSNL and Chairman Promotion Policy Committee will report the findings/ decisions of the Board to the Secretary Telecom tomorrow. Accordingly final decisions are expected tomorrow. |
| GS discusses the deferred option issue (CDA option) with Sr.DDG (Estt) DOT . While the wetting of the draft orders is progressing. The DOT Finance has asked for some more inputs from the establishment section. The Sr.DDG ( Estt ) is supplying the same to the DOT Finance. |

| EPF arrears of JTOs - Issue necessary clarification regarding payment of “Penal Interest” on arrears of contribution towards “EPF” from employees - the question of payment of “penal Interest” on the EPF arrears (both from the employee and the employer) from the date of appointment to Sept.,05 is coming in the way of settlement of EPF account by the EPFO. | GS meets and holds discussions with Shri.Y.S.Bhave Spl.Secretary DOT, CMD BSNL, Director (Operations) and Director (Plg & NS) on Promotion Policy Report scheduled to come up at the BSNL Board meeting today. All of them promised support in clearing the report. Shri.Bhave assured that he would take care to see that the Promotion Policy Report is cleared unharmed. However neither the Promotion Policy Report nor the Bonus / Exgratia issues was taken up for discussion in the meeting today due to the absence of Shri.Y.S.Bhave who was fully preoccupied with the meetings in the Prime Minister's Office. Efforts are being made to hold the BSNL Director Board Meeting tomorrow forenoon if possible. |
| Secretary General NCOA Dr. K. Ashok Rao meets Secretary DPE Shri.R.C.Panda who informs him that the constitution of the Wage Revision Board for Executives / Officers in Central Govt. PSUs is awaiting clearance from the PM's Office. The merger of 50% DA in IDA basic is likely to be referred to the Wage Revision Board. The Secretary DPE also assured that the NCOA would be consulted during Oct 2006 on the issues raised by us. |

BSNL Management committee decides to pay Bonus / Exgratia. The formula for calculation of Bouns/Exgratia remains the same as that of the last year with multiplication factor 1.4. The only difference is that for Non-executives the minimum of Rs.7000/- and for Executives the minimum of Rs.10000/-has been recommended by the Management Committee with no upper ceiling limit . The same will be placed before the BSNL Board meeting on 18th Sept 2006 for approval. |

(2) Fixed reimbursement to JTOs and SDEs for Mobile Connections availed by them. For DEs Mobile connections will be provided on need basis. CBI registers case against Reliance
Telecomm New Delhi, Sep 11 - The Central Bureau of Investigation (CBI) Monday registered a case against four former officials of Reliance Infocomm for allegedly permitting incoming international calls through illegal means.All the accused - identified as Manoj Modi, Akhil Gupta, A. Shankar and Pankaj Panwar - were part of the telecom major when it was under Mukesh Ambani.A Reliance Communications spokesperson said: 'The reported criminal case registered by the CBI pertains to the alleged rerouting of international calls prior to the reorganisation of the Reliance group, at which point of time Reliance Infocomm was under the previous management.' The officials accused by the CBI are from the Reliance Industries Limited (RIL) group, and have nothing to do with the Reliance Anil Dhirubhai Ambani group. 'Modi heads the retail business of RIL and Shankar takes care of the government relations for RIL in Delhi.' |

| DOT issues orders withdrawing double fixation benefits given to laterally promoted JTOs and SDEs citing P&T Audit objections and CAG report Para 1.2 of report No.2. BSNL Management and concerned officers in the DOT have been clandestinely working in a vindictive manner for sometime now to get the withdrawal orders issued by the DOT. their attempts in June 2006 was turned down by the then Secretary Communications. | Withdrawal of Voluntary Retirement benefits to absorbed employees. DOT issues Order No.40-23/2001-Pen(T)(PT.I) dated 25-07-2006 on the subject of applicability of Rule 48(A) and Rule 48(B) of CCS Pension Rules 1972 for employees seeking Voluntary Retirement from PSUs after absorption. The said order clarify that DOP&PW has decided that the provisions of Rule 48(A) and Rule 48(B) of CCS Pension Rules 1972 shall not be applicable to such Government servants absorbed in BSNL / MTNL. these rules pertains to extending benefit of five years of service for those seeking Voluntary Retirement for purpose of pension calculations and this five years benefits is applicable to Govt.Servants having 25 years of service and seeking Voluntary Retirement. |
