27th  Sept  2006The magnificent NCOA Congress unfolds at Birla Institute of Science and Technology (BITS) Goa. His Excellency Shri.S.C.Jamir Governor of Goa inaugurates the function . In his address Shri.Jamir described the PSUs as the temples of India. He also traced the historical facts about the setting up of the PSUs in India vital to the Nation Building exercise. Shri.S.P.Shukla former Member Planning Commission and Representatitive of India at WTO -Urugrounds, Diretor (HRD) BSNL  Shri.Niranjan Singh, Prof. Nagaraj Professor of Management in the Indira Gandhi International University, Shri. Aspojorn Wahl Representative of ILO Norway, Shri.Christopher Negi Representative of UNI Asia Pacific Region, Dr.Goyal Director BITS Goa, Com.W.Secshagiri Rao President NCOA, Dr.K.Ashok Rao Secretary General NCOA attended and addressed the Congress. Prof. Nagaraj Professor of Management in the Indira Gandhi International University presented a paper on the role of PSUs. At the end of the NCOA session Director HRD Shri.Niranjan Singh addressed the CWC of SNEA. He stated that he is fully committed to the report submitted by the Promotion Policy Committee. He assured that orders on the same will be issued within  two to three weeks. Director mentioned with out the Herculean efforts of Com.G.L.Jogi GS SNEA the improvements on various aspects of Promotion Policy would never have meterilsed. He also stated that (1) 80% of the problems regarding discrepancy of vacancy in SDEs have already been sorted out. Promotion orders from JTOs to SDEs will be issued in the first week of Nov 2006. (2) Promotion orders of SDEs to Adhoc STS will be issued in the first week of Dec 2006. (3) Transfer to tenure stations  will be done only on promotions or at the start of the Academic session as proposed by SNEA. Further suggestions of the Association on the Transfer Policy is welcome and will be considered with due importance.

The NCOA Congress today will be addressed by Com. M.K.Pandhe Secretary General CITU and Com G.L.Jogi among others.

25th  Sept  2006CWC meeting gets going Goa with grandeur. The CMD BSNL lights the lamp to mark the opening session. CHQ President Com.S.L.Reddy welcoming the dignitaries and the gathering. The address by the GS was followed by an elaborate and informative address by CMD BSNL lasting about 100 minutes. The CMD in his address highlighted the prospects of the BSNL uncovering the programmes for the future requesting for a change in attitude from the Director Board to the bottom correcting the mistakes of the past and going ahead with renewed vigor to keep the Company flags flying high. The CMD also stated that the misgivings expressed by the GS in his address about the Promotion Policy were not exactly true. On the contrary he would personally oversee the process and ensure that the best Promotion Policy will be enacted for the Executives at the fastest pace. The CGM Maharashtra and the designate for the post of Director (Planning&  New Services) Shri. Kuldip Goyal also contributed a motivating address. Other dignitaries present included GM Goa, Com.W.Seshagiri Rao NCOA President, Com.Dr.K.Ashok Rao NCOA Secretary General, Com.V.K.Tomar General Secretary MTNLEA Delhi, Com.S.N.Prasad General Secretary MTNLEA Mumbai and senior leaders of NCOA, MTNLEA Mumbai and MTNLEA Delhi. The session continued with the GS report and discussion on the same. The CWC today ( 26th Sep 2006) will discuss and formulate future programmes and plans and the career advancement of the Executives connected issues, the financial viability of BSNL, strengthening NCOA and Joint Forum.

20th  Sept        2006 Orders have been issued for the payment of Productivity Linked Bonus for the year 2005-06. For Non-Executive Employees the minimum is Rs.7000/ and maximum Rs.25000/- For Executive Employees the minimum is Rs.10000/ and maximum Rs.25000/- .Bonus will also be paid to unabsorbed employees and the Bonus is on the basis of CDA scale for unabsorbed employees. Bonus calculation is 1.4 times the basic pay as on 1-3-2006  for all. Order No.12-8/2006-PAT(BSNL) dated 20-09-2006 >>>>>>>

GS held detailed discussion with Shri.Y.S.Bhave Spl.Secretary DOT. Shri.Bhave confirmed that the report of the Committee was discussed in detail at the BSNL Board meeting which decided to consult the Secretary Telecom on some issues. It is reliably understood that a presentation on the Promotion Policy report being arranged before the Secretary Telecom to finally sort out the issue on which his clarification are required.
GS held discussion with Director (HRD) particularly on Promotion Policy who informed the GS that it might take a couple of days to clear the policy since some issues had to be sorted out.
The IA on reversion of 1966 SDEs comes up for final hearing in the Kerala High Court Ernakulam on 3rd Oct 2006

20th  Sept        2006Decision has been taken for payment of Bonus/Exgratia for the year 2005-06 at the rate of 1.4 times basic . Orders are being issued today.

20th  Sept        2006Secretary Telecom has cleared Bonus/ Exgratia. On promotion policy discussion on minor points are continuing and is expected to be completed in a couple of days.

19th  Sept        2006BSNL Director Board discusses in detail the Promotion Policy Report and Bonus / Exgratia rate. The decisions taken by the Board on both issues are to be finalised in consultation with Secretary Telecomm Commission. CMD BSNL and Chairman Promotion Policy Committee will report the findings/ decisions of the Board to the Secretary Telecom tomorrow. Accordingly final decisions are expected tomorrow.
GS discusses the deferred option issue (CDA option) with Sr.DDG (Estt) DOT . While the wetting of the draft orders is progressing. The DOT Finance has asked for some more inputs from the establishment section. The Sr.DDG  ( Estt ) is supplying the same to the DOT Finance.
DPC for promotion of SDEs to Adhoc STS - ACR scrutiny reports received from the following Circles/units. Maharashtra, Tamilnad, Andhra Pradesh, NETF, Madhya Pradesh, Karnataka, BBRAITT, Rajasthan, Gujarat, T&D, WTR, STP, J&K, ETP, A&N, NTR, Himachal Pradesh, Haryana, NCES, Telecom Stores Calcutta, Punjab, UP (E), QA. Circle Secretaries of all other Circle are requested to expedite the matter urgently.
EPF arrears of JTOs - Issue necessary clarification regarding payment of “Penal Interest” on arrears of contribution towards “EPF” from employees - the question of payment of “penal Interest” on the EPF arrears (both from the employee and the employer) from the date of appointment to Sept.,05 is coming in the way of settlement of EPF account by the EPFO.  GS writes to CMD to settle the issue  of  thousands of directly recruited JTOs in BSNL. >>>>>>>>>>>>>>          
18th  Sept        2006GS meets and holds discussions with Shri.Y.S.Bhave Spl.Secretary DOT, CMD BSNL, Director (Operations) and Director (Plg & NS) on Promotion Policy Report scheduled to come up at the BSNL Board meeting today. All of them promised support in clearing the report. Shri.Bhave assured that he would take care to see that the Promotion Policy Report is cleared unharmed. However neither the Promotion Policy Report nor the Bonus / Exgratia issues was taken up for discussion in the meeting today due to the absence of Shri.Y.S.Bhave who was fully preoccupied with the meetings in the Prime Minister's Office. Efforts are being made to hold the BSNL Director Board Meeting tomorrow forenoon if possible.
Secretary General NCOA Dr. K. Ashok Rao meets Secretary DPE Shri.R.C.Panda who informs him that the constitution of the Wage Revision Board for Executives / Officers in Central Govt. PSUs is awaiting clearance from the PM's Office. The merger of 50% DA in IDA basic is likely to be referred to the Wage Revision Board. The Secretary DPE also assured that the NCOA would be consulted during Oct 2006 on the issues raised by us.

15th  Sept        2006BSNL Management committee decides to pay Bonus / Exgratia. The formula for calculation of  Bouns/Exgratia remains the same as that of the last year with multiplication factor 1.4. The only difference is that for Non-executives the minimum of Rs.7000/- and for Executives the  minimum of Rs.10000/-has been recommended by the Management Committee with no upper ceiling limit . The same will be placed before the BSNL Board meeting on 18th Sept 2006 for approval.

GS meets Director (Finance) and Director (HRD) to discuss the details of the Promotion Policy Report. Director (Finance ) states that the BSNL Management committee has not proposed any modification in the report to be placed before the Director Board meeting on 18th Sept 2006. Director (HRD) informs that he is fully committed to see the recommendations cleared by the Director Board.

CMD BSNL will address CWC meeting of SNEA on 25th September 2006 at Goa.

13th  Sept        2006BSNL Management Committee decides to confer the following benefits to the Executives (1) Raise the number of free service calls marginally. (2) Fixed reimbursement to JTOs and SDEs for Mobile Connections availed by them. For DEs Mobile connections will be provided on need basis. (3) Broad Band connections at the residence on concessional rate for JTOs and SDEs,  DEs on need basis, JAGs and SAGs with down limit.
We have reliable information that the file for constitution of  Wage Revision Board for Officers/ Executives in PSUs has gone to the Prime Minister's Office and will be considered after his return form abroad.
50% DA merger in IDA basic will come up for discussion and decision in the Cabinet meeting after receiving the information from some Ministries who are yet to supply the information already sought by the Cabinet.

13th  Sept        2006BSNL BOARD MEETING is scheduled for 18th September 2006. Promotion policy is expected to be finalised in this meeting.

CBI registers case against Reliance Telecomm

New Delhi, Sep 11 - The Central Bureau of Investigation (CBI) Monday registered a case against four former officials of Reliance Infocomm for allegedly permitting incoming international calls through illegal means.All the accused - identified as Manoj Modi, Akhil Gupta, A. Shankar and Pankaj Panwar - were part of the telecom major when it was under Mukesh Ambani.A Reliance Communications spokesperson said: 'The reported criminal case registered by the CBI pertains to the alleged rerouting of international calls prior to the reorganisation of the Reliance group, at which point of time Reliance Infocomm was under the previous management.' The officials accused by the CBI are from the Reliance Industries Limited (RIL) group, and have nothing to do with the Reliance Anil Dhirubhai Ambani group. 'Modi heads the retail business of RIL and Shankar takes care of the government relations for RIL in Delhi.'

8th  Sept        2006Joint Secretary (West) Com. Rakesh Mehta and other  SNEA leaders meets Director (Finance) at Ahmedabad. He informs our leaders that the Promotion Policy Report has been discussed in the Management Committee meeting and will be placed before the BSNL Director Board without modification.
SNEA Circle leaders of Rajasthan meet Director (HRD) at Jaipur who informs them that the Promotion Policy report is under discussion and will be placed in the Director Board meeting.
DOT issues orders withdrawing double fixation benefits given to laterally promoted JTOs and SDEs citing P&T Audit objections and CAG report Para 1.2 of report No.2. BSNL Management and concerned officers in the DOT have been clandestinely working in a vindictive manner for sometime now to get the withdrawal orders issued by the DOT. their attempts in June 2006 was turned down by the then Secretary Communications. The Association will strongly oppose and protest the withdrawal orders .>>>>>>>>>>>>>
Withdrawal of Voluntary Retirement benefits to absorbed employees. DOT issues Order No.40-23/2001-Pen(T)(PT.I) dated 25-07-2006 on the subject of applicability of Rule 48(A) and Rule 48(B) of CCS Pension Rules 1972 for employees seeking Voluntary Retirement from PSUs after absorption. The said order clarify that DOP&PW has decided that the provisions of  Rule 48(A) and Rule 48(B) of CCS Pension Rules 1972  shall not be applicable to such Government servants absorbed in BSNL / MTNL. these rules pertains to extending benefit of five years of service for those seeking Voluntary Retirement for purpose of pension calculations and this five years benefits is applicable to Govt.Servants having 25 years of service and seeking Voluntary Retirement.

8th  Sept        2006Corporate Office instructs DGM (Admn)s of Circle Offices to report with CR scrutiny reports (SDE to Adhoc STS) on dates scheduled in the letter No.412-26/2006 -PERS.I dated 8-09-2006.>>>>>>>

7th  Sept        2006According to reliable information available to us Management Committee meeting held on 6th Sept, 2006 accepted the Promotion Policy report in principle. In the meeting that continued on 7th Sept , 2006 Director (Finance ) asked for details like strength of Executives, financial repercussion etc. The same were also supplied.

6th  Sept        2006Joint Forum meets Secretary Telecomm on 6-09-2006 as scheduled. The Secretary concurred with our views on Pension. He also stated that ITS absorption is an issue that has to be sorted out immediately. He requested the Forum to wait up to 18-09-2006 until the return of Shri.Y.S.Bhave from abroad to hold a full fledged discussion on these two issues to sort them out and resolve them immediately.

5th  Sept        2006Representatives of Joint Forum from BSNLEU, SNEA , NUBSNLW, BTEF meets CMD BSNL and discusses issues on infrastructure sharing and unbundling. The CMD appreciated our views and promised all support. He requested the Forum to submit details from the Kerala model on active links which can be extended on a National basis. The Forum will submit the  same very shortly.
GS meets Director (HRD) on Promotion Policy. Director (HRD) informs that he has directed DDG (Per) to submit a note for discussions on Promotion Policy report in the Management Committee meeting taking place on 06th Sept 2006.
GS pays a courtesy call to Shri.D.S.Mathur Secretary Telecomm. During the meeting current relevant issues were discussed.

5th  Sept        2006NCOA Secretary General Dr.K.Ashok Rao informs our GS that the Government is actively and positively considering the merger of 50% DA and constitution of wage revision committee. The decision is likely to be announced within 10 to 15 days.

GS addresses Secretary DOT to discuss following issues with the Association - (1) Extending of connectivity to private operators on active links by BSNL Management. (2) Dilution in the provisions of Rule 37A by DOT Order no 1-45/2003-B dated 15-06-2006 (3) Abnormal and continuing delay in absorption of ITS Gr A in BSNL (4) Abnormal delay in refund of CGEIS amount. >>>>>>>>>>>>>>>>>>>>

4th  Sept        2006The Association holds discussion with CMD BSNL on speedy implementation of the report on Promotion Policy. The CMD promised that the report will be placed for discussion in the Management Committee meeting to be held on Wednesday, 6th Sept 2006 or Thursday, 7th Sept 2006.
GS holds detailed discussion with Sr.DDG (Restructuring) on transfer policy to tenure stations. The Association highlighted with demands on considering period of stay (from JTO service onwards) and timing of the transfer orders (during the Annual Vacation and not in mid of the Academic year).

 3rd  Sept        2006Statistics on POIs from Gateway MSCs of BSNL  to Private operators as on 3rd August 2006 (>>>>>>>>>>>>>) indicating Active link connectivity provided by Circles Andhra Pradesh, Karnataka and Tamilnad. Kerala has provided connectivity on Rent and Guarantee basis while Gujarat on Passive links. This is quite alarming and indicates complete failure on the part of our Organization in these Circles. CSs/BSs of these Circles must reverse this decision of active link connectivity by their CGMs by organizing struggle with other units of joint forum. We are unable to understand as to how our activists in these Circles are totally unaware about such threatening developments. CHQ is quite concerned and perturbed over complete failure of our organization in these Circles and appeals to one and all to rise to the occasion with extraordinary sense of oneness and total commitment to completely defeat this decision of BSNL Management. As regards status of other Circles, where nothing is indicated i.e whether the connectivity has been provided on active or passive links, we are ascertaining the same and shall very quickly provide the same. CSs and activists of these Circles should immediately find out the mode of connectivity and act accordingly. We have received confirmed information only regarding AP, TN, KTK, Gujarat and Kerala.

1st  Sept        2006It is a matter of grave and serious concern that the Southern Circles except Kerala Circle have failed to implement the instructions of CHQ on infrastructure sharing even after very strong oral and written instructions. A large number of active rings have been commissioned in the Southern States except Kerala during August 2006. On the contrary our comrades of Patna of  Bihar Circle  have successfully stalled all such installations through sustained struggle and agitational programmes . Unless the Circle Secretaries of the erring Circles awake from the deep slumber the demotivation that has already been set in will continues to mount. Circle Secretaries of Andhra Pradesh, Karnataka, Chennai and Tamilnad are directed to act immediately by organizing a sustained organizational actions along with other affiliates of Joint Forum  to reverse the decision  that have already taken in respect of allowing Private Operators to share our network in terms of buildings, antennae, towers and  duct. This should be opposed and defeated in the context of stand already taken by CHQs of affiliates of Joint Forum and communicated to CMD BSNL bide letter No. JF/2006 dated 12.07.2006.

The meeting of the Joint Forum of Non-Executives and Executives held on Friday,1-09-2006 decides to proceed with strident actions on the issue of infrastructure sharing and pension. The Forum will be meeting the CMD BSNL on Monday, 04-09-2006 to demand withdrawal of the infrastructure sharing orders issued on 30th May 2006. On the pension issue the forum will be taking up the case very vigorously with the Secretary DOT at the earliest opportunity most probably during the next week itself.

GS meets Director (Commercial and Marketing) and discusses various issues concerning infrastructure sharing. The Director heard our views on the subject.
GS meets DDG (Per) to discuss about proforma promotion , promotion for held cases and request transfers . The DDG promised to expedite action on all cases.

Recall the concrete assurance given by CMD BSNL, in the meeting that Association had with the Secretary, DOT on 16th June, 06, that the issue of Service Weightage shall definitely be addressed by BSNL Management in its totality.
