candidates as their seniority, error in staff no./name has not been
clarified by DoT/BSNL yet.

& AGS Com. Khan met DDG(SW), Wasi Ahmed & Jt.DDG(SW),Shri Ashok Kumar and
discussed about the details of procurement of IFWT/FWT ,the problems in SMPS
& battery and the demand of IFWT/FWT. Necessary information was provided in
detail about the same. On 26th September 2008 a letter from DDG(SW) was also

We met Sr.DDG(BW) & Jt. DDG(BW) on the issue of first ACP for our comrades
of Civil wing. We also communicated about a lot of resentment amongst our
members on the issue. Both the officers of the civil wing said that they are
interested in resolving the issue but it is also a fact that no breakthrough
is achieved. We had also put forth some arguments which are very rational &
logical as far as our issue is concerned.
The
issue of AAOs pay scale is pending in PAT section which is under DDG(EST),
BSNL. Orders are expected soon.
2nd
Joint Circle Conferences of NE ! and NE II at Agartala on 20th
and 21st Sept.,08: In the most spectacular manner, NE I and NE II
held joint Circle conferences at Agartala on 20th and 21st
Sept.,08.
On 20th Sept, an absorbing
interactive session of the Joint forum, presided over by Com
M.K.Bhattacharjee, Convenor Joint forum NE I and CS/AIBSNL EA, in which
issues relating to growth and viability of BSNL were extensively discussed.
GS/SNEA(I) gave detailed account of some crucial policy developments. The
session was also addressed by Com. Swapan Chakraborty, AGS and CS/BSNLEU NEI.
Com. P.C.Aine, DS/FNTO Tripura, Com T. Chaudhry, DS/BSNL EU Tripura and Com
S.C.Debnath DS/AIBSNL EA also attended the session.
On the evening of 20th Sept, a
glittering and thoroughly businesslike open session in which his Excellency,
the Honble Governor of Tripura State, Sh. D.N.Sahaya, was the chief guest.
The open session was addressed by GS/SNEA(I), Sh R.Ramesh, CGMT/NE I, Sh.
B.K.Biswas GM(D), Sh. V. Munindranath, GM/TD Tripura, Com Madhusudan Mahato,
Jt Secy/E and Honble Governor, Sh. D.N.Sahay. Honble Governor who stayed
for the entire open session, in his address, clearly and categorically
endorsed the views of GS/SNEA(I) that while BSNL is committed to all round
growth of Telecom Services throughout the Country, private operators have no
such obligation and their primary consideration is to earn profits. Key note
address of the open session was given by Com Dinesh Singh, CS/NE II and vote
of thanks by Com Surajit Chakraborty, CS/NE I.
The joint delegate session which was
presided over by Com Tapas Bhatacharjee in the morning of 21st
sept.,08, was addressed by GS/SNEA(I) and Jt Secy(E). GS gave a very
detailed account of all the developments at the Central level. An absorbing
and fruitful delegate interactive session was held.
Com Surajit Chakrabortty, Com
P.S.Bhattacharjee and Com Apansu Debnath were unanimously elected as Circle
president, Secretary and Treasurer of NE I Circle respectively. Com Naba
kumar.Singh, Com Dinesh Singh and Com S. Kumar Singh have been unanimously
elected as Circle President, Secretary and Treasurer of NE II respectively.

We
met DDG(Pers.) on the issue of non-relieving of 119 SDEs transferred to
tenure stations. We emphasized that Director (HRD) had earlier assured us
not to relieve these officers for obvious reasons. Later on DDG(P) assured
us that he will talk to the concerned CGMs and put the relieving of
the officers in abeyance.

Meeting of the Joint forum of BSNL executives/non executives:
Jt forum met to discuss
following important issues:
A) Decision of the BSNL
Management to allow private operators to roam on BSNL network:
All the constituents of the joint forum were quite vocal and unanimous in
their opinion to strongly oppose this counterproductive decision of the BSNL
Management which is surely going to jeopardise the growth of BSNL. It was
decided to meet CMD/BSNL immediately after his return from abroad and
apprise him about the decision of Jt forum and also inform him about the
dangerous repercussions of this decision. It was felt in the meantime that
complete organizational preparation must be initiated to oppose and reverse
this retrograde decision of the BSNL Management.
B) ITS
absorption: It has been unanimously decided that in case ITS officers, after
exercising their option for absorption in BSNL/MTNL, decide to opt for DOT,
are again sent on deputation to BSNL from DOT, on one pretext or the other,
as BSNL management is already contemplating, all the 3.5 lakh executives and
non executives will launch a prolonged and militant Country wide struggle
seeking their repatriation back to DOT and work in BSNL on deputation basis.
To make this struggle successful, already field level units should start
making hectic campaign and opinion building. Jt forum will be deciding
appropriate, tough and uniform course of action very shortly to ensure
repatriation of all absorbed executives and non executives to DOT and their
working in BSNL on deputation basis. This issue should be treated as
extremely critical one and field units of SNEA(I) should start making
sustained and serious efforts to make our repatriation back to DOT a
complete success. As things stand, we have absolutely nothing to comment on
the decision of ITSA to en masse go back to DOT, since it is their internal
organizational affair.
C) Issue of
withdrawal of letter of letter of MOF regarding payment of pension by govt.
on 60:40 basis: It is understood that DOE (deptt of expenditure in MOF) has not concurred
with the note of DOT, duly approved by Telecom Commission and MOC&IT,
asking MOF to withdraw the order envisaging that govt. will take the
responsibility of payment of pension only to the extent of 60% of the
revenues it receives from BSNL on account of licence fees, cess tax,
dividends etc. The file has been reportedly sent to DOP&PW by MOF. Jt forum
has decided to seek an appointment as early as possible with the concerned
Minister of DOP&PW to request him to re-examine the note of DOT seeking
withdrawal of the arbitrary order of MOF on merits and concrete commitments
made at the time of absorption in BSNL by the govt
D) Merger of
ITI with BSNL: Since the issue of revival of ITI is being examined and
discussed by BIFR, it was decided to meet the concerned member Mr Sen Gupta,
ex member Planning Commission, dealing with the issue of revival of ITI to
explain in detail to him the grave consequences that merger of ITI shall
definitely have on the growth of BSNL. However, we have to be extremely
vigilant on this issue since a political decision might be taken without
consulting either DOT or BSNL Management by the govt. anytime.

& Com. Khan met Dir(F) and thanked him for the support shown by him in
approving AAO's Pay Scales. In the meeting various other issues relating to
cadre and viability of BSNL were also discussed.

met
Secy/DOT
: GS and Jt Secy/(E), Com Madhusudan Mahoto, met Secy/DOT to
request his personal intervention in the matter of fixation of pay in
respect of those having exercised option to continue in CDA scale till
promotion/retirement after absorption in BSNL. GS apprised Secy/DOT about a
very positive and self contained note sent recently by DOT to DPE for fresh
consideration based on some new facts. Secy/DOT, while assuring of his
intervention, advised GS to once meet Secy/DPE and explain in detail the
issue to him. Thereafter, Secy/DOT, categorically stated that he would
impress upon Secy/DPE to resolve the issue. GS brought to the notice of Secy/DOT
as to how hundreds of officials are suffering for about two years on account
of non settlement of their pension issue. GS shall try to meet Secy/DPE as
shortly as possible since he was out of Country and has returned on 15th
Sept.,08 only.
Meeting
with DDG(E)/DOT: GS discussed the
issue of total uncertainty on the issue of TES Gr B seniority in view of
fixation of seniority of about 50 SDEs and their consequent promotion to
adhoc STS on the basis of rule 206. The enormous magnitude of the
implications of having two different criterions for fixation of seniority
was elaborately explained to DDG(E). However, DDG(E) mentioned that DOT is
seeking concrete legal opinion to end the stalemate as quickly as possible.
Discussion with
convenor Jt forum, com V.A.N.Namboodiri: GS informed convenor Jt forum about
very dangerous consequences of the decision taken already by the MC of BSNL
to allow SWAN INDIA to roam on BSNL network in wireless and all other
operational segments. The facility would be extended to all other private
operators and this would spell doom for BSNL. It is estimated that BSNL
would lose more than 10,000 crores in revenue for one year as a result of
this decision. Even when private operators are allowed to use spectrum of
BSNL, which is a growing and expanding area of business for BSNL, hen where
is the question of stopping TRAI from unbundling last mile copper which is a
depleting segment. This decision which is virtually political one is being
taken on purely extraneous considerations to finish BSNL and help vested
interests to grow. GS suggested direct and immediate industrial action on
such decision of BSNL Management which is virtually dictated to the
Management which has no strength, commitment and conviction to protect
legitimate interests of BSNL. The direct action should be instantaneous and
sustained to reverse the decision, GS suggested to convenor Jt forum who
assured GS that he would immediately get in touch with other constituents of
Jt forum and decide to decide the strategy and plan of action to completely
defeat this move.
Comrades of
SNEA(I) at all the levels must maintain highest level of organizational
preparedness to respond immediately to the call of the Jt forum on this
critical issue. In case we fail to reverse this decision, we shall not be at
all in a position to safeguard our jobs.
GS spoke to Dir(SU),DOT about the payscales of AAOs. It was confirmed
that DOT has approved the AAO pay scales and the orders relating to the same
is issued on 15.09.08.Congratulations to the executives of Acounts and
Finance wing.

The Circle conference of SNEA(I) Karnataka Circle was held from 11th
to 13th of September 2008 at Mysore, Karnataka. Shri Kuppuswamy, CGMT KTK
Telecom Circle addressed the delegates in the midst of Conference. A
grand Open session was held on 12th September 2008. Circle Secretary Shri
M.H.Gombi gave the key note address. The Chairman of Reception

Circle President, Circle Secretary & Circle Treasurer respectively in
the new Circle body. Com. M.S. Hiremagadur, Com. R.N.Pai, Com. C D Naik,
Com. Lokesh & Com. D.D Shanawad were elected as CWC members.
GS met Jt Secy/DPE
and had a detailed discussion with him on various aspects of the issue of
processing of the recommendations of the 2nd pay panel submitted by Justice
Rao committee. Jt Secy/DPE informed GS that the issue of processing of the
recommendations of the committee was being dealt with the highest priority
by the DPE and hopefully in another three to four weeks time the
recommendations would be sent to the Union Cabinet for its consideration and
approval.
On the issue of
deferred option to continue in CDA pay scale till the date of
promotion/retirement, which has yet again been positively and
comprehensively referred to DPE by DOT, Jt/secy assured that the issue
would be reconsidered in the light of fresh facts mentioned by DOT only
after the 2nd pay panel recommendations are processed and sent to the Union
Cabinet by DPE, since all the officials and officers are presently
completely preoccupied with the processing of 2nd pay panel
recommendations.
Meeting
with new DDG(P)/BSNL, Sh. R.K.Mishra:
GS met new DDG(P)/BSNL and discussed with him the issues of expediting the
issuing of promotion orders from JTO to SDE against competitive and
seniority cum fitness quota. DDG(P) solicited cooperation of our Association
in issuing the both promotion orders and informed that he was in constant
touch with the CGMs on both the issues. We appeal to our CSs to put in their
best efforts to send the required information regarding both the seniority
cum fitness as well as competitive quota. We shall very shortly be putting
up elaborate details required by BSNL Hqs regarding seniority cum fitness
DPC on our site. This DPC has to be completed as expeditiously as possible
and, in order to achieve this, complete support and involvement of our
office bearers and activists at all the levels in sending CRs of the
eligible JTOs is absolutely essential. DDG(P) is also very keen to issue the
orders as quickly as possible, since Director(HRD) has asked him to complete
the DPC and issue seniority cum fitness quota orders within a definite time
frame. It really depends on us as to how quickly field units send the
required information, including the
Eligibility
list for promotion from JTO to SDE issued by pers. cell.>>>>>>>>>>>.
Kerala &
Gujarat Circle are yet to send Vigilance Clearance for promotion from JTO to
SDE under competitive quota. Whereas NE-II & NTR are the only Circles which

memorandum to Hon'ble President of India Smt. Pratibha tai Patil
during her visit at Amaravati, Maharashtra.The Meeting lasted for about 10
minutes and Hon'ble President of India Mrs. Pratibhatai Patil was surprised
that there are some issues which need attention and are important for the
health of BSNL. After our discussions, she understood the depth of issues
and assured to look into all the issues mentioned in the memorandum. She was
kind enough to listen SNEA(I) delegation which was represented by Com.

Circle Executives Committee (CEC) Meeting of SNEA (I) BIHAR
CIRCLE was held on 31th Aug'2008 from 10.00 Hrs
at CONFERENCE HALL, C.T.O. Building, Sanchar Parisar, Patna. The same
was attended & addressed by Com. Madhusudan Mahto, Joint Secretary (East)
CHQ. The conference hall packed out with Circle office bearers/District

read out brief report. The reports was unanimously approved and passed by

Circle Conference of Jharkhand Telecom Circle at Ranchi. Shri Rakesh
Kapoor, CGMT Jharkhand Circle was the Chief Guests and Shri S.S.
Choudhary,GMTD Ranchi, Shri S.N. Singh, GM(D), Shri B.N. Singh, GM(O), Shri
G. Narendra Nath GM(Admn.) and Sh. B.K. Malhan CE(Civil) were the guests of
honor. Joint Secy.(E) Com. Madhusudan Mahto, Vice-President Com. S.D.
Choudhary CHQ in their address discussed the All India Level issues & the
issues related to the Viability of BSNL. CGMT Jharkhand Circle in his
address discussed the growth of Telecom Services in Jharkhand Cirlce &
mentioned that the Jharkhand Circle is a profit making Circle. Further
efforts are being made to increase the profit. Com. B.K. Mishra Circle
Secretary in their welcome address discussed the Circle / CHQ Level issues &
requested for early settlement. Election of new Circle body was also
conducted. Shri B.K. Mishra, Shri Ganesh Jha & Shri K.P.Mukhiya were
elected unanimously as President, Circle Secretary and Treasurer
respectively. It was attended by a large number of members / delegates
from different wings i.e. Telecom, Account, ETR, ETP, Civil, Electrical, T &
D of the Jharkhand Telecom Circle.
PB, UP(E), UP(W), RJ, QA, T & D ETP, ETR & Jharkhand Circles are yet to
send the details of the successful candidates who have passed the TES Gr.B
Competitive examination. Whereas Kerala and Gujarat Circle have not sent the
requisite Vigilance Clearance.
The roster information in
the cadre of SDEs is yet to be received from UP(E) & UP(W) Circles.
AGS, Com. Khan met the O/G
DDG(Pers.) Shri A.K.Purwar and the new DDG(Pers.), Shri R.K.Mishra and
emphasized on the early release of the Eligibility list for promotion
from JTO to SDE. The new DDG(P) assured that this job is on top of the
agenda and may be issued very soon.
